With the increasing mobility of the rural population in China and the growing number of residents moving to the cities for work or study, rural society is forming a pluralistic, interest-centered, “open” social networks relations that follows the modern rule of law contract. Based on Chinese General Social Survey data, the results of the empirical study finds that social insurance can significantly enhance the social interactions of rural residents in China, that is, formal social (...) class='Hi'>security system in rural areas promotes informal social security mechanisms such as social interactions. The results of the grouping test show that rural residents in China’s different regions were affected by social insurance in different ways. Social insurance has a greater impact on the social interactions in the eastern region than in the middle and western regions. The propensity score matching method was used to reduce the sample selection bias, and the findings of the paper were found to be robust. (shrink)

Human Rights are related to those rights which are related to man’s life, freedom, equality and self-esteem, are established by Indian constitution or universal declaration of human rights and implemented by Indian judiciary system. Widespread concerns about the long-term fiscal gap in Social Security have prompted various proposals for structural reform, with individual accounts as the centerpiece. Carving out individual accounts from the existing system would shift significant risks and responsibilities to individual workers. A parallel development has already occurred in the area of private pensions. Experience with 401 plans indicates that many workers will have difficulty making prudent decisions concerning investment and withdrawal of funds. Moreover, in implementing any system of voluntary (...) individual accounts, it will be important to design default settings that provide appropriate guidance for workers with heterogeneous levels of financial sophistication and risk tolerance. The central goal of Social Security reform should be to close the fiscal gap in a way that preserves rather than undermines the existing system of mandatory defined benefits for all workers. For perspective, perhaps it should be noted that Social Security is one of the least generous public pension systems among advanced countries, according to a new report by the Organisation for Economic Cooperation and Development.

Germany is considered to be a pioneer of social security systems; nonetheless, globalization and demographic changes have put enormous pressure on them. A solution is not yet in sight as the debate on the future of the German social security systems still lacks consensus. We argue that ideas matter and that the debate can benefit from a deeper reflection on the concept of social security. This objective is pursued along two lines. First, (...) we take a historical perspective and reconstruct the development of Germany's social security systems. Second, we scrutinize from a theoretical perspective how social security is conceptualized in public and theoretical debates. Behind the various positions, we identify four basic ideal types. We then analyze how these ideal types account for the benefits of social security systems and what role they assign to corporations in providing social security. While two ultimately reinforce potential conflicts between different groups in society, the other two ideal types reveal possible benefits for all. The last ideal type actually conceptualizes social security systems as insurance that fosters risky but overall productive investments in human and other forms of capital. Therefore, it can be shown that social security systems are not necessarily threatened by globalization and that incentives exist for corporations to invest in the provision of social security. The purpose of the paper is to consider genesis and approaches to forming a security culture of tourism and hospitality enterprises that are superstructures of economic, industrial, professional, household, ecological, psychological and social security. In the research, apart from general scientific methods, we used the collection and analysis of primary information obtained from the survey of 220 respondents. Three areas that have a decisive influence on the security of tourism and hospitality enterprises have been identified: organizational (...) culture, decision-making responsibility, and competitiveness. The decision-making methods for different leadership styles were identified. There were conceptualized connection and strength of correlation between types of strategic decisions, leadership styles and organizational culture of tourism and hospitality enterprises. It has been proposed the factors’ configuration relevant to the security of tourism and hospitality enterprises, which focuses on the economic security formation as a function of organizational culture, responsibility for decision making and competitiveness. I support several of President Bush’s economic proposals: tort reform for medical malpractice suits, and in principle increased free international trade, increased use of market mechanisms for environmental protection, and tax simplification. However, President Bush’s proposal for social security reform is unnecessary and dangerous to the economic health of our country. The system is not broke and does not need to be “fixed.”.

Guided by the theories of system theory, synergetic theory, and other disciplines and based on fuzzy data mining algorithm, this article constructs a three-tier social security fund cloud audit platform. Firstly, the article systematically expounds the current situation of social security fund and social security fund audit, such as the technical basis of cloud computing and data mining. Through the optimization function, the information contained in the neural network is stored in a few weights as far as possible. Social security is an important part of the national security system from the perspective of the overall security concept, and social security is an important influencing factor of social security. Using the CFPS2018 data, this study uses the critical weight method to measure residents’ individual security and uses path analysis to empirically study the impact of endowment insurance and medical insurance on residents’ security in urban and rural areas. The results (...) show that the depth of endowment insurance has a significant positive impact on the sense of security of urban residents. The depth of meniscal insurance has no impact on the sense of security of urban residents. The depth of endowment insurance and medical insurance has a significant positive impact on the sense of security of rural residents. The depth of endowment insurance has a significant positive impact on the sense of security of urban residents. The influence of full sense is greater than that in rural areas, and the influence of meniscal insurance coverage depth on residents’ sense of security in rural areas is greater than that in urban areas. Therefore, the impact of social security on residents’ sense of security is heterogeneous between urban and rural areas. We should allocate the limited social security investment to urban and rural areas in a reasonable and balanced way to promote the overall sense of security of social residents. Integrate and improve the social security system and promote regional and group equity. Change the concept of government management, build a communication platform between the government and the people, and improve residents’ subjective sense of security. This study aims to achieve the goal of cultivating and reserving emerging professional talents in social security law, improve the curriculum and mechanism of entrepreneurship education, and improve students’ entrepreneurial willingness and entrepreneurial ability. Deep learning technology is used to study the psychological effects of entrepreneurship education for college students majoring in social security law. Firstly, the concept of entrepreneurial psychology is elaborated and summarized. A related model is designed using the theory of proactive personality and (...) planned behavior through questionnaire survey and regression analysis to explore the relationship between students’ entrepreneurial psychology and entrepreneurial intention. Secondly, an entrepreneurship education method based on deep learning is proposed, and a teaching model of multi-dimensional collaborative entrepreneurship education practice is constructed. On this basis, the deep learning algorithm combines the characteristics of the personalized recommendation algorithm to construct an efficient Problem-Based Learning learning resource recommendation algorithm. Finally, the proposed method is tested. The results show that the Significant value of students who have participated in PBL deep learning courses is less than 0.05, indicating that PBL significantly improves students’ learning ability and the ability to deal with entrepreneurial environments. The results verify the impact of entrepreneurial learning on entrepreneurial intentions. The research on PBL online learning recommendation system shows that the proposed recommendation algorithm is superior to the traditional recommendation algorithm in both roots mean square error value and mean absolute error value on both datasets. The Social Security system is expected to go bankrupt in approximately 2032. The debate on how to reform the system currently revolves around the issue of privatization. Advocates of privatization claim that allowing individuals to invest some of their SSI contributions would provide greater returns and protect the system from insolvency. Opponents of privatization argue that such a move would expose individuals to excessive risk.The debate should be resolved through a rational examination of alternative proposals. Unfortunately, defenders of (...) the status quo are again resorting to the type of iconography seen in other recent public policy debates. They are equating defense of the current government-financed system with protecting the elderly from evil predators who wish to "starve the old folks" for their own gain. National electronic identity (e-ID) card schemes and electronic identity management systems (e-IDMS) in Europe are characterised by considerable diversity. This contribution analyses the creation of a national e-IDMS in Austria with the aim of improving our understanding of the reasons behind the genesis of particular designs of national e-IDMS. It seeks to explain how the system’s specific design evolved and which factors shaped its appearance. Being part of a comparative four country study, a common theoretical framework is employed to (...) allow for a comparison of national e-IDMS in Austria, Belgium, Germany and Spain. It combines the approach of actor-centred institutionalism and the concept of path dependence in order to analyse the innovation process and to explain resulting key characteristics of the e-IDMS in Austria: a technology-neutral system with multiple tokens; an ID model based on the Central Register of Residents; a privacy concept using sector-specific personal identifiers. It is shown that innovation process and outcome are not only shaped by specific actor constellations dominated by strategic e-government bodies, but also by path dependence at three levels: technological, institutional and organisational. As a technique of social control based on the collection of information, surveillance has been a central instrument of any administrative power since the modern era. Surveillance, however, can be carried out in different ways and these can provide important information on the basic features of a particular political system. Indeed, the introduction of surveillance measures has an impact on key relationships of a political system, such as liberty and security, autonomy and authority. When a political system is, (...) like the European Union (EU), in a dynamic and build-up phase, by analysing its surveillance practices one can even discern the trajectories of its developments. The paper analyses two surveillance measures in the EU: the Schengen Information System (SIS) and the Directive 2006/24/EC on data retention. It puts forth the argument that the reference to security as a value enables the EU to compensate its legitimacy deficiencies and to develop into a power system characterised by a more supranational structure than before. This article examines the extent to which the concept of social quality could contribute to a transformation in the debates about the welfare sustainability in Asia and Europe. The article starts by outlining the concept of social quality: its constitutional, conditional and normative components and the origins of its development as a European conceptual framework. Then a bridge is created between Europe and Asia by looking briefly at the similarities and differences between social quality and human (...) class='Hi'>security, a concept that is more familiar in the latter region than the former one. is is followed by a critique of the global discourses on 'sustainability' and, in particular, their dominance by economism. The final part of the article utilizes the concept of social quality to propose a more open and balanced approach to sustainability that brings in social and ecological considerations alongside economic ones. The informal business sector has made enormous contributions to Nigeria's economic growth and development, but this sector is not given the necessary attention to transforming these businesses toward sustainability. This study explores the depth of informal business sector practices in Nigeria. It underscores the inputs of stakeholders in the transformation of businesses in the Nigerian informal sector to increase tax remittances and employment generation for job security in the Nigerian economy. It further explores the views of researchers, covering the informal sector development and the support of the provisions of the social services in Nigeria. There is the absence of a model for the transformation and sustainability of the informal sector enterprises in Nigeria. This study recommends a model approach to address informal sector enterprises' issues and challenges necessary to transform the businesses into a formal status while supporting their sustainability and resilience. “Good governance” may be viewed as governance that effectively promotes human rights, human security and human development. This article discusses human security analysis, which in certain ways offers an integration of these “human” perspectives together with a “social” orientation, by combining a person-focus with systematic investigation of the environing systems of all sorts: physical, cultural, organizational. The importance of such analysis is illustrated through the example of climate change impacts and adaptation. The article presents applications of (...) a human security framework in governance, for policy analysis, planning and evaluation issues in climate change and other fields. The impact of Online Social Networks on human lives is foreseen to be very large with unprecedented amount of data and users. OSN users share their ideas, photos, daily life events, feelings and news. Since OSNs’ security and privacy challenges are more potential than ever before, it is necessary to enhance the protection and filtering approaches of OSNs contents. This paper explores OSNs’ threats and challenges, and categorize them into: account-based, URL-based and content-based threats. In addition, we analyze (...) the existing protection methods and highlight their limitations and weaknesses. Based on that, we propose a comprehensive, user-level, proactive and real-time OSNs’ protection system, called Hybrid Real-time Social Networks Protector. HRSP has three components; a user-level security protocol and two classification models. The protocol defines a structure for OSN’s cryptographic services, including encryption, access control and users’ authentication. The classification models employ machine learning, black lists, white lists and users’ feedback, in order to classify URLs into: Benign, Risk and Inappropriate classes, and contents into: Benign, Hate speech and Inappropriate classes. We constructed two data sets of 150,000 URLs and 22,000 tweets to build and test the two classification models. Results show an overall accuracy of 93.2% for the URL model and 84.4% for the content model, while the protocol implementation produces compatible size and time overhead. Although agriculture in Australia is very productive, the current food supply systems in Australia fail to deliver healthy diets to all Australians and fail to protect the natural resources on which they depend. The operation of the food systems creates ‘collateral damage’ to the natural environment including biodiversity loss. In coming decades, Australia’s food supply systems will be increasingly challenged by resource price inflation and climate change. Australia exports more than half of its current agricultural production. Government (...) and business are aiming to substantially increase production to bolster exports. This will increase pressure on agricultural resources and exacerbate ‘collateral’ damage to the environment. The Australian public have a deep and ongoing interest in a very wide range of issues associated with the food systems including the environment, health and sustainability. Food is something we require in order to live and a good diet is something we have to have to be healthy. For health over a life-time we need food security. However, we also require a range of other material goods and social arrangements in order to develop and flourish as human beings. And we need these other things to be secure over a life-time. Food is therefore one security among a range of other securities we need in order to flourish. The paper outlines a number of approaches, as examples, that help to identify what these other goods and arrangements might be. The approaches mentioned in this paper include human rights, national securities, human needs, authentic happiness, capabilities, sustainability and environmental ethics. The different approaches provide a way of evaluating the current situation and indicating a direction for change within the food systems that will address the problems. However, changing large systems such as those involved in food supply is difficult because inertias and vested interests make the current food supply systems resilient to change. The paper suggests that one of the first and ongoing tasks is to develop an understanding of the situation from a comprehensive social–ecological systems perspective. The paper also suggests that a practical leverage point for system change is restructuring the flow of information on the health, natural resources and biodiversity loss issues related to the food supply systems. Purpose This study aims to ascertain the impact of data collecting awareness on perceived information security concerns and information-sharing behavior on social networking sites. Design/methodology/approach Based on communication privacy management theory, the study forecasted the relationship between information-sharing behavior and awareness of data collecting purposes, data collection tactics and perceived security risk using structural equation modeling analysis and one-way ANOVA. The sample size of 521 young social media users in Vietnam, ages 18 to 34, was made (...) up of 26.7% men and 73.3% women. When constructing the questionnaire survey method with lone source respondents, the individual’s unique awareness and experiences with using online social networks (OSNs) were taken into account. Findings The results of the investigation demonstrate a significant relationship between information-sharing and awareness of data collecting, perceptions of information security threats and behavior. Social media users have used OSN privacy settings and paid attention to the sharing restriction because they are concerned about data harvesting. Research limitations/implications This study was conducted among young Vietnamese social media users, reflecting specific characteristics prevalent in the Vietnamese environment, and hence may be invalid in other nations’ circumstances. Practical implications Social media platform providers should improve user connectivity by implementing transparent privacy policies that allow users to choose how their data are used; have clear privacy statements and specific policies governing the use of social media users’ data that respect users’ consent to use their data; and thoroughly communicate how they collect and use user data while promptly detecting any potential vulnerabilities within their systems. Different social forces have different conceptions of social security.Here is looked into the post-World War II settlements with regard to social security in Austria, Belgium, Britain, France, Germany, and the Netherlands, with a further glance at Denmark, Italy, Norway and Sweden. This study investigates the significance of understanding police perspectives on community policing as a means of addressing insecurity, particularly within the context of localised and asymmetrical conflicts. It highlights the pivotal role of the police in shaping community security and the substantial impact they can have (positive or negative) in fragile environments. The study contends that the localised nature of the community policing effectively addresses security and development issues and empowering citizens. Qualitative interviews were conducted with senior police (...) in Islamabad, to assess the implementation and potential impacts of community policing in Pakistan’s Federal Capital Territory. The findings reveal how the historical foundations of police structures and operations – which date back to the colonial period – have led to the promotion of fear, mistrust and manipulation under successive regimes. Despite these challenges, the findings are promising highlighting enhanced human security through context-specific community policing. Finally, the paper argues that the movement towards community-oriented policing marks a departure from the control of elites within state systems, and encourages values such as local ownership, social cohesion, mutual engagement, accountability and agency. In addition, its founder understood the responsibility of social welfare institutions not as an isolated responsibility for each institution, but as part of a harmonious whole that is a real moral entity with a (...) socio-economic character, with autonomy and unity of nature, purpose, and form. The purpose of this article is to show how the corporate social responsibility conception of Francesc Moragas, the founder of "la Caixa," informed the activities of the new institution in a variety of dimensions, including its service to the customers, its economic strengths, the social work, and its participation in the creation of the public system of social security in Spain. Food security policy, programs, and infrastructure have been incorporated into Public Health and other areas of the Provincial Government in British Columbia, including the adoption of food security as a Public Health Core Program. A policy analysis of the integration into Public Health is completed by merging findings from 48 key informant interviews conducted with government, civil society, and food supply chain representatives involved in the initiatives along with relevant documents and participant/direct observations. The paper then examines the (...) results within the context of historic and international trends and theoretical models of food policy, community food security, and applied policy research. Public Health re-emerged as a driver of food security in BC—both as a key player and in positing the public’s health as a driver in food security and food systems. While Public Health’s lead role supported an increase in legitimacy for food security in BC, interviewees described a clash of cultures between Public Health and civil society. The clash of cultures occurred partly as a result of Public Health’s limited food security mandate and top down approach. Consequently civil society voice at the provincial level was marginalized. A social policy movement toward a new political paradigm—regulatory pluralism—calls for greater engagement of civil society, and for all sectors to work together toward common goals. A new, emerging policy map is proposed for analyzing the dynamics of food security and health promotion initiatives in BC. (shrink)

Contemporary man is in danger of becoming the neoprimitive man.Culture adapted to contemporary technological civilization grows out of a thought paradigm ordered by a metaphor rooted in the eco-system concept, which replaces the modern machine metaphor. In thinking based on eco-systemic relations the difference between them does not antagonize but enriches, and rivalry is replaced by synergy. In this new paradigm the axiological aspect of the modern-day development concept becomes very complicated and needs the qualifier “sustained,” thanks to which development ceases to threaten the coincidental and ruthless change. The application of the term “sustained development” to the relation between technological civilization and culture forces the discourse on human security to take stock of the human capacity for metanoia and existence within the ethical dimension, and make room for education in formulating creative responses to danger. In advanced societies, the sphere of work is subject to far-reaching changes which erode the system of gainful employment achieved in the second half of the last century, called ‘typical work’, i.e. full-time employment for an indefinite period with collectively negotiated wages and working conditions. This development has lead to a proliferation of various kinds of ‘atypical work’, most of which amount to poorly rewarded and insecure jobs with bad labour standards, and it has also weakened the traditional systems (...) of social security. As a result, most advanced societies have experienced a significant increase in social inequality and poverty in recent decades, even though their overall social wealth has constantly grown, a state of affairs which may be deemed to be not merely undesirable, but also unjust. This judgment, however, presupposes a particular conception of social justice that submits the economic order and the working world to certain normative demands. The paper aims to illuminate these demands by proceeding in three steps. First of all, it starts with recapitulating the conditions of the rise of typical work and the features of its decay. Secondly, it seeks to sketch a conception of social justice and its requirements on the working world, on the basis of which the present situation may be considered as unjust. Finally, it will deal with the question of how to reform the present working world in a way that, as far as possible, meets the requirements of justice. (shrink)

Much thought is being given nowadays to the ways in which society might continue to substantiate the principle of solidarity in the economic sphere. Predictable cost increases in the social security system stand at the root of a number of problems that have arisen. While those concerned look for solutions, a discussion is emerging concerning the communal scope of solidarity. People are not only asking themselves how they are to remain in solidarity, but also with whom they should (...) share the means at their disposal. The concomitant question ‘with whom?’ is not always as evident as it might seem, since the ethical scope of solidarity appears, in principle at least, to be unlimited.De facto, however, the limits of solidarity tend to coincide with those of the political community. The ongoing unification of Europe should broaden matters in this regard, but whether this process will also broaden our perspective on world-wide solidarity remains to be seen. At the same time, certain groups are calling for a stricter delimitation of our solidarity. The elections in Europe during the past ten years have made it clear that a number of emotional factors play a role in this context, factors which are not infrequently expressed in the slogan ‘our own first’.The intention of this article is to confront, with the Christian principle of solidarity, certain spontaneous and emotional motivating forces which call for a limitation of our solidarity. Solidarity implies both a feeling and a rational decision. In line with any other emotion, the feeling of solidarity is rooted in motivating factors of which we are not always consciously aware. Such factors are rarely thematised in an explicit fashion, partly because they are as such difficult to discuss and partly because they are difficult to make operational at the ‘scientific’ level. As a rule, our attention tends to be focused on the ethical desirability and practical-economical achievabilty of solidarity.Ours is a talkative age. Never before have people talked so much. The telephone, radio, cinema, television, audio and video recording have all increased our opportunities for speaking to one another not only when we are together but across distance and across time as well. This has been the century of chatter .Chattering carries in itself the risk of superficiality. Before we realise it, we are talking without thinking deeply. Messengers of doom, such as Postman and Finkielkraut , warn the western world against the dangers of the television and video culture which they contend constitute a threat to western democracy. As we grow accustomed to the high speed and fleeting character of the ‘new media’, we tend to gradually lose our capacity to think things over and reflect. Ultimately, its cursory and uncritical approach to things becomes the norm.For those who consider television as the summit of idle chatter, reading is not merely a relief but a threatened activity which needs all our support. If we consider thoughtfulness and consideration to be virtues, then the unhurriedness associated with reading must be seen as a virtuous quality. More than at any other time in our history, being literate is of great importance in our industrialised societies. Hence, there is a growing awareness of the need to link critical thinking with literacy skills. More than ever before, we need the writings of others – distant in history, geography and profession – to understand our complex world. Such writings provide information, recommend actions and promote political and philosophical orientations.Discourse analysis proves that the complexity of the discourse is higher in written than in spoken language. Written language integrates more idea units in a clause, making use of nominalisation, embedded constituents, etc. Gaining access to such thorough knowledge is a first step in the long process of asserting control. Being literate creates the opportunity for increasing access to knowledge not generally available in the direct experience of life. Being able to read enables the individual to transcend time and space and to liberate his or her own mind and spirit. It removes the individual from dependence on immediate senses, direct contacts, commonplace talk.All these elements are important in the shaping of one’s personality. Confrontation with challenging, original and even provocative ideas forces the individual to make up his or her own mind. Democracy needs this kind of individualism. (shrink)

. The author analyses the concept of legal security from its historical evolution to its main structural aspects. In the first part he argues that legal security is a historical and cultural concept of the modern world. He considers a series of factors which lead from the general concept of security generated by an ideological monism and the social rigidity characterizing the Middle Ages to the concept of legal security protected by the legal monism of (...) the modern state, where legal security, understood as formal or procedural justice, has become a principle inspiring the entire legal system. Then he considers legal security in the social state as the expression of the relationship between man and his social needs. In the second part the author makes a structural analysis of the concept of legal security in a modern legal order, identifying the different spheres in which it can be found: state,—focusing on procedural guarantees as limits to power—, law—considering the internal functioning of the legal system—, society—stressing the effects of the action of the social state on the idea of legal security. The purpose of this study is to reveal the function of the concept of Infāq, which is included in the terminology of the Qurʾān itself, in social assistance and solidarity. Poverty has always been one of the social problems from past to present. Although it is analyzed differently in each society via different criteria, poverty generally refers to the condition in which a person lacks the basic necessities for a minimum living standard. Unfortunately, millions of people starve for (...) basic biological and social needs such as nutrition, shelter, education, health, and even water. This is a shame for the humanity. There are both international and national charities working to reduce the misery and poverty. However, due to socio-economic and structural problems such as globalization, disproportion in income distribution, unemployment, overpopulation, economic crises, lack of social security systems, and wars, poverty rises gradually and it is still one of the major social problems needed to be solved. Islam which is the last one of Abrahamic religions and its holy book Qurʾān consider social cooperation and solidarity pretty important within the context of Infāq and hold the believers responsible for the organization of social life. Infāq is an umbrella concept in the Qurʾān, referring to all expenses and cooperation in the name of Allah and it is one of the main qualities of believers. Infāq, which includes other forms of cooperation such as obligatoryalms (zakāt) and charity (ṣadaqā), enables a person to share his tangible values with those who have worse life conditions than himself. In this way, the Quran aims to promote human relations and thereby enhancement and peace in the society. In other words, Infāq aims to eliminate social injustice which refers to social and economic inequalities, to protect the economically weak people against the difficulties in life, and thereby, to maintain economic and social stability. Helping the needy is a powerful path toward having spiritual peace, removing selfish feelings, and keeping emotional wellbeing. People with good mental health will be able to build more humane relationships with others. It is obvious that Infāq would play an important role inbuilding a sense of fellowship and trust. A wealth of person who shares his wealth with the poor will be deemed legitimate by the needy people. Thus, the needy people would be freed from negative feelings and behaviors such as jealousy, incapacity, hatred, bullying, and hostility, and feel a sense of fellowship and gratitude towards those who have better life conditions. One of the most important reasons for robbery, extortion, purse-snatching, and etc., which are currently occurring more frequently, is economic deprivation. Considering the fact that this kind of incidents takes place more frequently in poor countries than developed ones, it is obvious that Infāq has a strategic role in fulfilling the basic needs of the needy. Poverty might be linked to violence, which might end up with murder. Infāq which is divine cooperation approach would take an important role in fighting against criminal incidents that cause fear and indignation. Moreover, the Quran does not specify any certain economic condition to be able to do Infāq, and thereby, it makes people with various economic abilities become a part of the social cooperation. As everyone would take care of people who are relatively worse off, interindividual trust will be strengthen and circle of cooperation will be expanded. According to the Qurʾān, people’s all goods and possessions actually belong to Allah. People are just the trustees of this wealth. Allah grants as much wealth as He wills to whomever He wills. While the rich is responsible for sharing their wealth with the needy, the poor is responsible for bearing the troubles caused by poverty with patience and endeavoring to make money in a halal way. Unless Infāq is done in order to please Allah, it does not have any significance in the presence of Allah. The reason why people have different material living conditions is that both the poor and the rich are subject to test. Thus, they would get rewards for hereafter besides the sustaining of social unity and solidarity. Allah is the only warrantor of the tangible and spiritual wealth gained in return for Infāq. Three factors that determine human safety are specified: the human factor, the environmental factor and the security factor; and physical and psychological means of protection against dangerous situations. On the example of the United States, the relevance of public policy in the formation of a national chemical security system is determined. Internal and external threats to US national security in the chemical sphere are considered. A retrospective analysis of the production and use of chemical weapons by the United States is carried out. The place of the leading US authorities in the system of (...) national chemical security is determined. The international legal mechanisms for regulating the development, production, stockpiling, use and disposal of hazardous chemicals are studied. The author analyzes the fulfillment of international obligations by the United States with regard to chemical weapons. Social sustainability plays a prominent role in the United Nation’s Sustainable Development Goals, but a proper analysis of the concept is still lacking. According to a widespread conception, a system is sustainable when it is preserved or developed in a robust manner. I argue, however, that social sustainability is best understood in explicitly normative terms. Formulating suitable development goals requires a conception of the kind of society that is worth sustaining. I propose that, for a system to be (...) socially sustainable is for it to secure a range of values, including justice. Furthermore, I argue that social sustainability is first and foremost a property of institutions. I go on to ask what it takes for an institution to secure values and why justice is so important for institutions. The answers culminate in a social sustainability framework, which explains why making institutions more sustainable is so challenging. (shrink)

As a nation, we seem to be of two minds about secrecy. We know that government secrecy is incompatible with democratic decision-making in obvious ways. Yet there is a near-universal consensus that some measure of secrecy is justified and necessary to protect authorized national security activities. Reconciling these conflicting interests is an ongoing challenge. In recent years, a large and growing number of public interest organizations and professional societies have turned their attention to government secrecy, identifying it as an (...) obstacle to achieving their own objectives. These professionally and politically diverse groups are united by the perception that secrecy has escalated to the point of dysfunction. On that point, there is not much disagreement. One basic premise of the critics of government secrecy is that too much information gets classified and withheld from the public in the name of national security, and that this has undesirable effects on public policy and on public discourse. But a second basic premise is that it is possible to do something about that. These organizations, including my own, do not simply want to protest against improper secrecy but to correct it. And to a remarkable extent, the secrecy system lends itself to such corrective efforts through various mechanisms that will be described below. (shrink)

Why do we so often defend the very social systems that are responsible for injustice and exploitation? In A Theory of System Justification, John Jost argues that we are motivated to defend the status quo because doing so serves fundamental psychological needs for certainty, security, and social acceptance. We want to feel good not only about ourselves and the groups to which we belong, but also about the overarching social structure in which we live, even (...) when it hurts others and ourselves. Jost lays out the wide range of evidence for his groundbreaking theory and examines its implications for our communities and our democracy. Drawing on twenty-five years of research, he provides an accessible account of system justification theory and its insights. System justification helps to explain deep contradictions, including the feeling among some women that they don’t deserve the same salaries as men and the tendency of some poor people to vote for policies that increase economic inequality. The theory illuminates the most pressing social and political issues of our time—why has it been so hard to combat anthropogenic climate change?—as well as some of the most intimate—why do some black children prefer white dolls to black ones and why do some people stay in bad relationships? This paper offers one explanation for the institutional basis of food insecurity in Australia, and argues that while alternative food networks and the food sovereignty movement perform a valuable function in building forms of social solidarity between urban consumers and rural producers, they currently make only a minor contribution to Australia’s food and nutrition security. The paper begins by identifying two key drivers of food security: household incomes (on the demand side) and nutrition-sensitive, ‘fair food’ agriculture (on (...) the supply side). We focus on this second driver and argue that healthy populations require an agricultural sector that delivers dietary diversity via a fair and sustainable food system. In order to understand why nutrition-sensitive, fair food agriculture is not flourishing in Australia we introduce the development economics theory of urban bias. According to this theory, governments support capital intensive rather than labour intensive agriculture in order to deliver cheap food alongside the transfer of public revenues gained from rural agriculture to urban infrastructure, where the majority of the voting public resides. We chart the unfolding of the Urban Bias across the twentieth century and its consolidation through neo-liberal orthodoxy, and argue that agricultural policies do little to sustain, let alone revitalize, rural and regional Australia. We conclude that by observing food system dynamics through a re-spatialized lens, Urban Bias Theory is valuable in highlighting rural–urban socio-economic and political economy tensions, particularly regarding food system sustainability. It also sheds light on the cultural economy tensions for alternative food networks as they move beyond niche markets to simultaneously support urban food security and sustainable rural livelihoods. Axel Honneth has highlighted the importance and role of mutual recognition for the development and sustainability of personal identity. His theory to reconstruct society as the institutionalization of different forms and modes of recognition has been widely discussed but one specific aspect has been left out so far: the temporal and institutional dimension of social esteem. In this paper I argue that social esteem is not simply earned for societal valuable features and achievements but rather gained within the (...) framework of a certain life course. The social sciences discuss this as the institutionalization of life courses which is accompanied with certain social security systems to match the demands of the fordistic organization of labour. Social esteem is not randomly tied to work and labour but rather through a set of institutions as education, employment, social security and pension systems, that on the one hand sanction deviance and on the other hand provide security to pursue a good life. The institutionalized life course allows the individual to plan its future and provides her with a reference point for its legitimate claims. Overall, this provides further insights into the meaning of social esteem and its institutionalization in a modern working society without which the critical function and aim of social philosophy can not be fulfilled. For a social theory of recognition it is necessary to fill its words and concepts with the life the social sciences describe.Die Bedeutung wechselseitiger Anerkennung für die Ausbildung von Identität und für das Verständnis gesellschaftlicher Formationen wurde seit der Reaktualisierung des Anerkennungsbegriffes durch Axel Honneth vielfach aufgenommen und diskutiert. Ein Aspekt, der hierbei bislang zu wenig systematisch untersucht wurde, ist die zeitliche Dimension sozialer Anerkennungsverhältnisse. Die hier vertretene These lautet, dass soziale Wertschätzung im wesentlichen nicht einfach aktual an eine gesellschaftlich für sinnvoll und nützlich erachtete Leistung oder Eigenschaft gekoppelt ist, sondern vielmehr eine in sich zeitliche Kategorie ist, die also im Rahmen eines Lebenslaufes kontinuierlich erworben wird. In anderen Worten: Will man soziale Wertschätzung als Strukturprinzip moderner esellschaften erfassen, so bedarf es keiner synchronen sondern vielmehr einer asynchronen Perspektive, die soziale Anerkennungsverhältnisse über die Zeit abbildet. Dies kann am Konzept des institutionalisierten Lebenslaufes und der mit ihm verbundenen Rahmenbedingungen gezeigt werden. Individuelle Leistung wird nicht einfach gegen gesellschaftlichen und sozio-ökonomischen Status getauscht, sondern vielmehr ist dieser an einen nachvollziehbaren Lebenslauf gebunden. Solcherart langfristige Orientierung wurde und wird durch ein System der betrieblichen wie auch staatlichen Garantie, dass erbrachte Leistungen konserviert und belohnt werden, überhaupt ermöglicht und gestützt. Soziale Wertschätzung ist somit nicht nur abhängig von der Eingliederung in eine bestimmte Gesellschaftsformation, die Leistungen und Eigenschaften honoriert, sondern von der Dauerhaftigkeit dieser “Mitgliedschaft”. Društvene znanosti o tome raspravljaju kao o institucionalizaciji životnih tijekova koja je popraćena određenim sustavima socijalne sigurnosti kako bi se zadovoljili zahtjevi fordističke organizacije rada. Društveno poštovanje nije uz rad vezano nasumce, nego putem skupa institucija kao što su obrazovanje, zaposlenje, socijalna sigurnost i mirovinski sustavi, koji, s jedne strane, sankcioniraju zastranjenja i, s druge, omogućuju sigurnost u slijeđenju dobrog života. Institucionalizirani tijek života omogućuje pojedincu da planira svoju budućnost te mu pruža referentnu točku za svoje legitimne zahtjeve. Sve u svemu, to omogućuje daljnje uvide u značenje društvenog poštovanja i njegove institucionalizacije u modernom društvu bez kojih se kritička funkcija i cilj socijalne filozofije ne mogu ispuniti. Food insecurity, and its extreme form, hunger, occur whenever the accessibility to an adequate supply of nutritional and safe foods becomes restricted or unpredictable. They are recurring problems in certain regions of the US, as well as in many parts of the world. According to nation-wide surveys conducted by the US Bureau of the Census, between 1996 and 1998 an estimated 9.7% of US households were classified as food insecure (6.2% being food insecure without evidence of hunger, and 3.5% being (...) food insecure with moderate to severe hunger). This means that approximately 10 million households each year did not always have access to enough food to meet basic needs. A potential tool in the fight against food insecurity and hunger is information technology (IT), since its use and range of application continue to grow at astonishing rates. The study presented here examined the question of how information technology, particularly the Internet, can be used to promote food security. The study used an action science research approach, and a case study strategy, with the food security system of Oktibbeha County, Mississippi selected as the case for study. The research design was a two-phase process. Phase one consisted of a needs assessment among food assistance organizations in Oktibbeha County, and included interviews of key food assistance personnel. Phase one also included a survey of IT subject matter experts to seek their opinions about the current state of Web-based information technology. Phase two involved an analysis of various IT implementation issues, as well as the development of a Web-based food security information system prototype tool. The needs assessment results indicated that (a) certain food security system and information needs existed among the food assistance organizations in Oktibbeha County, and (b) appropriate information technologies existed that could be applied to these needs. The food security needs related to better communication and coordination of information, such as program information, food site inventory information, client history information, food donation information, and nutrition education information. In regard to technology development, a variety of scenarios were examined. These included client-side approaches, server-side approaches, simple e-mail-based systems, Java-based systems, systems based on the Common Gateway Interface (CGI), and commercial database systems. In applying the needs assessment and survey results, the researcher developed a prototype Web site (including a series of online database tools) that could be used to promote food security in counties such as Oktibbeha County. The results of this research show that appropriate, Internet-based, IT holds promise for the reduction of certain social problems, such as food insecurity and hunger. (shrink)

Social integration is a basic ingredient of any description of a good society. We feel that all people should get the opportunity to realise their full human potential, i.e. to realise their own goals and aspirations. In this paper we claim that this is also part of the responsibility of private sector firms and, therefore, an integral aspect of business ethics. We first argue against the (popular) conviction that the situation of the unemployed is their own responsibility, either because (...) they choose to be unemployed (section 2), or because they choose to be low skilled (section 3). As a consequence, we do not believe that the dismantling of the social security system or the restructuring of the educational system can fully solve the problem of the least skilled in our societies. Nor do we think that the integration of the least skilled is a matter for government policy alone. In section 4 we argue that job creation remains indispensable for a real attack on the problem of social exclusion. In section 5, we highlight the important role of the private sector in this regard. Such job creation will require a lot of effort and imagination at the micro-level of the firm and a lot of creative thinking about how to structure the macrosocial market environment within which private firms operate. This article gives a survey of the position of migrant workers in the Belgian labor market and social security system. Total employment of migrants has increased from 114,000 in 1954 to 224,900 in 1970.In contrast to overall employment in the Belgian economy, it went on climbing till 1978, up to a 245,900 level. Beyond this year, forecasts point at a slight decrease. Since WWII, the gravity point of the sectoral division of migrant workers has shifted from minig and (...) industry, to industry and tertiary activities. The share of industry in the employment of migrants bas remained relatively stable, in contrast to the tertiary sector, that witnessed a considerable expansion. However, the latter has not contributed substantially to the quality level of the average guest worker's job.On the whole, there is a strong correspondence between the unstable position of migrants in the labor market and their demographic characteristics on one side, their participation in the social security system on the other side. Their young family structure is reflected in a high share in family allowances and a limited appeal to pension funds. Statistical analysis at the aggregate level does not point at discriminatory practices vis-à-vis migrants and their families in social security ; but at thedisaggregate level and through the inspection of laws, regulations and international conventions, it appears that non-EEC nationals, with an unstable professional career, do not have the same rights as Belgians or EEC-citizens having a confortable position in the labor market and the social security system. In order to guarantee the rights of the farmer, the author suggests to establish a citizenship entitling to full social security rights after five years of regular residence in Belgium. (shrink)

The construction of a secure and safe society using information and communication technology is recognised as an urgent issue in Japan. This recognition is based on public fear about crime related to manufactured risk caused by modernisation or industrial civilisation. This fear has created a social atmosphere that has led to the rapid development and implementation of security systems using ICT, such as security cameras, smart IC cards and mobile phones, to establish security and safety (...) in Japanese society. However, the never-ending quest for social security and safety with ICT will inevitably cause further manufactured risk, which could lead to serious problems in the future. Based on data from participant observation and in-depth interviews with women who live in a relatively homogeneous small, rural town, this article examines how women act to produce social class representations. By presenting symbols of socioeconomic positions, including behaviors, tastes, and values, during their work, the women in the town present themselves as working, middle, or upper class women. Through these representations, they secure a place within the town's subjective social class system.

Community food security (CFS) is an incipient movement based on the re-localization of many food system activities in response to values concerning the social, health, economic, and environmental consequences of the globalizing food system. This study examines the salience of these values based on the action agendas and accomplishments emerging from community planning events in six rural counties of New York, and the nature and type of participation and local support. The study finds a high level of agreement (...) between CFS values as articulated by national leaders in this incipient movement and the action agendas. Further evidence of the salience of these themes is seen in the levels and types of activities and accomplishments taking place 8--12 months after the planning events. However, these follow-through activities appear to have been impeded by a variety of government regulations, uneven levels of support from community organizations and agencies, and a policy environment of fiscal austerity, narrow outcome-oriented accountability, and allocation of agency staff toward special-purpose grants and contracts. Many of these constraints are likely to exist in other communities and are beyond the scope of what community volunteers and practitioners can be expected to address on their own. (shrink)

Research from the fields of criminology and social psychology suggests that the deterrent effect of security countermeasures is not uniform across individuals. In this study, we examine whether certain individual characteristics (i. e., computer self-efficacy) or work arrangement (i. e., virtual status) moderate the influence of security policies, security education, training, and awareness (SETA) program, and computer monitoring on information systems misuse. The results suggest that computer savvy individuals are less deterred by SETA programs and (...) computer monitoring, while these countermeasures are also less influential (from a deterrence perspective) on employees that spend more working days outside the office. Implications for both the research and practice of information security are discussed. (shrink)

ANNOTATION Sardak S.E. Global Regulatory System of Human Resources Development. – Manuscript. Thesis for the Doctor of Economic Science academic degree with major in 08.00.02 – World Economy and international economic relations. – SHEE «Kyiv National Economic University named after Vadym Hetman», Kyiv, 2014. The preconditions and factors of the global economic system with the identified relevant subjects areas and mechanisms of regulation instruments have been investigated. The crucial role of humans in the global economic system as a key factor (...) of production, the main resource, the producer and the consumer of economic and social benefits that are exposed to global threats, problems, challenges, trends and subjects has been confirmed. There have been revealed the causes and consequences of the public institutions transformation under the influence of globalization, which formed a qualitatively new conditions for social and economic development that determine the need for further changes in the areas of conceptual guideline for the management of human resources development, optimization of tasks, state and international institutions activity forms, integration of efforts as for monitoring, planning and forecasting. The modern major instruments and spheres of international cooperation to ensure human development have been determined. The integrated characteristic of human resources and their role in social development both from the standpoint of their use in labour processes and as a medium of civilization and social utility with the help of the categorical classification system organizing and expanding which enables to design and apply the appropriate approaches at all managerial levels have been defined. The necessity and the concept of human resources development in the context of the content of managerial influence identifying (self-development, self-management and external control of development) at different administrative levels that ensures the growth of human capital to the limits of its potential have been analysed. The survey of human activity system aspects in the global world, taking into account the parametrization of the global environment, its structure, management and development have been realized. The formed methodology principles of managerial influence on the development of human resources with scientific schools, hardness degrees, available models, research and providing theoretical and practical implementation peculiarities for groups of countries and territories of the world taken into consideration have been examined. There have been noted civilization and national differences in the forms of managerial influence on the development of human resources, which lead to the formation of human resources development national control systems conditioned by different value public strategic guidelines, especially in relation to social security, education, national management and state migration policy. The current and future requirements for global human resources development which are proposed to be achieved by the development and formalization of global civilizational paradigm of social development due to social coordination interaction have been given. The influence of the institute of state on the human resources development has been evaluated and it has been proved that in the beginning of the XXI century in the global environment the institute of state is the ultimate guarantor of its citizens’ labour ability and vital activity renewal, that makes it the main instrument of managerial influence on human development. The methodology of countries and territories matrix positioning by human development qualitative criteria and population size quantitative parameters which allows to design unified managerial measures as for human resources for similar national economies in the context of global regulatory trends has been proposed. The strategic trends of improvement of human resources development in the national economy, taking into account the differences in the development of human resources in different countries and areas which vary and differ in their focus, content and ways of implementation for such groups. The varying criteria for evaluating the effectiveness of the global impact on human resources development, taking into account the natural, biological, technological, economic, social and management dimensions and the results of human resources development management in social and economic systems at various levels have been revealed. The periodization and the forecast of the global dynamics of human resources development by analyzing and modeling the values of the absolute and relative terms correlation character have been carried out, which enables to make their retrospective and prospective comparison and to find chronological boundaries of qualitatively different periods. The configuration of the human resource development global coordinate system as a set of interrelated principles, components, fields, tools, frameworks, management levels and forms of managerial influence that allows with the help of institutional means to adapt the state of human resources development to a globally varying environment.
