Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary disputes, and environmental crises. (...) Although democracy is valuable it fits uneasily with other political values and is in many respects less than equal to the demands it confronts. In this volume prominent political theorists and social scientists present original discussions of such central issues. Laudan constructs a fresh approach to a longtime problem for the philosopher of science: how to explain the simultaneous and widespread presence of both agreement and disagreement in science. Laudan critiques the logical empiricists and the post-positivists as he stresses the need for centrality and values and the interdependence of values, methods, and facts as prerequisites to solving the problems of consensus and dissent in science.

In the science and values literature, scholars have shown how science is influenced and shaped by values, often in opposition to the ‘value free’ ideal of science. In this paper, we aim to contribute to the science and values literature by showing that the relation between science and values flows not only from values into scientific practice, but also from (allegedly neutral) science to values themselves. The extant literature (...) in the ‘science and values’ field focuses by and large on reconstructing, post hoc, how values have influenced science; our reconstruction of the case studies, instead, aims to show that scientific concepts and methods _too, because of specific identifiable characteristics,_ can promote some values rather than (or at the expense of) others. We explain this bidirectional relation in analogy to debates on the normativity of technical artifacts and on feminist approaches in science, and we illustrate our claims with cases from the health sciences and machine learning. While our arguments in this paper also draw on post hoc reconstructions, we intend to show where, in the science in the making, we should engage not only with the question whether a practice is value-laden, but also how specific conceptual and methodological choices can influence values down the road. All in all, these considerations expand the ways in which philosophers can contribute to more value-aware scientific practices. (shrink)

The controversy over the old ideal of “value-free science” has cooled significantly over the past decade. Many philosophers of science now agree that even ethical and political values may play a substantial role in all aspects of scientific inquiry. Consequently, in the last few years, work in science and values has become more specific: Which values may influence science, and in which ways? Or, how do we distinguish illegitimate from illegitimate kinds of influence? (...) In this paper, I argue that this problem requires philosophers of science to take a new direction. I present two case studies in the influence of values on scientific inquiry: feminist values in archaeology and commercial values in pharmaceutical research. I offer a preliminary assessment of these cases, that the influence of values was legitimate in the feminist case, but not in the pharmaceutical case. I then turn to three major approaches to distinguish legitimate from illegitimate influences of values, including the distinction between epistemic and non-epistemic values and Heather Douglas’ distinction between direct and indirect roles for values. I argue that none of these three approaches gives an adequate analysis of the two cases. In the concluding section, I briefly sketch my own approach, which draws more heavily on ethics than the others, and is more promising as a solution to the current problem. This short paper, written for a wide audience, introduces "science and values" topics as they have arisen in the context of eugenics. The paper especially focuses on the context of 20th century eugenics in western Canada, where eugenic legislation in two provinces was not repealed until the 1970s and thousands of people were sterilized without their consent. A framework for understanding science-value relationships within this context is discussed, and so too is recent relevant work in philosophy of (...) science. (shrink)

Ernan McMullin's 1982 presidential address to the Philosophy of Science Association dealt with the issue of science and values, arguing that although scientists are rightfully wary of the infiltration of cultural and social values, their work is guided by “epistemic values,” such as the drive for consistency and predictive fertility. McMullin argued that it is the pursuit of these epistemic values that drives nonepistemic values from science. Using the case study of the (...) fate of the nonepistemic value of progress in the history of evolutionary theorizing, I show that, vital though McMullin's thinking was for my own scholarship, in fact the study shows that the connections between epistemic and nonepistemic values in science are more complex than either of us supposed. The effects of mental disorder are apparent and pervasive, in suffering, loss of freedom and life opportunities, negative impacts on education, work satisfaction and productivity, complications in law, institutions of healthcare, and more. With a new edition of the 'bible' of psychiatric diagnosis - the DSM - under developmental, it is timely to take a step back and re-evalutate exactly how we diagnose and define mental disorder. This new book by Derek Bolton tackles the problems involved in the definition and (...) boundaries of mental disorder. It addresses two main questions regarding mental illness. Firstly, what is the basis of the standards or norms by which we judge that a person has a mental disorder - that the person's mind is not working as it should, that their mental functioning is abnormal? Controversies about these questions have been dominated by the contrast between norms that are medical, scientific or natural, on the one hand, and social norms on the other. The norms that define mental disorder seem to belong to psychiatry, to be medical and scientific, but are they really social norms, hijacked and disguised by the medical profession? Secondly, what is the validity of the distinction between mental disorder and order, between abnormal and normal mental functioning? To what extent, notwithstanding appearances, does mental disorder involve meaningful reactions and problem-solving? These responses may be to normal problems of living, or to not so normal problems - to severe psycho-social challenges. Is there after all order in mental disorder? With the closing of asylums and the appearance of care in the community, mental disorder is now in our midst. While attempts have been made to define clearly a concept of mental disorder that is truly medical as opposed to social, there is increasing evidence that such a distinction is unviable - there is no clear line between what is normal in the population and what is abnormal. Science is widely regarded as the most reliable epistemic source of providing knowledge about the world. Policymakers intend to make purposeful changes in the world. The practice of policymakers relying on scientific experts to make informed decisions about which policies to implement is called Evidence Based Policymaking. This thesis provides a perspective from the philosophy of science in order to discuss the justifiability of Evidence Based Policymaking (EBP) with respect to broadly democratic and liberal values. Justifying EBP (...) with broadly democratic and liberal values entails that the practices of EBP promote, or at least are in harmony with, values such as democratic governance and enhancement of people’s freedom and autonomy. Identifying the conditions under which practices of EBP meet such desiderata minimally requires an understanding of how sciences and scientific experts are instrumental in realizing the public’s values, needs, interests, and pursuit of freedom. In order to approach this project, the thesis adopts a philosophical perspective to conceptualize how sciences are supposed to be guided by or promote society’s values, needs, and interests. Specifically, it adopts a perspective from the philosophy of science that focuses on the relationship between science and (societal) values. The kind of philosophy of science perspective on “values in science” that this thesis adopts has two overarching pursuits relevant for the project of the thesis. Firstly, it seeks to inform the debates about which values and non-epistemic considerations are supposed to inform scientific research. For instance, it discusses the proper sources/owners of the non-epistemic desiderata that inform scientific research and the proper social mechanisms to identify these non-epistemic desiderata (e.g. Kourany, 2010; Kitcher, 2011). Second, it offers theories of the non-epistemic values’ proper roles in scientific reasoning and research that specify how their involvement in science does not unduly compromise the epistemic pursuits of science. The values-in-science perspective thereby seeks to balance the instrumental value of science (i.e., its use to pursue certain societal projects and values) with its epistemic authority (i.e., its objectivity, non-dogmatism, and reliability). The thesis advances an understanding of EBP from the perspective of the values in science by addressing issues that come to the fore when EBP is acknowledged as a value-laden practice of informed decision-making. A whole set of apprehensions blocks the relation of value theory to science. There is fear of a scientific authoritarianism in which a presumed scientific account of man's nature will dictate men's duties. There is a sensitive theoretical concern with the dangers of reductionism, the danger of sweeping aside the finer shades of human reactions that so far only phenomenological inspection has been able to reveal. There is the apprehension that causal inquiry will be substituted for responsible evaluative decision, (...) or that there may be helpless acquiescence in man's pitiful smallness instead of a sense of commitment and a stiffening of moral fibre. There is the danger too that the temporary character of many scientific hypotheses will be forgotten when they become the factual bases of ethical decisions. One cannot say that value theory which has spoken in the name of science has wholly avoided these dangerous pitfalls. But does not the avoidance of science in the realm of values have its own roster of dangers? Have not the dogmatisms of intuition, tradition, authority, been far more peremptory and far more arrogant in rejecting the need for evidence than a scientific dogmatism could ever be, hampered as it is by a built-in probabilism? Think of the many anxious beliefs about life and death that have taken the garb of certainty in issuing moral imperatives, or of arbitrary preferences unchecked in their universal pretensions. Recall the historical clinging to the familiar in a world that demands change, and the harsh striking down of the unconforming, the cramping effect on value creativity in all domains from art to morals. And what of the likelihood--if indeed there are scientific bases for value judgments--that turning the other way means simply making a faith out of outworn beliefs or yesterday's science rather than incorporating what is vital and growing in the expansion of human knowledge? One who would work in value theory has no other recourse than to appraise the relation of science and value in its own terms as a theoretical issue, and one of central importance. (shrink)

No final statement can be made regarding the relations between science and policy-making. Knowledge, values, and techniques are interrelated, cumulative, and constantly changing. They are derived from man's responses to the complicated interactions between physical, biological, and cultural phenomena. Final answers are impossible because the answers themselves are part of the world and therefore are factors in changing it. This paper explores interactions between ecological science and conservation values in the biodiversity-ecosystem function debate of the 1990–2000s. The scientific debate concerned the interpretation of observed correlations between species richness and ecosystem properties like primary productivity in experimental ecosystems. The debate over the causal or explanatory role of species richness was presumed to have implications for conservation policy, and the use of such research to support policy recommendations generated hostility between rival groups of ecologists. I argue that the (...) debate was due in part to the adoption of a broad conception of biodiversity as a goal and value in conservation politics and ethical debates, and the ecologists who questioned the causal efficacy of species richness were also suggesting problems with this goal. I characterize what I call the “uneasy consensus” established by BEF researchers in the late 2000s, discuss roles for values in BEF research, and suggest that this episode shows that ecological science can itself be an important site for ethical debates about conservation values. This article examines the relevance of survey data of scientists’ attitudes about science and values to case studies in philosophy of science. We describe two methodological challenges confronting such case studies: 1) small samples, and 2) potential for bias in selection, emphasis, and interpretation. Examples are given to illustrate that these challenges can arise for case studies in the science and values literature. We propose that these challenges can be mitigated through an approach in which (...) case studies and survey methods are viewed as complementary, and use data from the Toolbox Dialogue Initiative to illustrate this claim.
