Caught unawares, the traditional establishment is obliged to clarify its position on this new teaching which casts a spell over youth and which, overstepping the bounds of permissibility, is already in vogue. For once, (...) Fame has picked one who deserves it and, for that matter, one who is still living. Anyone who has studied philosophy cannot, when confronted by Heidegger’s work, fail to recognize how the originality and force of his achievements, stemming from genius, are combined with an attentive, painstaking, and close working-out of the argument—with that craftsmanship of the patient artisan in which phenomenologists take such pride. In this study, it is important for us to understand, above all, the true intentions of our author, to illuminate what he thinks really needs to be said, and to surmise what is most critical for him.To get to the heart of Heidegger’s system, it seems fitting to begin with a problem that is generally familiar. We choose the problem of knowledge, a deeper understanding of which takes us to the very threshold of Heidegger’s thought. For this problem, central to modern philosophy, is one of the main obstacles of modern philosophy that Heidegger wishes to surmount. Neo-Kantianism, which takes knowledge as the philosophical problem of the first rank, is the movement against which Heidegger rebels with all his strength. We have, thus, every chance of gaining access to his thought by the main door, so to speak. Once inside the system we will try to trace its outlines, 2 reserving, for a second part of our work, the determination of Heidegger’s place in the history of ideas, especially in the phenomenological movement, as well as of his relations with the philosopher to whom he owes so much—Edmund Husserl. 31In its most general form, the problem of the theory of knowledge has a critical significance. It consists in delineating a domain where knowledge can be certain and in determining the criteria for the legitimate scope of knowledge. But this problem, as normal and as simple as it may appear, has deeper roots. That knowledge should need a criterion at all presupposes that truth is not identical to all that is known and that the course [End Page 11] of things can fail to correspond with the course of thought. “How does knowledge correspond to being?” is a more profound formulation of the problem of knowledge.But we are not going to touch anymore on the primordial phenomenon that generates the problem. The problem of correspondence between thing and thought presupposes a free activity of thought and its isolation in relation to the object. It is precisely this presupposition which renders their harmony and even their contact problematic. “How does the subject take leave of itself to attain the object?” is what the problem of knowledge, in the last analysis, boils down to. Its true source is thus the concept of “subject” as elaborated by modern philosophy. The cogito presided over the subject’s birth. The cogito was the affirmation of the privileged nature of the subject’s immanent sphere, of its unique place in existence; hence, the cogito was the specificity of the subject’s connection to the rest of reality, the sui generis nature which opens up the passage from immanence to transcendence, the passage from ideas contained in the thinking substance to 4 their “formal existence.”The concept of the subject, understood as a substance having a specific position in the entire domain of being, presents us with difficulties of two kinds. First, how do we understand this leave-taking from the self which the thinking substance brings about and which displays an entirely original aspect? Public reason liberals expect individuals to have justificatory reasons for their views of certain political issues. This paper considers how groups can, and whether they should, give collective public reasons for their political decisions. A problem is that aggregating individuals’ consistent judgments on reasons and a decision can produce inconsistent collective judgments. The group will then fail to give a reason for its decision. The paper considers various solutions to this problem and defends a deliberative procedure by showing how it (...) incentivizes information sharing and leads to outcomes most acceptable to the group members. This book represents a considerable revision and expansion of Public Choice II. Six new chapters have been added, and several chapters from the previous edition have been extensively revised. The discussion of empirical work in public choice has been greatly expanded. As in the previous editions, all of the major topics of public choice are covered. These include: why the state exists, voting rules, federalism, the theory of clubs, two-party and multiparty electoral systems, rent seeking, bureaucracy, interest groups, dictatorship, the (...) size of government, voter participation, and political business cycles. Normative issues in public choice are also examined including a normative analysis of the simple majority rule, Bergson–Samuelson social welfare functions, the Arrow and Sen impossibility theorems, Rawls's social contract theory and the constitutional political economy of Buchanan and Tullock. Safeguarding public interest was vital to early modern state legitimacy in Western Europe and East Asia. Wenkai He identifies similar patterns in state-society interactions surrounding public goods provision and explores how conflicts over public interest led to calls for fundamental political change and to modern representative politics.

In this paper, I examine global public reason as a method of justifying a global state. Ultimately, I conclude that global public reason fails to justify a global state. This is the case, because global public reason faces an unwinnable dilemma. The global public reason theorist must endorse either a hypothetical theory of consent or an actual theory of consent; if she endorses a theory of hypothetical consent, then she fails to justify her principles; and if she endorses a theory (...) of actual consent, her theory will lead to a highly unstable political system. On either side of the dilemma, global public reason faces untenable implications. Although similar criticisms have been advanced against domestic public reason, my argument is not repeating points made before me. My argument is new, in that it raises these objections specifically against global public reason, and in that it shows how, due to increased diversity of belief in the global arena, these problems are more pressing for global public reason than they are for domestic public reason. In public philosophy, the question is how best to engage people with the fascinating yet complex mix of science and philosophy that underpins discussions of the good life. Reasoning about the good life implies adopting – consciously or not – a philosophy of life. For instance, the authors briefly compare three paths to the good life: Christianity (a religion), Stoicism (a philosophy), and Buddhism (which has both religious and philosophical strands). They discuss some of the issues that come up when (...) they engage in public philosophy about the good life by way of an in‐depth look at a particular example. Lastly, the authors explore a number of approaches to philosophical public discourse on these themes, based on their experiences as a public philosopher as well as on the published literature. This chapter focuses on two main points: early Africana public philosophy critiques of anti‐Black propaganda and how contemporary anti‐Black propaganda has legitimized violence against Africana public thinkers. Between the fifteenth and nineteenth centuries, the propaganda that informed Western perceptions and expeditions to Africa was that Africa was a land full of cannibals and lawless kingdoms. Beginning with slavery, Africana public thinkers were the first to formulate slavery and its associated violence as crimes against humanity and construct more egalitarian notions of (...) human rights, citizenship, economic restitution, and respect for Black people to have self‐governance. The propaganda about the inability of Africans to self‐rule, be ethical, and be law‐abiding influenced the moral sentiments and policies that justified the enslavement of Africans. Lessons from Africana public philosophy warrant serious consideration of how anti‐Black propaganda impacts the future of Black people. (shrink)

Sometimes healthcare professionals conscientiously refuse to treat patients despite the patient requesting legal, medically indicated treatments within the professionals’ remit. Recently, there has been a proliferation of views using the concept of public reason to specify which conscientious refusals of treatment should be accommodated. Four such views are critically assessed, namely, those of Robert Card, Massimo Reichlin, David Scott, and Doug McConnell. This paper argues that McConnell’s view has advantages over the other approaches because it combines the requirement that healthcare (...) professionals publicly justify the grounds of their conscientious refusals of treatment with the requirement that those grounds align with minimally decent healthcare. This relatively restrictive approach accommodates conscientious refusals from minimally decent healthcare professionals while still protecting good healthcare, the independence of the healthcare professions, and the fiduciary relationships. Environmental ethics has persistently aspired to be public philosophy. The decades between the philosophers’ crisis of conscience and present‐day activities witnessed a proliferation of professional practices that blur the boundaries between public and academic philosophy, between what environments are worthy of moral consideration and which are mere human artifacts, and between what we call philosophy versus anthropology, or educational research, or sustainability science. The authors also focus on currents motivated by “wicked” environmental problems, practiced in the “field,” and advanced in (...) service to environmental justice. Although these headwaters each offer insights for public environmental philosophers, their confluence is what promises a watershed moment. (shrink)

This paper addresses the question of whether the duties associated with public reason are conditional on reciprocity. Public reason is not a norm intended to stabilize commitment to justice, but a moral principle, albeit one that is conditional on reciprocity because grounded in the idea of mutual respect despite ongoing moral disagreement. We can build reciprocity into the principle by stipulating that unanimous acceptability is required only with respect to points of view accepting the principle. If compliance with law is (...) assured, then the duties of public reason associated with authorship of law should be considered conditional on reciprocity only in this ‘internal’ sense, which is not proportional but bi-lateral. In this chapter, the author's unplanned venture into public philosophy began in the mid‐to‐late 1980s, just as Ronald Reagan was insisting that a certain famous wall be torn down. Various European thinkers and political philosophers in America, along with a few people working in the author's own tradition, like Robert Nozick and Peter Singer, had already begun to work in the nascent movement of “applied philosophy,” and in a public way. The author's early work in philosophy had been solidly within (...) the analytical tradition, with a special interest in religion, focused mainly on metaphysics and, secondarily, epistemological issues. Public philosophy can be rekindled in our time by any number of means and across a wide variety of topics. Many of the philosophers who had the biggest public impact in their own time and into our own have been good storytellers, and some have used the power of humor well. (shrink)

Film can be a significant way of doing public philosophy. This chapter sketches some essential public features of philosophy by using popular films. Learning to watch popular films as philosophical expressions, on par with books and articles, brings film and philosophy to inform one another and illuminate important areas of overlap. Memento is an especially uncanny film because it begins with the story's ending. Daniel J. Clark's 2018 documentary film Behind the Curve charts the resurgence of flat‐Earth theory in the (...) United States. Its core thesis is that false, avowed belief in flat‐Earth is sustained partly by an irrational weighing of evidence reinforced by various social, psychological, and economic benefits that come from holding the belief. We gain insight into a classic mechanism of motivated reasoning from Tony Kaye's film American History X, a fictional exploration of the rise of white supremacist ideology in US white working‐class neighborhoods.
