The origins of both economic and philosophical value theory are examined and shown to be closely related. The status of neo-classical value theory is that it is internally flawed in any attempt to describe the real world. Cost-benefit analysis as it applies to the valuation of environmental agents relies upon the claim that this neo-classical theory has a particular status in optimal welfare maximisation and, therefore, suffers the same problems of internal consistency. Economic valuation of the environment is not a (...) scientific process derived from external law but a social process relying upon social agreement. Alternatives to economic valuation are considered and may possess a more plausible social base. However, all environmental valuation is at odds with beliefs based upon the existence of objective and intrinsic values. (shrink)

The Australian Productivity Commission and a Joint Select Committee on Gambling Reform have recommended implementation of a mandatory pre-commitment system for electronic gambling. Organizations associated with the gambling industry have protested that such interventions reduce individual rights, and will cause a reduction in revenue which will cost jobs and reduce gaming venue support for local communities. This article is not concerned with the design details or the evidence base of the proposed scheme, but rather with the fundamental criticism that a (...) mandatory pre-commitment policy is an unacceptable interference with the liberty of the individual, and of organizations. It is argued that the concept of paternalism is a useful lens with which to study the interactions between business and society on this issue. It is contended that the benefits of a pre-commitment system to problem gamblers and society are socially and economically significant, and the cost to recreational gamblers, particularly the cost in terms of interference with the liberty of the individual, is minimal. Pre-commitment also requires gambling businesses to act in a more socially responsible manner. It is concluded that the proposed legislation constitutes a paternalistic intervention by government on the interaction between business and society, and that this is justified. (shrink)

Preadolescence is an important period for the consolidation of certain arithmetic facts, and the development of problem-solving strategies. Obese subjects seem to have poorer academic performance in math than their normal-weight peers, suggesting a negative effect of obesity on math skills in critical developmental periods. To test this hypothesis, event-related potentials were collected during a delayed-verification math task using simple addition and subtraction problems in obese [above 95th body mass index percentile] and non-obese preteens with different levels of math (...) skill; thirty-one with low math skills and thirty-one with high math skills. No significant differences between weight groups were observed in task accuracy regardless of their mathematical skill level. For ERPs, electrophysiological differences were found only in the subtraction condition; participants with obesity showed an electrophysiologic pattern associated with a reduced ability to allocate attention resources regardless of their math skill level, these differences were characterized by longer P300 latency than their normal-weight peers. Moreover, the participants with obesity with high math skills displayed hypoactivity in left superior parietal lobule compared with their normal-weight peers. Additionally, obese preteens with low math skills displayed smaller arithmetic N400 amplitude than non-obese participants, reflecting difficulties in retrieving visual, semantic, and lexical information about numbers. We conclude that participants with obesity are less able than their normal-weight peers to deploy their attention regardless of their behavioral performance, which seems to have a greater effect on obese participants with low math skills because they also show problems in the retrieval of solutions from working memory, resulting in a delay in the development of mathematical skills. Belief-revision models of knowledge describe how to update one’s degrees of belief associated with hypotheses as one considers new evidence, but they typically do not say how probabilities become associated with meaningful hypotheses in the first place. Here we consider a variety of Skyrms–Lewis signaling game (Lewis in Convention. Harvard University Press, Cambridge, 1969; Skyrms in Signals evolution, learning, & information. Oxford University Press, New York, 2010) where simple descriptive language and predictive practice and associated basic expectations coevolve. Rather than (...) assigning prior probabilities to hypotheses in a fixed language then conditioning on new evidence, the agents begin with no meaningful language or expectations then evolve to have expectations conditional on their descriptions as they evolve to have meaningful descriptions for the purpose of successful prediction. The model, then, provides a simple but concrete example of how the process of evolving a descriptive language suitable for inquiry might also provide agents with conditional expectations that reflect the type and degree of predictive success in fact afforded by their evolved predictive practice. This illustrates one way in which the traditional problem of priors may simply fail to apply to one’s model of evolving inquiry. (shrink)

In this paper I will draw attention to an important route to external world skepticism, which I will call confidence skepticism. I will argue that we can defang confidence skepticism (though not a meeker ‘argument from might’ which has got some attention in the 20th century literature on external world skepticism) by adopting a partially psychologistic answer to the problem of priors. And I will argue that certain recent work in the epistemology of mathematics and logic provides independent (...) support for such psychologism. (shrink)

Two of the probabilistic measures of coherence discussed in this paper take probabilistic dependence into account and so depend on prior probabilities in a fundamental way. An example is given which suggests that this prior-dependence can lead to potential problems. Another coherence measure is shown to be independent of prior probabilities in a clearly defined sense and consequently is able to avoid such problems. The issue of prior-dependence is linked to the fact that the first two measures can be understood (...) as measures of coherence as striking agreement, while the third measure represents coherence as agreement. In this work Ockham proposes a theory of simple predication, which he uses in explicating the truth conditions of progressively more complicated kinds of propositions. His discussion includes what he takes to be the correct semantic treatment of quantified propositions, past tense and future tense propositions, and modal propositions, all of which are receiving much attention from contemporary philosophers. He also illustrates the use of exponential analysis to deal with propositions that prove troublesome in both semantic theory and other disciplines, (...) such as metaphysics, physics, and theology. This type of analysis plays an essential role in his substantive philosophical and theological works, and in many cases then can hardly be understood without a prior acquaintance with this section of the Summa. An introduction by Alfred J. Freddoso clarifies and summarizes Ockham's theory, discusses certain philosophical problems which it engenders, and proposes new interpretations for parts of it. Arthur Norman Prior's early theological writings have been relatively neglected for many years. Moreover, to the extent that they have been discussed at all they have been treated mainly as youthful work quite separate from Prior's later work as a philosopher and logician. However, as interest in Prior's achievements has been growing significantly in recent years it has become more important to investigate the development with his overall work. In fact, Prior's putatively "youthful" theological work overlapped his work as a (...) philosopher and logician for many years, as is richly documented by examples discussed in this paper. A particularly important theme is the problem of predestination. This paper presents comprehensive evidence that this theme, which was Prior's most important single preoccupation as a theological writer, was a most important source of inspiration for his development of tense logic. Via questions regarding divine foreknowledge and human free will, predestination was to motivate Prior as a logician to focus on time and tense. Whilst investigating this development, the paper also traces Prior's parallel development from Calvinist Christian believer to a more agnostic position. (shrink)

Derrida's first book-length work, The Problem of Genesis in Husserl's Philosophy , was originally written as a dissertation for his diplôme d'etudes superieures in 1953 and 1954. Surveying Husserl's major works on phenomenology, Derrida reveals what he sees as an internal tension in Husserl's central notion of genesis, and gives us our first glimpse into the concerns and frustrations that would later lead Derrida to abandon phenomenology and develop his now famous method of deconstruction. For Derrida, the problem (...) of genesis in Husserl's philosophy is that both temporality and meaning must be generated by prior acts of the transcendental subject, but transcendental subjectivity must itself be constituted by an act of genesis. Hence, the notion of genesis in the phenomenological sense underlies both temporality and atemporality, history and philosophy, resulting in a tension that Derrida sees as ultimately unresolvable yet central to the practice of phenomenology. Ten years later, Derrida moved away from phenomenology entirely, arguing in his introduction to Husserl's posthumously published Origin of Geometry and his own Speech and Phenomena that the phenomenological project has neither resolved this tension nor expressly worked with it. The Problem of Genesis complements these other works, showing the development of Derrida's approach to phenomenology as well as documenting the state of phenomenological thought in France during a particularly fertile period, when Levinas, Sartre, Merleau-Ponty, Ricoeur, and Tran-Duc-Thao, as well as Derrida, were all working through it. A consideration of some basic problems that arise in the attempt to provide an adequate characterization of statistical explanation is taken to show that an understanding of the nature of scientific explanation requires us to deal with the philosophical problems connected with the nature of prior probabilities.

This paper is a critical discussion of A.N. Prior’s contribution to the modern understanding of indeterminism and human freedom of choice. Prior suggested that these ideas should be conceived in terms of his tense logic. It can be demonstrated that his approach provides an attractive formalization that makes it possible to discuss indeterminism and human freedom of choice in a very precise manner and in a broader metaphysical context. It is also argued that Prior’s development of this approach was closely (...) linked to his very personal struggles with fundamental religious and metaphysical questions. In his opinion, holding the doctrine of divine foreknowledge together with the doctrine of human freewill gives rise to difficult logical and philosophical problems. It appears that Prior, rather early on, decided to support what was later known as the Peircean solution, although he also analysed what he considered to be the most important alternative solution—the Ockhamist solution. This paper offers a discussion of some of Prior’s published books and papers as well as some of the papers in his Nachlass. (shrink)

A fundamental problem in Christian theology has been that of determining whether God can be an object of experience and how we should account for God's empirical availability to us. Can experiences of God serve to inform and justify our theological beliefs and practices? The central claim in this work is that there is a radical mistake in many contemporary accounts that require grounding a theological story of Gods availability to us in experience in a prior general philosophical theory (...) of perception. Instead, it is argued that the philosophical problem of perception is a pseudoproblem and that in virtue of their entanglement with that pseudoproblem, the influential accounts of Christian religious experience, such as in Jean-Luc Marion, Kevin Hector, or William P. Alston, are at bottom incoherent. The study concludes with a new reading of Gregory of Nyssa and his theology of the spiritual senses, which is free from the bewitchment of the problem of perception. This critical retrieval of Nyssen opens the path toward a viable contemporary theological empiricism, one that characterizes both tasks of theological contemplation and spiritual formation in terms of a receptivity and responsiveness to the perceptible presence and agency of God in the world. Arthur Prior (1914-69) is regarded as New Zealand's greatest 20th-century philosopher. Until World War II, Prior seriously considered a career as a religious journalist, especially when traveling and living on the Continent and in England with his first wife. During these years, Prior wrote widely on theology and contemporary Christianity. In his correspondence with Ursula Bethell and Hugh Teague, Prior discusses in detail his religious and theological thoughts, including his shift from formal theological study into a world of journalism and (...) philosophy. These previously unknown letters, which cover the years from 1936 to 1941, chronicle a substantial part of a fascinating period in Prior's development, both theologically and philosophically, and have been transcribed and annotated for this volume. A particular family of imagination-based epistemologies of possibility promises to provide an account that overcomes problems raised by Kripkean a posteriori impossibilities. That is, they maintain that imagination plays a significant role in the epistemology of possibility. They claim that imagination consists of both linguistic and qualitative content, where the linguistic content is independently verified not to give rise to any impossibilities in the epistemically significant uses of imagination. However, I will argue that these accounts fail to provide a satisfactory (...) basis for an epistemology of possibility as they fall victim to, what I call, the problem of modally bad company. In particular, I will argue that there is a deep methodological problem that these accounts face: to deliver the significant epistemology of possibility that they promise, they have to rely on problematic prior knowledge of necessities. Global justice seems to be all about "us" treating "them," especially "their" problem of extreme poverty. This article argues that there is such a thing as our problem of global justice, and that it must be both temporally and logically prior to the problem of global justice. In order to establish this thesis, I seek to corroborate three main claims: that our elected governments are actively complicit in dictators' de facto armed robbery of their population's resources; that (...) each democracy as a unitary agent has a duty, which holds independently of poverty questions, to stop profiting from this robbery by boycotting severely oppressive regimes; and that such "democratic disengagement" requires postponing an ideal theory of global justice to a later stage, since the implications of disengagement will be so unprecedented that philosophizing past them means jumping ahead of our time. Conceptual engineering concerns the assessment and improvement of our concepts. But how can proposals to engineer concepts be implemented in the real world? This is known as the implementation challenge to conceptual engineering. In this paper, I am concerned with the meta-philosophical implications of the implementation challenge. Specifically, must we overcome the implementation challenge prior to undertaking conceptual engineering? Some critics have recently answered this question affirmatively. I intend to show that they are mistaken. I argue as follows. First, successful (...) implementation is not an integral part of conceptual engineering. In this book, Gavin Rae analyses the foundations of political life by undertaking a critical comparative analysis of the political theologies of Carl Schmitt and Emmanuel Levinas. In so doing, Rae contributes to key debates in contemporary political philosophy, specifically those relating to the nature of, and the relationship between, the theological, the political, and the ethical, as well as those questioning the existence of ahistoric metaphysical, ontological, and epistemological foundations. While the theological is often associated with belief in a (...) fixed foundation such as God or the truth of a religion, Rae identifies another sense rooted in epistemology. On this understanding, the ontological limitations of human cognition mean that, ultimately, human truth is based in faith and so can never be certain. The argument developed suggests that Levinas’ conception of the political is grounded in theology in the sense of religion, particularly the revelations of Judaism. For this reason, Levinas claims that the political decision is based on how to implement a prior religiously-inspired norm: justice. Schmitt, in contrast, develops a conception of the political rooted in epistemic faith to claim that the political decision is normless. While sympathetic to Schmitt’s conception of theology and its relationship to the political, Rae concludes by arguing that the emphasis Levinas places on responsibility is crucial to understanding the implications of this. The continuing relevance of Schmitt’s and Levinas’ political theologies is that they teach us that, while the political decision is ultimately normless, we bear an infinite responsibility for the consequences of this normless decision. Allen, Gail Fine, and Francesco Fronterotta) that Euthyphro 5c-d and 6d-e show that Socrates had a metaphysics, early version of the theory of forms. I disagree with Fronterotta only on the separation of the forms in the Euthyphro.

Dr. Leaf's article in the Journal of Hellenic Studies has recalled our attention to the venerable problem of the Rhesus. I hasten to give my adhesion to his main contention that the play is a pièce d'occasion justifying or sanctifying the foundation of the city of Amphipolis. But, as he remarks, seeing that the oracle ordering the removal of the bones of Theseus from Skyros to Athens preceded the actual removal by some years, so this play may be intended (...) to prepare for the actual removal of the bones of Rhesus from Troy by Hagnon, and may be prior to it by several years. For this official theft—doubtless arranged beforehand—we have only the authority of Polyainos' Strategemata, but it is a story which seems likely in itself, and goes far to explain the previously obscure lament of the Muse at the end of the play. My object is to examine the play afresh and see whether anything prevents our believing that it was written and exhibited somewhere near 440 B.C., in which case of course it is almost certainly the work of Euripides and not far from his Cyclops in date. ABSTRACTHow can political actors identify which putative expert is truly expert, given that any putative expert may be wrong about a given policy question; given that experts may therefore disagree with one another; and given that other members of the polity, being non-expert, can neither reliably adjudicate inter-expert disagreement nor detect when a consensus of experts is misguided? This would not be an important question if the problems dealt with by politics were usually simple ones, in the sense that the (...) answer to them is self-evident. But to the extent that political problems are complex, expertise is required to answer them—although if such expertise exists, we are unlikely to know who has it. This conundrum is illustrated by the financial crisis. The consensus views of financial regulators prior to the crisis appear to have been mistaken, in that the regulators not only failed to anticipate a crisis of the type that occurred, but adopted regulations that may have encouraged the concentration of mortgage risk in financial institutions. Similarly, once the crisis broke, academic financial experts, financial regulators, and journalists—who communicate information from one branch of the division of epistemic labor to another—converged on a narrative of the crisis that, once again, may plausibly be described as inaccurate, but that nonetheless has come to shape the understanding of the crisis shared by the rest of the polity. Philosophical discussions of akrasia over the last fifteen years have focused on certain skeptical arguments which purport to question the possibility of a kind of akratic action which, following Pears, I call 'last ditch akrasia' (Pears [38]). An agent, succumbing to last ditch akrasia, freely, knowingly, and intentionally performs an action A against his better judgment that an incompatible action B is the better thing to do. (See Audi [1] for a detailed analysis.) Last ditch akrasia is not the only (...) kind that has been discussed. Some philosophers (Mele [32], Scaltas [48]) have been concerned with a more extreme form of akratic action, viz. one in which the agent not only judges that action B is best, but in addition intends (chooses, decides) to B. Some have even questioned whether freely acting against one's better judgment is sufficient for akratic action (Schiffer [49]: 201-3).1 Weaker types of akratic action have been discussed, though to a much lesser extent, since they are thought less problematic. Pears distinguishes last ditch akrasia from what he calls, "motivated irrational action" ([38]: 160). In cases of the latter, the akrates' rebellious desire infects his prior reasoning and thinking in such a way that his contemplated action seems to him warranted, and he acts accordingly. (For a taxonomy of cases of akratic action, see Rorty ([44])). Nor has the discussion of akrasia been restricted to akratic action. Philosophers have discussed whether akrasia can be exhibited in the formation of intentions, wants (See Audi [1]: 181-185), and beliefs (Mele [32]: ch. 8; Heil [19]). Bertrand Russell’s trip to China (1920–21) led him to write numerous articles about China culminating in _The Problem of China_. This paper reconsiders _The Problem of China_ using Edward Said’s discussion of Orientalism and contextualizes it with Russell’s other published and unpublished writings on China and the reactions of his Chinese contemporaries. I argue that Russell’s views reflect his prior philosophy and Western influences more than an analysis of his trip and reveal that this was what his Western (...) readers wanted. Moreover, his reliance on the research of other scholars and popular writers was unusual, even at the time. He was an intellectually honest but relatively unqualified and imprecise interpreter, not a Said-style Orientalist. He recognized Orientalism, but was unable to avoid reproducing Orientalist stereotypes. These findings help us understand both how Russell processed foreign phenomena and the origins of Western perceptions of China in the 1920s. (shrink)

This paper tackles the famous predicament known as the Cartesian Circle. This notorious problem can be understood as manifesting an ancient dilemma—the diallelus, or the problem of the criterion. Now, the problem of the criterion can be approached from either particularistic or methodistic standpoint. In a nutshell, a particularist accepts instances of knowledge prior to criteria of knowledge, and the methodist goes the other way around. In this paper Descartes's struggle with the problem receives a particularistic (...) reading. Using James Van Cleve's and Jaakko Hintikka's thoughts as my main leverage, I argue that the particularist Descartes can reach knowledge without circularity. However, problems will remain and I shall bring out those that to me seem most pressing. (shrink)

Both clinical research and basic science rely on the epistemic practice of extrapolation from surrogate models, to the point that explanatory accounts presented in review papers and biology textbooks are in fact composite pictures reconstituted from data gathered in a variety of distinct experimental setups. This raises two new challenges to previously proposed mechanistic-similarity solutions to the problem of extrapolation: one pertaining to the absence of mechanistic knowledge in the early stages of research and the second to the large (...) number of extrapolations underpinning explanatory accounts. Amit's “Attractor Neural Network” perspective on cognition raises difficult technical problems already met by prior dynamical models. This commentary sketches briefly some of them concerning the internal topological structure of attractors, the constituency problem, the possibility of activating simultaneously several attractors, and the different kinds of dynamical structures one can use to model brain activity: point attractors, strange attractors, synchronized arrays of oscillators, synfire chains, and so forth.

The principles of automation in animal development, as previously inferred from the concept of Cell Sociology do not fit in well with the current concept of sequential gene derepression. A more adequate explanation for those principles has been found in the literature dealing with the biochemical aspects of differentiation. Since oocytes and embryonic cells contain a greater variety of mRNAs than differentiated cells, as well as many tissue-specific (luxury) substances, it is concluded that the diversification of tissues consists of a (...) progressive selection of specific metabolic strategies, mediated by cell-to-cell contacts, from a broad range of pre-existing strategies. For each tissue, prior to its final determination, one luxury metabolic strategy is progressively intensified and becomes dominant. The others are either suppressed or maintained as latent metabolic strategies. The latter may on occasion become dominant again (transdifferentiation). These phenomena require a theory which considers gene regulation as the activation of otherwise repressed genes by specific activator RNAs. The high (apparently maximal) transcriptional activity on the lampbrush chromosomes may represent the synthesis of all the kinds of activator RNAs which are required for the reactivation of the genes during early development. A general conception is propounded of the automatism and programming of animal development, as inferred from the confrontation of these ideas with the concept of Cell Sociology. (shrink)

Following kant, idealists establish the transcendental unity of the subject as the prior condition of experience of objects. this is necessarily all-inclusive and the finite self becomes one of its phenomena, which cannot be identified with the transcendental ego, nor yet be wholly divorced from it. this is the basis of kant's paralogism of reason. t h green, f h bradley and edmund husserl are all victims of this paralogism, each in his own way. green fails to avoid it by (...) identifying the transcendental subject with the divine spiritual principle; bradley, admitting the problem's insolubility, propounds an incoherent theory of finite centers of experience; and husserl's device of 'mundanization' proves illegitimate and ambiguous under inspection. The Prior and Posterior Analytics were entitled Ta Analutika by Aristotle himself. But it is not at all clear what Aristotle had in mind in grouping these two works together and in giving them this common title. This question was discussed at length by the ancient Greek commentators on Aristotle. Two main possibilities emerged. The first is that taken by Alexander of Aphrodisias, Ammonius, and Philoponus in his commentary on APr. According to this line of thought, Aristotle has in mind (...) the analysis that shows how a complex arises out of simple entities; both Analytics show us how to subject all lines of syllogistic reasoning (including demonstration) to such analysis. According to the second approach, found in the commentary on APo., 2 attributed to Philoponus, in giving APo., 2 the title 'Analytics' Aristotle has in mind the analysis that reasons from effects to causes. Demonstrations reveal the causes of things, and APo., 2 shows how this is the case. In this paper, the two approaches are compared, and a third approach, which builds on the second, but allows 'Analytics' to have a continuity of sense in its use as a title, is proposed. (shrink)

We commonly face circumstances in which the cumulative negative effects of repeatedly acting in a certain way over time will be significant, although the negative effects of any one such act, taken on its own, are insubstantial. Warren Quinn's puzzle of the self-torturer presents an especially clear example of this type of predicament. This paper considers three different approaches to understanding the rational response to such situations. The first focuses on the conditions under which it is rational to revise one's (...) prior intentions. The second raises the possibility of a fundamental disconnect between the rational assessment of an extended pattern of choices and the assessment of the individual choices that make up that pattern. I show that neither adequately addresses the underlying issues. I propose a third approach, according to which the rational assessment of the “self-torturer's” choices is guided, not by any plan or intention the he has actually adopted, but by the plan or plans it would have been reasonable for him to adopt from the outset. The larger significance of this conclusion is brought out through the identification of conditions under which one's past choices can non-derivatively constrain the rational response to one's present circumstances. Nobel laureate James Buchanan downplays any theory of ethical politicians, focusing instead on rules which economize personal restraint, setting lower moral expectations. Through a constructive critique of James Buchanan’s work, I argue these lowered expectations come at a cost: degraded character in politicians, leading to constitutional decay. Buchanan lacks a theory to address choices between (a) action which furthers the politician’s self-interest and (b) action which protects some already accepted, good rule, but which does not further their self-interest. I generate (...) a theory of the Principled Politician, an agent characterized by a prior commitment to fair play. (shrink)

In his early works, Habermas wants to preserve both, the German idealist notion which gives primacy to self-reflection in the history of the human species, and the Marxist materialist conception that self-reflection is based on the material conditions of existence. ;Such dual preservation cannot be maintained; for the primacy given to self-reflection by German idealism is based on a prior spiritualization of the conditions of reflection. It is precisely with those alienated conditions that Habermas's "neo-Marxism" seeks to limit "materialistically" critical (...) self-reflection. This is a bad overcoming of Hegel, since it preserves the Spirit as alienated otherness. ;However, Habermas's more recent linguistic turn evinces an attempt to ground critical self-reflection by means of a de-historicized anticipation of an ideal speech situation through the formal rules of cogency of speech. ;An atheistic reading of Hegel's conception of life, which regards universal life as "congealed space" or pure positivity, allows for a transition to Marx's practical communism. ;The existential attitudes towards death have as their ontological correlate, the motion of life; that is, historical acts may be regarded as attempts to appropriate objectivity which, as pure positivity, cannot be appropriated in principle, especially after the notion of an all-encompassing transcendental subjectivity, which posits the object as alienated subject, has been rejected. ;In the early Marx, historical and social investigations were limited by the primacy of the subject, the object being subordinated to it. To this extent, he naively remained at the level of ideology, i.e., "lived relations." In this manner, the unconditioned supersensible, in the form of a transcendental subjectivity, clouds the examination of the objective conditions of existence. ;The mature Marx's turn to the object expresses the elimination of the unconditioned, and the concomitant consideration of social reality as the basis of positive and negative ideologies, to the extent that the consciousness of freedom arose from the forced emancipation of consciousness from and by material conditions.
