Povertyand poverty eradication was the predominant paradigm within which Indias twentieth century science policy was constructed. Yet, when we think of science in India today, this earlier priority of poverty eradication is now hard to find. What accounts for this? This volume asks: Has the problem of poverty in India been solved? Or, has it become inconvenient alongside the rise of new narratives that frame India as a site of remarkable economic growth?

The purpose of this article is to take a fresh look at the concept of wealth creation that is urgently needed, given the huge gap between the global importance of wealth creation and the attention paid to it. It is argued that its notion we encounter is often very simple (as in "making money") or extremely vague (as in "adding value"). In the first section "Need for a fresh look at the creation of wealth", the need for (...) a fresh look is highlighted by pointing to three concerns about globalization and the roles and responsibilities of corporations. In the second section "Conceptual clarifications: what is the creation of wealth?", a rich concept of wealth creation is developed that includes physical, financial, human, and social capital, encompasses private and public wealth, accounts for its production and distribution, recognizes its material and spiritual side, and places wealth in the time horizon of sustainability. Moreover, creating (wealth) as "making something new and better" is distinguished from possessing and acquiring, and different motivations required for wealth creation are explored. The third section "Challenges for business ethics" discusses several challenges of this rich concept for the understanding of business ethics. (shrink)

In the last 30 years, China has experienced an astounding economic development that calls for a differentiated understanding of this complex process of wealth creation. In the first section of this article, I present a new concept of wealth creation that goes beyond making money, maximizing profit and adding value and serves as a framework to address the article's main topic.In the second section, I investigate in what ways and to what extent this new concept might apply to (...) Brazil has one of the highest levels of economic disparity in the world. The educational system plays a large role in this reality, acting as a mechanism of social exclusion. Neoliberalism has resulted in the commodification of education, empowering private schools while undermining the public system. This has created a vicious cycle, whereby educational inequality reflects and reinforces social inequality. Such a system violates the rights of children not lucky enough to be born into wealth – the (...) right to equal education; to equal opportunity; and equal treatment. From within this context, we propose a model, dubbed The Eagle’s Flight, for psychological intervention in public schools. This will form an extension of our research group’s Psychosocial Assessment and Intervention – Prevention, Community and Liberation, which has been an on-going project for the past fourteen years. The intervention model advocates monitoring child development from a critical, social and historical perspective, focusing on how school and community affect everyday life. The analysis will be carried out via the daily immersion of psychologists in the public school setting, who pay attention to key aspects which include various expressions of violence, financial difficulties related to unemployment, informal employment or drug dealing, poor access to health services, and the developmental impact of factors such as poverty. Based on Paulo Freire's Emancipatory Education Proposal and Ignacio Martín-Baró’s Liberation Psychology, intervention in school and community must be an interdisciplinary procedure, employing professionals from a range of disciplines involved in the study of child development. The various subjects’ perspectives seek to provide support for everyday problems and solutions, whilst breaking down the hegemonic model of psychological practice that considers the child and family as responsible for their problems. The theory of revealed preference, which lies at the core of the neoclassical economic method, asserts that people's preference orderings are revealed by their actions. This assertion has two possible meanings, of which one is a truism and the other false. When a person joins a riot against the government, he reveals through this action that he would rather riot than not. This is the sense in which the assertion is a truism. The Western Middle Ages witnessed the emergence of a wide array of economic theories of public life and the common good that emphasized the worthiness (indeed priority) of ensuring a satisfactory arrangement of economic goods primarily for the sake of meeting the physical, temporal needs of individuals from all classes and orders. The chapter surveys a plethora of texts, dating from the middle of the twelfth century up to the end of the fifteenth, that considered pragmatic issues related to (...) how the material self-interest of human beings coincided with the augmentation of public wealth within a community, and especially how governmental policies promoted or hampered the goal of personal economic improvement. Despite the diversity of and occasional discordance among these writings, all of them fundamentally agree on two interrelated points: (1) the pursuit of material self-interest, rather than conflicting with or detracting from the common good, actually supports and enhances it; (2) the responsibility of government to promote the public welfare requires paying careful attention to the protection and promotion of private advantage. This paper deals with some issues underlying the role of education in the preparation of students for democratic participation. Throughout, I maintain two basic ideas: first, that a political action undertaken to obtain practical ends reflects a set of privately held values whose recognition is therefore essential to any idea of the political; second, that the continued viability of liberal democracy is dependent upon its openness to alteration through its recognition of private values. In order to bring these ideas (...) to light more clearly, I will develop my position in the form of a critique of some contemporary liberal theories of civic education, most notably Amy Gutmann's, as expressed in her influential work Democratic Education. Maintaining Gutmann's requirement of educational relativism, I intend to show how her emphasis on individual deliberation as a goal of education fits within a system of deliberative democracy, and that the two serve to minimize, on the individual level, the ability of individuals to seek recognition within the public sphere, and on the political level, the ability of democratic institutions to be renewed through participation. The initiatives attempting to forge links between the academia and the industry flourished in France after World War I. The so-called “industrial institutes” shared a common goal: to reinvigorate the French economy through science. Because of their focus on applied research, they differed from traditional engineering schools that usually neglected laboratory work and innovation. However, while the industrial institutes were a distinct category that shows broader trends in science-industry relations, from a formal point of view they did not constitute a (...) coherent category. The term “institute” was ambiguous and applied to various legal and administrative arrangements. While the French state attempted to unify terminology by introducing “faculty institutes” through the 1920 Decree on the constitution of universities, the measure was not sufficient to englobe all types of institutions. The diversity of organizational realities behind the industrial institutes is, however, useful for analyzing power structures and hierarchies in a given industrial sector. The legal form of an industrial institute was conditioned by the state and the robustness of the industry that funded it. As such, the history of the French industrial institutes may constitute a fertile ground for broader analyses on the impact of power relations on the legal reality behind the initiatives uniting science and industry. Extant studies on private regulation have not reached a sufficient understanding about the interplay between private and public regulations, due to underdeveloped theoretical framework and the lack of large-sample empirical investigations. Leveraging ISO 14001 adoption among Chinese firms as the research context, the current research draws on the institutional theory to examine how firm’s adoption of ISO 14001 standard, as a specific form of private regulation, affects the incidence of public environmental inspections. To test our (...) arguments, we conduct two empirical studies. Study 1 uses the first-hand data of a corporate social responsibility survey on Chinese manufacturing firms, whereas Study 2 deploys the second-hand longitudinal archival data of the government environmental inspections on Chinese listed firms. Both of the two studies reveal consistent findings that ISO 14001 adoption decreases the incidence of government environmental inspections, and that the effect of ISO 14001 adoption becomes stronger in state-owned enterprises and firms with top management team’s political ties. Our findings are suggestive of a complementary relationship between private and public regulations, in a sense that private regulations can compensate for the weaknesses of public regulations by offering faster, more flexible and cost-efficient means of enforcement, which allows the public authorities to economize on the deployment of public resources to monitor the rest non-compliant firms. Many people recognize that governments can play salutary roles in relation to markets by “overseeing” market behavior from “above,” or supplying foundational “rules of the game” from “below.” It is probably no accident that these widely recognized roles also sit comfortably with traditional conceptions of government and market, pursuant to which people tend categorically to distinguish between “public” and “private” spheres of activity. There is a third form of government action that receives less attention than forms and, however, (...) possibly owing in part to its straddling the traditional public/private divide. We call it the “government as market actor” form, whereby government instrumentalities pursue traditionally “public” ends through traditionally “private” means. Inattention to this pervasive form of government action might signal a theoretical blind spot attending the public/private distinction itself. At least as importantly, however, this inattention also denies us a practical opportunity: it prevents our more fully exploiting the government role in question. This Article, part of a larger project, aims to encourage fuller theoretical appreciation and wider practical use of the role we identify. It first offers a provisional taxonomy of recurrent forms that the government market actor role appears to take, affording a wealth of illustrative case studies in so doing. It then envisions additional good that governments might do, simply by extending their market acting roles to spheres in which they have yet to be fully utilized. Epidemiologists and geneticists claim that genetics has an increasing role to play in public health policies and programs in the future. Within this perspective, genetic testing and screening are instrumental in avoiding the birth of children with serious, costly or untreatable disorders. This paper discusses genetic testing and screening within the framework of eugenics in the health care context of India. Observations are based on literature review and empirical research using qualitative methods. I distinguish ‘private’ from ‘public’ (...) eugenics. I refer to the practice of prenatal diagnosis as an aspect of private eugenics, when the initiative to test comes from the pregnant woman herself. Public eugenics involves testing initiated by the state or medical profession through (more or less) obligatory testing programmes. To illustrate these concepts I discuss the management of thalassaemia, which I see as an example of private eugenics that is moving into the sphere of public eugenics. I then discuss the recently launched newborn screening programme as an example of public eugenics. I use Foucault’s concepts of power and governmentality to explore the thin line separating individual choice and overt or covert coercion, and between private and public eugenics. We can expect that the use of genetic testing technology will have serious and far-reaching implications for cultural perceptions regarding health and disease and women’s experience of pregnancy, besides creating new ethical dilemmas and new professional and parental responsibilities. Therefore, culturally sensitive health literacy programmes to empower the public and sensitise professionals need attention. (shrink)

Managing a company or organization in today’s market is a challenge that each leader has to face. Companies have to adapt and embrace challenges, or they will be left behind by the competitors in the market. The leadership of a company has to be creative in order to fulfill the needs of the customers, the market, and its employees. The same rules apply for language teaching organizations, which have to follow the rapid changes in the field of education, technology and (...) marketing all the same. Therefore, the purpose of this paper is to acquire knowledge of key aspects of instructional leadership in private and public schools, to find the parameters that make an organization successful, and to compare key management decisions taken by organizations over the years. In focus of this paper is a case study with two primary schools in Kosovo, one public and one private, how they operate, how are they managed and the possible ways of further development. Interviews with the leaders of the schools have been conducted, and the findings have been compared and supported with contemporary literature review. The paper starts provides an introduction, the literature review, the framework used, an interpretation and critical discussion of the data collected, and it ends with the conclusion on instructional leadership. Of course private-public terminology has a certain first-hand obviousness for us. No one does my experiencing for me; there are features of myself evident to me simply by virtue of the fact that I live through them. These features are not available in quite the same way to others. And your situation is the same. Meanwhile we all have the same sort of access to what we can see and touch and explore scientifically, i.e., the public common (...) world. These remarks must not be taken to imply that a human's privacy is identical with awareness or with immediate feelings; privacy is not exhausted in consciousness. Nevertheless the importance of the private-public distinction à propos actualities is its promise for clearing up or at least clarifying many puzzles involving consciousness: problems about perception, mind-brain connections, and even perhaps immortality. At least the distinction is promising if you begin by taking us to be indeed individual centers of an awareness which discloses some private content but also discloses real other bodily beings. That is, something like Weiss's conception of private and public or inside and outside seems to be essential if one holds that mentality has a firm non-dubious place in the natural world. (shrink)

In a society dominated by Confucian ethics, a spirit of Confucian public morality can be seen in the Confucian debate over publicness and privateness, but it is usually activated in circumstances of large ethical crisis. Confucian theory mainly uses ethical relationships to create self and social identities, causing problems of identification in the public life and hindering the expression of moral feelings and actions, thus revealing a weakness in public morality. The public sphere has been seen by conservatives as an arena for safeguarding private relations. Private power relations could be threatened by newly recognized social groups that make claims on the state for justice and equality. Therefore, conservatives have been concerned about who can speak and exist in public and who can thereby make demands on the state. In the debates over transgender rights in Canada, social conservatives and neoliberal forces have merged in complex and impactful (...) ways. Analyzing House of Commons and Senate debates and committee proceedings for Bill C-279 and Bill C-16, I examine three conservative arguments that illustrate attempts to maintain private power relations and hierarchal gendered divisions by ensuring that transgender and gender nonconforming people are not allowed to exist, speak or make claims in public: first, the assertion that gender identity and gender expression are not definable identity categories for claims-making because transgender people are deceptive and can change their gender based on their feelings; second, the targeting of public facilities, and particularly public bathrooms, as sites of contention, danger and necessary gender segregation; and third, the attempt to delegitimize rights claims by criminalizing transgender people in relation to cisgender women and children. This grounded study investigated the negotiation of authorship by faculty members, graduate student mentors, and their undergraduate protégés in undergraduate research experiences at a private research university in the northeastern United States. Semi-structured interviews using complementary scripts were conducted separately with 42 participants over a 3 year period to probe their knowledge and understanding of responsible authorship and publication practices and learn how faculty and students entered into authorship decision-making intended to lead to the publication of peer-reviewed technical papers. (...) Herein the theoretical model for the negotiation of authorship developed through the analysis of these interviews is reported. The model identifies critical causal and intervening conditions responsible for the coping strategies faculty and students employ, which, in our study, appear to often produce unfortunate consequences for all involved. The undergraduate student researchers and their graduate student mentors interviewed in this study exhibited a limited understanding of authorship and the requirements for authorship in their research groups. The power differential between faculty and students, the students’ limited epistemic development, the busy-ness of the faculty, and the faculty’s failure to prioritize authorship have been identified as key factors inhibiting both undergraduate and graduate students from developing a deeper understanding of responsible authorship and publication practices. Implications for graduate education and undergraduate research are discussed, and strategies for helping all students to develop a deeper understanding of authorship are identified. (shrink)

Das Privatrecht enthält diejenigen Gesetze, die den Zustand der Anarchie von einem gesetzlosen Zustand in einen mit Recht umwandeln können. Diese Gesetze sind die natürlichen Gesetze, die das Mein und Dein, insbesondere die Rechte der Person, das Eigentumsrecht, das Vertragsrecht, das Recht der häuslichen Gesellschaft und die korrespondierenden Verbindlichkeiten bestimmen. Das Problem mit (...) einem Naturzustand, der Privatrecht enthält, ist, wie die Tendenz zum Ausarten in Gesetzlosigkeit und allgemeinen Krieg zum Halten zu bringen ist, weil in einem solchen Zustand kein objektiver Prozeß da ist, in dem Bestimmtheit über die Rechte in dem äußeren Verhalten des Menschen erreicht und erzwungen werden kann. Die Gefahr des privatrechtlichen Naturzustands ist, in die Anarchie ohne rechtliche Gesetze abzugleiten. Die Urteile des Privatrechts enthalten unvermeidliche Abhängigkeit von den subjektiven, wenngleich vernünftigen, Annahmen über die Absichten der Handelnden der gesetzmäßigen Taten und auch unvermeidliche Annahmen über die rechtlichen Absichten der Tatsachen. Aber diesen Urteilen fehlt es an der Bedingung der gewissen und peremtorischen Urteile. Der Grund des öffentlichen Rechts ist es, daß die Bedingungen eines Gerichtshofs, also der Gewißheit und Endgültigkeit der Urteile über das Mein und Dein durch die Kraft eines Beherrschers und die Gesetze eines Gesetzgebers allein eingehalten werden können. Das öffentliche Recht ist besonders nötig, um die Ungewißheit über das Eigentum aufzulösen, und, was im Naturzustand nur provisorische Rechte sind, zu peremtorischen zu machen. Der bürgerliche Zustand ist nicht ein Zustand unter bloß positiven Gesetzen. Die natürlichen Gesetze werden in irgendeiner Art in jedem bürgerlichen Zustand entdeckt. Sie machen das Wesen der verschiedenen Rechte aus. Die Differenz zwischen den beiden Arten von Recht liegt nicht in den Gesetzen, sondern in dem komparativen Vermögen, im Naturzustand und im bürgerlichen Zustand einen Gerichtshof auszumachen und ein allgemein verbindendes Urteil zu erreichen. Diese Differenz hängt ab von der Art, in der die Kraft in den Bestimmungen der Rechte ausgemacht und gebraucht ist, also von dem Vermögen des bürgerlichen Zustands, peremtorische Rechte zu bestimmen und der Auflösung in die gesetzlose Anarchie zu widerstehen.
