Governments often aim to improve children’s wellbeing by targeting the decision-making of their parents. In this paper, I explore this phenomenon, providing an ethical evaluation of the ways in which governments target parental decision-making in the context of anti-poverty policies. I first introduce and motivate the concept of parent-targeted paternalism to categorize such policies. I then investigate whether parent-targeted paternalism is ever pro tanto wrong, arguing that it is when directed at parents who meet a threshold of parental competency. (...) I next explore the factors that affect the degree of pro tanto wrongness of paternalistic anti-poverty policies targeting parents, and provide an account of the conditions under which such policies are on balance permissible, and when they are not. This chapter presents a portrait of American children as situationally vulnerable and introduces the public emotion of civic tenderness as a response to the indifference that is routinely directed toward this vulnerability. Discussions of pro-social empathic emotions typically prioritize emotions like sympathy and compassion. While they are important in their own right, these pro-social emotions are responses to situations of current need. Civic tenderness is a response to situations of vulnerability. Insofar as a person or group is now in a (...) situation of need, they had to have first been vulnerable to experiencing that need. Since vulnerability is conceptually prior to need, civic tenderness is prior to these other pro-social emotions. Through the process that I call tenderization, I explain how tenderness for poor and impoverished children’s vulnerability can be expanded to a society’s members, institutions, and systems. (shrink)

A number of studies have explored the underperformance of learners. However, there is a paucity of research in South Africa, which focuses primarily on how school leadership, commonly referred to as school management teams, accounts for the underperformance of learners and thus the underperformance of schools. To fill this gap, the current study, undertaken in two schools in a district in KwaZulu-Natal province, aimed to explore through a qualitative approach the opinions of SMTs regarding underperformance in the further education and (...) training phase. School management teams were interviewed using a semi-structured interview guide and in-depth face-to-face interviews. The interview guideline had a set of broad flexibly worded questions that allowed for in-depth discussion. Data were analysed using a thematic data analysis method. The school management team accounted for, and linked underperformance to a range of reasons. In this article, we present findings which emerged in relation to leadership weaknesses, particularly female leadership weaknesses, socio-economic challenges such as child-headed households and its consequences, teenage pregnancy, violence experienced by female learners, health of learners and educators and poverty. Systemic and structural societal challenges were flagged in the interviews as also impacting on the overall cognitive and psycho social development of learners. School management teams addressed the challenges by implementing a number of interventions that they reported were not successful. There is no simple answer to address the problem and we argue for a social compact which is inclusive of all stakeholders and suggest that intervening at the local level may not have a nation-wide impact but it would have an impact on a particular school. Sensitivity training, which includes gender sensitivity training, and leadership training and support is suggested as part of the interventions. Certain best practices could then be shared with other schools which face similar challenges. (shrink)

Though widely endorsed by linguists, the argument has met with much resistance in philosophy. Unfortunately, philosophical critics have often failed to fully appreciate the power of the argument. In this paper, we provide a systematic presentation of the Poverty of the Stimulus Argument, clarifying its structure, content, and evidential base. We defend the argument against (...) a variety of philosophical criticisms, new and old, and argue that the Poverty of the Stimulus Argument continues to deserve its guiding role in the study of language and the mind. What are the ethical implications of global poverty for immigration policy? This article finds substantial evidence that migration is effective at reducing poverty. There is every indication that the adoption of a fairly open immigration policy by rich countries, coupled with selective use of immigration restrictions in cases of deleterious brain drain, could be of significant assistance to people living in poor countries. Empirically there is nothing wrong with using immigration policy to address poverty. The reason we (...) have to reject such an approach is not empirical but normative. People have human rights to stay in their home country and to migrate elsewhere. Counter poverty measures that require people to move or to stay are likely to violate these rights. Everyone should be free to migrate but no one should be forced to migrate. Using immigration policy to address global poverty, in place of alternatives, fails on both these counts. (shrink)

Global poverty is a huge problem in today's world. This survey article seeks to be a first guide to those who are interested in, but relatively unfamiliar with, the main issues, positions and arguments in the contemporary philosophical discussion of global poverty. The article attempts to give an overview of four distinct and influential normative positions on global poverty. Moreover, it seeks to clarify, and put into perspective, some of the key concepts and issues that take center (...) stage in the philosophical discussion of global poverty. The four positions to be discussed are labeled the Maximalist Position, the Minimalist Position, Intermediate Position I and Intermediate Position II. After an account of these four distinct positions, we turn, in the conclusion, to a discussion of what role empirical sciences such as economics and political science should play in normative considerations about global poverty. Poverty observed from business in the academic field has evolved in some publications and is characterized as a multidimensional phenomenon, having several theoretical strands that add their attention to this problem. The objective of this study is to identify and cluster the variables of poverty in the business area through the network analysis. There were 1,745 keywords mentioned in 566 papers about the theme present in the Scopus database between 2000 and 2016. The results demonstrate a network with (...) four clusters: (a) Economy, government and people; (b) Community, institutions and market; (c) Business and environment; and (d) Social aspects and finance. From the network, it is possible to understand the most cited categories of variables (research methodology and business aspects), the most consolidated relations between categories of variables (poverty and economic aspects), the most studied area (Economy, government and people), and the gaps to be explored. This article explains some moral dimensions of a transnational feminist research project designed to provide a better standard or metric for measuring poverty across the world. The author is an investigator on this project. Poverty metrics incorporate moral judgments about what is necessary for a decent life, so justifying metrics requires moral argumentation. The article clarifies the moral aspects of poverty valuation, indicates some moral flaws in existing global poverty metrics, and outlines some conditions for a (...) better global metric. This book, now open-access from OUP, develops a normative theory of political responsibility for solidarity with poor populations by engaging closely with empirical studies of poor-led social movements in the Global South. Monique Deveaux rejects familiar ethical framings of problems of poverty and inequality by arguing that normative thinking about antipoverty remedies needs to engage closely with the aims, insights, and actions of “pro-poor,” poor-led social movements. Defending the idea of a political responsibility for solidarity, nonpoor outsiders—individuals, institutions, and (...) states—can help to advance a transformative anti-poverty agenda only by supporting the efforts of these movements. The state did not show much concern for the poor. Inequality and disability to improve one's social status were based on honour and shame, culture and religion. In order to understand the activity of Jesus and the early Jesus movement in Galilee, it is essential to know (...) the social and economic context where he and his followers came. The principal literary source in first-century Galilee is Josephus, who provides a very incomplete glimpse of the political and economic character of the Galilee and his account is both tendentious and self-serving. There is no consensus among the scholars on the conditions of ordinary people in Galilee at the time of Jesus and the early Jesus movement. The evidence can be interpreted either so that first-century Galilee was peaceful and people had somewhat better times economically because of the large building projects, or just the opposite - the building projects demanded a lot more taxes and forced labour and made life even more difficult. In this article it is argued that the latter conditions explain better the birth and rapid increase of the early Jesus movement in Galilee. (shrink)

In this essay I address three ways in which Edwards can inform Christian understanding of public life. First I show how Edwards provides both philosophical and theological rationales for social engagement and thereby resists the separation of religion from public life, and use his consideration of poverty as an illustration. Part II examines Edwards's dialectical treatment of patriotism, demonstrating both its importance to the Christian life and its susceptibility to deceptive accommodation to culture. Finally, in Part III I discuss (...) Edwards's use of "national covenant," which despite its temptation to chauvinism Edwards used to undermine national pride. In the conclusion I assess what we can use from Edwards for contemporary Christian understandings of public life. (shrink)

This book first gives an in depth moral analysis and evaluation of the complex manifestations of poverty.
