ABSTRACTSome people might argue that there are already too many different documents, guidelines, and regulations in bioethics. Some overlap with one another, some are advisory and lack legal force, others are legally binding in countries, and still others are directed at narrow topics within bioethics, such as HIV/AIDS and human genetics. As the latest document to enter the fray, the UNESCO Declaration has the widest scope of any previous document. It embraces not only research involving human beings, but addresses broader (...) concerns in medicine and healthcare. The UNESCO draft declaration has some minor weaknesses, but on the whole, the strengths outweigh the weaknesses. One weakness is that some items in the draft are stated in a way that is too restrictive, thereby appearing to rule out legitimate activities. A strength of the Declaration is that it is relatively brief, yet at the same time contains sufficient detail to make it something more than a rehearsal of mere pieties. As the most recent of the numerous bioethics and human rights documents, the UNESCO draft draws on many of the earlier documents and also includes some of the most recent thinking about ethical norms and obligations. Perhaps its greatest strength lies not in details of the principles or their implementation, but rather in its stature as an international declaration issued by a United Nations organization. Doctoral programs at U.S. universities play a critical role in the development of human resources both in the United States and abroad. This volume reports the results of an extensive study of U.S. research-doctorate programs in five broad fields: physical sciences and mathematics, engineering, social and behavioral sciences, biological sciences, and the humanities. Research-Doctorate Programs in the United States documents changes that have taken place in the size, structure, and quality of doctoral education since the widely used 1982 editions. This (...) update provides selected information on nearly 4,000 doctoral programs in 41 subdisciplines at 274 doctorate-granting institutions. This volume also reports the results of the National Survey of Graduate Faculty, which polled a sample of faculty for their views on the scholarly quality of program faculty and the effectiveness of doctoral programs in preparing research scholars/scientists. This much-anticipated update of such an essential reference will be useful to education administrators, university faculty, and students seeking authoritative information on doctoral programs. Society has historically not taken a benign view of genetic disease. The laws permitting sterilization of the mentally re tarded~ and those proscribing consanguineous marriages are but two examples. Indeed as far back as the 5th-10th centuries, B.C.E., consanguineous unions were outlawed (Leviticus XVIII, 6). Case law has traditionally tended toward the conservative. It is reactive rather than directive, exerting its influence only after an individual or group has sustained injury and brought suit. In contrast, state legislatures have not (...) been inhibited in enacting statutes. Many of their products can be characterized as hasty, unnecessary, ill-conceived, and based on the heart rather than the head. Moreover the lack of expert consultation sought has also been remarkable. One state legislature, for example, has advocated immunization for sickle cell anemia! Many others have enacted laws for the screening of inborn errors of metabolism, e.g., phenylketon uria, but have poorly defined the lines of responsibility to secure compliance. A spate of specific disease-related bills has emerged in the u.S. Congress, each seeking recognition and appropriations. Sickle cell anemia, hemophilia, Cooley's anemia and Tay-Sachs disease have been among the front-runners for support. Finally, in 1975, Congress has begun to examine an omnibus bill concerning all forms of genetic disease. The bill, termed the National Genetic Diseases Act is, however, still far from being enacted. Methodological nationalism in sociological theory is unfit for the current globalized era, and should be discarded. In light of this contention, the present article discusses Max Weber’s view of language as a way to relativize the frame of the national society. While a “linguistic turn” in sociology since the 1960s has assumed that the sharing of language—linguistic community—stands as an intersubjective foundation for understanding of meaning, Weber saw linguistic community as constructed. From Weber’s rationalist, subjectivist, individualist viewpoint, linguistic community was (...) a result of social actions, not a prior entity as assumed by German metaphysical organicism (and historicist holism). Indeed, Central Europe in Weber’s era was a battlefield of linguistic nationalism(s); in contrast to the national societies of the Cold War period, national borders were unstable and ultimately the multiethnic empires of the region were dismantled after World War I into ethnolinguistic nation-states. Experience of this contemporary reality brought Weber to the core of the relationship between language and politics: A language community is an imaginary one demarcated not by language itself but by conscious opposition against outsiders, with monolingual contexts within borders created artificially by homogenizing policies like linguistic standardization and national education—the first modernity of language. In this way, Weber felt, language can be a means to domination. (shrink)

The rise of nationalism parallels that of the state, suggesting that the relationship between the two is symbiotic and that nations are neither natural nor spontaneous but rather are political constructions. Ernest Gellner's economically determinist account of the rise of the nation?state, however, understates the emotive and psychological appeal of nationalist ideology. The Social Identity Theory of Henri Tajfel, by contrast, suggests that nationalism benefits from possibly innate human tendencies to affiliate in social groups and to act (...) in furtherance of these groups, while Serge Moscovici's social psychology of popular belief elucidates the means by which such tendencies can take the shape of nationalism in mass publics. A starting point for thinking about war and preparations for war is that today the average citizen in Western countries has absolutely no interest in fighting in a war him or herself. The best study of this phenomenon rightly notes that what might be called the “great refusal” of ordinary people to involve themselves in actual war making reflects what might be called the “great disillusionment” with war itself. However, this has not meant the end of war, or of preparations (...) for war, but rather war's transformation from a “nationalized” to a “postnationalized” arrangement. For the United States, this has meant expansion into a new type of empire. Most philosophical defences of the state’s right to exclude immigrants derive their strength from the normative importance of self-determination. If nation-states are taken to be the political institutions of a people, then the state’s right to exclude is the people’s right to exclude – and a denial of this right constitutes an abridgement of self-determination. In this paper, I argue that this view of self-determination does not cohere with a group-agency view of nation-states. On the group-agency (...) view that I defend, a nation-state is the kind of group-agent that does not supervene on the intentionality of member/citizens. If we think that a nation-state is an intentional group-agent in its own right, then we should think that self-determination resides with the institutions of the state rather than with the citizens. If nation-states do not supervene on the intentionality of citizens, then it is unclear why citizens might have the right to control membership in the state as a feature of self-determination. This paper is about love of one’s neighbour near and far given humanity’s division into nations. The primary dialogue partner is Peter Singer and his preference utilitarian approach to moral reasoning wherein the challenge is to count the welfare of individuals impartially, regardless—or, at least, with far less regard than is often given—of divisions into nation-states. The claim is made that, despite the considerable and proper challenges from Singer and other so-called new cosmopolitans, it remains possible and, indeed, necessary (...) at the present time for Christian people to work with an account of nation and nationhood as permitted within divine providence. U nacrtu ovog projekta raspravlja se o izazovima pred kojim se nalazi nacionalna drzava u dinamicnim procesima globalizacije. Prvo se nastoji odrediti pojam globalizacije kao decentralizovani proces kondenzacije i homogenizacije prostora i vremena a zatim se ukazuje na ambivalentnu strukturu diskursa o globalizaciji - njegovu semanticku i pragmaticku dimenziju. Potom se izlaze neoliberalno glediste o eroziji i slabljenju nacionalne drzave usled premoci globalnog kapitalistickog pogona, kako u pogledu njenih tradicionalnih funkcija tako i u pogledu njenog internog i eksternog suvereniteta. Protiv (...) neoliberalne teze o eroziji nacionalne drzave izneseni su mnogi uglavnom empirijski argumenti. Neki od njih su prezentovani u ovom tekstu. Poenta ove argumentacije sastoji se u generalnom stavu da izmedju erozije nacionalne drzave i procesa globalizacije ne postoji jaka veza. U skladu sa prezentovanom kritickom argumentacijom tvrdi se da u uslovima globalizacionih procesa samo ona drustva iza kojih stoji jaka i stabilna drzava imaju izglede na uspeh. Politika a ne ekonomija i dalje dominira medjunarodnim odnosima. Naglasavanje momenta drzavne politike otvara novu perspektivu u razmatranju procesa globalizacije. Tekuci globalizacioni procesi ne mogu se razumeti nezavisno od geopolitickih interesa i promene balansa svetske moci. Tekst se zavrsava ukazivanjem na ideologicnost neoliberalnog diskursa o globalizaciji propitivanjem druge bazicne i nereflektovane pretpostavke ovog diskursa po kojoj su procesi globalizacije u isto vreme i procesi emancipacije. Osporavanjem nuzne veze izmedju globalizacije i emancipacije gradi se pozicija sa koje je moguca normativna kritika tekucih procesa. (shrink)

Yet, it is equally true that it is neither known nor even knowable in principle in the sense that any finite being or set of such beings may hope to know it in any determinate manner. Being generally conceived as beyond both space and time and transcending them in the sense that, even (...) when considered as immanent in the world, It can never be regarded as completely revealed at any particular point in space or time, it cannot but be unknown and unknowable in the deepest sense of the word. This article attempts, for the first time, to link some central motives in the thought of Jürgen Habermas with the biographical experiences of the philosopher and social theorist. What are the relations which Habermas himself thematizes in his life story by means of discursive analysis? Three elements are central: the change in significance of the nation state against the backdrop of the process of European integration, the concept of a deliberative democracy, and the timely and controversial issue of (...) the taming of world capitalism. ABSTRACT The contemporary world is politically organised on the assumption that there exists an international community which should be governed by the rule of law under the authority of the United Nations Organisation. This idea may be called cosmopolitan liberalism. It is commonly criticised for ineffectiveness caused by excessive respect for the sovereignty of states. Recently, it has become apparent that cosmopolitan liberalism is inadequate to conceptualise and consequently to solve the practical problems posed by nationalism. David Miller has sought (...) to rehabilitate ‘nationality’in left‐liberal political philosophy. Reasons are presented for believing that his defence of nationality is inadequately articulated with cosmopolitan liberalism and consequently morally dangerous from a liberal point of view. (shrink)

It is commonplace that the modern world is more international than at any point in human history. Yet the sheer profusion of terms for describing political orders above the nation-state-including "international," "global," "transnational," and "cosmopolitan," among others-is but one indication of how conceptually complex this topic actually is. Taking a wide view of international projects in Europe since the eighteenth century, Nationalism and Internationalism Intertwined explores discourses and practices to challenge nation-centered histories and trace the entanglements that (...) arise from international cooperation. There is a long history to the debate of nationalism. The Indian nationalism has emerged after a long people’s movement the truth to which is often denied by a range of forces who have ideological leanings towards the ideology of Hindutwa. This paper is an attempt to revisit the historical context in which Indian nationalism has emerged and evaluate it in reference to the contemporary time. It emphasizes on the relation between the nation and the state with special (...) reference to its impact on the universities. Further, the paper suggests that in order to uphold the idea of university and nation, an inclusive and secular idea of nation has to be espoused. Lastly, it suggests that a university needs to foster a non sectarian approach and broaden its vision for an internationalist outlook. (shrink)

The principle of national self-determination has usually been justified by extending to national groups an entitlement that individuals are regarded as having, namely, to the conditions necessary for their self development. In order to extend the concept of self-determination to nations in this way, an argument that it is important for nations to exist within their own political communities must be given. In this essay, I describe and criticize one type of argument for such a principle of national self-determination – (...) what I will call the communitarian argument.Contemporary communitarians usually contend that determining who rightfully has membership in a political community must precede the allocation of rights and responsibilities between members. Community is understood to mean a national community; membership in communities therefore results from the ascription of national identities to individuals and to the consequent sorting out of loyalties that follows from this ascription. A right of self-determination for nations is required, on this view, in order to ensure that political communities are legitimately formed in accordance with national identities. (shrink)

Empires and nation-states are generally opposed to each other, as contrasting and antithetical forms. Nationalism is widely held to have been the solvent that dissolved the historic European empires. This paper argues that there are in fact, in practice at least, significant similarities between nation-states and empires. Many nation-states are in effect empires in miniature. Similarly, many empires can be seen as nation-states “writ large.” Moreover, empires were not, as is usually held, superseded by nation-states (...) but continued alongside them. Empires and nation-states may in fact best be thought of as alternative political projects, both of which are available for elites to pursue depending on the circumstances of the moment. Ultimately empires and nation-states do point in different directions, but it is not clear that the future is a future of nation-states. Empires, as large-scale and long-lasting multiethnic and “multicultural” experiments, may have much to teach us in the current historical phase of globalization and increasingly heterogeneous societies. ABSTRACT In Fichte’s Addresses to the German Nation, one important issue is which of the concepts works as a foundation for the others. People, nation, language, state, or education are all possible candidates to take a central place. First, this paper analyzes the problems presented by the notions of “people” and “nation,” such as their ambiguous and even contradictory aspects. Second, we focus on how the concept of education needs a solid ground from which an educational (...) plan can develop. Finally, we show that the fundamental concept of Fichte’s Addresses is the same one as in his Natural Right: the State. According to Fichte, only the rational State can guarantee the realization of education, people, and nation. (shrink)

Most theories of nationalism presume a causal link between 'culture' and 'identity' in the analysis of nationalism. This article argues for a more contingent linkage while drawing conclusions for the 'globalization of cultures-national identity' nexus in different theoretical domains. It goes on to review core assumptions about transnational identity formation, arguing that a distinctive phenomenon is a tendency to approach identities as strategic resources. This has significant impact on, for example, perceptions of boundaries and images of belonging. Finally, the article (...) addresses central figurations between identity, globalization and European integration, in the context of the European Union viewed as an instrument for proactively handling transnational problems, and it proposes some salient differences between this 'Euronationalism' and nationalism in more traditional formats. This essay is part of a special issue celebrating 50 years of Political Theory. The ambition of the editors was to mark this half century not with a retrospective but with a confabulation of futures. Contributors were asked: What will political theory look and sound like in the next century and beyond? What claims might political theorists or their descendants be making in ten, twenty-five, fifty, a hundred years’ time? How might they vindicate those claims in their future contexts? How (...) will the consistent concerns of political theorists evolve into the questions critical for people decades or centuries from now? What new problems will engage the political theorists (or their rough equivalents) of the future? What forms might those take? The “global success” of nation states is currently brought into play by the new requirements of multicultural differentiation and globalization. After commenting on the common concepts of “state” and “nation” and discussing the formation of nation states, the author explains the particular achievement of the national state and the tension between republicanism and nationalism built into it. How did revolutions facilitate empires’ transition to nation-states? This article compares the Bolshevik and the Chinese Communist Revolutions. It conceptualizes this Soviet–Sino comparison through three dimensions of nation-building: separating from a universal community, building a national cultural core and overcoming internal ethnopolitics. Both socialist regimes accommodated the nation-state model by fusing centralized control with limited autonomy for ethnic minorities. Yet, whereas the Soviet Union claimed to be a universal union of nation-states, which was supposed to (...) keep accepting new members until it covered the entire globe, the People’s Republic of China resembled a typical nation-state that preserved multiethnicity and enclosed borders under the title of the ‘Chinese Nation’. In analyzing the influence of revolutions, this article probes three relations: inter-revolution, revolution–society and revolution–counterrevolution. Arising after the Bolsheviks as a follower-revolution, the Chinese Communist Party (CCP) was confined to a national component of the USSR’s global communism project. This shaped the CCP’s enclosed geographical activity space, Han-dominated ethnic composition and the consciousness of national liberation. The CCP’s mobilization covered far wider social strata than the Bolsheviks’ had, which engendered stronger manpower and motivation to transform the traditional culture into a national culture. Being weak at its borderlands, the CCP was cautious about the doctrine of ‘national self-determination’, not daring to make it a geopolitical weapon for revolution export as the Bolsheviks had done in founding the Soviet Union. Owing to each of these differences in revolutionary trajectories, the CCP was more receptive to ‘China’ than the Bolsheviks were to ‘Russia’, and this led to two distinctive ways of reorganizing empires into nation-states. Empires and nation-states are not opposed or distinct forms of polity but closely linked forms. Pre-modern empire existed without any contrasting form of polity we might call a nation-state. Rather, they contrasted with non-national state forms such as city-states, small kingdoms and mobile, nomadic polities. These in turn were in constant interaction with any neighbouring empire or empires, perhaps becoming the core of an empire themselves, perhaps taking over all or part of an existing empire, perhaps (...) maintaining some autonomy by virtue of remoteness or lack of attractiveness, perhaps by balancing opposed empires against each other. Empires did not have a national core, and non-empires were not national. By contrast, modern empires have always had a clearly designated nation-state core and a physically separate set of non-national peripheries. This has been crucial to ensuring that when formal empire is ended, both the imperial core and the former colonies are defined as nation-states. But ex-imperial nation-states and ex-colonial nation-states are really two kinds of states. Much contemporary confusion about the prospect for a world order of nation-states revolves round the failure to make that basic distinction. (shrink)

This essay explores the matter of hegemony in the global system from the standpoint of global capitalism theory, in contrast to extant approaches that analyse this phenomenon from the standpoint of the nation‐state and the inter‐state system. It advances a conception of global hegemony in transnational social terms, linking the process of globalisation to the construction of hegemonies and counter‐hegemonies in the twenty‐first century. An emergent global capitalist historical bloc, lead by a transnational capitalist class, rather than (...) a particular nation‐state, bloc of states, or region, is pursuing a hegemonic project. The US state is seen as the point of condensation for pressures from dominant groups to resolve problems of global capitalism. US‐led militarisation is a contradictory political‐military response to the crisis of global capitalism, characterised by economic stagnation, legitimacy problems and the rise of counter‐hegemonic forces. This article aims to discuss the discourses and debates on Khilafah system in Muslim countries and how it transforms into a nation-state system, specifically in Indonesia. These dicourses and debates include the contestation and trends in the connection between Islam as a religion and Indonesia as a nation-state, which reemerged after the ban of Hizbut Tahrir Indonesia (HTI) in 2017 and The Front of Islamic Defenders (Front Pembela Islam/FPI) in 2020 accordingly under President Jokowi’s administration. This (...) article employs descriptive qualitative analysis to investigate the historical sequences of the discourses and debates on the genealogy, contestation, and relation between the Khilafah system and the nation-state system in Indonesia to uncover the fundamental ideology which underlines the conflicting interests in the debate. It operates the historical-sociological approaches to examine the data collected from books, articles, journals, and newspapers which contain the opinions of the prominent Muslim scholars gearing the dynamic discourses and debates on the nation-state system and Khilafah system. This article, therefore, attempts to demonstrate how Khilafah system idea emerged after the death of the prophet Muhammad and how this idea was contested by Muslim scholars and leaders today. This article suggests that in the struggle of ideology, thought, and movement inside the Muslim countries including Indonesia, the Khilafah system and the system of nation-state came into conflict. Further, the two forms of engagement between Islam and the nation-state are driven by nationalism. (shrink)

Kant is invariably read by his followers as antipathetic to all forms of nationalism. Yet he was interested in differences of national character and used an organic metaphor to explain why states should not be broken up or annexed (unfortunately he never commented explicitly on the dismemberment of Poland by Prussia and its allies). He favoured a plural world in which national differences of language and religion prevented the emergence of despotic world government. So his acknowledgement of a limited obligation (...) to provide refuge to vulnerable people should not be amplified into an acceptance of culturally disruptive mass migration. (shrink)

In Christianity and the Nation-State, Gary Chartier provocatively offers readers unexpected critical distance from some familiar ways of understanding, justifying, and navigating existing political arrangements. People in multiple societies are posing important questions about the authority and functions of the contemporary nation-state and about potential alternatives to this seemingly inescapable institution. Chartier seeks to develop a distinctive theological response to the conditions prompting these questions. Affirming liberalism and cosmopolitanism, he reflects critically on nationalism, localism, religious establishment, (...) and theological accounts of political authority. He highlights links between sin and state power and underscores deficiencies in democratic rhetoric and theory. He rejects the idea of a global government, advocating a nonterritorial alternative he labels 'radical consociationalism.
