The paper focuses on the application of a particular conception of the rule of law to situations characterized by traditional local justice and legal pluralism. While in the twentieth century international rule‐of‐law programmes were directed almost exclusively at state legal system, they have recently begun to take into account traditional local justice, namely, those institutions which in many world regions represent the main form of effective justice. Starting with a review of the positive and negative aspects of traditional (...) local justice from a rule‐of‐law perspective, the paper underlines the widespread lack of protection of human rights, particularly of women’s rights. Discussing vertical rule‐of‐law functions in contexts of legal pluralism the paper stresses the advantages of an approach to the promotion of the rule of law based on mutual recognition and influence between different legal authorities and sources. It is argued that this “interactive” approach appears best suited to the complex frameworks of relations that characterize present‐day systems of deep legal pluralism. Finally, the paper underlines the correspondence between this approach and a conception of the rule of law as an ideal framework of plural interactions characterized by the limits imposed on the law by the law itself, and it discusses its advantages from the perspective of human rights and women’s rights promotion. This paper tries to give some substance to local holism, a picture that seems to fit Wittgenstein’s analysis of the working of language. In the first part I state the well-known paradox of semantic holism, as discussed in philosophy of language: if meaning is holistic there is no possibility to share any meaning. In the second part I present the different answers to this paradox, from atomism to different forms of holism. In the third part I give a criticism (...) of the traditional interpretation of Wittgenstein as a supporter of global holism. As an alternative lecture I will suggest some lines of Wittgenstein's thought leading towards a definition of local holism. Eventually I will show connections with ideas developed in Multi Context theories in artificial intelligence, which help to show a possible direction of inquiry about restrictions on locality. Local proper scoring rules provide convenient tools for measuring subjective probabilities. Savage, 783–801, 1971) has shown that the only local proper scoring rule for more than two exclusive events is the logarithmic family. We generalize Savage by relaxing the properness and the domain, and provide simpler proof.

The implementation of a new kidney allocation algorithm by Eurotransplant was a ‘rule choice’ with serious ethical, legal, and political implications. Eurotransplant made that choice in view of a careful analysis of empirically predictable consequences of alternative rule specifications. This paper studies in a stylized way how the decision on the allocation algorithm emerged. Hopefully an understanding of central features of the described successful case of initiating improvements may be helpful in other cases with a similar structure.

Under a policy first enacted in 1988 and expanded in 1996, federally funded public housing authorities (“PHAs”) and private landlords renting their properties to tenants receiving federal housing assistance have been required to include a provision in all leases under which drug-related criminal activity as well as criminal activity that in any way poses a threat to other tenants or nearby residents constitutes ground for initiating eviction proceedings. This strict liability eviction policy, which has become known as the “One-Strike Rule,” (...) was part of a broader congressional effort to combat the “reign of terror” that Congress believed drug dealers were imposing on public housing and assisted housing tenants. Like many of the crime-related policies enacted in the 1980s and 1990s, the One-Strike Rule has done little to reduce crime rates, but has been wildly successful in ensuring that the situation of poor households receiving federal assistance remains highly precarious. Calls for reform of the One-Strike Rule are almost as old as the policy itself, but given the political outlook of the current administration, the prospects for reform at the federal level are dim. While federal law and a combination of gridlock and unwillingness in the congressional and executive branches foreclose a range of possible strategies for reform, there is nonetheless room to mitigate the socially corrosive effects of the One-Strike Rule through legislative efforts at the state and local level. Courts in various jurisdictions have upheld state laws that protect vulnerable tenants despite the federal strict liability policy, and these holdings help to provide a framework for how state and local governments seeking to protect tenants can do so without their efforts necessarily falling prey to the Supremacy Clause. This article describes that framework and proposes three concrete measures that fit it. The article is structured as follows: after explaining the One-Strike Rule and the threat it poses to vulnerable tenants (Section II), the article discusses the burden the Rule imposes on tenants and the benefits it is supposed to bring to other parties, and argues that the resulting distribution of burdens and benefits is unjust (Section III). The article then lays out three concrete measures that state and local governments can enact to protect tenants who face eviction for criminal activity under the Rule without falling prey to a federal preemption challenge: requiring “good cause” for eviction, giving tenants the right to cure a breach of their lease, and providing tenants with free counsel in landlord-tenant court (Section IV). Many advocate practices of ‘local food’ or ‘locavorism’ as a partial solution to the injustices and unsustainability of contemporary food systems. I think that there is much to be said in favor of local food movements, but these virtues are insufficient to immunize locavorism from criticism. In particular, three duties of international ethics—beneficence, repair and fairness—may provide reasons for constraining the developed world’s permissible pursuit of local food. A complete account of why (and how) the fulfillment of (...) these duties constrains locavorism will require extensive empirical evidence about the relationship between agricultural demand-led industrialization, international trade (rules), and local food practices. In this paper I can only gesture at some of this evidence and, for that reason, my policy prescriptions are merely provisional. Instead, the upshot of this paper is that advocates of locavorism ought to be attentive to the empirical-dependence of the moral permissibility of their projects. As local food ‘scales up’—and comes to be embraced as a goal of political communities—these concerns should receive even greater attention. (shrink)

According to a widespread view, the Bell theorem establishes the untenability of so-called ‘local realism’. On the basis of this view, recent proposals by Leggett, Zeilinger and others have been developed according to which it can be proved that even some non-local realistic theories have to be ruled out. As a consequence, within this view the Bell theorem allows one to establish that no reasonable form of realism, be it local or non-local, can be made compatible (...) with the (experimentally tested) predictions of quantum mechanics. In the present paper it is argued that the Bell theorem has demonstrably nothing to do with the ‘realism’ as defined by these authors and that, as a consequence, their conclusions about the foundational significance of the Bell theorem are unjustified. This paper explores two non-standard supermajority rules in the context of judgment aggregation over multiple logically connected issues. These rules set the supermajority threshold in a local, context sensitive way—partly as a function of the input profile of opinions. To motivate the interest of these rules, I prove two results. First, I characterize each rule in terms of a condition I call ‘Block Preservation’. Block preservation says that if a majority of group members accept a judgment (...) set, then so should the group. Second, I show that one of these rules is, in a precise sense, a judgment aggregation analogue of a rule for connecting qualitative and quantitative belief that has been recently defended by Hannes Leitgeb. The structural analogy is due to the fact that Leitgeb sets thresholds for qualitative beliefs in a local, context sensitive way—partly as a function of the given credence function. (shrink)

The field of “business for peace” recognizes the role that businesses can play in peacebuilding. However, like much of the discussion concerning business in conflict zones, it has prioritized the view of multinationals, often overlooking the role of indigenous local firms. The economic, social, and intergroup dynamics experienced by local businesses in conflict zones are understudied, with the current paper beginning by positioning micro- and small enterprises in the peacebuilding debate, then engaging with multidisciplinary works to understand how (...) they foster peace. Through a case study set in north Lebanon, we conducted semi-structured interviews with twenty-three MSE owners in one industry who operate across sectarian divisions and with recently displaced Syrian refugees. Our findings indicate that local business activity can simultaneously promote peace and foster conflict, with peacebuilding improved when intergroup differences are reduced within the operating environment. Furthermore, the importance of economic development was elevated for local businesses, suggesting that peace through mechanisms such as social development, the rule of law, and training, is only achieved if economic needs are alleviated through these measures. We conclude by citing how contextual factors in conflict zones can enhance intergroup differences, and how resolving such factors can promote peacebuilding, with further empirical work needed in this area. A local interpretation of quantum mechanics is presented. Its main ingredients are: first, a label attached to one of the “virtual” paths in the path integral formalism, determining the output for measurement of position or momentum; second, a mathematical model for spin states, equivalent to the path integral formalism for point particles in space time, with the corresponding label. The mathematical machinery of orthodox quantum mechanics is maintained, in particular amplitudes of probability and Born’s rule; therefore, Bell’s type inequalities (...) theorems do not apply. It is shown that statistical correlations for pairs of particles with entangled spins have a description completely equivalent to the two slit experiment, that is, interference instead of non locality gives account of the process. The interpretation is grounded in the experimental evidence of a point like character of electrons, and in the hypothetical existence of a wave like, the de Broglie, companion system. A correspondence between the extended Hilbert spaces of hidden physical states and the orthodox quantum mechanical Hilbert space shows the mathematical equivalence of both theories. Paradoxical behaviour with respect to the action reaction principle is analysed, and an experimental set up, modified two slit experiment, proposed to look for the companion system. (shrink)

Using a result of H. Hanche-Olsen, we show that (subject to fairly natural constraints on what constitutes a system, and on what constitutes a composite system), orthodox finite-dimensional complex quantum mechanics with superselection rules is the only non-signaling probabilistic theory in which (i) individual systems are Jordan algebras (equivalently, their cones of unnormalized states are homogeneous and self-dual), (ii) composites are locally tomographic (meaning that states are determined by the joint probabilities they assign to measurement outcomes on the component (...) systems) and (iii) at least one system has the structure of a qubit. Using this result, we also characterize finite dimensional quantum theory among probabilistic theories having the structure of a dagger-monoidal category. (shrink)

In this paper we will see deductive systems for classical propositional and predicate logic in the calculus of structures. Like sequent systems, they have a cut rule which is admissible. Unlike sequent systems, they drop the restriction that rules only apply to the main connective of a formula: their rules apply anywhere deeply inside a formula. This allows to observe very clearly the symmetry between identity axiom and the cut rule. This symmetry allows to reduce the cut rule (...) to atomic form in a way which is dual to reducing the identity axiom to atomic form. We also reduce weakening and even contraction to atomic form. This leads to inference rules that are local: they do not require the inspection of expressions of arbitrary size. (shrink)

This paper involves one crucial assumption; namely, that the statistical predictions of quantum mechanics for Bell's variant of the EPR experiment will continue to be verified as detector efficiencies are improved and the need for coincidence counters is eliminated. This assumption entails that any hidden-variables theory for quantum mechanics must violate Bell's inequality--the inequality derived in Bell (1964). It is shown here that four locality conditions are involved in the derivation of Bell's inequality; and that a violation of any of (...) the four locality conditions will either entail the existence of superluminal influences or the existence of superluminal signals (superluminal influences that can be used to transmit information), if conspiratorial theories can be ruled out. The attempts so far to rule out conspiratorial theories are all found to be rather dubious, but there are other considerations developed here that rule them out convincingly. Finally, it is demonstrated that violations of each of the four locality conditions can be used to transmit information superluminally, if certain auxiliary conditions are satisfied. This is of particular interest because one of these conditions corresponds to a condition dubbed "completeness" by Jon Jarrett. Jarrett and others have suggested that violations of completeness cannot be used to send information superluminally. Demonstrating otherwise is, perhaps, the most significant result obtained in this paper. (shrink)

This paper is devoted to discuss a general tendency in contextualism which is known as "radical contextualism". We investigate and develop further two models, the GRW model and the K model, in which the Schrödinger evolution of the wave function is spontaneously and repeatedly interrupted by random, approximate localizations, also called “self-reductions” below. In these models the center of mass of a macroscopic solid body is well localized even if one disregards the interactions with the environment. The motion of the body shows a small departure from the classical motion. We discuss the prospects and the difficulties of (...) observing this anomaly. As far a the influence of the surroundings on submacroscopic objects (like dust particles) is concerned, we show that the estimates obtained recently in the theory of continuous measurements and in the K model are compatible. Also, we elaborate upon the relationship between the models. Firstly, borrowing a line of thought from the K model, we find the transition region between macroscopic and microscopic behaviors in the GRW model. Secondly, we refine the propagation rule of the wave function in the K model with the help of the time-evolution equation proposed in the GRW model. (shrink)

This work deals with the exponential fragment of Girard's linear logic without the contraction rule, a logical system which has a natural relation with the direct logic . A new sequent calculus for this logic is presented in order to remove the weakening rule and recover its behavior via a special treatment of the propositional constants, so that the process of cut-elimination can be performed using only “local” reductions. Hence a typed calculus, which admits only local rewriting (...) class='Hi'>rules, can be introduced in a natural manner. Its main properties — normalizability and confluence — has been investigated; moreover this calculus has been proved to satisfy a Curry-Howard isomorphism with respect to the logical system in question. In this paper we introduce the notion of ideals on neutrosophic set which is considered as a generalization of fuzzy and fuzzy intuitionistic ideals studies in [9,11] , the important topological neutrosophic ideals has been given in [4]. The concept of neutrosophic local function is also introduced for a neutrosophic topological space. These concepts are discussed with a view to fiind new neutrosophic topology from the original one in [8]. The basic structure, especially a basis for such generated neutrosophic (...) topologies and several relations between different topological neutrosophic ideals and neutrosophic topologies are also studied here. Local deterministic string-to-string transductions arise in natural language processing (NLP) tasks such as letter-to-sound translation or pronunciation modeling. This class of transductions is a simple generalization of morphisms of free monoids; learning local transductions is essentially the same as inference of certain monoid morphisms. However, learning even a highly restricted class of morphisms, the so-called fine morphisms, leads to intractable problems: deciding whether a hypothesized fine morphism is consistent with observations is an NP-complete problem; and maximizing classification accuracy (...) of the even smaller class of alphabetic substitution morphisms is APX-hard. These theoretical results provide some justification for using the kinds of heuristics that are commonly used for this learning task. (shrink)

This paper describes a simple, causally deterministic model of quantum measurement based on an amplitude threshold detection scheme. Surprisingly, it is found to reproduce many phenomena normally thought to be uniquely quantum in nature. To model an \(N\) -dimensional pure state, the model uses \(N\) complex random variables given by a scaled version of the wave vector with additive complex noise. Measurements are defined by threshold crossings of the individual components, conditioned on single-component threshold crossings. The resulting detection probabilities match (...) or approximate those predicted by quantum mechanics according to the Born rule. Nevertheless, quantum phenomena such as entanglement, contextuality, and violations of Bell’s inequality under local measurements are all shown to be exhibited by the model, thereby demonstrating that such phenomena are not without classical analogs. The article proceeds from the concept of understanding local government in Russia as a projection of the potestar (pre-state) organization of public life, which transforms under the dominance of methods of state organization of public life, but retains its influence as the essential core of political and social interaction between people. The existing complex «state-municipal» mechanism for exercising power at the local level largely determines the forms and nature of political actors’ interaction at the regional level. State authorities, (...) which are focused on the totality of their own administrative influences, have not yet succeeded in fully integrating local self-government into the general public space of responsibility for powers, since local power is unbuilt initially on the principles of autogenesis, autochthony and autonomy. The current situation contributes to the archaicism of a part of social relations. For some time now, to work in the multidimensional reality of society, the authorities have begun to need analytical models to understand what is happening. As an explanatory theoretical basis for the modes of existence of local authorities developed and described by the author in the current stage of development of Russian statehood, a modal methodology is used, supplemented by the results of constructing model-oriented political ontologies, which reflect the aggregates of the layers and actors of the municipal sphere of sociopolitical reality at the regional level that are actually and actively present in the Russian society. The author is interested in searching the patterns that operate in the environment created and cultivated by the organizational and activity efforts of state structures against the background of sociocultural and other characteristics inherent in the regions. Possible working models for the needs of public administration arising from the modes offered by the author are still under development, since the reform of constitutional rules proposed by the country’s leadership raises the question of new forms of organizing the continuum of coexistence and interaction of local and state authorities in Russia. The article outlines the main research lines that indicate a number of features and reference points of the author’s approach in understanding the relationship between local government and municipal government, which may serve as an occasion for a new circle of discussions of specialists interested in the prospects for the development of political potential in the Russian municipal environment. The 1830s and 1840s are the formative years of modern public health in Britain, when the poor law bureaucrat Edwin Chadwick conceived his vision of public health through public works and began the campaign for the construction of the kinds of water and sewerage works that ultimately became the standard components of urban infrastructure throughout the developed world. This book first explores that vision and campaign against the backdrop of the great "condition-of-England" questions of the period, of what rights and (...) expectations working people could justifiably have in regard to political participation, food, shelter and conditions of work. It examines the ways Chadwick's sanitarianism fit the political needs of the much-hated Poor Law Commission and of Whig and Tory governments, each seeking some antidote to revolutionary Charitism. It then reviews the Chadwickians' efforts to solve the host of problems they met in trying to implement the sanitary idea: of what responsibilities central and local units of government, and private contractors, were to have; of how townspeople could be persuaded to embark on untried public technologies; of where the new public health experts were to come from; and of how elegant technical designs were to be fitted to the unique social, political and geographic circumstances of individual towns. Rejecting the view that Chadwick's program was a simple response to an obvious urban problem Professor Hamlin argues that at the time a "public health" focusing narrowly on sanitary public works represented a retreat of public medicine from involvement with the great social issues of the Industrial Revolution. In exploring the views of medical men who were critical of Chadwick, Hamlin suggests the parameters of a public health that might have been, in which concern for health and well-being becomes the foundation of a public medicine that is a principal guarantor of social justice. This book offers modern public heatlh professionals elements of a forgotten professional heritage that might be useful in responding to the bewildering range of health problems we now confront. Genomic biobanking research is undergoing exponential growth in Africa raising a host of legal, ethical and social issues. Given the scientific complexity associated with genomics, there is a growing recognition globally of the importance of science translation and community engagement for this type of research, as it creates the potential to build relationships, increase trust, improve consent processes and empower local communities. Despite this level of recognition, there is a lack of empirical evidence of the practise and processes for (...) effective CE in genomic biobanking in Africa. To begin to address this vacuum, 17 in-depth face to face interviews were conducted with South African experts in genomic biobanking research and CE to provide insight into the process, benefits and challenges of CE in South Africa. Emerging themes were analysed using a contextualised thematic approach. Several themes emerged concerning the conduct of CE in genomic biobanking research in Africa. Although the literature tends to focus on the local community in CE, respondents in this study described three different layers of stakeholder engagement: community level, peer level and high level. Community level engagement includes potential participants, community advisory boards and field workers; peer level engagement includes researchers, biobankers and scientists, while high level engagement includes government officials, funders and policy makers. Although education of each stakeholder layer is important, education of the community layer can be most challenging, due to the complexity of the research and educational levels of stakeholders in this layer. CE is time-consuming and often requires an interdisciplinary research team approach. However careful planning of the engagement strategy, including an understanding of the differing layers of stakeholder engagement, and the specific educational needs at each layer, can help in the development of a relationship based on trust between the research team and various stakeholder groups. Since the community layer often comprises vulnerable populations in low and middle income countries, co-development of innovative educational tools on genomic biobanking is essential. CE is clearly a component of a broader process best described as stakeholder engagement. (shrink)

The question whether corporations should be used as a means for administering distributive justice is crucial. There are two fundamental issues associated with this. Firstly, would the introduction of rules have any distributional effect? Secondly, what would be the efficiency cost? In this paper, we explore both questions with reference to a job-security corporate rule. We show that the job-security rule will always produce distributional consequences which are consistent with its objectives. However, whether or not it is a socially (...) desirable policy depends on whether the economy is at an efficient allocation and what motivated the policy. It can be shown that under some conditions, even if the initial allocation is efficient, yet not the socially desirable one, a corporate rule—like the job security one—may produce socially desirable gains. The same can be said in the case where the initial allocation is inefficient even in the presence of competitive markets (dueto incompleteness problems). However, these social gains would come at the expense of competitiveness. In an internationally open environment this may offset the initial social gains from this policy. Whether or not this happens would then depend on whether agents have a social dimension to their preferences or not. If they do, their response to the initiative may offset the initial loss of competitiveness. Alternatively, society may face the dilemma whether to remain open to uphold local conceptions of distributive justice. (shrink)

This book concerns the metasemantics of quantum mechanics (QM). Roughly, it pursues an investigation at an intersection of the philosophy of physics and the philosophy of semantics, and it offers a critical analysis of rival explanations of the semantic facts of standard QM. Two problems for such explanations are discussed: categoricity and permanence of rules. New results include 1) a reconstruction of Einstein's incompleteness argument, which concludes that a local, separable, and categorical QM cannot exist, 2) a reinterpretation (...) of Bohr's principle of correspondence, grounded in the principle of permanence, 3) a meaning-variance argument for quantum logic, which follows a line of critical reflections initiated by Weyl, and 4) an argument for semantic indeterminacy leveled against inferentialism about QM, inspired by Carnap's work in the philosophy of classical logic. If a certain semantic relation (which we call 'local consequence') is allowed to guide expectations about which rules are derivable from other rules, these expectations will not always be fulfilled, as we illustrate. An alternative semantic criterion (based on a relation we call 'global consequence'), suggested by work of J.W. Garson, turns out to provide a much better - indeed a perfectly accurate - guide to derivability.

In this paper, I analyze the least discussed of Kant’s four examples of duty in the first section of his Groundwork to the Metaphysics of Morals: the gout sufferer who is no longer motivated by natural interest in his long-term wellbeing, and is thus in a unique position to secure his own happiness from duty. This example has long been wrongly interpreted as a failure of prudential rationality, as recently illustrated by Allen Wood’s reading of that example. -/- I argue (...) that the gout sufferer example is meant to illustrate a violation of a duty to the self and should not be confused with mere prudential failure. The example also helps us understand the line between prudential reason and duties to the self. I show that given Kant’s conception of happiness as an indeterminate concept and his hedonistic account of non-moral ends, it can sometimes be more rational from the perspective of empirical practical reason to choose short term over long-term wellbeing when long term wellbeing seems uncertain in regard to expected pleasure. In other words: Kant’s account of empirical practical reason does not rule out as irrational choosing short term pleasure at the expense of long-term wellbeing. However, this is precisely why the gout sufferer’s long-term happiness can be directly morally required and so becomes the content of a duty to the self. To explain how there can be a direct duty to promote our own happiness under certain circumstances I also elucidate Kant’s distinction between direct and indirect duties. (shrink)

Summary Twenty?four primary schools were randomly selected from all those listed in a local education authority in the West Midlands of England. Heads or deputy headteachers of 21 of these schools were interviewed using a structured interview schedule very similar to the one used for a recent survey of secondary schools. Data were obtained about the general rule structures of the schools and the system of sanctions and rewards used to maintain them. The findings were then compared with those (...) from the secondary survey. Primary schools were less likely than secondary schools to have written rule structures but most were in the process of producing them in response to new pressures. It was more common for all the teachers in the primary school to be considered responsible for seeing that rules were kept. Generally, primary school headteachers identified fewer sanctions being used to uphold their rules than in secondary schools. The number of rewards used in both types of school was about equal. Comment is made on the difference between sanctions and rewards identified as being used in schools and some observed classroom practice. (shrink)

What moral claims do undocumented immigrants have to membership? Joseph Carens has argued that illegal migrants with long-term residence have a claim to national membership because they already are de facto members of local communities. This article builds on the linkage between illegality, residence, and rights, but shifts the focus from the migrant to the state, and from membership-based arguments to the rule of law. I argue that the rule of law, as expressed in the principle of legal certainty, (...) provides an alternative justification for the regularization of resident undocumented migrants. The principle of legal certainty recognizes the right of individuals to make long-term plans for their lives by requiring that state action be reasonably predictable and nonarbitrary. Thus, as an expression of legal certainty, both civil and criminal codes have statutes of limitation that place a time limit beyond which most crimes and misdemeanors can no longer be prosecuted, and individuals can move on with their lives. Not only do these statutes recognize the individual’s right to be free from arbitrary state control, they also demand that the state cut its losses and accept the consequences of its failure to act in a timely manner. I contend that, in the absence of a statute of limitation on illegal entry, the deportation of settled migrants constitutes an arbitrary act of state power. The article explores a number of judicial rulings to illustrate the argument’s normative logic. (shrink)

All 24 secondary schools in a West Midlands local education authority were visited and a structured interview was conducted with the head or another senior teacher. An interview schedule was used to record details concerning the rule structure which had been established to control the conduct of the pupils. Information was also gathered about the sanctions and rewards used to maintain this behaviour and from most schools copies of the rules were available. It was found that almost all (...) schools had rule systems that were in written form and that these were made available to staff and students, chiefly through booklets or other material given to pupils when they first enrolled. All schools backed up their rules, whether written or not by a series of sanctions, most of which related to non?conforming behaviour. Some sanctions were applied to poor work but this was usually treated by special provision or special tutoring. Most also used rewards but these tended to be reserved for good performance. There were few cases where good behaviour was found to be rewarded systematically in any way. (shrink)

The paper presents the main preliminary findings of GEITONIA research project (Growing and Enabling of Information Technologies for Online Neighborhoods: Implications and Applications). Focusing on the development of a local social network for neighborhoods of Nea Smyrni community in Attica (Greece), the main results of an exploratory mixed methods research study, are discussed. The local social network is a non-commercial social medium that operates as a mobile application. Residents of the local community will have the opportunity to (...) use the application for a pilot period, create their virtual neighborhoods, interact with other neighbors, and expand local social ties in a continuum of physical and virtual spatialities. Moreover, taking into consideration residents’ perceptions, demands and visions, regarding a local social network for their neighborhoods, the research project aims to enhance the rule that sets the focus on the users, as co-creators and co-producers of communication technologies. We study the isomorphism relation on Borel classes of locally compact Polish metric structures. We prove that isomorphism on such classes is always classifiable by countable structures (equivalently: Borel reducible to graph isomorphism), which implies, in particular, that isometry of locally compact Polish metric spaces is Borel reducible to graph isomorphism. We show that potentially $\boldsymbol {\Pi }^{0}_{\alpha + 1}$ isomorphism relations are Borel reducible to equality on hereditarily countable sets of rank $\alpha $, $\alpha \geq 2$. We also study (...) approximations of the Hjorth-isomorphism game, and formulate a condition ruling out classifiability by countable structures. (shrink)

Vinaya rules embody the ideal of how Buddhists should regulate their daily lives, and monastics are required to observe them, despite the fact that they were compiled nearly 2,500 years ago in India: a context dramatically different not only from Chinese Buddhism's present monastic conditions, but from its historical conditions. Against this backdrop, rules of purity were gradually formulated by Chinese masters in medieval times to supplement and adapt vinaya rules to China's cultural ethos and to specific (...) local Chinese contexts. This study explores how the traditional qinggui are applied by the Buddhist sa?gha in present-day Taiwan, and contrasts modern monastics' opinions on these rules and their relation to early Buddhist vinaya, on the one hand, against classical Chan literature and the Buddhist canon, on the other. This comparison fills a notable gap in the existing literature. (shrink)

The apparent nonlocality of quantum theory has been a persistent concern. Einstein et al. and Bell emphasized the apparent nonlocality arising from entanglement correlations. While some interpretations embrace this nonlocality, modern variations of the Everett-inspired many worlds interpretation try to circumvent it. In this paper, we review Bell's "no-go" theorem and explain how it rests on three axioms, local causality, no superdeterminism, and one world. Although Bell is often taken to have shown that local causality is ruled out (...) by the experimentally confirmed entanglement correlations, we make clear that it is the conjunction of the three axioms that is ruled out by these correlations. We then show that by assuming local causality and no superdeterminism, we can give a direct proof of many worlds. The remainder of the paper searches for a consistent, local, formulation of many worlds. We show that prominent formulations whose ontology is given by the wave function violate local causality, and we critically evaluate claims in the literature to the contrary. We ultimately identify a local many worlds interpretation that replaces the wave function with a separable Lorentz-invariant wave-field. We conclude with discussions of the Born rule, and other interpretations of quantum mechanics. (shrink)

Models of the EPR-Bohm experiment usually consider just two times, an initial time, and the time of measurement. Within such analyses, it has been argued that locality is equivalent to determinism, given the strict correlations of quantum mechanics. However, an analysis based on such models is only a preliminary to an analysis based on a complete dynamical model. The latter analysis is carried out, and it is shown that, given certain definitions of locality and determinism for completely dynamical models, locality (...) implies, but is not implied by, determinism. Further, it is suggested that a local deterministic model has not been ruled out by Bell's theorem. It is suggested that such a model could naturally deny the independence of initial complete states from the settings of the apparatuses (a crucial assumption in the derivation of Bell's inequality). This article reviews the field of international human rights with particular attention to the way that the International Court of Justice, the International Criminal Court, the Human Rights Committee, and local domestic courts operate to resolve human rights cases. It first notes what internationally recognized human rights there are and the sources that give rise to them. It then explains how relativism enters human rights decision-making, especially at the domestic court level, in part because a common grounding for the (...) human rights pro-pounded was never adopted. Even at the level of the International Court of Justice, its failure to include an ethical modality in the way it interprets treaties generally, and human rights treaties in particular, can leave it floundering to present any consistent framework for its own human rights decision-making. The article then presents a philosophical theory to justify the human rights that are recognized, based on an objective criterion that can be developed to assist courts in deciding conflicts of rights cases. Especially with respect to state domes-tic courts, the International Court of Justice can serve as a model to be emulated were it to adopt this theoretical framework for future hu-man rights decision-making. This article examines how local experiments and negotiation processes contribute to social and field-level learning. The analysis is framed within the niche development literature, which offers a framework for analyzing the relation between projects in local contexts and the transfer of local experiences into generally applicable rules. The authors examine 2 case studies drawn from a meta-analysis of 27 new energy projects. The case studies, both pertaining to biogas projects for local municipalities, illustrate the diversity (...) of applications for a technology through processes of local variation and selection. The authors examine the diversity of expectations and the negotiation and alignment of these expectations underlying the diversity of local solutions. Moreover, the authors address how the transfer of lessons from individual local experiments can follow different pathways and yet always require due attention to the social and cultural limits to the transferability of solutions. This study analyzed the content of questions in the quiz show Who Wants to be a Millionaire in the UK, the USA, Australia, Singapore, and India. A total of 1,823 questions were sampled. The topics of questions varied from country to country with programs in Australia and the UK over-representing language, the USA and Singapore over-representing light entertainment, and India over-representing history. The share of local themes was positively related to the country’s size of population. In all the countries, (...) questions that awarded higher prizes more frequently required academic knowledge, whereas pocket money questions more often called for popular everyday knowledge. Overall, the global quiz format appears to be sensitive to relatively small cultural differences. The hierarchy of knowledge it features is in line with western norms. (shrink)
