We investigated the impact of frequency of interruptions in a simulated medical visual search task. Participants performed the visual search task during which they were interrupted by a number-classification task in 25, 50, or 75% of all trials, respectively, reflecting the frequency conditions. Target presence and interruption were varied within-subjects, and interruption frequency was varied between-subjects. Globally, on a frequency condition level, participants in the low frequency condition had longer mean response times for the primary visual search task than in (...) the high condition, but there were no other performance differences between the three frequency conditions. Locally, on the level of specific interruption effects, accuracy decreased directly after interruptions for target present but not for target absent trials. Furthermore, interruptions caused significant interruption costs, reflected in slower overall RTs in interrupted than in uninterrupted trials. The combined findings show that especially for critical visual search tasks as in the medical field, interruptions—regardless of frequency—should be avoided. (shrink)

A 78-year-old Chinese woman joined a clinical trial sponsored by a Pharmaceutical companies. Unfortunately a serious Serious Adverse Event occurred. The sponsor paid for the cost of the medical care arising from the SAE, but refused the family’s request for compensation. The family then sued the company and the hospital in Beijing. Although the SAE was related to a complication of lower extremity angiography and not the drug itself, it was a direct consequence of participating in the trial. According Good (...) Clinical Practice, a set of regulations promulgated under Chinese law, “the sponsor should provide Insurance to those human subjects who participate in clinical trials, cover the cost of Treatment and the corresponding economic compensation for the occurrence of the harm or death associated with the trial”. The court ordered the trial sponsor to provide a translation of the company’s insurance policy, so that the court could understand the amount of compensation available to the Patient under the policy, but the sponsor never surrendered either the documentation or a translation. Consensus was never reached about the amount of compensation due to the patient through negotiation with the hospital, the company and the family. The Litigation ended after nine hearings and five long years. This chapter provides an ethical analysis of the case relative to at least three areas of Risks of Exploitation when a major, international Pharmaceutical companies sponsors clinical research in a country with an immature legal system and where Research participants have limited resources. Amid the highly industrialized, export-focused food system of the Canadian prairies, some farmers and consumers are turning to localized agriculture as an alternative—they are “going local”. Despite farmers’ obvious importance to the food system, surprisingly little research has examined their motivations and reasons for localization. To date, most local food scholarship in North America has focused on either consumers’ motivations to buy local or the systemic aspects of local food, such as regulations, infrastructure, and marketing arrangements. (...) Existing research suggests that local food systems are supported by consumers’ rejection of the industrial paradigm and desire to connect with their food and its source. But what drives farmers to localize, particularly when export-focused production is firmly entrenched as the status quo? Based on interviews and focus groups with 60 farmers, processors, policy experts, and retailers in the Canadian prairie province of Saskatchewan, this paper examines local food systems from the producer perspective in a rural context of high industrialization and geographical dispersion. We examine what motivates farmers to produce for local markets, and what forces they must resist to do so. The findings indicate that farmers’ main motivations for localization are political and social in nature, and stem from a critique of the dominant neoliberal agri-food system. We map farmers’ agential responses to this dominant system on a spectrum that ranges from acceptance of a neoliberal “feed the world” ideology to promotion of food sovereignty. Drawing on farmers’ perspectives, our findings question the straightforward equation of local food with environmental sustainability and also challenge neoliberal economic assumptions of “scaling up”. This book uses the formal semantics of counterfactual conditionals to analyze the problem of non-locality in quantum mechanics. Counterfactual conditionals enter the analysis of quantum entangled systems in that they enable us to precisely formulate the locality condition that purports to exclude the existence of causal interactions between spatially separated parts of a system. They also make it possible to speak consistently about alternative measuring settings, and to explicate what is meant by quantum property attributions. The book develops the possible-world (...) semantics of quantum counterfactuals using David Lewis's famous approach as a starting point but modifying it significantly in order to achieve compatibility with the demands of the special theory of relativity as well as quantum mechanics. There have been several attempts to use counterfactuals semantics to strengthen Bell's theorem and its cognates such as the GHZ and Hardy theorems. These are critically evaluated in the book. Finally, a counterfactual reconstruction of the EPR argument and Bell's theorem is proposed that sheds a new light on their philosophical consequences regarding the relations between realism and local causation. Approaching mental health on a global scale with particular reference to low- and mid-income countries raises issues concerning the disregard of the local context and values and the imposition of values characteristic of the Global North. Seeking a philosophical viewpoint to surmount these problems, the present paper argues for a value-laden framework for psychiatry with the specific incorporation of value pluralism, particularly in relation to the Global South context, while also emphasizing personal values such as the choice of treatment. In sketching out this framework, the paper aims to overcome the clash between universalism and relativism about psychiatric categories by focusing on how overlaps between cultures can contribute to ontology-building. A case study analyzing ethnopsychiatric research in the context of South India will illustrate the proposed view, while also pointing out avenues for further research on the causal efficacy of local shared beliefs about mental disorder. If approaches across different traditions and theoretical frames are shown to work in treating similar ailments, causal connections appear to cut across the different ontologies. Ethnopsychiatry would play a central role in such research, namely in disclosing the variables and mechanisms at work within the local approaches. (shrink)

The majority of food in the US is distributed through global/national supply chains that exclude locally-produced goods. This situation offers opportunities to increase local food production and consumption and is influenced by constraints that limit the scale of these activities. We conducted a study to assess perspectives of producers and consumers engaged in food systems of a major Midwestern city. We examined producers’ willingness to include/increase cultivation of local foods and consumers’ interest in purchasing/increasing local foods. (...) We used focus groups of producers (two groups of conventional farmers, four local food producers) and consumers (three conventional market participants, two locavores) to pose questions about production/consumption of local foods. We transcribed discussions verbatim and examined text to identify themes, using separate affinity diagrams for producers and consumers. We found producers and consumers are influenced by the _status quo_ and real and perceived barriers to local foods. We also learned participants believed increasing production and consumption of local foods would benefit their community and creating better infrastructure could enhance efforts to scale up local food systems. Focus group participants also indicated support from external champions/programs could support expansion of local foods. We learned that diversifying local food production was viewed as a way to support local community, increase access to healthy foods and reduce environmental impacts of conventional production. Our research indicates that encouraging producers and consumers in local food systems will be more successful when support for the local community is emphasized. (shrink)

A rather promising value theory for environmental philosophers combines the well-known fitting attitude (FA) account of value with the rather less well-known account of value as richness. If the value of an entity is proportional to its degree of richness (which has been cashed out in terms of unified complexity and organic unity), then since natural entities, such as species or ecosystems, exhibit varying degrees of richness quite independently of what we happen to feel about them, they also possess differing (...) degrees of mind-independent and subject-independent value. In particular, their value is not dependent on the desires or preferences of humans. The fitting attitudes account of value, at least as it is standardly developed, demands isomorphic evaluative responses on the part of all valuers. In particular, it entails that all valuers should have isomorphic preferences. But this seems absurd. I consider three different strategies with which the fitting attitude theorist can deflect this challenge. The first makes use of an account of non-standard value relations in terms of permissible preference orderings. The second appeals to value appearances and the associated notions of value distance and value perspective. The third involves an account of the ultimate bearers of value as properties, rather than as propositions or states of affairs. These strategies are not all mutually incompatible. While it isn’t possible to combine the first and second strategies, it is possible to combine the first and third strategies, and also to combine the second and the third. (shrink)

Previous research highlighted that the desire for neighborhood improvement is an antecedent of the citizens’ involvement in green urban areas maintenance. Nevertheless, the topic of civic participation in the maintenance of green areas is not yet well developed in the literature and a link with local legislation is missing. We investigate the intention of participation in such maintenance through a web-based experiment. We hypothesize that stimuli of poor maintenance will be associated with a higher intention of contributing to the (...) upkeep of green areas following the administrative barter law. The administrative barter is a law approved in Italy, which gives citizens the possibility of a reduction of local taxes in exchange for their involvement in the improvement of the territory. One hundred ninety-six participants were assigned randomly to good maintenance condition or poor maintenance condition. The level of maintenance was manipulated through photographs of a neighborhood depicting good or poor maintenance of the urban green ornamentation. Results pointed out that people showed a greater willingness to engage in the improvement of green urban areas in the poor condition as compared to the good condition, according to the administrative barter law. This study suggests that local legislation may provide an incentive fostering citizens’ involvement in green urban areas maintenance. (shrink)

It is argued that the way towards understanding the experiments with visible light which purport to exhibit nonlocality lies in a return to the wave theory of light. A connection is also indicated between the present-day photon description and the pre-wave-theory corpuscular description, and hence we see that, essentially, the problem of nonlocality in physics was solved nearly two centuries ago by Young and Fresnel.

The theme of the 10th Annual Research Ethics Conference organized by the Uganda National Council for Science and Technology (2018) was “Evolution of Research Ethics in Uganda and the Region: Past, Present and Future”. We were asked to address the topic: “The History of CIOMS and the recent changes in the international ethics guidelines: implications for local research”. The thrust of the conference was to track progress in ensuring ethical conduct of research, highlight challenges encountered, and to propose strategies (...) for effective and meaningful implementation of international ethical guidelines in local contexts. Consequently, the purpose of this paper is to comment on the implications of the history of CIOMS ethical guidelines and suggest strategies for their effective and meaningful implementation in the East African region, and perhaps the whole of Sub‐Saharan Africa. Inferring from the ‘evolutionary’, ‘flexible’, and ‘general’ nature of the CIOMS guidelines, we proposed a six‐point strategy for ensuring their effective and meaningful implementation in local contexts. This strategy is in the form of obligations for local research regulators and researchers, the fulfillment of which will go a long way towards their smooth and meaningful implementation in local contexts. These obligations are: ensuring evidence‐based adaptation of each individual guideline; ensuring sufficiently judicious and motivated RECs membership; acting proactively to ensure harmony between bioethics and local legal regimes; cultivating a ‘bioethics culture’ among the public; moving towards regional bioethics governance; and playing an active and meaningful role in future revisions of these guidelines. This paper asks how the intensity of individual local eParticipation affects users’ perception of democratically valuable effects. Drawing on participatory and deliberative theory literature we extract four participatory effects- internal political efficacy, common good orientation, tolerance, and legitimacy. Furthermore, the paper examines which cognitive factors may moderate the relationship between intensity of participation and perception of participatory effects. Drawing on online survey data from 670 citizens engaged in public budgeting online consultations on the local level, the conducted path (...) analysis shows that intensity of participation seems to foster the perception of common good orientation and tolerance. The other perceptions of participatory effects were not influenced by participation intensity. Findings on moderating factors indicate that the beneficial effects of online participation were not distributed unequally among participants. In conclusion, the research presents evidence for an optimistic view on local eParticipation that is able to promote democratically valuable user experiences. (shrink)

Most discussions of the use of race and ethnicity in biomedical research and clinical care focus on broad national and transnational populations. Looking at the problem from the perspective of large populations, however, misses the rest of a continuum that runs from the global human population to local communities. If race and ethnicity are fundamental categories for biomedical analyses, they should be informative at all points along that continuum, much as the definition of a gene remains unchanged whether analyzed (...) in the context of an individual, a group, or the total human population. By examining the utility of racial and ethnic categories at a local community level, we can better evaluate whether those categories are indeed fundamental units for analysis. Alternatively, these categories may be analytic proxies useful primarily for approximating aggregate biological and social features of large populations at national and transnational levels of analysis. A number of important decision domains, including decisions about hiring, global warming, and weather hazards, are characterized by a global–local incompatibility. These domains involve variables that cannot be observed by a single decision maker (DM) and require the integration of observations from locally available information cues. This paper presents a new bifocal lens model that describes how the structure of the environment can lead to a unique form of overconfidence when generalizing the reliability of the local environment to (...) a global scale. When the local environment does not reliably reflect the global environment, they are incompatible. While local perspectives vary across DMs, global–local incompatibility can be understood using the structure of classical test theory as the difference between (a) perceived estimates of the reliability derived from the local environment and (b) the true reliability of the local environment. I model global–local incompatibility as the difference between the true and estimated reliability when the assumptions of classical test theory are violated. Using a series of case studies and an empirical study, I demonstrate the widespread utility of this framework, and I conclude by discussing implications for cognitive–ecological theory, risk communication, and overconfidence. Lost in the debate over the use of racial and ethnic categories in biomedical research is community-level analysis of how these categories function and influence health. Such analysis offers a powerful critique of national and transnational categories usually used in biomedical research such as “African-American” and “Native American.” Ethnographic research on local African-American and Native American communities in Oklahoma shows the importance of community-level analysis. Local health practices tend to be shared by members of an everyday interactional community (...) without regard to racial or ethnic identity. Externally created practices tend to be based on the existence of externally-imposed racial or ethnic identities, but African-American and Native American community members show similar patterns in their use of extra-community practices. Thus, membership in an interactional community seems more important than externallyimposed racial or ethnic identity in determining local health practices, while class may be as or more important in accounting for extra-community practices. Gene‐editing research is a complex science and foreign in most communities including Botswana. Adopting a qualitative deliberative framework with 109 participants from 7 selected ethnic communities in Botswana, we explored the perceptions of local communities on cultural values, norms, and beliefs that may motivate or deter likely participation in the use of gene‐editing related research. What emerged as the ethnic community's motivators for research participation include the potential for gene‐editing technologies to promote access to individualized medications, and the possibility (...) of protecting family members from genetic related diseases. Deterrents for research participation include cultural values such as implications of lineage for chieftainship, trust, fear or anxiety, uncertainty, and sensitivity on the use of gene‐editing. Findings of our study have implications for continuous engagement with local communities to explore potential ways of addressing cultural sensitivities that can further deter their participation in future gene‐editing related research. Evidence shows that knowledge concerning medicinal plants is heterogeneous, as the majority of people in a medical system know only a few plants. This heterogeneity may make sense from an adaptive viewpoint, as human beings tend to keep a small set of information that offers adaptive advantages because our brains can store limited amounts of data. From this scenario, we developed the structural core concept for medical systems: a group of medicinal plants with adaptive characteristics that affect the structure and (...) function of medical systems. We created a set of hypotheses based on the structural core concept to guide future studies investigating the structure and dynamics of local medical systems. Concerning the dynamics of medical systems, we suggest that the structural core is the part of the system that changes least over time, i.e., it is the most conservative. Thus, we can expect that species substitution events mainly occur outside of the structural core. From the medical system structure, we indicate that core plants tend to be favored in the transmission of knowledge. These plants also serve as a model for the selection of novel medicinal plants and are therefore an important factor for the medical system structure. Analysis of the structural core can help the understanding of the structure and dynamics of medical systems and can aid future bioprospecting studies, which can search for plants with pharmacological potential using the structural core. This collection of papers is the fourth in a series of volumes on the work of the Comparative Austronesian Project. Each paper describes a specific Austronesian locality and offers an ethnographic account of the way in which social knowledge is vested, maintained and transformed in a particular landscape. The intention of the volume is to consider common patterns in the representation of place among Austronesian-speaking populations.

The postphenomenological framework of concepts—and especially the version utilized by the founder of this school of thought, Don Ihde—has proven useful for puncturing others’ totalizing or otherwise overgeneralizing claims about technology. However, does this specialization in deflating hype leave this perspective unable to identify the kinds of technological patterns necessary for contributing to activist interventions and political critique? Put differently, the postphenomenological perspective is committed to the study of concrete human-technology relations, and it eschews essentialist and fundamentalizing accounts of technology. (...) Do these commitments render it incapable of providing general assessments of our contemporary technological situation? It is my contention that this perspective can indeed be useful for these kinds of critical projects. To do so, we must go beyond Ihde’s personal tendency to utilize postphenomenology mostly for deflating others’ hype, and explore this perspective’s distinctive potential for identifying ways that technologies can become set within problematic patterns of usage and design. My suggestion is that the postphenomenological notion of “multistability” can play a helpful role in these efforts, especially when combined with a conception of local, rather than totalizing, stabilizations of human-technology relationships. Local foodshed proponents in the United States seek to change the food system through campaigns to “buy local” and to rediscover “good food” in the local foodshed. Presumably, common sense dictates that the word “local” signifies spatial proximity to the consumer. For some populations, however, both the terms “local” and “local food” signify various different meanings. The local food definition generally used by scholars and activists alike as “geographically proximate food” is unhelpfully narrow. (...) Localist rhetoric often does not incorporate the food choices and practices of immigrants, migrants, and refugees. In this paper, I report the various characterizations of local food among Filipino immigrants in San Diego, California: (1) geography-based local food; (2) (US) America-based local food; (3) community-based local food; and (4) immigrant identity-based local food. Local foodshed proponents should acknowledge those who have a starkly different definition of “local”—those who possess translocal subjectivities, for whom “local-ness” is both mobile and embodied. My study underscores how the movement of food—or its containment within a geographic space—cannot be viewed in isolation from the movement of people. (shrink)

The food sovereignty movement calls for a reversal of the neoliberal globalization of food, toward an alternative development model that supports peasant production for local consumption. The movement holds an ambiguous stance on peasant production for export markets, and clearly prioritizes localized trade. Food sovereignty discourse often simplifies and romanticizes the peasantry—overlooking agrarian class categories and ignoring the interests of export-oriented peasants. Drawing on 8 months of participant observation in the Andean countryside and 85 interviews with indigenous peasant farmers, (...) this paper finds that export markets are viewed as more fair than local markets. The indigenous peasants in this study prefer export trade because it offers a more stable and viable livelihood. Feeding the national population through local market intermediaries, by contrast, is perceived as unfair because of oversupply and low, fluctuating prices. This perspective, from the ground, offers important insight to movement actors and scholars who risk oversimplifying peasant values, interests, and actions. (shrink)

Notions such as terroir and “Slow Food,” which originated in Mediterranean Europe, have emerged as buzzwords around the globe, becoming commonplace across Europe and economically important in the United States and Canada, Latin America, Africa, and Asia. Given the increased global prominence of terroir and regulatory frameworks like geographical indications, we argue that the associated conceptual tools have become more relevant to scholars working within the “alternative food networks” framework in the United States and United Kingdom. Specifically, the Local (...) Agrifood Systems perspective, first articulated in 1996 by French scholars, seeks to understand the relationship between the development of local food systems and specific territories. We review the empirical and theoretical literature that comprises each of these perspectives, highlighting three areas in which SYAL scholarship may be relevant to AFN researchers. First, while AFN scholars tend to understand the “local” in terms of positionality, in a distributionist sense, SYAL studies frame local food systems as anchored within particular territories. Second, SYAL research places significant emphasis on collectivity, both in terms of collective institutions and shared forms of knowledge and identity. Third, although both perspectives are framed in opposition of the industrialization of the global food system, AFN scholars focus more on alternative distribution schemes, while SYAL researchers favor territorially anchored structures. The article is devoted to the changes in the conceptual understanding of the institution of local self-government that has been taking place in the last three decades. The submission to the State Duma of the Russian Federation of the Draft Federal Law «On the general principles of the organization of local self-government in the unified system of public authority», which took place at the end of 2021, allows analyzing the trajectory of the development of the institute of (...) class='Hi'>local self-government in post-Soviet Russia from the point of view of a more global time and conceptual perspective. The purpose of this work is to identify the trajectory of the development of the conception of local self-government in RF. Research attention is focused on identifying the conception of local self-government formulated in official documents, a gradual change in the conceptual interpretation of this institution. It is shown that the main shiftin the conceptual understanding of local self-government occurs along the axis of institutional independence / institutional dependence of local self-government on state authorities. The development of the conceptual understanding of local self-government in post-Soviet Russia proceeds along the trajectory from a public concept (local self-government as an independent activity) to a state one (local self-government as a form of exercising power) and to a hyperstate one (local self-government as a link in a unified system of exercising authority). Evolutionary debunking arguments in ethics aim to use facts about the evolutionary causes of ethical beliefs to undermine their justification. Global Evolutionary Debunking Arguments (GDAs) are arguments made in metaethics that aim to undermine the justification of all ethical beliefs. Local Evolutionary Debunking Arguments (LDAs) are arguments made in first‐order normative ethics that aim to undermine the justification of only some of our ethical beliefs. Guy Kahane, Regina Rini, Folke Tersman, and Katia Vavova argue for skepticism about the possibility (...) of LDAs. They argue that LDAs cannot be successful because they over‐extend in a way that makes them self‐undermining and yield a form of moral skepticism. In this paper I argue that this skepticism about the possibility of LDAs is misplaced. (shrink)

ABSTRACT This article addresses the prospects of applied naturalistic metaphysics from both a global and a local perspective. Adopting a broad Sellarsian approach, I look into whether metaphysics has a place and role in the overall scientific image and assess whether it has its own subject matter as a first- or second- order discipline. After outlining the general argument in section 1, section 2 examines our construal of science and metaphysics, drawing some considerations for restating the question about the (...) viability of naturalistic metaphysics. Sections 3 and 4, in turn, suggest two styles of naturalistic metaphysics that can be respectively applied on a global and on a local basis. I briefly outline their respective goals, problems and categories. I argue, in particular, that globally applied naturalistic metaphysics deals with issues about the fundamental structure of reality, whereas locally applied naturalistic metaphysics tackles riddles arising from the examination of specific unobservable posits in the frontiers of scientific ontology. Section 5 closes with concluding remarks that put metaphysics within the scientific image. (shrink)

It is shown how, starting with the de Broglie–Bohm pilot-wave theory, one can construct a new theory of the sort envisioned by several of QM’s founders: a Theory of Exclusively Local Beables (TELB). In particular, the usual quantum mechanical wave function (a function on a high-dimensional configuration space) is not among the beables posited by the new theory. Instead, each particle has an associated “pilot-wave” field (living in physical space). A number of additional fields (also fields on physical space) (...) maintain what is described, in ordinary quantum theory, as “entanglement.” The theory allows some interesting new perspective on the kind of causation involved in pilot-wave theories in general. And it provides also a concrete example of an empirically viable quantum theory in whose formulation the wave function (on configuration space) does not appear—i.e., it is a theory according to which nothing corresponding to the configuration space wave function need actually exist. That is the theory’s raison d’etre and perhaps its only virtue. Its vices include the fact that it only reproduces the empirical predictions of the ordinary pilot-wave theory (equivalent, of course, to the predictions of ordinary quantum theory) for spinless non-relativistic particles, and only then for wave functions that are everywhere analytic. The goal is thus not to recommend the TELB proposed here as a replacement for ordinary pilot-wave theory (or ordinary quantum theory), but is rather to illustrate (with a crude first stab) that it might be possible to construct a plausible, empirically viable TELB, and to recommend this as an interesting and perhaps-fruitful program for future research.
