As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. In one, international relations is a Hobbesian state of nature in which moral judgments are entirely inappropriate, and in the other, states are analogous to persons in domestic society in having rights of autonomy that insulate them from external moral assessment and political interference. How should International Political Theory (IPT) relate to public policy? Should theorists aspire for their work to be policy- relevant and, if so, in what sense? When can we legitimately criticize a theory for failing to be relevant to practice? To develop a response to these questions, I will consider two issues: (1) the extent to which international political theorists should be concerned that the norms they articulate are precise enough to entail clear practical (...) advice under different empirical circumstances; (2) whether they should provide concrete practical advice on policy choice and institutional reform. These questions are related but distinct, and we should answer each quite differently. Regarding the first, I shall argue that it counts heavily against a theory if it is not precise enough to guide policy and reform given certain empirical assumptions. On the second, I will argue that theorists should be very cautious when engaging with questions of policy and institutional design. Some principles of IPT can be criticized for being insufficiently precise, but a degree of abstraction from concrete policy recommendations is a virtue, rather than a vice, of an element of IPT. I conclude that we should aim to be precise without being concrete. To help fix ideas and anchor my argument, I will discuss these issues with reference to a principle that John Rawls has advocated in his influential work The Law of Peoples (Rawls 1999a): a duty of assistance to societies that lack the capacity to satisfy the basic needs or protect the basic rights of their people. The year 2020 has been a very trying one for many people, and universities have not been exempted from the challenges it has posed. There are real concerns that the effects of COVID-19 could lead to a lost generation of academic researchers. At the same time, this has been an unusually fecund period for the field of ethics and international affairs. New ideas regarding the relationship between politics and ethics have come to light, with implications for how we think (...) about what ethics actually comprises. This essay seeks to take stock of this moment by considering the contributions to the field made by four recently published books. International Political Theory focuses on the point where two fields of study meet - International Relations and Political Theory. In this article, I defend the idea that Bentham's international political theory entails a cosmopolitan dimension. First, I explain that Bentham rejects two pillars of internationalism, namely, the sovereign's unconstrained autonomous power and authority in international politics, and the legal and moral personality of the state in the international realm. This critique leads Bentham to construct a complex international political theory which places the issue of states’ responsibility at its centre. Bentham's (...) class='Hi'>international theory articulates a minimalist international system of cooperation between states and an institutional model of public officials’ responsibilities that together play the crucial role in securing the greatest happiness of the greatest number in the world. This paper explores the potential for an international political theory of care as an alternative to liberalism in the context of contemporary global politics. It argues that relationality and interdependence, and the responsibilities for and practices of care that arise therewith, are fundamental aspects of moral life and sites of political contestation that have been systematically denied and obfuscated under liberalism. A political theory of care brings into view the responsibilities and practices of care (...) that sustain not just ‘bare life’ but all social life, from nuclear and extended families to local, national and transnational communities. It disrupts and challenges the individualism of liberalism, and the associated valorization of ‘freedom’, ‘autonomy’, and ‘toleration’. Instead, it emphasizes an ontology of relationality and interdependence that accepts the existence of vulnerability without reifying particular individuals, groups or states as ‘victims’ or ‘guardians’. Furthermore, by demonstrating the gendered and raced nature of caring in the contemporary world—from the household to the transnational level—an international political theory of care challenges our received assumptions about ‘dependence’ in world politics, and opens up space to interrogate politically not only gender but race and other aspects of inequality in the global political economy. This article investigates how Soren Kierkegaard's work developed a key subject utilized in international political theory, and ascribed to particular international actors (including nation-states) — The Self. Kierkegaard's core insights on ‘dread’ and its functions, the need for individuals to will a purpose and, finally, the limits of the Self, I argue, provide a basis from which we can understand the anxieties — The insecurities — That attend to the work of and on a ‘Self’, including (...) that (especially that) of political communities. Specifically, Kierkegaard's engagements with the real and the ideal Self — The Self as it actually is and as it potentially could be — Can be utilized to index and understand the focus in certain vitalist philosophies with the Self of both individuals and political communities. Kierkegaard's insights help us understand this foregrounding of the Self, and yet his work also helps critically render particular recent manifestations of vitalism, found especially in US neoconservatism. It argues that this tracing helps to make clear the way that Benhabib's latest work relies on assuming distinctive political temporalities between the international (cosmopolitan and moral) and the domestic (democratic and political) spheres. The international is characterised by an unlocatable linear temporality of moral learning that draws on Habermas's reading of Kant's philosophy of history. Panarchy is a normative political meta-theory that advocates non-territorial states founded on actual social contracts that are explicitly negotiated and signed between states and their prospective citizens. The explicit social contract, or a constitution, sets the terms under which a state may use coercion against its citizens and the conditions under which the contract may be annulled, revised, rescinded, or otherwise exited from. Panarchy does not advocate any particular model of the state or social justice, but intends to (...) encourage political variety, innovation, experimentation, and choice. With its emphasis on explicit social contracts, Panarchy offers an interesting variation on traditional social contract theories. Today, Panarchist political thought is particularly relevant and interesting in the context of globalization, increased international migration, the weakening of national sovereignty, the rise of the internet "cloud" as a non-territorial locus of political and protopolitical social networks that are not geographic, the invention of cryptocurrencies that may replace national currencies, and the rise of urban centers where people of many different political identities live and work together. This is the first volume to bring together key philosophically and politically interesting yet often overlooked Panarchist texts. From the first published translation of de Puydt seminal 1860 article to contemporary Silicon Valley political theory, the volume includes Panarchist texts from different eras, cultures and geographical regions. In recent years a number of writers have defended and attacked various features of structural, or neo-realist theories of international politics. Few, however, have quarrelled with one of the most foundational features of neorealist theory: its assumptions about the nature of science and scientific theories. In this essay I assess the views of science underlying much neorealist theory, especially as they are articulated in the work of Kenneth Waltz. I argue not only that neorealist theories rest on (...) assumptions about science and theory that have been questioned by postpositivist philosophers and historians of science, but also that the failure to consider the work of these writers yields theories of international politics that are deficient in several respects: they are weak theories in the sense that they cannot illuminate crucial features of international politics, they presuppose and sustain a narrow view of power and power relations, they reify practices and relations in the international arena and they offer little promise of producing the sort of Copernican Revolution for which Waltz called (or, more modestly, even a minimally satisfactory theory of international politics). In light of these shortcomings, I sketch an alternative approach to the study of international affairs, one that has been termed prototype studies. I contend that such an approach provides scholars with a rigorous way of studying international politics, without being a theoretical science. (shrink)

This is a revised dissertation and exhibits some of the infelicities of that genre: verbosity, didacticism, and repetitiveness. The first two parts criticize the two "prevailing conceptions of international relations". The third section points the way to a "more cosmopolitan" perspective vaguely inspired by Kant and grounded in Rawls. Beitz mentions in passing that prior to the mid-seventeenth century "a different conception of international order had been ascendant", but he is otherwise ignorant of both the classical and the (...) medieval theories of international relations. It is thus not surprising that he has found it "difficult to know what to make of the idea," which "derives from Hegel," of the "state as a moral being". Likewise, he confesses bafflement at Marx. This book challenges received notions of ontology in political theory and international relations by offering a psychoanalytically informed critique of depoliticisation in prominent liberal, post-liberal, dialogic and agonistic approaches to pluralism in world politics. Paipais locates the temptation of depoliticisation in their labouring under the fundamental fantasy of various guises of foundationalism (in the form of either political anthropology or ontology as ‘in the last instance’ ground) or, conversely, anti-foundationalism (the denial of all grounds, yet still (...) operating within a foundationalist imaginary). He argues, instead, for a formal political ontology of the void (against historicism) shot through an ‘incarnate’ messianic nihilism (against ethicism and teleological forms of politics). In so doing, the author offers critical readings of the messianic nihilism of Benjamin, Agamben, Taubes and Žižek by problematising the antinomian tendencies in their respective political theologies. The book argues for a version of Žižek’s Badiouian politics of militancy supplemented by a proper participatory understanding of St Paul’s messianic meontology and incarnational Christology as a means to reconceptualise the nexus between subjectivity, universality and political action in world politics. Presenting the first critical analysis of Carl Schmitt's _The Nomos of the Earth_ and how it relates to the epochal changes in the international system that have risen from the collapse of the ‘Westphalian’ international order. There is an emerging recognition in political theory circles that core issues, such as order, social justice, rights, need to be studied in their global context. Schmitt’s international political thought provides a stepping stone in these related paths, offering (...) an alternative history of international relations, of the genesis, achievements and demise of the ‘Westphalian system.’ Writing at a time when he believed that the spatial, political and legal order—the nomos of the earth—had collapsed, he highlighted the advent of the modern state as the vehicle of secularization, tracing how this interstate order was able to limit and ‘rationalize and humanize’ war. Margaret Moore offers a comprehensive normative theory of territory.

As political theorists address the parochial foundations of their field, engagement with the Indigenous traditions of Turtle Island is overdue. This article argues that theorists should approach such engagement with caution. Indigenous nations’ politics of knowledge production may differ from those of de-parochializing political theorists. Some Indigenous communities, in response to violent histories of knowledge extraction, have developed practices of refusal. The contemporary movement of resurgence engages Indigenous traditions of political thought toward the end of promoting Indigenous (...) intellectual and political sovereignty and self-determination. These practices demonstrate a commitment to epistemic justice that is imperfectly aligned with, and potentially opposed to, inclusion-oriented projects like comparative political theory. If political theorists are to de-parochialize political theory by incorporating Indigenous traditions, they must do so in ways that are respectful of Indigenous peoples’ own struggles for epistemic justice. This can be achieved by drawing on and deepening practices of reflexivity exhibited in leading comparative political theory scholarship, and by allowing Indigenous treaty relationships to set the terms of the encounter. Drawing on my qualitative and quantitative research I show that the motives for war have changed in the course of the last four centuries, and that the causes of war and the responses of others to the use of force are shaped by society. Leaders who start wars rarely behave with the substantive and instrumental rationality assumed by realist and rationalist approaches. For this reason, historically they lose more than half wars than they start. After 1945, the frequency of failure (...) rises to over 80 percent. Rationalists allow for miscalculation but attribute it to lack of information. In most wars, information was available beforehand that indicated, or certainly suggested, that the venture would not succeed militarily or fail to achieve its political goals. Could global government be the answer to global poverty and starvation? Cosmopolitan thinkers challenge the widely held belief that we owe more to our co-citizens than to those in other countries. This book offers a moral argument for world government, claiming that not only do we have strong obligations to people elsewhere, but that accountable integration among nation-states will help ensure that all persons can lead a decent life. Cabrera considers both the views of those political philosophers who say (...) we have much stronger obligations to help our co-citizens than foreigners and those cosmopolitans who say our duties are equally strong to each but resist restructuring. When the policies and activities of one country or generation harm both other nations and later generations, they constitute serious injustices. Recognizing the broad threat posed by anthropogenic climate change, advocates for an international climate policy development process have expressly aimed to mitigate this pressing contemporary environmental threat in a manner that promotes justice. The different responses in Great Britain and the United States to Martin Wight as a thinker of international relations reveal something about the contrasting academic cultures of the two countries. Wight was pre-eminently an arts man, regarding history and philosophy as essential prerequisites for understanding the world. Above all he was concerned with the moral dimension in politics, whether domestic or international. His pacifism in the Second World War, curiously linked to his profound sense of realism, reflected deep (...) religious convictions' indeed theology, and particularly eschatology, underlay much of his thinking. His career centers upon first Chatham House and Nuffield College, Oxford, then the London School of Economics and Political Science, and finally the University of Sussex. His lectures at the LSE on international theory achieved legendary fame, but he did not publish much in his lifetime. The appearance since 1977 of four notable posthumous works has enhanced his already high reputation, as has the increasing scholarly interest in the English School, of which he is now seen as a founding father. Ian Hall's book is a brilliant piece of analysis in which Wight's theological world view which was not obtrusive in his teaching and writing is investigated with a sureness that is probably rare among scholars in the international relations field. This paper explores the relationship between normative international political theory and the politics of international law. It begins by arguing that a gap between the normative (in moral terms) and the moral (in legal and social terms) still exists in the literature before going on to examine an approach to closing this gap. This approach, it is argued, is common to a plurality of theoretical approaches including liberal cosmopolitanism, social constructivism and forms of particularism. In exploring (...) ‘institutional moral reasoning’ or ‘social moral epistemology’ the paper argues that respecting the institutional autonomy of the international legal order is a key component of the approach. In order to test the extent to which the various positions do respect the autonomy of the legal order the paper engages with an analysis of the extent to which human rights have become the key constitutive norm of global politics.
