In recent years there has been a number of promising technical and institutional developments regarding use of ontologies in industry. At the same time, however, most industrial ontology development work remains within the realm of academic research and is without significant uptake in commercial applications. In biomedicine, by contrast, ontologies have made significant inroads as valuable tools for achieving interoperability between data systems whose contents derive from widely heterogeneous sources. In this position paper, we present a set of principles learned (...) from the successful Open Biomedical Ontologies (OBO) Foundry initiative to guide the design and development of the Industrial Ontologies Foundry (IOF), which is a counterpart to the OBO Foundry initiative for the manufacturing industry. Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary disputes, and environmental crises. Aims: The Research Diagnostic Criteria for Temporomandi¬bular Disorders (RDC/TMD) Axis I diagnostic algorithms were demonstrated to be reliable but below target sensitivity and specificity. Empirical data supported Axis I algorithm revisions that were valid. Axis II instruments were shown to be both reliable and valid. An international consensus workshop was convened to obtain recommendations and finalization of new Axis I diagnostic algorithms and new Axis II instruments. Methods: A comprehensive search of published TMD diagnostic literature was followed by review and (...) consensus via a formal structured process by a panel of experts for revision of the RDC/TMD. Results: The recommended Diagnostic Criteria for TMD (DC/TMD) Axis I protocol includes both a valid screener for pain diagnoses and valid criteria for the most common pain-related TMDs and for one intra-articular disorder. The Axis II protocol retains selected RDC/TMD screening instruments augmented with new instruments to better assess the interactions between pain and psychosocial functioning. A comprehensive classification system is also presented. Conclusion: The recommended evidence-based DC/TMD protocol is appropriate for use in both the clinical and research settings. Simple Axis I and II screening tests augmented by validated Axis I and Axis II instruments allow for identification of simple to complex TMD patients. (shrink)

Vaccine research, as well as the development, testing, clinical trials, and commercial uses of vaccines involve complex processes with various biological data that include gene and protein expression, analysis of molecular and cellular interactions, study of tissue and whole body responses, and extensive epidemiological modeling. Although many data resources are available to meet different aspects of vaccine needs, it remains a challenge how we are to standardize vaccine annotation, integrate data about varied vaccine types and resources, and support advanced vaccine (...) data analysis and inference. To address these problems, the community-based Vaccine Ontology (VO) has been developed through collaboration with vaccine researchers and many national and international centers and programs, including the National Center for Biomedical Ontology (NCBO), the Infectious Disease Ontology (IDO) Initiative, and the Ontology for Biomedical Investigations (OBI). VO utilizes the Basic Formal Ontology (BFO) as the top ontology and the Relation Ontology (RO) for definition of term relationships. VO is represented in the Web Ontology Language (OWL) and edited using the Protégé-OWL. Currently VO contains more than 2000 terms and relationships. VO emphasizes on classification of vaccines and vaccine components, vaccine quality and phenotypes, and host immune response to vaccines. These reflect different aspects of vaccine composition and biology and can thus be used to model individual vaccines. More than 200 licensed vaccines and many vaccine candidates in research or clinical trials have been modeled in VO. VO is being used for vaccine literature mining through collaboration with the National Center for Integrative Biomedical Informatics (NCIBI). Multiple VO applications will be presented. (shrink)

The Protein Ontology (PRO) web resource provides an integrative framework for protein-centric exploration and enables specific and precise annotation of proteins and protein complexes based on PRO. Functionalities include: browsing, searching and retrieving, terms, displaying selected terms in OBO or OWL format, and supporting URIs. In addition, the PRO website offers multiple ways for the user to request, submit, or modify terms and/or annotation. We will demonstrate the use of these tools for protein research and annotation.

ABSTRACTTurkey hosts the world’s largest community of displaced Syrians. According to UNHCR, there are more than 3 million registered Syrians in Turkey as of 2018. Since the beginning of the conflict in Syria in 2011, Turkey’s ruling Justice and Development Party has followed an open-door policy, which was accompanied by a discourse emphasizing religious solidarity and humanitarian values. However, the arrival of Syrian refugees has become entangled with the existing identity debates and conflicts in Turkish politics. The AKP’s discourse on (...) Syrian refugees has become intertwined with its positive self-representation as the defender of all oppressed people and its attempts to reconstruct the Turkish nation along more Islamic lines. The article analyses parliamentary debates and presidential speeches in order to unravel AKP discourses on Syrian refugees. Drawing upon the Discourse Historical Approach in Critical Discourse Analysis, the article puts forward two arguments. First, the refugee issue has become a constitutive component of AKP identity and a discursive tool to reconstruct the nation along more Islamic lines. Second, Turkey’s refugee policy has become a source of pride and enabled the AKP to claim moral superiority both vis-à-vis the West and its political opponents at home. (shrink)

A persistent methodological problem in primate social cognition research has been how to determine experimentally whether primates represent the internal goals of other agents or just the external goals of their actions. This is an instance of Daniel Povinelli’s more general challenge that no experimental protocol currently used in the field is capable of distinguishing genuine mindreading animals from their complementary behavior-reading counterparts. We argue that current methods used to test for internal-goal attribution in primates do not solve Povinelli’s (...) problem. To overcome the problem, a new type of experimental approach is needed, one which is supported by an alternative theoretical account of animal mindreading, called the appearance-reality mindreading (ARM) theory. We provide an outline of the ARM theory and show how it can be used to design a novel way to test for internal-goal attribution in chimpanzees. Unlike protocols currently in use, the experimental design presented here has the power, in principle and in practice, to distinguish genuine mindreading chimpanzees from those who predict others’ behavior solely on the basis of behavioral/environmental cues. Our solution to Povinelli’s problem has important consequences for a similar debate in developmental psychology over when preverbal infants should be credited with the ability to attribute internal goals. If what we argue for here in the case of nonhuman primates is sound, then the clearest tests for internal-goal attribution in infants will be those that test for attributions of discrepant or ‘false’ perceptions. Common practices such as donating blood or selling hair assume rights of disposal over oneself that are similar to, if not indistinguishable from, property rights. However, a simple view of self‐ownership fails to capture relevant moral differences between parts of a person and other objects. In light of this, we require some account of the continuity in the form of ownership rights a person has over herself and other objects, which also acknowledges the normative differences between constitutive parts (...) of a person, on the one hand, and external objects, on the other. This paper provides such an account by arguing that there are reasons internal to a general justification of property rights to limit the extent of powers included in ownership of different kinds of object, depending on how the person is situated in relation to them. Rejecting a typical Hohfeldian view of property as a univocal, gradable concept allows us to make space for a new approach to property and self‐ownership: one which can make sense of various uses of the body as property without entailing that our relation to those parts is exhaustively characterised by an ordinary property right. Catharine MacKinnon's fundamental claim is that the violence and abuse routinely inflicted on women by men is not treated with the same seriousness accorded to a human rights violation, or torture, or terrorism, or a war crime, or a crime against humanity, or an atrocity.

This article explores the connections between the construct of sexism and other sociodemographic and attitudinal variables, such as internalized homonegativity and heteronormative resistances, among psychology students. Both unrefined and inferential analyses were used with a representative sample of 841 psychology students from public universities in Madrid. Results showed higher levels of sexism, internalized homonegativity and low resistances to heteronormativity among groups of men, heterosexuals and conservatives. Interactions were found that showed a higher degree of hostile sexism in: (...) heterosexual people with respect to LGB and heterosexual men with respect to heterosexual women. Also, interactions were found to show a greater degree of heteronormative resistance in: LGB people with respect to heterosexuals and left-wing women with respect to right-wing women. Correlations with sexism varied according to gender identity and sexual orientation. In addition, heteronormative resistances correlated negatively with sexism, while some components of internalized homonegativity correlated positively. Political affiliation was the most frequent predictor of sexism. The results highlight the need for an intersectional approach to understanding the phenomenon of sexism. (shrink)

In this revised edition of his 1979 classic Political Theory and International Relations, Charles Beitz rejects two highly influential conceptions of international theory as empirically inaccurate and theoretically misleading. In one, international relations is a Hobbesian state of nature in which moral judgments are entirely inappropriate, and in the other, states are analogous to persons in domestic society in having rights of autonomy that insulate them from external moral assessment and political interference. International Law in Context is a pedagogy-forward textbook. It reflects the recent paradigm shift in legal education, which focuses more on what students actually learn rather than the material to which they are exposed. The text aims to prepare the next generation of U.S. lawyers to engage with our interconnected world and to critically evaluate the U.S.'s role within the international legal order. The work is divided into three parts that accomplish these goals. Part One lays a foundation. It covers (...) the various actors within the system, the theories that help explain their behavior, and the principles and sources of law they create. Part Two turns to the fora that define and support the international order, the historical and political contexts that impacted their design, and their efficacy. Part Three is a capstone section that asks students to weave together everything they have learned in Parts One and Two. Students will engage in normative development regarding climate change, including the existing international treaty regime and U.S. implementation options, and the law of war in the modern age. The cornerstone of this book is its organization. The text groups material into conceptual frameworks that promote understanding and retention. For example, rather than consider the various dispute resolution fora in isolation, Part Two asks students to consider them in the context of what types of disputes arise and what legal rules can be employed to resolve them in various international and domestic fora. The institutions also are presented in chronology. In this way, students are encouraged to chart the developmental progression and to make connections and comparisons between various institutions. The use of conceptual frameworks continues within each part. For example, Chapter Six covers the sovereign State as a conflict resolution forum. Many people alive today grew up during the so-called Cold War and even more experienced the fall of the Berlin Wall. The Cold War can be taken as the name of the order of international relations during four decades of the twentieth century. In the following, I want first to comment on the concept of world order and the related one of institution (law). Then I shall deal with the relation between these concepts and various schools in international politics. Next, (...) I will pay attention to the ethical dimensions of those schools. And finally, I want to reflect on the place of theology in the ethics of international relations. My thesis is (1) that theological ethics has an important role to play in understanding contemporary international politics (IP); (2) that if theological ethics takes a Lutheran starting point, it will endorse elements both in the liberal and the realist tradition of international relations theory. We launch this conversation in the Section, Case Study, with a case example involving the International Association of Bioethics’ (IAB’s) selection of Qatar to host the 2024 World Congress of Bioethics. IAB’s choice of Qatar sparked controversy. We believe it also may reveal deeper issues of Islamophobia in bioethics. In his recent book Reflective Democracy, Robert Goodin argues that 'external-collaborative' models of democratic deliberation procedures need to be supplemented by 'internal-reflective' deliberation. The exercise of the moral imagination plays a central role in Goodin's account of 'democratic deliberation within'. By imaginatively putting ourselves in the place of a range of others, he argues, including those who maybe not be able to represent their own interests, we can make their points of view 'communicatively present' in deliberation. Goodin's argument emphasizes the (...) role of art and other forms of cultural representation in helping to bring about this expansion of moral imagination. Drawing on debates in philosophy of mind concerning the scope and limits of our capacities to simulate other minds, I argue that Goodin's analysis of 'democratic deliberation within' conflates different kinds of imaginative project. In doing so, it underestimates both the difficulties of imaginatively putting ourselves in the place of others and the political risks in doing so. I argue, alternatively, that moral engagement with others involves the capacity for sympathy and that art and other forms of cultural representation can enlarge the scope of our sympathies, by assisting us to overcome imaginative resistance to alien points of view. In developing this argument, I provide a qualified defense of Iris Young's claim that respect for others involves 'asymmetrical reciprocity'. (shrink)

When we say that someone knows something we are making a value judgment—we are saying that there is something intellectually good or right about the person’s belief, or about the way she believes it, or perhaps about her. We are saying, for example, that her belief is intellectually better than someone else’s mere opinion. Notice that we might make this sort of value judgment even if the two persons agree. Suppose that two people agree that the earth is the third (...) planet from the sun. Nevertheless, we might think that one person knows this while the other person merely believes it. If so, we are making a value judgment—we are saying that there is something intellectually better going on in the case of knowledge. Another way to put the point is to say that knowledge is a normative notion. There is something normatively better about the case of knowledge, as opposed to the case of mere opinion, or even the case of true opinion. Finally, saying that someone knows something is not the only sort of value judgment we can make about her belief. Even if we agree that some belief falls short of knowledge, we might nevertheless judge that it is justified, or rational, or reasonable, or responsible. In each such case, we are saying that there is something normatively better about the case in question, as opposed to the case of mere opinion, or even the case of true opinion. (shrink)

'international' realm was characterised by the independence of states existing 'in the state and posture of gladiators', thus apparently denying that legal rules or practices or legal thinking could have much relevance therein. Yet others believed, as Immanuel Kant did, that without a constitutional vocabulary not much that was meaningful could be said about the human pursuit of freedom, and that silence about the latter would not only constitute a moral failure but an intellectual and perhaps political mistake. For a long time, the idiom of natural law claimed to offer a universally valid frame for thinking about the nature of the political, as well as providing authority for lawyers' speculations about the rules and principles governing the conduct of individuals and corporate bodies wherever they might move. The name of the relevant discipline at German universities from the late seventeenth century onwards-ius naturae et gentium, the law of nature and of nations-revealed the full scope of its ambition. That discipline may have died away (although that is a debatable proposition) but any political thinking worth its salt will today (perhaps especially in the twenty-first century) aim to say something about how authority emerges, is maintained or critiqued not only within but also outside the single state. The world of 'nations' or even 'humanity' is established as an important theme of political and legal speculation. (shrink)
