Problems of distributive justice throughout the lifespan are not new. Yet, the increased aging rate of contemporary societies and an array of new life‐extending technologies (LETs) make these problems more and more urgent and complicated. This chapter analyzes the moral and political impact of the LET. There are three kinds of “intergenerational” justice: justice between non‐coexisting generations, justice between partially co‐existing generations, and justice between coexisting generations. The advantage of considering LETs in the light (...) of justice between age groups is that we can assume a complete‐life view. LETs significantly modify the duration and the features of each stage of life. A consideration of the specific needs and features of each stage of life in a lifespan‐enhanced society is needed to regulate policies and offer fair equality of opportunity to each age group. Almost everyone believes that freedom from deprivation should have significant weight in specifying what justice between generations requires. Some theorists hold that it should always trump other distributive concerns. Other theorists hold that it should have some but not lexical priority. I argue instead that freedom from deprivation should have lexical priority in some cases, yet weighted priority in others. More specifically, I defend semi-strong sufficientarianism. This view posits a deprivation threshold at which people are free from deprivation, and (...) an affluence threshold at which people can live an affluent life, even though their lives may be even further improved beyond that point. I argue that freedom from deprivation in one generation lexically outweighs providing affluence in another generation; in all other cases, freedom from deprivation does not have lexical priority. In this timely study, Thompson presents a theory of intergenerational justice that gives citizens duties to past and future generations, showing why people can make legitimate demands of their successors and explaining what relationships between contemporary generations count as fair. What connects these various responsibilities and entitlements is a view about individual interests that both argues that individuals are motivated by intergenerational concerns, and that a polity that appropriately recognizes these interests must support and accept intergenerational (...) responsibilities. The book ranges over the philosophical, ethical, political and environmental questions raised by intergenerational issues: how we can have duties to non-existent people, whether we can wrong the dead or be held responsible for what they did, what sacrifices we should make for our successors, and whether we have duties to people of the remote future. It is often argued that relational egalitarianism has a fundamental problem with intergenerational justice when compared to other theories of justice such as utilitarianism, prioritarianism, and luck egalitarianism. Recently, Timothy Sommers argued that there is no such comparative disadvantage for relational egalitarianism. His argument is quite modest: it merely aims to reject the claim that there could be no way to extend relational egalitarianism to intergenerational justice. This may be called the ‘No Comparative Disadvantage Thesis’. (...) The present article challenges Sommers’s argument in two ways. First, I show that Sommers fails to provide a reasonable constraint on causal efficacy, which is crucial to his argument for our relation (not relationship) to future generations. Second, I show that the chain-relatedness problem casts a shadow over Sommers’s argument for the No Comparative Disadvantage Thesis. More specifically, compared to the other theories of justice, relational egalitarianism (as it stands) can less easily justify that present persons have duties to future others. This is because relational egalitarianism cannot appeal to a specific principle in regard to the duties in question, because its principle is sensitive to current context and practice. I conclude that the No Comparative Disadvantage Thesis does not hold much promise. (shrink)

The first debate in this article has to do with the very possibility of intergenerational justice beyond our obligations towards members of other generations while they coexist with us. Here, we ask ourselves whether we owe anything to people who either have died already, or are not yet born. Differences in temporal location mean that people may not exist at the same time — be it only during part of their life — which raises special ethical challenges. It (...) is one thing to decide whether we owe anything to the next generation(s). It is another to define what we owe them. Most standard theories of justice have tried to answer this difficult question. This article focuses on a comparison between a reciprocity-based and an egalitarian account of justice between generations. A theory of intergenerational justice consists in the study of the moral and political status of the relations between present and past or future people, more specifically, of the obligations and entitlements they can potentially generate. The challenges that justify talking about responsibilities between generations are myriad. And the disputes they prompt can focus on the past just as much as on the present, even though the fact that the human species has reached a state of technological progress (...) that enables it to have an irredeemable impact on the planet and perhaps even endanger future human existence tends to make concerns about the future more pressing. Debates on intergenerational justice are twofold. The first revolves around the issue of whether claims of justice across generations whose members' lifetimes do not necessarily overlap could be justified. And the second revolves around the specific conception of justice in play, that is, around the nature of the standard that must be applied as well as around the identification of the contents of the duties that present generations supposedly have vis-à-vis past or future generations. This survey article depicts the conceptual and argumentative framework in which these debates are set. It aims to outline certain of the main features shared by the most influential contemporary theories of intergenerational justice, and the problems inherent in them. It concludes by suggesting that, even though the idea of succeeding generations is merely an abstraction, there are specific empirical states of affairs that require different theoretical responses to intergenerational justice. Among the myriad longstanding political, socioeconomic, and moral debates focused on the fair distribution of health-care resources within the United States, those addressing intergenerational justice tend to produce the most heat and, often, the least amount of light. The familiar narratives tend to be binary ones of opposing generational stakeholders. While a great number of proposed solutions focus on reconfiguring rationing priorities, this paper will instead shift the discourse to intergenerational interdependence, suggesting that these conflict-born moral dilemmas (...) are in important ways false. The alternative view of intergenerational relations defended here is grounded in an interdependent, rather an oppositional, model of human relationships. I argue that this interdependence can best be realized through a deliberate movement toward intergenerational narrative understandings, as well as through physical proximities. Ultimately this book provides a theory of intergenerational justice that is both intellectually robust and practical with wide applicability to law and policy.

An intergenerational justice perspective requires that we look at the condition of the existing generation of children and those to be born in the future. Many millions of the existing generation of children are now in trouble and at high risk of never fulfilling their human potential. These children are in turn unlikely, if they live to produce children, to be capable of providing the nurturing parenting that the next generation will need.The article’s starting premises are that we (...) should count child interests as of equivalent value to adult interests and that we do owe justice not just to the existing generation of children but to the next generations as well. Justice to the next generations means encouraging the creation of children who will have a good chance to enjoy the pleasures of life, children who will be born healthy and will be brought up by nurturing parents. Given these premises, there is much wrong with current reality and related policy.We now encourage the reproduction of more children than we can care for, provide limited child welfare enabling poor parents to better care for their children, and discourage adoption both domestic and international. We should reverse these policies. We should change the pronatalist and anti-contraception policies that encourage the reproduction of children who won’t likely be born healthy or receive nurturing care. We should provide child welfare so that poor parents who want to keep and raise their children can do so. We should encourage adoption, both domestic and international. (shrink)

This study examines whether Canadian governments have adapted budgets for the ageing population in accordance with norms of intergenerational justice. Public finance data in 2016 are analysed compared to 1976 in light of three constructs: the elderly/non-elderly ratio of social spending change, intergenerational reciprocity, and ability to pay. Findings include that governments increased per capita spending for seniors 4.2 times faster than for those under the age of 45; public finance requires younger Canadians to contribute 22%-62% more (...) in income taxes for the elderly now by comparison with 1976; and the contemporary ageing population has a greater ability to pay than cohorts immediately before and after them. Institutions to address short-termism in public policymaking and to more suitably discharge our duties toward future generations have elicited much recent normative research, which this chapter surveys. It focuses on two prominent institutions: insulating devices, which seek to mitigate short-termist electoral pressures by transferring authority away to independent bodies, and constraining devices, which seek to bind elected officials to intergenerationally fair rules from which deviation is costly. The chapter first discusses sufficientarian, egalitarian, and prioritarian theories of our duties toward future (...) generations, and how an excessive focus on the short term in policymaking may hinder that such duties be fulfilled. It then surveys constraining and insulating devices, and inspects their effectiveness to address the epistemic, motivational, and institutional drivers of political short-termism as well as their intra- and intergenerational legitimacy. Technological unemployment is a very real phenomenon that should be addressed by governments and businesses alike. This paper argues that current approaches to technological unemployment are short-sighted in that they focus predominantly and primarily on current generations. This kind of approach results in harm such as ignoring impending meaning-crises and propagating a potential form of human-quota-driven tokenism in the process of implementing automation in the workplace. Arguably, current generations can (and should) benefit from communal resources insofar as they do not (...) harm the least privileged of future generations. That is the threshold that is set in this paper and this threshold can serve as a guiding principle for leaders when making decisions about whether automation should be implemented, the degree and scope to which automation should be implemented, and the policies regarding the process of the implementation and the regulation of automation in the workplace. An intergenerational justice approach is a novel approach to the problem of technological unemployment and can inform decision-making and policy-setting alike. (shrink)

The question whether distributive justice is at bottom practice-dependent or practice-independent has received much attention in recent years. I argue that the problem of intergenerational justice resolves this dispute in favor of practice-independence. Many believe that we owe more to our descendants than leaving them a world in which they can merely lead minimally decent lives. This thought is particularly convincing given the fact that it is us who determine to a significant extent what this future world (...) will look like. However, no practices that would trigger distributive obligations exist between distant generations. Thus, if we have to leave more than a minimum for future generations, we cannot conceive of distributive justice in terms of the justification of ongoing social interactions. Rather we have to think of the entire concept as an idea based on persons’ legitimate interests and capacity for well-being, and which abstracts from participation in particular practices. (shrink)

Among various views on intergenerational justice, the most widely accepted theory invokes the rights of future generations. However, the rights theory seems to suffer from the non-identity problem addressed by Derek Parfit. Some rights theorists attempt to circumvent the problem by examining causal links between actions taken by preceding generations and their effects on succeeding ones. Others try to do so by replacing future individual rights with such collective rights. This paper argues that both individualist and collectivist versions (...) of the rights theory fail to supply grounds for intergenerational concern. The paper then offers an alternative theory that refines the idea of duty of fair play developed by John Rawls and applies it to the context of intergenerational relationships. To begin with, I identify several characteristics of posterity and explicate the adverse implications these characteristics have for other major theories of intertemporal concern than the rights theory. Next, different versions of the rights theory are closely examined from the perspective of the non-identity problem. Then, I offer an alternative argument for caring about future people, which is founded on the idea of intergenerational fair play. This paper concludes by noting that the fairness theory, unlike its rivals, does not face the non-identity problem or any other problems stemming from the features of posterity previously identified. At least one global environmental issue—the rapid loss of the world’s biodiversity, the sixth major mass extinction event in geological time—challenges the legitimacy of this presumption. Increment by increment, the present generation is depleting the world’s biodiversity by way of altering species’ habitats for the sake of short term economic gain. When biodiversity is understood as an essential environmental condition—essential in (...) the long term because it is the source of the biological resources upon which humans depend—then the strongly differential distribution of benefits and burdens between generations raises an issue of intergenerational justice. We receive the short-term benefits of economic development; future generations will receive the resulting burden of a biosphere in which one of the life-support systems necessary for humanity will have been compromised. Using Ronald Dworkin’s conceptions of distributive justice, it can be demonstrated that constitutional constraints on the discretionary powers of governments, for the sake of intergenerational justice, are entirely consistent with central tenets of liberal democracy. As a result, we should abandon to some extent the presumption that governments have full jurisdiction over the lands and waters within their boundaries. (shrink)

Some key political challenges today, e.g. climate change, are future oriented. The intergenerational setting differs in some notable ways from the intragenerational one, creating obstacles to theorizing about intergenerational justice. One concern is that as the circumstances of justice do not pertain intergenerationally, intergenerational justice is not meaningful. In this paper, I scrutinize this worry by analysing the presentations of the doctrine of the circumstances of justice by David Hume and John Rawls. I (...) argue that we should accept the upshot of their idea, that justice is context sensitive, even if this at first sight seems to invalidate intergenerational justice. On the basis of moral constructivism, I subsequently provide a fresh reading of the doctrine according to which it conveys the idea that justice is the solution to a practical problem. However, as the problem background is evolving, we need to properly characterize the relevant practical problem in order to make ethical theorizing relevant. Contrary to what has been claimed, the circumstances of justice do not then clash with intergenerational justice, but are the necessary presuppositions for its advancement. (shrink)

In the fall of 2019, Trøndelag County Council, Norway, organized a Climate Workshop for children and youth. The intention of the workshop was to include children’s and youth’s perspectives as a foundation for a policy document titled “How we do it in Trøndelag. Strategy for transformations to mitigate climate change”. The workshop involved a range of creative and discussion tools for input on sustainable development and climate politics. In this article, we aim to describe and discuss innovative practices that include (...) children and youth in policymaking related to climate action, and discuss the theoretical implications of such policymaking in relation to children’s rights, young citizenship, and intergenerational justice. We employ a generational framework and perceive climate politics as inherently ingrained in intergenerational justice, where no generation has a superior claim to the earth’s resources, yet power is unfairly concentrated and accumulated among adult generations. We draw on contributions by various stakeholders involved: Two young workshop participants, two county council policymakers, and an interdisciplinary team of researchers from Childhood Studies and Design. This paper focuses on a specific challenge for welfarist theories of intergenerational justice. Subjective welfarism permits and even requires that a generation, G1, inculcates cheap preferences in the next generation, G2. This would allow G1 to deplete resources instead of saving them, which seems to contradict the ideal of sustainability. The aim of the paper is to show that, even if subjective welfarism requires the cultivation of cheap preferences among future generations, it can accommodate two major objections to (...) cheap preferences engineering, the Autonomy Objection and the Fairness Objection. The paper argues that teaching autonomy-related abilities is compatible with cheap preferences engineering insofar as autonomy is understood as an end-state and not as a precondition. Furthermore, teaching autonomy-related abilities could even be required in order to improve G2’s prospects for well-being. However, since being autonomous renders G2 able to revise their initially cheap preferences, G1 should also save enough resources to enable members of G2 to do so. Therefore, cultivating cheap preferences among G2 does not allow G1 to deplete the available resources. (shrink)

A moral Kantian approach can be developed to deal with the nonidentity problem with regard to environmental intergenerationl justice—at least in cases of depletion or risky policy. Being a duty-oriented moral theory, this approach allows both that people coming into existence in a nonidentity situation can be glad to exist while simultaneously taking into account depletion or risky policy, to which their existence is causally related, as possibly being morally wrong because of a violation of moral duties.

Separate issues of possible relations between generations in the context of the concept of social justice are investigated. Special attention is paid to the need to preserve the environment, natural resources, the preservation of life on earth, biological diversity, the need to search for alternative energy sources, to ensure favorable living conditions for future generations. The author draws attention to the theoretical difficulties in unambiguously defining the rights of future generations, to the difficulties of their legal formulations. The author (...) explores the problem of justice in relations between generations from the point of view of the materialistic understanding of history, the dialectic of social existence and social consciousness, the relationship of needs, interests and values, the principle of development and the principle of historicism. The study of possible relations between generations in the context of the realities prevailing in the modern world contributes to the reassessment of the established values of modern society and the formation of a new worldview that takes into account the need to preserve peace, the cultural heritage of mankind, natural resources, human habitat, biological diversity, the transfer of resources to future generations. In this regard, there is a reassessment of the known norms of justice, morality and law. Modern interpretations of global problems, including issues of intertemporal justice, were a reflection of new historical realities. The creation of favorable conditions for future generations should not harm the necessary and reasonable needs of modern society. (shrink)

This chapter provides an overview of the kind of questions one has to answer to take position on the question of who owes what to future generations in the context of climate change and discusses several possible answers as well as their upsides and downsides. It first asks whether we have duties of justice to future at all, raising several challenges to the idea of including future generations under the scope of justice. Second, it asks how much we (...) owe to future people: equality, sufficiency, or just basic human rights. Even if there are theoretical reasons to embrace a more demanding account, there may be political or feasibility reasons to endorse a less demanding view. The third question is what we owe to future people: what kind of world, with what kind of goods and opportunities, do we owe to future people? Before concluding, the chapter discusses the distribution of duties to future people among contemporaries, the idea that we might have to limit the amount of future people, and possible institutional responses to challenges of intergenerational justice.
