During the production process, production companies need to monitor the finished products and ensure their quality, which imposes on them the appointment of inspectors for auditing, and this appointment costs the company amounts that affect the general profit, so it strives to make this cost as low as possible and that the audit process is carried out with high accuracy because in case that the finished products do not conform to the basic specifications of the product, the company is required (...) to pay a fine. In this research, we will formulate the text of the problem appropriately for such a case and then we will build the appropriate mathematical model through which we can obtain the lowest possible cost of inspection, and we will present the study using classical values and neutrosophic values, and we will demonstrate them through an example that shows us the difference between them. The inspectability of after-images has been denied. A typical claim is Ilham Dilman's: ‘I cannot say my apprehension of the after-image I see has changed but not the after-image itself’, for, he says, appearance and reality are one as regards the after-image. His reason is that this is a logical consequence of the fact that other people have no possible basis for correcting what I say about the after-image I see.

In many European countries,organic agriculture has rapidly beentransformed from a farmers' movement to aninstitutionalized part of agricultural policy.In certification, compliance with publishedorganic standards is verified through annualinspections on farms. In Finland, the role ofadvice in organic inspections has been thesubject of debate. Two inspections are usedhere to show how the term organic was definedand what the role of advice in relation tocompliance was. Both compliance and advisorytypes of interaction between the inspector andthe farmer were identified along an axis from “input (...) substitution” to “system redesign.” Thefindings illustrate the heterogeneity of theprocesses and definitions of the term organicin connection with inspections. System redesignwas less obvious in compliance than items ininspection documents suggest. The physicalsurroundings and the methods used affectinspection practices. Institutionalization isnot merely negative, but may also provideresources for system redesign. Whether adviceis part of a new and emerging way of enforcinginspections is considered. The findings suggestthat dialogue and negotiation are necessary inpromoting system redesign and in enhancing thedevelopmental functions of organicinspections. (shrink)

In many countries school inspection is a major way in which schools are held accountable. This article sets out some of the limitations of inspection. The aims of inspection, the language of inspection and the inspection of standards, teaching and learning are examined critically. It is argued that school inspection does have its uses as an instrument of accountability but these are far more limited than governments or inspectorates themselves acknowledge.

According to the World Bank review, National Oil Companies control approximately 90% of the world’s oil reserves and 75% of production and many major oil and gas infrastructure systems. However, NOCs fall behind many smaller companies in terms of innovation. The reason is the closed nature of their business, which constrains innovations. It has been suggested that this problem can be solved by the application of an “Open Innovation” paradigm. The concepts of Open Innovation suggest firms who would like to (...) be more innovative to use internal as well as external sources for their idea generation.. However, this is not easy to deploy due to these organizations’ traditions, values, and institutional culture, which act as innovation obstacles in those companies. Innovations should be “Open” to find better solutions but should be “Closed” to fit with the cultural requirements of NOCs. This contradiction needs to be solved quickly for the sake of innovation, which is the key to ensure environmental and societal benefits and to prevent further harm. This article stresses the importance of Open Innovation in the petrochemical industry and discusses the difficulties for the industry to embrace it, especially in light of the advances in intelligent robotic systems applications in the sector. The questions are: How should large NOCs adopt innovations and become more open to innovation so that the best intelligent automatic solutions are adopted in such contexts? Is there a theory of knowledge and innovation that can solve the contradictions between Closed versus Open Innovation? This paper posits that a solution to the contradictions surrounding innovations in NOCs could be found in Teorija rezheniya izobretatelskih zadach, which has been used for decades to overcome contradictions and to develop inventive solutions, in a variety of similar sectors. In this paper, TRIZ theory has been suggested as a tool to deploy the “Open Innovation” paradigm to solve the above-mentioned contradictions, i.e., how to make things “Open” while keeping them “Closed” where necessary. Real-life examples from the oil industry, and recent applications from Azerbaijan specifically, are analyzed and interviews with the industry players used to test TRIZ theory as a tool for the Open Innovation paradigm in the oil sector. The paper sets out innovative solutions in intelligent robotic pipeline inspection systems, which operate in hazardous conditions unsuitable for humans, and which, for example, ensure that pipelines do not degrade to the extent, where they create environmental and societal damage. The problems, paradigms, and TRIZ praxis as applied in the oil sector examples given here offer important lessons for the global oil industry and other high hazard sectors globally; however, examples in the paper chosen from Azerbaijan and Caspian Region which is also the hometown of TRIZ. There is currently a stalemate over the correct approach to legal liability. To take a prominent example, it remains a point of contention whether land owners should be held liable for injuries to trespassers. Many of those who insist that land owners should be held liable for injuries to trespassers maintain this for purely economic or pragmatic reasons. In contrast, those on the other side frequently defend their view on the grounds that, in such trespass cases, owners are not morally (...) responsible for the injuries. We maintain that the best way forward for all parties in this debate is to recognize the existence of “morally responsible liability ”—of cases where owners qua owners are morally responsible for damages caused by their property. Once this is recognized, the debate can be framed in terms of whether there are economic or pragmatic reasons for legal liability to diverge from morally responsible liability. Unfortunately, there is no good account of morally responsible liability in the literature. Taking lessons from the failings of the few extant accounts, we draw on the work of A. M. Honoré and Jeremy Waldron to develop an account of our own. We argue that owners are morally responsible for damages caused by their property when and because their taking ownership of something leads to increased risk to others. We explain how and why such increases in risk come about, and how our account captures our intuitions concerning various cases, including those concerning injuries to trespassers. (shrink)

Workplace inspections are undertaken because they are believed to lead to better conditions In the workplace. It is therefore essential to know if inspections have the desired effects on working conditions. We introduce a theoretical framework for the evaluation of workplace inspections with respect to their effects on working conditions. Criteria of efficiency and priority-setting are discussed. Some empirical results concerning priority-setting in Swedish inspection agencies are presented. Further, we argue that in order to obtain reliable information about the (...) effects of different inspection methods, it is necessary to perform controlled comparative studies in which different methods are used in different workplaces. Given the facility with which such studies can be performed, it is surprising how few such studies have been made. We conclude by surveying some empirical studies that concern the issue of efficient inspections. (shrink)

The effects of school inspections on school improvement have been investigated only to a limited degree. The investigation reported on in this article is meant to expand our knowledge base regarding the impact of school inspections on school improvement. The theoretical framework for this research is partly based on the policy theory behind the Dutch Educational School Supervision Act (the latter includes assumptions about how school inspections lead to school improvement). Interviews and a survey with school inspectors gave insight into (...) how school inspectors implement the Supervision Act and how they assess schools, and stimulate schools to improve. The results of ten case studies showed that all schools started to improve after a school visit. The innovation capacity of the school and the school environment do not seem to contribute to school improvement after school inspections. No effects were found on school-improvement processes of the number of insufficient scores that schools received from inspectors, the extent of feedback and suggestions for improvement, and the number of agreements. The provision of feedback about weaknesses, the assessment of these weak points as unsatisfactory, and the agreements between an inspector and the school regarding improvement activities do appear to make a difference in promoting school improvement. The traditional view was that a concept must be immediate if anything is, i.e., it must be something possessed directly by my mind. To deny this seems to be saying "I think but I don't have ideas." This is of course what the proponents of the linguistic philosophy are in effect saying, and perhaps for them it is all right. Professor Price has argued ingeniously against the whole linguistic position: against the possibility of a purely linguistic solution to the problem. (...) Yet whether we follow Price or the language philosophers we are forced into a rather puzzling situation. One likes to say that one has ideas, thoughts, concepts, but there is a serious question as to whether we can ever actually cognize such entities. Indeed Price introspects and does not find them. Most of us--including our linguistic colleagues--would be quick to agree. A thought cannot be introspected like an image. There just does not seem to be anything there. As thinkers of thoughts, we are looking inward toward nothing; we are indeed living examples of "hollow men." So it is that we are faced with a dilemma. Either we say we think but do not really have ideas, or we must somehow show that such concepts are actually immediate after all. Neither alternative seems the least bit welcome. The philosophy of science embraces the metaphysical, epistemological and methodological problems which arise in the study of the special sciences and perhaps no branch of the philosophy of science is more deserving of careful investigation than the borderline discipline between philosophy and scientific psychology. The philosophical problems resulting from the impact of psychology upon philosophy include such traditional problems as the existence, nature and origin of consciousness, the relation of the conscious to the unconscious and subconscious mind, the nature and (...) continuity of the self, and the relation of consciousness to its neural conditions. All these problems originate in empirical psychology and are soluble, if at all, only by appeal to psychological evidence and thus through the cooperative efforts of the philosopher and the psychologist. Unfortunately the gulf between philosophers and psychologists is as wide if not wider than that which exists between philosophers and other groups of scientists. The chief obstacle to a philosophical psychology is the alienation of psychology from philosophy which followed the attainment by psychology of its status as an independent science. Psychology as a young and vigorous science, revolting against the parental restraint of philosophy, utterly repudiated philosophy and philosophical modes of thought and, at the same time, philosophy on its side breathed a sigh of relief to be rid of a difficult and recalcitrant offspring. Thus psychological science became more hostile to philosophy than her elder sister sciences, and philosophy went its own speculative way in utter disregard of scientific psychology. Indeed “Psychologismus” has become among philosophers a term of such severe reproach that to refute a philosophical position in certain quarters one need only demonstrate that it is psychological in its origin and foundation. Thus the revolt of psychology against philosophy, natural and inevitable though it was, has been so violent and prolonged as to be detrimental to both psychology and philosophy alike. (shrink)

This paper contributes to recent debates pertaining to neoliberal technologies of performativity including fabrication, panopticism and post-panopticism. These terms are discussed here in relation to constant visibility from recent school inspection arrangements in England and the impact of this on school leadership. Case study research within one seaside town was drawn from two schools, one, a state primary school and the other, a state secondary school, located within an area of deprivation. Both schools had been judged as requires improvement (...) by Ofsted, but immediately before the fieldwork commenced, the secondary school received a judgment of good. Fourteen semi-structured interviews with thirteen leaders in a range of roles were undertaken to examine the conditions created by school inspection. Data is considered in relation to the features of panopticism and post-panopticism and shows leaders experience constant visibility, the pressures of performing to shifting expectations, and resultant staffing instability. This is not conducive to leaders working to improve schools, particularly those serving areas of deprivation. (shrink)

Specifically tailored industrial control systems attacks are becoming increasingly sophisticated, accentuating the need of ICS cyber security. The nature of these systems makes traditional IT security measures not suitable, requiring expressly developed security countermeasures. Within the past decades, research has been focused in network-based intrusion detection systems. With the appearance of software-defined networks, new opportunities and challenges have shown up in the research community. This paper describes the potential benefits of using SDNs in industrial networks with security purposes and presents (...) the set up and results of a pilot experiment carried out in a scaled physical implementation. The experimental set up consists in the detection of ICMP flood and packet payload alteration based on signature comparison. Separated decision-making for maintenance and spare ordering is unrealistic in the industry, so this paper aims to optimize them together. A joint policy of inspection-based preventive maintenance and spare ordering considering two modes of spare ordering, namely, a regular order and an emergency order, is proposed for single-unit systems using a three-stage failure process. If the system is recognized to be in the minor defective stage, the original inspection interval is shortened and a regular order is placed. However, (...) replacement is undertaken preventively or correctively if the severe defective stage is identified or a failure occurs. Depending on the system state and the state of the regular ordered spare when replacement is needed, all possible scenarios are considered to construct optimization model I. The decision variables are the optimal inspection interval and the times of shortening the original inspection interval. Additionally, model II on the basis of an assumption that the spare is always ordered at time 0 is also developed. The results from a numerical example illustrated the applicability and the effectiveness of model I compared to model II, and the irregular inspection policy is validated to be cost-saving compared to the regular inspection policy. For many immigrants to the United States, between 1892 and 1924, admission was contingent upon a medical inspection at an immigration centre, such as the one located at Ellis Island in the harbour of New York City. Much like passing through customs or security at airports today, these medical inspections were dreaded by immigrant travellers, and United States Government and Public Health Service publications show that these medical inspections were escalating in intensity and emphasis during the early twentieth-century. The (...) purpose of the PHS inspections becomes especially evident when looking at the gender considerations, or lack thereof, which arose during medical inspections at Ellis Island. A gender analysis of the PHS medical inspections, examined through the use of oral histories and photographs, provides a window into understanding the primary concern of the United States Public Health Service. This article offers an introduction to the four philosophical perspectives on school inspection that are presented in the articles which follow. Several aspects of practical contexts relating to school inspection are outlined (with particular reference to England) and major points made in the articles are outlined.

This article describes a theory about the ambition of most Inspectorates to realise 'school improvement through inspection'. Literature about a number of direct and indirect interventions, such as reciprocity, communication and feedback is used to build a theoretical model stating the relations between working methods of school inspectors, reactions of schools and resulting effects and side effects. Finally two types of inspections strategies are described that can be used in different types of schools. We expect schools with a low (...) innovation capacity and few external impulses to be helped best by a directive approach in which an inspector clearly points to the strong and weak points of the school, the probable causes of their level of functioning, and potential ways for improvement. The inspector should pressure the school to change by making written agreements on how to change and by asking the school to work out these agreements in an improvement plan. A school with a high innovation capacity and strong external impulses is expected to do better with a more reserved inspection approach. Inspectors only need to provide this school with some insight into their strong and weak points. (shrink)

An experiment is reported examining dual-process models of belief bias in syllogistic reasoning using a problem complexity manipulation and an inspection-time method to monitor processing latencies for premises and conclusions. Endorsement rates indicated increased belief bias on complex problems, a finding that runs counter to the “belief-first” selective scrutiny model, but which is consistent with other theories, including “reasoning-first” and “parallel-process” models. Inspection-time data revealed a number of effects that, again, arbitrated against the selective scrutiny model. The most (...) striking inspection-time result was an interaction between logic and belief on premise-processing times, whereby belief - logic conflict problems promoted increased latencies relative to non-conflict problems. This finding challenges belief-first and reasoning-first models, but is directly predicted by parallel-process models, which assume that the outputs of simultaneous heuristic and analytic processing streams lead to an awareness of belief - logic conflicts than then require time-consuming resolution. Regulation No 17: First Regulation implementing Articles 85 and 86 of the Treaty set out that in carrying out the duties assigned to it by Article 89 and by provisions adopted under Article 87 of the Treaty, the officials authorized by the EU Commission were empowered inter alia to enter any premises, land and means of transport of undertakings. Council Regulation (EC) No 1/2003 of 16 December 2002 on the implementation of the rules on competition laid down in Articles 81 (...) and 82 of the Treaty has expanded Commission’s powers stating that Commission can by decision order an inspection to be conducted in any other premises, land and means of transport, including the homes of directors, managers and other members of staff of the undertakings and associations of undertakings concerned. Such an expansion of the investigative powers of the Commission raises a question of the balance between effectiveness of the EU competition law and a person’s right to privacy, which is guaranteed to everyone by the Article 8 of the European Convention on Human Rights. Nevertheless this right is not absolute and the conditions for the possible limitations of the exercise of it are enshrined in paragraph 2 of the same article. For this reason the aim of this article is to find out whether Commission’s power to carry out searches in private homes meet the requirements set in Article 8(2) of the Convention, i.e., whether the Commission’s power to conduct such searches could be justified under the ECHR Article 8(2). In this study, the authors analyse the Commission’s extended investigative powers, clarify what is covered by the concept of “privacy”, evaluate the requirements set in Article 8(2) of the Convention, analyse conditions of exercising Commission’s extended investigative power and thus qualify if the latter satisfies the requirements set in Article 8(2) of the ECHR. This paper reviews the social scientific literature on biometric surveillance, with particular attention to its potential harms. It maps the harms caused by biometric surveillance, traces their theoretical origins, and brings these harms together in one integrative framework to elucidate their cumulative power. Demonstrating these harms with examples from the United States, the European Union, and Israel, I propose that biometric surveillance be addressed, evaluated and reframed as a new form of control rather than simply another means of inspection. The Education (Schools) Act 1992 introduced for the first time a requirement that all state schools in England and Wales should be inspected on a regular basis. This paper looks at the political background to the introduction of the Bill, and at the controversies and pressures which gave the Act its final shape.

Eye movements were recorded during the display of two images of a real-world scene that were inspected to determine whether they were the same or not . In the displays where the pictures were different, one object had been changed, and this object was sometimes taken from another scene and was incongruent with the gist. The experiment established that incongruous objects attract eye fixations earlier than the congruous counterparts, but that this effect is not apparent until the picture has been (...) displayed for several seconds. By controlling the visual saliency of the objects the experiment eliminates the possibility that the incongruency effect is dependent upon the conspicuity of the changed objects. A model of scene perception is suggested whereby attention is unnecessary for the partial recognition of an object that delivers sufficient information about its visual characteristics for the viewer to know that the object is improbable in that particular scene, and in which full identification requires foveal inspection. Cinema Derrida charts Jacques Derrida's collaborations and appearances in film, video, and television beginning with 1983's Ghost Dance (dir. Ken McMullen, West Germany/UK) and ending with 2002's biographical documentary Derrida (dir. Dick and Ziering, USA). In the last half of his working life, Derrida embraced popular art forms and media in more ways than one: not only did he start making more media appearances after years of refusing to have his photo taken in the 1960s and 1970s, but his philosophy (...) started to draw more explicitly from visual culture and artistic endeavours. While this book offers explanations of this transition, it contends the image of "Jacques Derrida" that emerges from film and TV appearances remains spectral, constantly deferring a complete grasp of him. Tyson Stewart draws out the main tenets of spectrality from Derrida's seminal texts Of Grammatology and Specters of Marx and other writings, like Echographies of Television, in order to fill a gap in studies of Derrida and film. Throughout the book, he explains how various techniques and spectral effects such as slow motion, stillness, repetition, mise-en-abîme, direct address, and focus on body parts/bodily presence bring about a structure of spectrality wherein the past other returns to make impressions and ethical demands on the viewer. Drawing on communication theory and film and media studies, Cinema Derrida makes a major intervention in classical communication thought. (shrink)
