In this brief overview paper, we analyse information flow in the brain. Although Shannon’s information concept, in its pure algebraic form, has made a number of valuable contributions to neuroscience, information dynamics within the brain is not fully captured by its classical description. These additional dynamics consist of self-organisation, interplay of stability/instability, timing of sequential processing, coordination of multiple sequential streams, circular causality between bottom-up and top-down operations, and information creation. Importantly, all of these processes (...) are dynamic, hierarchically nested and correspond to continuous brain state change, even if the external environment remains constant. This is where metastable coordination comes into play. In a metastable regime of brain functioning, as a result of the simultaneous co-existence of tendencies for independence and cooperation, information is continuously created, preserved for some time and then dissipated through the formation of dynamical and nested spatio-temporal coalitions among simple neuronal assemblies and larger coupled conglomerates of them—so-called delocalised operational modules. Situation theory, and channel theory in particular, have been used to provide motivational accounts of the ternary relation semantics of relevant, substructural, and various non-classical logics. Among the constraints imposed by channel-theory, we must posit a certain existence criterion for situations which result from the composites of multiple channels (this is used in modeling information flow). In associative non-classical logics, it is relatively easy to show that a certain such condition is met, but the problem is trickier in (...) non-associative logics. Following Tedder (2017), where it was shown that the conjunction-conditional fragment of the logic B admits the existence of composite channels, I present a generalised ver- sion of the previous argument, appropriate to logics with disjunction, in the neighbourhood ternary relation semantic framework. I close by suggesting that the logic BB+(^I), which falls between Lavers' system BB+ and B+ , satisfies the conditions for the general argument to go through (and prove that it satisfies all but one of those conditions). Weakly interacting lattices of coupled maps can be modeled as ordinary coupled map lattices separated from each other by boundary regions with small coupling parameters. We demonstrate that such weakly interacting lattices can nevertheless have unexpected and striking effects on each other. Under specific conditions, particular stability properties of the lattices are significantly influenced by their weak mutual interaction. This observation is tantamount to an efficacious information flow across the boundary.

Shared brain regions have been found for processing action and language, including the left inferior frontal gyrus, the premotor cortex, and the inferior parietal lobule. However, in the context of action and language generation that shares the same action semantics, it is unclear whether the activity patterns within the overlapping brain regions would be the same. The changes in effective connectivity affected by these activity patterns are also unclear. In this fMRI study, participants were asked to perform hand action and (...) verb generation tasks toward object pictures. We identified shared and specific brain regions for the two tasks in the left PMC, IFG, and IPL. The mean activation level and multi-voxel pattern analysis revealed that the activity patterns in the shared sub-regions were distinct for the two tasks. The dynamic causal modeling results demonstrated that the information flows for the two tasks were different across the shared sub-regions. These results provided the first neuroimaging evidence that the action and verb generation were task context driven in the shared regions, and the distinct patterns of neural information flow across the PMC-IFG-IPL neural network were affected by the polymodal processing in the shared regions. In this paper1, we develop an epistemic logic to specify and reason about the information flow on the underlying communication channels. By combining ideas from Dynamic Epistemic Logic (DEL) and Interpreted Systems (IS), our semantics offers a natural and neat way of modelling multi-agent communication scenarios with different assumptions about the observational power of agents. From the structure of quantum dynamics for closed and open systems, we describe several general results about information flow between interacting systems, which can be expressed in diagrammatic form. Conditions on information flow (e.g., that no information is transferred from system A to system B) imply that the overall dynamical evolution has a particular structure. The article investigates information flow properties of symmetric multi-party protocols. It gives a sound and complete axiomatic system for properties of the functional dependence predicate that are common to all protocols with the same group of symmetries.

Deutsch and Hayden claim to have provided an account of quantum mechanics which is particularly local, and which clarifies the nature of information transmission in entangled quantum systems. In this paper, a perspicuous description of their formalism is offered and their claim assessed. It proves essential to distinguish, as Deutsch and Hayden do not, between two ways of interpreting the formalism. On the first, conservative, interpretation, no benefits with respect to locality accrue that are not already available on either (...) an Everettian or a statistical interpretation; and the conclusions regarding information flow are equivocal. The second, ontological, interpretation, offers a framework with the novel feature that global properties of quantum systems are reduced to local ones; but no conclusions follow concerning information flow in more standard quantum mechanics. This paper conducts an evaluative study on the rehabilitation of limb motor function by using a microsensor information flow gain algorithm and investigates the surface electromyography signals of the upper limb during rehabilitation training. The surface EMG signals contain a large amount of limb movement information. By analysing and processing the surface EMG signals, we can grasp the human muscle movement state and identify the human upper limb movement intention. The EMG signals were processed by the trap (...) and filter combination denoising method and wavelet denoising method, respectively, the signal-to-noise ratio was used to evaluate the noise reduction effect, and finally, the wavelet denoising method with a better noise reduction effect was selected to process all the EMG signals. After the noise is removed, the signal is extracted in the time domain and frequency domain, and the root mean square, absolute mean, median frequency in the time domain, and average power frequency in the frequency domain are selected and input to the classifier for pattern recognition. The support vector machine is used to classify the myoelectric signals and optimize the parameters in the support vector machine using the grid search method and particle swarm optimization algorithm and classify the test samples using the trained support vector machine. Compared with the classification results of the grid search optimized support vector machine, the optimized vector machine has a 7% higher recognition rate, reaching 85%. The action recognition classification method of myoelectric signals is combined with an upper limb rehabilitation training platform to verify the feasibility of using myoelectric signals for rehabilitation training. After the classifier recognizes the upper limb movements, the upper computer sends movement commands to the controller to make the rehabilitation platform move according to the recognition results, and finally, the movement execution accuracy of the rehabilitation platform reaches 80% on average. Owing to the adverse impact of the COVID-19 pandemic on world economies, it is expected that information flows between commodities and uncertainties have been transformed. Accordingly, the resulting twisted risk among commodities and related uncertainties is presumed to rise during stressed market conditions. Therefore, investors feel pressured to find safe haven investments during the pandemic. For this reason, we model a mixture of asymmetric and non-linear bi-directional causality between global commodities and uncertainties at different frequencies through the information (...) flow theory. Consequently, we utilise the complete ensemble empirical mode decomposition with adaptive noise and the Rényi effective transfer entropy techniques to establish the dynamic flow of information. The intrinsic mode functions from the CEEMDAN are carefully extracted into multi-frequencies through cluster analysis to reconstruct the series into high, medium, and low frequencies in addition to the residue. We utilise daily data from December 31st, 2019, to March 31st, 2021, to provide insights into the COVID-19 pandemic. The correlation coefficients and variances demonstrate that the high frequency which measures the short-term dynamics is the dominant frequency, suggesting short-lived market fluctuations relative to real economic growth for institutional investors. Moreover, outcomes from the multi-frequency entropy indicate a negative bi-directional causality of information flow between global commodities and uncertainties, especially in the long term. Generally, the findings present pertinent inferences for portfolio diversification, policy decisions, and risk management schemes for global commodities and markets volatilities. We, therefore, advocate that market volatilities act as effective hedges for global commodities, and they clearly act as balancing assets rather than substitutes in the long-term dynamics of the COVID-19 pandemic. Investors who delayed in investing within financial markets of commodities and market volatilities are likely to minimise their portfolio risks. (shrink)

There is a significant information divide between the countries in the North and those in the South. This is detrimental to economic growth as information feeds into knowledge production. The divide is exacerbated by a series of uneven and unjust flows of information between the North and the South. Two related patterns of the unjust flow are explored, namely the flow of biological resources and information and the flow of rare manuscripts and published (...) materials. I argue that the concept of global justice is an appropriate tool to comprehend the situation; this is an addition to those offered in Britz and Lor . Furthermore I discuss the need for increasing intra-South information flow. This will strengthen the Southern countries as a whole, since the flow will link the countries together so they have a stronger voice and chances to learn from one another directly. (shrink)

The above bit string encodes personal information about one of the authors of this essay. Of course, without rules to decode the bit string, it is impossible to say whether it is genetic information, weight, age, fingerprint, religion, etc. Layered on top of that technical decoding process is a social decoding process – how sensitive is this information? How useful is it to the government for various purposes? The objective of this paper is to offer some key (...) lessons for the regulation of genetic information collected by the state for law enforcement purposes. In the first part of the paper, we discuss two fundamental principles of informational privacy theory. Utilizing these, we then examine the statutory regimes that have emerged for the regulation of the information that the government collects in three different domains – fingerprints, department of motor vehicle records, and tax records. In the third and final part we use the results of our analysis as analogies for similar regulatory challenges in the regulation of genetic information collected for law enforcement purposes, and make some tentative recommendations. Evolutionary theory offers the possibility of building an epistemology that requires neither a theory of truth nor a definition of knowledge, thus bypassing some of the more notable difficulties with standard approaches to epistemology. Following a critique of one of the most popular approaches to thinking about cultural evolution I argue for a frequentist approach to evolutionary epistemology, and that cultural transmission should be understood as coordinated phenotypic variability within groups of closely related organisms. I construct a formal system which (...) allows the analysis of the evolution of networks of multiple interacting populations. Of particular epistemological interest is the relationship between genetic evolution and the evolution of cultural entities. The information-theoretic notion of "mutual information" is employed to quantify the transfer of information from the environment as it determines genetic fitnesses into the distribution of acquired traits Two simple models are constructed and analyzed. A two-level model of the navigation of a colony of bacteria demonstrates how selection on inherited traits affects the acquisition of information on the level of transient behavioral traits. A three-level model of bumblebee foraging shows how information about the environment is caught up in distributions of acquired foraging preferences--a bee-analog of human cognitive states. In this article we study how members of an interdisciplinary research team use an online forum for communicating about their research project. We use the concepts of "community of practice" and "connectivity" to consider the online interaction within a wider question of how people from different academic traditions "do" interdisciplinarity. The online forum for this Grey and Pleasant Land project did not take off as hoped, even after a series of interventions and amendments, and we consider what the barriers were (...) and how they might be overcome. Barriers to involvement included participants' expectations of interaction and collaboration--expectation that real interaction happens elsewhere, tensions between academic discourse and forum talk norms, unfamiliarity with the technology, and different conceptions of appropriate academic discussion. We suggest that common academic practice does not prepare us well for creating interdisciplinary research communities through online collaboration tools, whereas such tools are our best bet currently for including geographically dispersed members in collaborative projects. Therefore, careful planning and competence building would be necessary if such tools are to be used in collaborative research. Suggested interventions, based on our experience, include providing a more focused forum, making technical support easily available, and setting up particular tasks or items to debate, within a preset, synchronous timeframe, focusing on issues relevant to the project at that time. The analysis of data from electronic health records aspires to facilitate healthcare efficiencies and biomedical innovation. There are also ethical, legal and social implications from the handling of sensitive patient information. The paper explores the concerns, expectations and implications of the National Health Service England care.data programme: a national data sharing initiative of linked electronic health records for healthcare and other research purposes. Using Nissenbaum’s contextual integrity of privacy framework through a critical Science and Technology Studies lens, it examines (...) the way technologies and policies are developed to promote sustainability, governance and economic growth as the de facto social values, while reducing privacy to an individualistic preference. The state, acting as a new, central data broker reappropriates public ownership rights and establishes those information flows and transmission principles that facilitate the assetisation of NHS datasets for the knowledge economy. Various actors and processes from other contexts attempt to erode the public healthcare sector and privilege new information recipients. However, such data sharing initiatives in healthcare will be resisted if we continue to focus only on the monetary and scientific values of these datasets and keep ignoring their equally important social and ethical values. Recent research into how musicians coordinate their expressive timing, phrasing, articulation, dynamics, and other stylistic characteristics during performances has highlighted the role of predictive processes, as musicians must anticipate how their partners will play in order to be together. Several studies have used information flow techniques such as Granger causality to show that upcoming movements of a musician can be predicted from immediate past movements of fellow musicians. Although musicians must move to play their instruments, a major goal (...) of music making is to create a joint interpretation through the sounds they produce. Yet, information flow techniques have not been applied previously to examine the role that fellow musicians' sound output plays in these predictive processes and whether this changes as they learn to play together. In the present experiment, we asked professional violinists to play along with recordings of two folk pieces, each eight times in succession, and compared the amplitude envelopes of their performances with those of the recordings using Granger causality to measure information flow and cross-correlation to measure similarity and synchronization. In line with our hypotheses, our measure of information flow was higher from the recordings to the performances than vice versa, and decreased as the violinists became more familiar with the recordings over trials. This decline in information flow is consistent with a gradual shift from relying on auditory cues to predict the recording to relying on an internally-based (learned) model built through repetition. There was also evidence that violinists became more synchronized with the recordings over trials. These results shed light on the planning and learning processes involved in the aligning of expressive intentions in group music performance and lay the groundwork for the application of Granger causality to investigate information flow through sound in more complex musical interactions. The paper argues that the rich cognitive abilities of humans are the result of a unique functional system in the human brain which is absent in the nonhuman brain. This "frontal feedback system" is suggested to have evolved in the transition from the great apes to humans and is a product of a reversal in the preferred direction of information flow in the human cortex due to the phylogenetic enlargement of the human frontal lobe. The frontal feedback system (...) forms an autonomous functional unit in the cortex whereby action-schemes in frontal cortices continually create fictitious sensory scenarios in posterior sensory cortices by manipulating the release of sensory representations there. These internal scenarios are created free of environmental constraints and reflect the human's internal cognitive and language processes. Nonhumans do not have a frontal feedback system and their internal cognitive processes are stimulus-bound. Evidence in support of the proposal is presented and some implications of the frontal feedback model for human experience are discussed. (shrink)

This chapter reviews a number of related problems in the epistemology of testimony, and suggests some dilemmas for any theory of knowledge that tries to solve them. Here a common theme emerges: It can seem that any theory must make testimonial knowledge either too hard or too easy, and that therefore no adequate account of testimonial knowledge is possible. The chapter then puts forward a proposal for making progress. Specifically, an important function of the concept of knowledge is to govern (...) the acquisition and distribution of quality information within an epistemic community. Testimonial exchanges paradigmatically serve in the distribution role, but sometimes serve in the acquisition role. The resulting position, it is argued, explains why testimonial knowledge is sometimes easy to get, and sometimes much harder. (shrink)

Both the quantity of information and the informational content of a signal are defined in the context of signaling games. Informational content is a generalization of standard philosophical notions of propositional content. It is shown how signals that initially carry no information may spontaneously acquire informational content by evolutionary or learning dynamics. It is shown how information can flow through signaling chains or signaling networks.

This book presents an attempt to develop a theory of knowledge and a philosophy of mind using ideas derived from the mathematical theory of communication developed by Claude Shannon. Information is seen as an objective commodity defined by the dependency relations between distinct events. Knowledge is then analyzed as information caused belief. Perception is the delivery of information in analog form for conceptual utilization by cognitive mechanisms. In 1958, Francis Crick distinguished the flow of information from the flow of matter and the flow of energy in the mechanism of protein synthesis. Crick’s claims about information flow and coding in molecular biology are viewed from the perspective of a new characterization of mechanisms and from the perspective of information as holding a key to distinguishing work in molecular biology from that of biochemistry in the 1950s–1970s . Flow of matter (...) from beginning to end does not occur in the protein synthesis mechanism; flow of information does. The flow of information and coding in molecular biological mechanisms are distinguished, on the one hand, from formal information theory, and, on the other, from information as used in cognitive neuroscience, where information and representation are often coupled.
