In this paper, I present a Foucauldian reflection on our datafied present. Following others, I characterize this present as a condition of “digital capitalism” and proceed to explore whether and how digital conditions present an important change of episteme and, accordingly, an importantly different mode of subjectivity. I answer both of these concerns affirmatively. In the process, I engage with Colin Koopman’s recent work on infopower and argue that, despite changes in episteme and modes of subjectivity, the digital capitalist (...) present is continuous with biopolitics as Foucault understood it, though it does raise serious worries about the possibility of transgressive resistance. In contrast to China’s efforts to upgrade its system of governance around a stupefying amount of data collection and electronic scoring, countries committed to democracy and human rights did not upgrade their systems. Instead, those countries ended up with surveillance capitalism. It is vital for the survival of those ideas about governance to perform such an upgrade. This paper aims to contribute to that goal. I propose a framework of epistemic actorhood in terms of four roles and characterize digital lifeworlds (...) and what matters about them both in terms of how they fit in with Max Tegmark’s distinctions among stages of life and in terms of how they generate their own episteme, the data episteme, with its immense possibilities of infopower. Epistemic rights that strengthen existing human rights – as part of a fourth generation of rights – are needed to protect epistemic actorhood in those roles. In the long run, we might well need a new kind of right, the right to the exercise of genuinely human intelligence. (shrink)

This paper argues for a distinctive concept of "infopolitics" as a theoretical tool for understanding how new regimes of data are exerting increasing political control of our lives. It seems almost undeniable today that there is a politics at stake in such ubiquitous features of our society as social media interaction, electioneering (and election hacking) through those interactions, cell phone addiction, personal information monetization, the lack of security in personal data markets, and massively-scaled state surveillance. Yet, even if the fact (...) of the politics of these domains is now in view, what is insufficiently understood is how such a politics functions. What characterizes the politics of all of this data that is driving so much of our lives? To put the question in the terms afforded us by the political philosophy of Michel Foucault: what is the modality of power expressed in our contemporary politics of information? In response to these questions, this paper argues that the modality of "infopower" operates on us through the formats of data. (shrink)

Scholarship on the politics of new media widely assumes that communication functions as a sufficient conceptual paradigm for critically assessing new media politics. This article argues that communication-centric analyses fail to engage the politics of information itself, limiting information only to its consequences for communication, and neglecting information as it reaches into our selves, lives, and actions beyond the confines of communication. Furthering recent new media historiography on the “information theory” of Shannon and Wiener, the article reveals both the primacy (...) of communication in midcentury information theory, and also a striking resonance between these postwar communication theories and Habermas’s more recent communicative theory of democracy. To achieve a critical perspective beyond communication, the article proposes a media genealogy of the politics of subjects as a methodology for developing an analysis of how information formats us as subjects of data. The article considers the place and role of discourse in human life. The basis for this is the im- portance of language and speech as one of the leading features of humanity. Thanks to language, a person’s own reality is formed, which has a semantic character. Four dimensions of the effect of speech in the constitution of the human world are identified. These are: the function of se- mantic productivity and reliability of speech; function of organization and accumulation of ex- (...) perience; the function of normativity of human life; personalization function. The acquisition of the discourse format by speech is associated with the assertion of significance and substantiation of the validity of judgments. These qualities of discursive practices are inseparable from their normative effect. If speech as such is dominated by the effect of communication and statements, the discourse is primarily a semantic ordering of reality. It always creates, transforms or cancels a certain semantic order. The thesis on the growing role of discursive practices in the contempo- rary world is substantiated. This is due to the epoch-making changes in human life, namely the end of the era of production. The whole history of human civilization can be represented as the development of production (from the invention of the production mode of economy in the form of the Neolithic revolution). The end of the era of production means at the same time the actu- alization of the great historical task of man’s appeal to himself, to his own nature and organic ability to live. Taking care of yourself, not the conditions of existence (external goods) will be a priority for human development in the near historical perspective. However, this reorientation of human existence is confronted with the contradictory impact of virtualization of reality for man, which entails changes in the classical vocation of discourse. In this regard, the effect of discourses in the highly powerful information environment of today is analyzed, which is becoming the leading force of global reality in the form of information power.
