John Austin, Roderick Chisholm and Wilfrid Sellars all agreed that there is some important connection, but disagreed over what exactly it was. In this paper I discuss each of their accounts and present a new one of my own. Drawing on speech-act theory and recent research on the epistemic norms of speech acts, I suggest that the relationship is this: by saying ‘I know that Q’, (...) you represent yourself as having the authority to guarantee that Q. This Element addresses three questions about Kant's guarantee thesis by examining the 'first addendum' of his Philosophical Sketch: how the guarantor powers interrelate, how there can be a guarantee without undermining freedom and why there is a guarantee in the first place. The rule account of self-conscious thought holds that a thought is self-conscious if and only if it contains a token of a concept-type that is governed by a reflexive rule. An account along these lines was discussed in the late 70s. Nevertheless, very few philosophers endorse it nowadays. I shall argue that this summary dismissal is partly unjustified. There is one version of the rule account that can explain a key epistemic property of self-conscious thoughts: Guarantee. This article aims to show that Williamson's anti-luminosity argument does not succeed if we presuppose a constitutive connection between the phenomenal and the doxastic. In contrast to other luminists, however, my strategy is not to critically focus on the refined safety condition in terms of degrees of confidence that anti-luminists typically use in this context. Instead, I will argue that, given a certain conception of what Chalmers calls ‘direct phenomenal concepts,’ luminosity is guaranteed even if the refined safety condition in (...) terms of degrees of confidence is taken for granted. Recent defenders of the Christian doctrine of eternal damnation have appealed to what I call the “No Guarantee Doctrine” (NG)—the doctrine that not evenGod can ensure both (a) that every person who is saved freely chooses to be saved and (b) that all are saved. Thomas Talbott challenges NG on the groundsthat anyone who is truly free will have no motive to reject God and will infallibly choose salvation. In response to critics of Talbott, I argue that in order toavoid (...) Talbott ’s critique of NG, its defenders must adopt a view of human freedom in which there is a random element in choice. Although it is the most widely accepted form of organic guarantee, third party certification can be inaccessible for small-scale producers and promotes a highly market-oriented vision of organics. By contrast, participatory guarantee systems are based on principles of relationship-building, mutual learning, trust, context-specificity, local control, diversity, and collective action. This paper uses the case study of the Mexican Network of Local Organic Markets to explore how PGS can be used to support a more alternative vision of organics, grounded in the (...) notion of food sovereignty. It presents some of the key challenges and opportunities associated with the approach, and highlights its potential to serve as a locally-based institution for collective action, thereby offering some structural support to alternative agri-food initiatives. In this paper, I shall try to elucidate the relationship between nature and providence with regard to the function of guaranteeing perpetual peace in Kant's 1795 essay, an issue which, presumably for the very reason of providence being granted some role in the first place, has led to noticeable unease in Kant scholarship. Providence simply does not seem to fit in well into Kant’s philosophical account of history given the emphasis he puts on the notion of human freedom. The (...) main idea grounding my approach is that the notion of providence is not only not a threat to human freedom, but perhaps the most important ingredient in Kant’s solution of the compatibility problem with regard to human freedom and natural causal determinism. This solution of the compatibility problem, as I have argued elsewhere, must be understood along the lines of a so-called “altered law-compatibilism” which makes the special laws of nature dependent on human freedom. The role of providence then is to elucidate or explicate how such a dependency is possible. Moreover, Kant’s own definition of “providence”, which he develops as an alternative to Baumgarten’s, provides the resources of identifying it – in a sense to be qualified below – with nature and hence provides the means for solving a long-standing riddle in Kant’s account. Of course, the compatibility problem does not take centre stage in the guarantor section in any way. Rather, what Kant is doing there can best be understood as presupposing and being closely related to his compatibility argument: He can be read as spelling out the dependency of laws on nature with regard to the course of history. The current paper studies guaranteed cost time-varying formation tracking design and analysis problems of high-order swarm systems subject to intermittent communications. Different from the existing work of the time-varying formation control, the time-varying formation tracking can be achieved while certain performance can be guaranteed, and the impacts of the intermittent communications and switching topologies are considered. First, a new intermittent time-varying formation tracking control protocol with a global performance index is proposed, where not only the formation regulation performances but also (...) the control energy expenditures are involved. The codesign of the gain matrix with the performance index is achieved to compromise the formation regulation performances against control energy expenditures, and the guaranteed cost is determined to restrain the upper bound of the performance index. Then, guaranteed cost time-varying formation tracking design and analysis criteria are given, where the matrix variable of the linear matrix inequality conditions is used to design the gain matrix and to determine the guaranteed cost. Finally, a simulation example is provided to illustrate the effectiveness of the theoretical results. (shrink)

Australian bills of rights are confined to the protection of civil and political rights. Economic, social and cultural rights were deliberately excluded from their coverage. This article draws on United Kingdom, Canadian and South African judgments with the aim of showing that the equality guarantees contained in these instruments can nevertheless be used as a vehicle for socio-economic claims. It further argues that there are sound moral and philosophical reasons that justify this approach.

Free speech, its many definitions, and efforts by special interest groups to assure their message is distributed have led to sharp conflict and rising tensions, particularly in universities. For over 10 years, tactics at the University of Massachusetts to assure newspaper content acceptable to special interest groups serve as an example in this article. Women editors seeking guaranteed pages in the university newspaper for women with content unreviewed by regular editors illustrates the rocky path of protest, negotiation, and examination and (...) a resulting confusion and dissatisfaction among all parties. This paper proposes a model to study the arrangement of Islamic project finance with the participation of the government as a provider of loan guarantees. The owner-shareholders initiate a project and raise funds by issuing Islamic profit-loss sharing mudarabah certificates. The government intervenes in providing financial guarantees in order to enhance the creditworthiness and increase the mudarabah capital capacity of the project. Our work raises several policy implications related to the structuring of Islamic project finance and the participation of both (...) government and multilateral public agencies such as the Islamic Development Bank. It provides a unifying framework for the improvement of access to funds for Islamic projects and gives a rationale for government intervention in the arrangement of these projects. (shrink)

Third-party certification, the most common organic certification system, has faced growing criticism in recent years. This has led to the development of alternative certification systems, most of which can be classed as Participatory Guarantee Systems. PGS have been promoted as a more suitable, cheaper and less bureaucratic alternative to TPC for local markets and are associated with additional benefits such as empowering smallholder farmers, facilitating farmer-to-farmer learning and enhancing food security and sovereignty. PGS have spread rapidly in the past few (...) years, but studies suggest that they are facing numerous challenges that, if not addressed, may jeopardise these benefits. Using the example of three Mexican PGS initiatives, this paper explores the main challenges faced by PGS, specifically those predominantly found in producer-run PGS initiatives. Based on producer and consumer surveys, semi-structured and informal interviews, and participant and non-participant observation, the key challenges that emerged were continuous implementation of the certification process, time constraints, personal conflicts and conflict avoidance. The paper further argues that the requirements for PGS recognition under the Mexican Law for Organic Products may also threaten the continued existence of PGS and suggests that mechanisms for managing conflicts, incentivising PGS participation and mitigating opportunity costs are key if PGS are to continue to develop. Many opponents of BIG programs believe that receiving guaranteed subsistence income would act as a strong disincentive to work. In contrast, various areas of empirical research in psychology suggest that a BIG would not lead to meaningful reductions in work. To test these competing predictions, a comprehensive review of BIG outcome studies reporting data on adult labor responses was conducted. The results indicate that 93 % of reported outcomes support the prediction of no meaningful work reductions when the criterion for (...) support is set at less than a 5 % decrease in either average hours worked per week or the rate of labor participation. Overall, these results indicate that adult labor responses would show no substantial impact following a BIG intervention. (shrink)

Gamma radioactivity produced by human technology is the most dangerous industrial product to life. Two recent global catastrophic events in which nuclear plants were involved, separated only by 25 years, have confirmed that, independently of the usage of nuclear weapons, achieving the 100% of security in the nuclear energy management was and still is a complete unrealistic idea. Although the guarantee of offering information of food and drink products quality concerning the date of expiry or the ingredients content is nowadays (...) stipulated in laws around many countries, this is not the case of the radiation safety. An important investment to offer information concerning gamma radiation safety conditions in food and drink products offered by markets, which also could help to localize quickly, possible radioactive slight incidents, is here discussed. The implementation of a previous consumer-behaviour experiment in markets is also suggested. (shrink)

This paper examines the relationship between loan guarantees and audit fees as well as the moderating effect of corporate social responsibility. We find that guaranteeing another entity’s debt significantly increases firms’ own audit fees. However, the disclosure of CSR information attenuates the fee-increasing effects of loan guarantees. A closer examination reveals that the role of CSR is attributable to the information effect rather than the signal effect. Our results are robust to the use of a quasi-natural experiment, a propensity (...) score matching analysis, a Heckman two-stage treatment effect model and alternative proxies. This work makes new contributions to the current understanding of the consequences of loan guarantees, determinants of audit fees and value of CSR disclosure. (shrink)

The Basic-Income Guarantee is a governmental programme of income redistribution that enjoys an increasing predicament among academic and political circles. Traditionally, the philosophical defence for this programme has been articulated from the standpoint of social liberalism, republicanism, or communism. Recently, however, libertarian philosopher Matt Zwolinski also tried to reconcile the Basic-Income Guarantee scheme with libertarian ethics. To do so, he resorted to the Lockean proviso: to the extent that the institutionalization of private property impoverishes certain people by depriving their access (...) to natural resources, these people deserve compensation and the most pragmatic way of providing this is through a Basic-Income Guarantee. This paper examines Zwolinski’s arguments and responds by demonstrating that the Basic-Income Guarantee is incompatible with libertarian ethics: the current levels of poverty are not caused by the institutionalization of private property and the Basic-Income Guarantee does not constitute a pragmatic approach to eradicate poverty. "Dialogue" is one of American religion's shopworn terms. Although we hear much talk about dialogue, very little of it actually takes place. Religious discourse - especially about politics and public affairs - is increasingly polarized, involving much contestation but little conversation. If truth are to be tested, however, there is no substitute for dialogue.

This reply provides further grounds to doubt Mizrahi’s argument for an infallibilist theory of knowledge. It is pointed out that the fact that knowledge requires both truth and justification does not entail that the level of justification required for knowledge be sufficient to guarantee truth. In addition, an argument presented by Mizrahi appears to equivocate with respect to the interpretation of the phrase “p cannot be false”.

This paper argues that a guaranteed income is not only consistent with the principle of reciprocity but is required for reciprocity. This conclusion follows from a three-part argument. First, if a guaranteed income is in place, all individuals have the same opportunity to live without working. Therefore, those who choose not to work do not take advantage of a privilege that is unavailable to everyone else. Second, in the absence of an unconditional income, society is, in effect, applying the principle, (...) “(S)he who does not work, will not eat.” If the application of this principle is to be consistent with reciprocity, it must be applied to everyone. Most modern industrial societies exempt many citizens from that choice. For example, the owners of external assets do not face the work-or-starve choice and do take advantage of a privilege that is not available to others. An unconditional guaranteed income is one way to eliminate that violation of reciprocity. Third, this paper addresses the criticism that the guaranteed income exploits middle-class workers by demonstrating that a basic income will have a positive effect on wages, which will at least partially counteract the effect of the taxes needed to pay for it. One claim about I, regularly made and almost universally endorsed, is that uses of the term are logically guaranteed to refer successfully (if they refer at all). The claim is only rarely formulated perspicuously or argued for. Such obscurity helps disguise the fact that those who profess to advance the claim actually turn out to support not a logical guarantee at all but merely high security through fortunate coincidence. This is not surprising. For we have no good reason to accept (...) the claim – granted, any use of I is apt to refer successfully; but that can be explained by pragmatic features of its use. And we have some reason to reject the claim – it is notoriously difficult to see how genuine reference and guaranteed success do not exclude each other when considered as properties of the logic of any term. Matt Zwolinski argues that libertarians “should see the Basic Income Guarantee (BIG)—a guarantee that all members will receive income regardless of why they need it—as an essential part of an ideally just libertarian system.” He regards the satisfaction of a Lockean proviso—a stipulation that individuals may not be rendered relevantly worse off by the uses and appropriations of private property—as a necessary condition for a private property system’s being just. BIG is to be justified precisely because it prevents proviso violations. (...) We deem Zwolinski’s argument a “Direct Proviso-Based Argument” for BIG. We argue that because this sort of argument for the BIG is in tension with other principles libertarians within the Lockean tradition hold dear, specifically prohibitions on seizing legitimately held property and forcing individuals to labor, the Direct Proviso-Based Argument fails. The problem of data privacy is to verify that confidential information stored in an information system is not provided to unauthorized users and, therefore, personal and other sensitive data remain private. One way to guarantee this is to distort a knowledge base such that it does not reveal sensitive information. In the present paper we will give a universal definition of the problem of knowledge base distortion. It is universal in the sense that is independent of any particular knowledge representation (...) formalism. We will then present a basic and general algorithm for knowledge base distortion to guarantee data privacy. This algorithm provides us with upper bounds for the complexity of the distortion problem. rgen Habermas both agree that all theoretical and practical determinations are normative affairs. But what grants this normative order the power to be objective ? While Brandom assumes that ever new appeals to reliable perceptual judgments and inferentialist determinations eventuate objectivity, Habermas thinks that such an objectivistic presumption fails to sustain a thoroughgoing critique of norms. He insists that Brandom’s model of the determination of norms cannot transcend the limits of the given social community the actors share. Habermas thus delimits (...) an additional intersubjective space, internal to the structure of speech, by which discursive actors can distance themselves from the limits of a de facto system of norms and construct norms that have a universal extension. While pointing out that in a more recent work Brandom in fact has made a stronger case for objectivity, I explore a model that is distinct from each of their approaches: Davidson’s. Davidson holds onto a causal story about rationality, while appealing to an objectivity that requires neither inferentialism nor a trans-subjective discursive space. Davidson is more sparing: he requires as the basis of the rational only the existence of another interpreter and an assumption about the basic veridicality of one’s beliefs about the world. This weak naturalist move, I conclude, furnishes an adequate answer to the objectivity problem while relying upon fewer problematic assumptions about what constitutes rationality. Confabulation is typically understood to be dysfunctional. But this understanding neglects the phenomenon’s potential benefits. In fact, we think that the benefits of non-clinical confabulation provide a better foundation for a general account of confabulation. In this paper, we start from these benefits to develop a social teleological account of confabulation. Central to our account is the idea that confabulation manifests a kind of willful ignorance. By understanding confabulation in this way, we can provide principled explanations for the difference between (...) clinical and non-clinical cases of confabulation and the extent to which confabulation is rational. The right of citizens to privacy in the Republic of Kosovo is guaranteed under the Law on Personal Data Protection. Moreover, this right is guaranteed by the Constitution (Official Gazette, 2008), which is the highest legal act.The purpose of this academic paper goes beyond a superficial assessment of the level of implementation of this fundamental right of the citizen. The core of this paper focuses on highlighting the existing challenges and those that may persist in guaranteeing the privacy of (...) each of us under the reign of the 'Covid 19' Virus in the geographical and psychological space of all citizens of Kosovo.Despite the existence of an independent authority, mandated to oversee the implementation of this right in the public and private sector, its implementation is a permanent mission of this authority, which in our country is the Information and Privacy Agency, but also is subject to challenges, which are not always generated by human negligence.To give the deserved physiognomy to this article, official accessible sources of the sole authority that oversees the implementation of this right in our country have been used. Statistical data presented within the trunk of the paper reinforce the thesis introduced in the introduction of the article, which is confirmed during its full elaboration, reinforcing the view that part of the main challenges for Information and Privacy Agency persists being the limited number of human professional resources, as a guarantee for establishing an unwavering trust among the citizens that their privacy is guaranteed. Is sex work (specifically, prostitution) vulnerable to technological unemployment? Several authors have argued that it is. They claim that the advent of sophisticated sexual robots will lead to the displacement of human prostitutes, just as, say, the advent of sophisticated manufacturing robots have displaced many traditional forms of factory labour. But are they right? In this article, I critically assess the argument that has been made in favour of this displacement hypothesis. Although I grant the argument a degree of credibility, (...) I argue that the opposing hypothesis -- that prostitution will be resilient to technological unemployment -- is also worth considering. Indeed, I argue that increasing levels of technological unemployment in other fields may well drive more people into the sex work industry. Furthermore, I argue that no matter which hypothesis you prefer -- displacement or resilience -- you can make a good argument for the necessity of a basic income guarantee, either as an obvious way to correct for the precarity of sex work, or as a way to disincentivise those who may be drawn to prostitution. The ideal of the United Nations was first put forward by Immanuel Kant in his 1795 essay Perpetual Peace. Kant, in the tradition of Locke and Rousseau is a liberal who believes that relations between individuals can either be based upon law and consent or upon force and violence. One way that such the ideal of world peace could be achieved would be through the creation of a single world state, of which every human being was a citizen. Such an (...) ideal was advocated by a number of eighteenth century liberals. Kant, however, rejects this ideal and instead argues that the universal rule of law can be achieved through the establishment a federation of independent states. I examine the relevance of Kant’s arguments today, focusing on two questions: Firstly, as advocates of the rule of law, why advocate a federation of independent nations rather than a single world state. Secondly, is this ideal realizable? Is Kant right to think that republics are natural and are likely to live peacefully with one another? Kant’s arguments on this issue have been taken up again in recent decades by defenders of the theory of the “democratic peace”, the theory that democracies are more likely to live at peace with one another.
