Increasingly, national governments across the globe are prioritizing investments in neuroscience. Currently, seven active or in-development national-level brain research initiatives exist, spanning four continents. Engaging with the underlying values and ethical concerns that drive brain research across cultural and continental divides is critical to future research. Culture influences what kinds of science are supported and where science can be conducted through ethical frameworks and evaluations of risk. Neuroscientists and philosophers alike have found themselves together encountering perennial questions; these questions are (...) engaged by the field of neuroethics, related to the nature of understanding the self and identity, the existence and meaning of free will, defining the role of reason in human behavior, and more. Economist-philosopher Amartya Sen's writings on social and political issues have attracted wide audiences. Section 2 introduces his contributions on: how people reason as agents within society; social determinants of people's (lack of) access to goods and of the effective freedoms and agency they enjoy or lack; and associated advocacy of self-specification of identity and high expectations for ‘voice’ and reasoning democracy. Section 3 considers his relation to social theory, his tools for theorizing action in society, and his limited degree of (...) attention to work by sociologists and to capitalism and power structures. Section 4 characterizes a style marked by conceptual refinement, emphases on complexity and individuality, including personal individuality, and reformist optimism. Section 5 shows the features from Sections 3 and 4 at work in his conception of personhood that advocates freedom to make a reasoned composition of personal identity. Similarly, Section 6 addresses his conception of public reasoning and neglect of the sociology of democracy. It contrasts the ideal of a reasoning polity with features in many countries. Sen's programmes for critical autonomy in personhood and for reasoned politics play, nevertheless, a normic role, while his analytical formats help investigation of obstacles to more widespread agency, voice, and democratic participation. Work on global ethics looks at ethical connections on a global scale. It should link closely to environmental ethics, recognizing that we live in unified social-ecological systems, and to development ethics, attending systematically to the lives and interests of contemporary and future poor, marginal and vulnerable persons and groups within these systems and to the effects on them of forces around the globe. Fulfilling these tasks requires awareness of work outside academic ethics alone, in other disciplines and across (...) disciplines, in public debates and private agendas. A relevant ethics enterprise must engage in systematic description and understanding of the ethical stances that are expressed or hidden in the work of influential stakeholders and analysts, and seek to influence and participate, indeed embed itself, in the expressed and hidden choice-making involved in designing and conducting scientific research and in policy analysis and preparation; it will contribute in value-critical and interpretive policy analysis. It will explore how the allocation of attention and of concern in research and policy depend on perceptions of identity and of degrees of interconnection, and are influenced by the choice or avoidance of humanistic interpretive methodologies. Global Ethics, along with its companion volume Global Justice, will aid in the study of global justice and global ethical issues with significant global dimensions. Some of those issues directly concern what individuals, countries, and other associations ought to do in response to various global problems, such as poverty, population growth, and climate change. Others concern the concepts that are commonly used to discuss such issues, such as "development" and "human rights." And still others (...) concern the legitimacy of various phenomena that structure the global scene, such as national borders, the institutions of national sovereignty and self-determination, and attitudes such as nationalism and patriotism. In recent decades, literature on such issues has started to build up in the Western philosophical tradition. Until now, though, no up-to-date sample of this literature has been available to students and other interested parties. This article considers how global ethical matters might be approached differently in the English-speaking literature if values salient in sub-Saharan Africa and East Asia were taken seriously. Specifically, after pointing out how indigenous values in both of these major parts of the world tend to prescribe honouring harmonious relationships, the article brings out what such an approach to morality entails for political power, foreign relations and criminal justice. For each major issue, it suggests that harmony likely has implications that (...) differ from approaches that currently dominate Western thought, namely those of utility, autonomy and capability. Global ethics is an emerging discipline which has not yet reached maturity. The main tasks before it to gain maturity are: first, to achieve a greater integration of various domains of enquiry all of which are concerned with global normative issues. At a general level this includes integrating global ethics with cosmopolitanism, global justice and human right discourse. At the level of areas of concern, there needs to be greater integration of various areas such as development, (...) trade, environment and climate change. And it must grapple with the question of diversity within universality: how far can diversity of practices be accommodated within a culturally sensitive universal framework? Second, there is the question of finding a shared normative framework with respect to the diverse worldviews that may lie behind this: what degree and kind of convergence/consensus are worth working for? Third, there is the task of creating the conditions for its own wider acceptance, which should include taking the idea of global citizenship seriously. (shrink)

ABSTRACT This paper considers the possibility and desirability of global ethics in light of the claim that ‘global ethics’ in any form is not global, but simply the imposition of one form of local ethics – Western ethics – and, as such, a form of moral neo‐colonialism. The claim that any form of global ethics is moral neo‐colonialism is outlined using the work of a group of ‘developing world bioethicists’ who are sceptical of the possibility of (...) global ethics. The work of virtue ethicists is then introduced and compared to the position of the developing world bioethicists in order to show that the divide between ‘Western’ and ‘non‐Western’ ethics is exaggerated. The final section of the paper turns to the practical arena and considers the question of global ethics in light of practical issues in bioethics. The paper concludes that practical necessity is driving the creation of global ethics and thus the pertinent question is no longer ‘Whether global ethics?’, but ‘Why global ethics?’. (shrink)

Starting from the four theses that globalization is unavoidable, ambivalent, incalculable, and can be controlled rationally, ethics has an indispensable and important role to play in the process of globalization. Indeed, a number of international documents published in the 1990s not only acknowledge human rights but also speak explicitly of human responsibilities. The author pleads for the primacy of ethics over politics and economics and, in reviewing both the Interfaith Declaration for Jews, Christians, and Muslims, and the Caux Roundtable Principles (...) for Business Conduct, he raises the question about the foundation for the unconditional validity of particular basic ethical values and attitudes. In Küng’s view, no universal ethic, but only religion, expressed by the three prophetic religions, the mystical religions of Indian origin, and the wisdom religions of Chinese origin, can provide this foundation. Yet, religion as a spiritual resource intends to influence concrete behavior and decision making. Therefore, the author stresses the importance of a personality culture for business executives and an “ethic of responsibility” to shape business culture and institutions. He then proposes the Declaration of the Parliament of the World’s Religions Toward a Global Ethic as a basis to develop a business ethics that can be supported by believers and non-believers alike. Global ethics is no ordinary subject. It includes some of the most urgent and momentous issues the world faces, such as extreme poverty and climate change. Given this, any adequate review of that subject should, I suggest, ask some questions about the relation between what those working in that subject do and the real-world phenomena that are the object of their study. The main question I focus on in this essay is this: should academics and others working in the (...) field of global ethics take new measures aimed at having more real-world positive impact on the phenomena they study? Should they take new measures, that is, aimed at bringing about more improvements in those phenomena, improvements such as reductions in extreme poverty and in emissions of greenhouse gases? I defend a positive answer to this question against some objections, and also discuss some of the kinds of measure we might take in an attempt to have more positive impact. (shrink)

Drawing on the work of Enrique Dussel, Linda Tuhiwai Smith, and other scholars of colonialism, this essay traces colonialist legacies in the popular global-ethics literature. I argue that colonialist elements implicit in prominent global-ethics anthologies can foster attitudes of superiority over and aloofness toward economically struggling communities, even when the texts argue for aid to “the global poor.” Finally, I offer suggestions for how those of us who study and teach global ethics in the affluent world (...) might begin to unsettle colonialist baggage and cultivate skills more conducive to democratic global communities. This paper examines the contributions that the international human rights community can make to the definition and framing of a practically effective global ethic, especially in light of ongoing concerns about social and economic justice, environmental issues, and systematic abuses of vulnerable populations. The principal argument is that the human rights movement in all of its dimensions (moral, legal, political) provides the pivotal foundation for a practicable global ethic now and for the foreseeable future. The Global Ethic is the set of basic principles of right and wrong which in fact are found in all the major, and not so major, religions and ethical systems of the world, past and present. It does not go beyond the existing commonalities. However, this de facto existing broad basic agreement on ethical principles, unfortunately, is largely unknown by most religious and ethical persons. If they were aware of this commonality, that would provide a broad basis for (...) serious dialogue and collaboration among the adherents of all the religions and ethical systems of the world. Lacking that awareness, far too often different religions and ethical systems foster destructive, rather than constructive, relations. Hence, it is vital to foster a conscious knowledge of the de facto existing Global Ethic. The Movement for a Global Ethic - drafting of a Universal Declaration of a Global Ethic and promoting knowledge and practice - was launched in 1991. Where did the idea of a movement for a Universal Declaration of a Global Ethic come from? New ideas, new movements, don't just appear out of thin air. When "integrating" forces pointing toward something "new" gradually gather below the conscious level, they slowly reach a critical point, and then suddenly a "new" idea will "precipitate," like the "quality of mercy, which droppeth as the gentle rain from heaven upon the place beneath." Thus, it also happened with the Movement for a Global Ethic. Purpose The purpose of this paper is to explore an emerging ethical theory for the Digital Age – Flourishing Ethics – which will likely be applicable in many different cultures worldwide, addressing not only human concerns but also activities, decisions and consequences of robots, cyborgs, artificially intelligent agents and other new digital technologies. Design/methodology/approach In the past, a number of influential ethical theories in Western philosophy have focused upon choice and autonomy, or pleasure and pain or fairness and justice. These (...) are important ethical concepts, but we consider “flourishing” to be a broader “umbrella concept” under which all of the above ideas can be included, plus additional ethical ideas from cultures in other regions of the world. Before explaining the applied approach, this study discusses relevant ideas of four example thinkers who emphasize flourishing in their ethics writings: Aristotle, Norbert Wiener, James Moor and Simon Rogerson. Findings Flourishing Ethics is not a single ethical theory. It is “an approach,” a “family” of similar ethical theories which can be successfully applied to humans in many different cultures, as well as to non-human agents arising from new digital technologies. Originality/value This appears to be the first extended analysis of the emerging flourishing ethics “family” of theories. (shrink)

In exploring the concept of vulnerability, we do not begin with a blank slate. In research involving human subjects, ethics guidelines typically provide a rough definition of the concept. For example, the commentary on Guideline 13 in the International Ethical Guidelines for Biomedical Research Involving Human Subjects, issued by the Council for International Organizations of Medical Sciences (CIOMS), says that "vulnerable persons are those who are relatively (or absolutely) incapable of protecting their own interests. To do this, they summarise a recent comprehensive road map of the field and provide a map of research by delineating the topics and approaches of leading scholars of global ethics collected together in the recently published Routledge Handbook of Global Ethics which they have co-edited. While Walls to Bridges is a broad and comprehensive work, the actualization of a Global Ethic is concrete-not abstract. Professor Küng's vision into the future, built on the expanding Global Ethic is an inspiring read and a call to action for all. What is similar among the world's religious ideologies? What's next in the evolution of the global ethic? Professor and theologian Hans Küng has devoted much of his life to answering these questions. Küng (...) achieved global notoriety in the 60's when he became the first major Roman Catholic theologian of the 20th century to question the notion of papal infallibility. For this, he was stripped of his license to teach as a Roman Catholic theologian but continued teaching as a tenured professor of Ecumenical Theology at the University of Tübingen, Germany. In the 1990s, Küng initiated a project subsequently referred to as the Movement for a "Global Ethic." After massive world-wide research into past and present ethical principles, he spelled out clearly the foundational ethical principles that the world's religions and ideologies, past and present, de facto held/hold in common, that is: The minimal code of behavior that everyone in fact accepts (e.g., "Do not lie, steal, kill innocent persons....") This English translation of The Global Ethic Handbook is a culmination of the "Movement" Küng began in the 90s. He describes his vision for a Global Ethic and takes the reader through the essential aspects of a Global Ethic, including its social, political, legal, economics, communications, esthetics, and philosophical applications. It even describes his translation of the Global Ethic/Weltethos into musical compositions-indeed, a full-blown opera! (shrink)

A second look at a global ethics forum of several years ago can be a good start for examination of ethics of countries we deal with today. This global ethics forum had been financed by the United Kingdom’s DFID, The World Bank, USAID and AusAid to enable delegates from seventy countries to meet and discuss ethics policies.

In his landmark article “How Medicine Saved the Life of Ethics” (1982), Stephen Toulmin persuasively argues that (serious) problems cannot be solved by mere rationalistic approaches in ethics and that ethics was eventually saved by dint of having to deal with vital questions and concrete problems in medicine. Whether one is a proponent of, for example, principlism or casuistry, one certainly has to admit that a convincing ethical theory or method must have practical application. Analogously, it is about time to (...) consider another vital and prominent issue in normative ethics—the universalism-relativism debate—that might profit from the bioethical approach of principlism (otherwise known as the four-principles .. The ethical governance of the global Internet is an accelerating global phenomenon. A key paradox of the global Internet is that it allows individual and collective decision making to co-exist with each other. Open source software (OSS) communities are a globally accelerating phenomenon. OSS refers to groups of programs that allow the free use of the software and further the code sharing to the general and corporate users of the software. The combination of private provision and public (...) knowledge and software, and the seeming paradox of economic versus social motivations have stimulated a wide debate between researchers and policymakers. In this article, we analyze OSS communities from the viewpoint of "intrinsic motivation," knowledge creation, and collective Internet governance. This book presents the first critical examination of the overlapping ethical, sociocultural, and policy-related issues surrounding disasters, global bioethics, and public health ethics. These issues are elucidated under the conceptual rubric: Public health disasters. In recent decades, the literature of global ethics has promoted greater and more rigorous attention to transnational moral responsibilities. This essay argues, however, that prominent global-ethics anthologies remain burdened by Eurocentric/colonialist elements that contradict efforts to build more ethical transnational communities. Drawing on scholars of coloniality, including Enrique Dussel, Anibal Quijano, and Linda Tuhiwai Smith, the essay traces colonialist elements in deep structures of prominent global ethics texts. It examines how, even when texts argue for aid to (...) the poor, these elements foster tendencies in the affluent world to detach from and dehumanize people on the other side of global hierarchies. They also deprive academic readers of the insights of grassroots global-justice struggles. The essay concludes by sketching some directions that those of us who study and teach global ethics might pursue in order to unsettle colonialist baggage and cultivate skills and relationships more conducive to ethical global communities. The Declaration of the Parliament of the World’s Religions tries to establish a global ethic by jointly affirming some irrevocable and unconditional ethical directives on the grounds of their special ultimate realities. Through some case analysis of Christianity and Confucianism, this essay argues that, because these religions often assign a supreme position to these ultimate realities alone and make them trump anything else in a particularistic way, they have to subordinate those ethical directives to these realities. As a (...) result, those ethical directives themselves are no longer irrevocable and unconditional, for they are conditioned bythese ultimate realities and thus are revocable in the cases of conflict with the latter. In other words, the particularistic claims of these religions may permit their adherents to perform such immoral deeds as murder, theft, or lying for the sake of their ultimate realities in real life. Therefore, if the world’s religions genuinely hope to establish a global ethic on the basis of their own religious grounds, they must trust in their ultimate realities in a universalistic way instead of in a particularistic way—that is, they may not place these ultimate realities above a minimum humanist principle ‘every human being must be treated humanely’ absolutely, but should assign a supreme position to the latter and intrinsically integrate it with their trust in their special ultimate realities through a critical and creative self-transformation. This paper is an attempt to actualize central ontological fundamental principles of Buddhism, in particular, the concept of universal inter-relationship. It is this idea of the all-round universal inter-dependence of everything living that may be re-comprehended in the context of aggravating global contradictions of the modern world. The archaic and at the same time fundamental Buddhist idea of universal inter-relationship can be re-comprehended with regard to establishing a global axiological program of co-existence of various socio-cultural and natural worlds (...) and be a basis for working out a global ethics, new behavior rules for man amid the aggravating ecological situation. The Database on Ethics Related Legislation and Guidelines was launched in March 2007 as the fourth database of the UNESCO Global Ethics Observatory system of databases in ethics of science and technology. The database offers a collection of legal instruments searchable by region, country, bioethical themes, legal categories and applicability to specific articles of the UNESCO Universal Declaration on Bioethics and Human Rights and International Declaration on Human Genetic Data. This paper discusses the background and rationale for the database (...) and its role as a consultative and comparative resource hub for the study of ethics related legal instruments across the world, with the purpose of informing and inspiring relevant stakeholders on the implementation of the principles contained within the UNESCO declarations on bioethics. Over the past 20 years, global ethics has come to be conceived in different ways. Two main tendencies can be distinguished. One asks from whence global ethics comes and defines ‘global ethics’ as arising from globalization. The other tendency is to ask whither global ethics must go and thus defines ‘global ethics’ as a destination, namely arriving at a comprehensive global ethic. I will note some types of discussion that may have been wrongly (...) excluded from the scope of global ethics by one or the other. In addition, I take notice of recent debates and concerns about risks that global ethics may become a neo-colonial activity. These concerns raise a further conceptual question. Should ‘global ethics’ be defined in a normative fashion, so as to exclude neo-colonial approaches that may be damaging to the credibility of global ethics? In response to these alternatives – whence vs. whither, descriptive vs. normative – I will propose a middle way. I begin by defining ‘global problems’ as those that will cause harm in the absence of cross-border cooperation. In a descriptive sense, any ethical statements about global problems should be included within the scope of global ethics. On the other hand, I will propose a more specific normative conception of the central task of global ethics: seeking reasonable and responsible agreement on global problems, agreement based on possibly diverse moral grounds. The aim of this article is to identify the main challenges for global ethics as an academic discipline. This article assesses the moral and practical justifications for common global principles. Individual and institutional responsibility on the supranational level is connected with the standard of human rights and the relational aspects of the globalised world. It also points out two separate problems which global ethics should aim to solve. The first is metatheoretical and methodological and concerns the discipline's (...) lack of self-reflexiveness. The second is essential and concerns the clash of values . Regarding the second problem, the main future challenge of global ethics is to construct a measurement to bring political decisions closer to morality and more strongly connect rights with responsibilities.
