ABSTRACTR. G. Collingwood's New Leviathan presents an account of two ‘dialectical’ political processes that are ongoing in any body politic. Existing scholarship has already covered the first: a dialectic between a ‘social’ and a ‘non-social’ element, which Collingwood identifies in Hobbes. This essay elucidates a second: a dialectic between Liberals and Conservatives, which regulates the ‘percolation’ of liberty and the rate of recruitment into what Collingwood calls ‘the ruling class’. The details of this second dialectic are to be found not (...) in Hobbes, but in the work of Vilfredo Pareto and Gaetano Mosca, yet Collingwood's connections to these fathers of ‘classical elite theory’ have not previously been discussed. Considering recent re-assessments of Pareto and Mosca, I discuss whether these thinkers’ socio-political orientations contribute to the ‘disfiguration’ of democracy or provide a resource for the renewal of democratic institutions. Femia presents Pareto as being in the “Machiavellian tradition of sceptical liberalism,” revealing the liberal potential of Pareto’s realist political theory. Finocchiaro ameliorates the conservative consequences of Mosca’s thought by reinterpreting him as a ‘democratic elitist,’ who holds a conception of political liberty “as a relationship such that authority flows (...) from the masses to the elites.” Highlighting the significance of internal tensions within each thinker’s work foregrounded by these readings, between the causal primacy of psychic states and the ‘mutual dependence’ of social factors, and between the elite principle and ‘balanced pluralism’, I ask whether the ‘sceptical liberal’ Pareto or the ‘democratic elitist’ Mosca elude Urbinati’s unpolitical, populist and plebiscitarian ‘disfigurations’ of democracy. The existing scholarship has developed six main explanations to account for the success of the Chinese Revolution, which has been anomalous for major paradigms derived from cross-national comparisons. Methodologically, we use a social geographical approach to test these existing explanations systematically by constructing and analyzing a unique dataset of Communist growth in 93 counties in the three most contested provinces during its most pivotal period of ascendence. Theoretically, we advance and test an alternative perspective, based on the groundwork of Tocqueville (...) and Fei Xiaotong, that integrates the state-centric theory, elite theory, and cultural analysis. Our perspective emphasizes the interplay between state centralization and local elite structure, which leads to intensified state extraction and local elite fracturing, thus creating favorable conditions for revolution. The quantitative analysis strongly supports the importance of the Japanese invasion but provides limited support for many other conventional explanations. The analysis largely confirms the Tocqueville-Fei perspective on state centralization, elite fracturing, cultural change, and revolution. The findings are buttressed by a detailed case study of Lianshui County. The study unveils a common structural challenge that a modernizing state faces in an agrarian status society, to recreate its political legitimacy while disrupting local elite structure. It also sheds historical light on the evolution of state-society relationship through the Chinese Revolution. (shrink)

The paper deals with three interrelated Pareto’s contributions to fiscal sociology of relevant contemporary importance, i. e., the maximum of utility of the community as a sociological process (Pareto II criterion of maximum welfare), the non logical actions consisting of derivations based on residuals and the theory of the elites. Pareto II welfare criterion of sociological maximization of individual utilities is compared with Pareto I welfare criterion, commonly known as Pareto criterion, introducing the process of valuations by the (...) class='Hi'>elite of the utilities of different social groups weighed according to their residuals. Derivations are essentials to persuade the masses to move to the points designed by the elite. The process is subject to the law of circulation of the elites which leads to different sociological equilibriums. The theories of the elites of Pareto and Mosca, criticized by Einaudi, are then compared. For a disenchanted analysis of the fiscal processes and designs, Pareto’s sociology may still provide to the economist more than a help. (shrink)

_Elite Schools in Globalizing Circumstances_ foregrounds the richly theoretical and empirically-based work of an international cast of scholars seeking to break out of the confines of the methodological nationalism that now governs so much of contemporary scholarship on schooling. Based on a 5-year extended global ethnography of elite schools in nine different countries—countries defined by colonial pasts linked to England—the contributors make a powerful case for the rethinking of elite schools and elite class formation theory in (...) light of contemporary processes of globalization and transnational change. The aim of this study is to examine the influence of the Italian thinker Machiavelli on the approaches of Pareto, Mosca and Michels, which are the classical representatives of elite theories and elitist approaches discussed in the discipline of political sociology. Majority-minority relations that shape the political forms of government, the share of the powerful and influential in the government, the reasons that ensure the social acceptance of power, and the legitimation of these reasons fall within the scope of (...) elite theories.Some concepts emphasized by elite theorists are related to the basic concepts that Machiavelli put forward in his teachings. These concepts and the contexts in which they are used depend on being powerful, cunning and protecting one's status, etc. is related.It is thought that examining the effects of Machiavellian attitudes and methods on the formation of elite theories will allow the classical elite approaches to be examined from a different perspective. It is important for both sociology and political sciences to examine the projection of the concept of "inequality", which is examined as a sociological concept, and the concept of "stratification" based on it, in the political field, with the help of elite theories. Because the Machiavellian philosophy in the background of elite-elite approaches illuminates the main lines of the systematic of political stratification. In this study, a method in which primary and secondary sources are examined and the views of thinkers are presented comparatively has been adopted. Therefore, first of all, information about the theoretical background was given, based on the views put forward by Machiavelli in his works. The financial crisis, and associated scandals, created a sense of a juridical deficit with regard to the financial sector. Forms of independent judgement within the sector appeared compromised, while judgement over the sector seemed unattainable. Elites, in the classical Millsian sense of those taking tacitly coordinated ‘big decisions’ over the rest of the public, seemed absent. This article argues that the eradication of jurisdictional elites is an effect of neoliberalism, as articulated most coherently by Hayek. It characterizes the neoliberal project (...) as an effort to elevate ‘unconscious’ processes over ‘conscious’ ones, which in practice means elevating cybernetic, non-human systems and processes over discursive spheres of politics and judgement. Yet such a system still produces its own types of elite power, which come to consist in acts of translation, rather than judgement. Firstly, there are ‘cyborg intermediaries’: elites which operate largely within the system of codes, data, screens and prices. Secondly, there are ‘diplomatic intermediaries’: elites who come to narrate and justify what markets are ‘saying’. The paper draws on Lazzarato’s work on signifying vs asignifying semiotics in order to articulate this, and concludes by considering the types of elite crisis which these forms of power tend to produce. This article introduces the special issue on ‘Elites and Power after Financialization’. It is presented in three parts. The first sets out the original Weberian problematic that directed the work of Michels and Mills, in the 1910s and 1950s respectively. It then discusses how this framework was appropriated and then cast aside as our understanding of capitalism changed. The second section makes the case for a reset of elite studies around the current capitalist conjuncture of financialization. It is explained (...) how this unifying theme allows for a diverse set of approaches for answering old and new questions about elites and power. The third part identifies four key themes or sites of investigation that emerge within the nine papers offered here. In contemporary democracies, the balance between the minority principle and democratic principles, one of the components underlying the relationship between liberalism and democracy, is being broken. This paper offers a reflection on this theme – crucial for the future of representative government – in relation to the importance of the theory of elites. The article is divided into three parts: the first part briefly traces the main phases of the theory of elites from the late nineteenth century to (...) the present, indicating, for each, the salient features; the second part focuses on the elements characterizing the alliance between the minority principle and democratic principles, which forms the basis of liberal representative democracy, with specific consideration paid to the geometric architecture of democracy, comprising a horizontal dimension and a vertical dimension; finally, the third part argues the need for strengthening the logic of distance to consolidate the connection between the theory of elites and liberal representative democracy. The dominant theory of elite power, grounded in Weberian bureaucracy, has analyzed elites in terms of stable positions at the top of enduring institutions. Today, many conditions that spawned these stable ‘command posts’ no longer prevail, and elite power thus warrants rethinking. This article advances an argument about contemporary ‘influence elites’. The way they are organized and the modus operandi they employ to wield influence enable them to evade public accountability, a hallmark of a democratic society. Three (...) cases are presented, first to investigate changes in how elites operate and, second, to examine varying configurations in which the new elites are organized. The cases demonstrate that influence elites intermesh hierarchies and networks, serve as connectors, and coordinate influence from multiple, moving perches, inside and outside official structures. Their flexible and multi-positioned organizing modes call for reconsidering elite theory and grappling with the implications of these elites for democratic society. (shrink)

In this article we examine elite formation in relation to money power within the city of London. Our primary aim is to consider the impact of the massive concentration of such power upon the city’s political life, municipal and shared resources and social equity. We argue that objectives of city success have come to be identified and aligned with the presence of wealth elites while wider goals, of access to essential resources for citizens, have withered. A diverse national and (...) global wealth-elite is drawn to a city with an almost unique cultural infrastructure, fiscal regime and ushering butler class of politicians. We consider how London is being made for money and the monied – in physical, political and cultural terms. We conclude that the conceptualization of elites as wealth and social power formations operating within urban spatial arenas is important for capturing the nature of new social divisions and changes. The notion of science as a stratified system is clearly manifested in the markedly uneven distribution of productivity, rewards, resources, and recognition. Although previous studies have shown that institutional environments for conducting research differ significantly between national science systems, disciplines, and subfields, it remains to be shown whether any systematic variations and patterns in inequalities exist among researchers in different national and domain specific settings. This study investigates the positioning of citation elites as opposed to ‘ordinary’ researchers by way of (...) examining three dimensions of concentration (accumulation of publications and citations, specialisation, and institutional concentration) in biology, economics and physics in Denmark and the UK. Across all three dimensions, we put Richard Whitley’s bipartite theory to the test, suggesting a nexus between the intellectual structure of a discipline and the configuration of its elite. The study draws on a dataset of researchers who published most of their publications in either physics, biology, or economics over the 1980–2018 period and with at least one publication in 2017–2018 while affiliated to either a British or a Danish university. We find higher degrees of concentration in the UK compared to Denmark, and that physics and biology respectively display the greatest and lowest degree of concentration. Similar patterns in disciplinary differences are observed in both countries, suggesting that concentration patterns are largely rooted in disciplinary cultures and merely amplified by the national context. We explore the meaning and implications of Bourdieu’s construct of the field of power and integrate it into a wider conception of the formation and functioning of elites at the highest level in society. Corporate leaders active within the field of power hold prominent roles in numerous organizations, constituting an ‘elite of elites’, whose networks integrate powerful participants from different fields. As ‘bridging actors’, they form coalitions to determine institutional settlements and societal resource flows. We ask how some corporate (...) actors become hyper-agents, those actors who ‘make things happen’, while others remain ‘ordinary’ members of the elite. Three hypotheses are developed and tested using extensive data on the French business elite. Social class emerges as persistently important, challenging the myth of meritocratic inclusion. Our primary contribution to Bourdieusian scholarship lies in our analysis of hyper-agents, revealing the debts these dominants owe to elite schools and privileged classes. (shrink)

Designed as a textbook for courses in political theory, political sociology and comparative politics, and as a contribution in its own right, this book explores the role of elite relations as a key to understanding democracy. Following a critical review of the literature on classes, democracy and elites, the author argues that although Western democracy is not `governed by the people' and has not created equality, it is unique in that it has generated a relative separation of power (...) holders, or a relative autonomy of elites and sub-elites in the control of resources. Developing this argument the author discloses strengths and weaknesses in democracy's infrastructure. The Elite Connection contains a warning that a major danger to democracy stems from the tendency of elites to make incursions into the autonomy of other elites, and to develop excessively close dependency relations, either in subjugation of them, or in collusion with them, which result in threats to civil liberties and to the very foundations of democracy. It argues, however, that democracy has the built-in potential to counter its own subversions. Although it focuses on elites, the book has an egalitarian perspective: it concludes with the argument that the separation of elites makes possible struggles for greater equality. The still relatively independent elites of social movements have the potential of pushing democracy towards greater participation and equality. (shrink)

The four books under review form part of a resurgent social science interest in elites as obligatory entry points in understanding changing relations of power and growing inequalities in a post-organized capitalism. All four books demonstrate, in differing but often complementary ways, that in an age of formal meritocracy, rising powers, government outsourcing, weightless information economies, financial deregulation, and increasingly dense digitized networked information and communication systems, elites have changed. Their mobile lives, their ability to feel at ease in almost (...) any situation, and their role as intermediaries connecting different spheres of cultural, economic and political life are defining features of the new, truly global elites. This paper aims to show how elite theories do not offer a better alternative to democracy and to present the idea of a hegemonic majority that, by accounting for greater both individual and collective engagement and responsibility, breaks the exclusivity of elitism. Inspired by Gramsci’s theory, this idea reinforces the construction of the political decision-making process without developing a concept of authority based on an exclusive elite. It focuses on a specific interpretation of the role of the (...) intellectuals as the connection between the civil society and the government, fortifying or even restoring the trust between the individuals and their representatives and thereby strengthening the legitimacy of our democratic systems. Theories concerning the origin, the growth and the efficacy of political elites mainly originated after the first world-war. They arose in circles and with people who resented the increasing democratisation of political life. They were above all meant as a legitimation of conservative ideas with regard to the exertion of politica! power. The years between 1830 and 1914 however can be considered as the incubation-period for these elite-theories. Some examples taken from the Belgian political literature shall illustrate this evolution.The (...) liberal middle class got divided on the interpretation of the political events between 1789 and 1848. The doctrinarians wished to maintain the acquired results whereas the radicals chose for a further sharing ofpower with the lower social classes. The conservatives held the past as an example and in principle they wished a return to the situation that existed before 1789. The contrast between clericals and anticlericals and above all the relationship between church and state interfered with these theoretical conceptions. But neither conservatives nor liberals however had their doubts about the elite-principle.In the second half of the nineteenth century the social consequences of the industrial revolution were felt in such a radical way that the masses too claimed political power in order to improve their destiny.On the political scene the discussion especially crystallized on the demand for universal suffrage and the way of representation. It is not only difficult to be a sports expert but also difficult to grow from a sports expert to a sports elite. Professional athletes are often concerned about the differences between an expert and an elite and how to eventually become an elite athlete. To explore the differences in brain neural mechanism between experts and elites in the process of motor behavior and reveal the internal connection between motor performance and brain activity, we collected and analyzed (...) the electroencephalography findings of 14 national archers and 14 provincial archers during aiming and resting states and constructed the EEG brain network of the two archer groups based on weighted phase lag index; the graph theory was used to analyze and compare the network characteristics via local network and global network topologies. The results showed that compared with the expert archers, the elite archers had stronger functional coupling in beta1 and beta2 bands, and the difference was evident in the frontal and central regions; in terms of global characteristics of brain network topology, the average clustering coefficient and global efficiency of elite archers were significantly higher than that of expert archers, and the eigenvector centrality of expert archers was higher; for local characteristics, elite archers had higher local efficient; and the brain network characteristics of expert archers showed a strong correlation with archery performance. This suggests that compared with expert archers, elite archers showed stronger functional coupling, higher integration efficiency of global and local information, and more independent performance in the archery process. These findings reveal the differences in brain electrical network topologies between elite and expert archers in the archery preparation stage, which is expected to provide theoretical reference for further training and promotion of professional athletes. Although we can observe noticeable progress in gender diversity on corporate boards, these boards remain far from gender balanced. Our paper builds on social identity theory to examine the impact of corporate elites—men and women who sit on multiple corporate boards—on board diversity. We extend the main argument of social identity theory concerning favouritism based on homophily by suggesting that boards with men with multiple appointments are unwilling to include female board members to protect the monopoly value generated (...) by their elite status. The empirical analysis, based on DAX 30 firms in the period of 2010–2015, shows that the presence of multi-board men is negatively associated with women’s participation, while the presence of multi-board women and other women on management boards is positively related to gender diversity on boards. Furthermore, robustness tests support and confirm our conclusion that multi-board men have a significant association with board diversity, even with small size. Additionally, we find a significant effect arising from pressure related to the introduction of gender quotas in Germany, effective in 2016, indicating the effectiveness of gender quota policies for board gender diversity. Critical Theory is usually associated with an intellectual tradition which emerged from the work of a group of social philosophers who coalesced around the Institute for Social Research, established in Frankfurt in 1923. This tradition is now considered to have two major branches: the first related to the work of Theodor Adorno, Max Horkheimer, Herbert Marcuse, Erich Fromm, Leo Lowenthal, and Walter Benjamin, while the second pertains to the expansion of this original work which has been proffered by Jürgen (...) Habermas, Claus Offe, Niklas Luhmann, Karl-Otto Apel, and others. It should be immediately noted that Critical Theory does not form a unity, for it does mean different things to both its early and current adherents. Without overstating the case, however, the common theme which unites these theorists is a dislike for the types of determinism which saw socialism arising automatically from either appropriate social conditions or at the behest of elite party members. In each case the belief was inadvertently advanced that people do not make their own history. In line with the work of Lukács and Korsch, these critical theorists wanted to develop a more vital Marxist theory, one which understands human praxis to be at the center of social development and, thus, human liberation. Recent political developments leave liberal elites heartbroken. Why is it that the masses keep making poor, morally unacceptable, irrational choices? Among the many voices heard in this context, there are also those criticising those elites from the left. The elites, these voices imply, are guilty not just of past wrongs that have gotten us here, but also of patronising the masses right now, arrogantly failing to take seriously the masses and their concerns. I argue that such complaints – perhaps appearances (...) to the contrary notwithstanding – are every bit as patronising in their attitudes towards the masses they claim to respect, and proceed to discuss the question whether the elites should reason with the masses, or manage them. This practical discussion leads to more theoretical ones about justification and excuse in the public sphere, practical and epistemic reasons for belief, and ideal and non-ideal theory in political philosophy. The aim of this paper is to extend Leszek Nowak's theory of power in non-Marxian historical materialism by such categories as civil collapes, elite absorption and balanced revolution.

The “diversity” framework the Supreme Court has imposed on affirmative action weakens its justice import in theory and practice. The increasing alignment of wealth with attendance at selective institutions betokens a diminishing quality of student at those institutions. So some of the perceived advantages of affirmative action rely on an increasingly false sense of the quality differences between more and less highly-ranked institutions. Aligning those rankings with the quality of student (and quality of instruction at the different kinds of (...) institution) would have the net effect of benefiting black and Latino students as a group. More generally, improving the quality of education and the standing of less selective higher education institutions is an urgent racial educational justice challenge of the current moment, from which affirmative action diverts attention. In this article, we explore the micro-foundations of elite politics by focusing on changes in network structures that emerge from informal conversations. Empirically, we offer a novel “situational conflict” explanation to account for the puzzle of why reformist leaders were periodically ousted during China’s reform era (1977–1992), emphasizing the unexpected power collision that catalyzed the violent crackdown on the Tiananmen movement in 1989. To do so, we employ network analysis and narrative to utilize an original dataset of elite (...) conversations and primary sources that have only recently been made available. We find that ideological cleavage and manipulative brokerage produced each conflict to varying degrees but were contingent on the relational structure arising from elite conversational interactions. Furthermore, the actual unfolding of those conflicts often resulted from key actors’ discrepant understandings of the changing relationships via ongoing interactions at vital moments, such as during the Tiananmen movement. Integrating micro-sociological theories and network analysis, our work has methodological and theoretical implications for unpacking the black box of elite politics and its role in macro-historical change. How do Islamists get non-Islamists to vote for them? The existing literature suggests that what drives support for Islamist parties are macro-social transformations, Islamic culture, or Islamist party moderation. These approaches do not explain the variation in Islamist electoral performance. Why do Islamists win elections in some but not in other, very similar, contexts? This article identifies the important role of local elite recruitment and organizational cohesiveness in Islamist electoral performance. It applies the subnational comparative method to demonstrate the (...) causal mechanisms linking local party organizations to Islamist electoral success. Empirical evidence is drawn from in-depth studies of the Justice and Development Party’s local branches in three closely-matched pairs of cities in Turkey. The findings bridge the literatures on political Islam and party politics with a new theory of Islamist electoral strategy and performance. (shrink)

University teachers, as is well known, commit acts of despotism. About three years ago I committed such an act. I told my students that I would not accept papers which included the words protagonist, basic , alienation, total , dichotomy, and a few others including elite and elitist. On consideration I decided to remove the ban on the last two for it seemed to me that there was no other term that could be used to discuss what is, after (...) all, an interesting idea.It is of course true that my students and I use the word incorrectly. An elite must surely be a chosen body. Congress, the police, the final heat of the Miss World contest, and the Bolshevik Party are elites, whereas an aristocracy or a plutocracy—unless one believes the rich and the nobility to be chosen by God—are not. Nevertheless, when we use the word elite in connection with the visual arts it is certainly related to, though not synonymous with, class. An elite is usually a group within a relatively prosperous class. The patrons of the Renaissance were, presumably, at the apex of the social system: on the other hand, the patrons of the Impressionists belonged to a comparatively humble section of the middle classes. This article introduces and develops the concept of trade narrative to understand how business sectors defend against public disapproval and the threat of increased regulation or removed subsidy. Trade narrative works by accumulating lists of benefits and occluding costs, and is created by consultants for economic interests organized via trade associations. This represents an under-analysed ‘policy-based evidence machine’, the aim of which is to format the discourses of the media and political classes about the contribution of the sector in ways (...) that frame political choice about what is thinkable and doable. In doing so it supports elite power by providing a relay for intra-elite communication. Using illustrations from privatized railways, banking and pharmaceuticals in the UK and US, the argument explores how the causal arrow runs in the opposite direction from that supposed in most discussion of discourse-economy relations in the field of cultural economy. This article compares the career trajectories and mobility patterns of Nobel Laureates in economics with those of highly cited sociologists to evaluate a theory advanced by Richard Whitley that postulates a nexus between the overall intellectual structure of a discipline and the composition of its elite. The theory predicts that the most eminent scholars in internally fragmented disciplines such as sociology will vary in their departmental affiliations and academic career paths, while disciplines such as economics with strong (...) linkages between specialties and shared standards of excellence will be dominated by a more homogeneous elite. The comparison provides strong empirical evidence in favor of Whitley’s theory. The careers of the most eminent economists are closely tied to the top five departments of the discipline, whereas the career pathways to eminence in sociology are largely unpredictable. (shrink)

The rhetorical tradition has long been concerned with how to negotiate the discursive juncture between mass and elite audiences. Such a concern has contributed to what might be characterized as the rhetorical tradition's anxiety with regard to its own status. In this article I suggest that this anxiety parallels an ontological conception of the elite as second-order in relation to the first-order mass. I use the standoff between novelist Jonathan Franzen and Oprah Winfrey in 2001 as a running (...) example of status tensions in the public sphere, arguing for a theory of vernacular as language that talks and of specialized language as language that talks about. Finally, I suggest that the separate claims to status of vernacular and specialized language might be resolved by thinking further about Bakhtin's theory of heteroglossia. (shrink)

This article employs postcolonial perspectives to examine the possibilities and limitations of drawing on Pan-African ideas to establish practices and meanings for global citizenship education at an elite secondary school in Ghana. In this examination, the authors explore the ways in which the school’s interventions to reinforce sameness/unity produce different understandings of global citizenship between students from different social class backgrounds. The article addresses how the school attempts to dissociate students from their native cultures for the purpose of teaching (...) them the ways of knowing and doing necessary to live and work/study in the West. The authors illustrate the ways in which the lessons students are being taught about what it means to be a global citizen reinscribe hegemonic discourse through Pan-African rhetoric. The article concludes by calling for alternative forms of global citizenship education that emphasize critical consciousness. (shrink)
