ABSTRACT Chemsex is a phenomenon in which typically gay, bisexual, trans, queer, and/or related communities of men take psychoactive drugs while having sex, often without a condom. The practice can lead to increased rates of HIV transmission, sexual assault, and in extreme cases murder. GBTQ+ men are already a stigmatised group so those who engage in chemsex face multiple stigmas. This study examines the ways that two types of media report on chemsex while negotiating these stigmas. We take a large (...) data set of newspaper articles written for the general British public and a smaller data set of magazines aimed at GBTQ+ men to examine how chemsex is represented in the media. We find that the mainstream press focus on extreme criminal cases involving chemsex, while the media aimed at GBTQ+ men focus on counselling services and discuss chemsex in relation to gay culture. Chemsex is unlikely to go away, and so we address how information about it is conveyed in different media and call for more research in this area. (shrink)

Drawing on debates about Intangible Cultural Heritage (ICH) safeguarding at the local and international level, Intangible Cultural Heritage and Sustainable Development: Inside a UNESCO Convention, explores the theoretical and practical implications of the intertwinement between these policy fields. Considering how Sustainable Development (SD) priorities are influencing representations of ICH, the volume questions how they are expanding the frontiers of the heritage realm and unsettling accepted understandings of the social uses of heritage. The contributing authors, (...) who hail from a variety of different contexts and disciplinary backgrounds, explore these issues from a unique vantage point as both scholars and actors of the processes they analyze. Playing different roles in the implementation of the Convention, their positioning as insiders allows for a unique analytical perspective that is based on first-hand engagement with the practices of the Convention. Εκφάνσεις «βαρβαρότητας» που διασώζονται σε προγενέστερες εθιμικές πρακτικές θα μπορούσαν άραγε να αποτελέσουν στοιχεία ΑΠΚ προς διαφύλαξη; Η παρούσα εργασία επιχειρεί μια πρώτη ανίχνευση του σύνθετου αυτού θέματος. However, should violent or other disturbing forms of expression, preserved in customary practices, be safeguarded, if the whole or part of the ‘community’ decides to do so? The present paper attempts a first approach to this complex issue. Case studies from Greece and worldwide are investigated and appraised on the basis of the Convention for the Safeguarding of the ICH (UNESCO, 2003). According to the Convention criteria, customary practices that refresh memories of violent conflicts between members of the community/communities, or exclude members with an aggressive and pejorative way because of their gender, age, professional status or sexual orientation, as well as practices involving the ill-treatment and/or torture of animals do not deserve safeguarding. The implementation of the above criteria in practice, however, remains an uncharted area. A systematic study, therefore, should: (a) include initiation, recognition and awareness on the part of local communities and societies about the values of the ICH; (b) promote research, documentation and evaluation of heritage components; (c) support the transition to the younger generations through formal and non-formal educational events; (d) highlight its importance on the local, regional, national and international context. ICH is evolving and constantly interpreted through complex social and cultural processes. Any forced attempt to revive an ‘authentic’ or ‘genuine’ version of ICH cultural expression, besides appearing fake, is methodologically challenged. The role of education in developing ethical principles and a critical approach to heritage is undoubtedly crucial. This paper is a survey of standards being used in the domain of digital cultural heritage with focus on the Metadata Encoding and Transmission Standard created by the Library of Congress in the United States of America. The process of digitization of cultural heritage requires silo breaking in a number of areas—one area is that of academic disciplines to enable the performance of rich interdisciplinary work. This lays the foundation for the emancipation of the second form (...) of silo which are the silos of knowledge, both traditional and born digital, held in individual institutions, such as galleries, libraries, archives and museums. Disciplinary silo breaking is the key to unlocking these institutional knowledge silos. Interdisciplinary teams, such as developers and librarians, work together to make the data accessible as open data on the “semantic web”. Description logic is the area of mathematics which underpins many ontology building applications today. Creating these ontologies requires a human–machine symbiosis. Currently in the cultural heritage domain, the institutions’ role is that of provider of this open data to the national aggregator which in turn can make the data available to the trans-European aggregator known as Europeana. Current ingests to the aggregators are in the form of machine readable cataloguing metadata which is limited in the richness it provides to disparate object descriptions. New technologies provide great opportunities for cultural heritage to become more widely accessible and for cultural experience to be more meaningful. The COVID-19 pandemic has highlighted the strengths and vulnerabilities of the cultural heritage sector and the need to accelerate its digital transformation to make the most of the opportunities it provides. The Commission Recommendation on the digitisation and online accessibility of cultural material and digital preservation (2011/711/EU) concluded that there is an urgent need (...) to protect and preserve European cultural heritage, and, in particular, endangered cultural heritage is still present. However, the diversity of legal approaches to cultural heritage by the Member States discourages the creation of a common European data space for cultural heritage as the European Commission recently proclaimed. In Greece, there have been significant efforts in recent decades to digitise and digitally preserve cultural heritage goods. However, the attention was not drew upon the accessibility and reuse of the digitized cultural heritage content. According to the relevant regulatory framework the existing rules on the use of digital technologies for the reproduction, use and preservation of cultural heritage content is obviously outdated. According to the paragraphs 4 and 5 of article 46 of the Greek Code for the protection of antiquities and cultural heritage in general (Law 4858/2021), a previous permission granted by the Ministry of Culture is required for the production, reproduction and dissemination to the public of impressions, copies or depictions of monuments belonging to the Public Sector, or immovable monuments that are located within archaeological sites and historical places or are isolated, or movable monuments that are kept in museums or public collections, in any way and by any means whatsoever, including Information Communication Technologies. Such permission is granted to natural or legal persons for a fee paid to the Hellenic Organization of Cultural Resources Development (HOCRED) upon the decision of the Minister of Culture, while the decision also specifies the temporal validity of the permission, the terms on which the permission is granted and the fee that must be paid. The production, reproduction and use of the aforementioned goods for other purposes, such as artistic, educational or scientific purposes, is again allowed for a fee paid to HOCRED, however, the fee can be waived upon the decision of the Minister of Culture. This Paper will examine the existing Greek legal framework and will attempt to propose an appropriate framework that will ensure open access to the digitized cultural heritage assets, enhance the recovery and transformation of the cultural heritage sector and support cultural heritage institutions in becoming more empowered and more resilient in the future. Centhini manuscript is one of the ancient manuscripts from Kesultanan Surakarta Hadiningrat in the 19th century which has had a role in the cultural and ecological aspects in regulating the use of teakwood. Therefore, deep study into utilization of teak wood in Centhini Manuscript will be conducted as cultural heritage from Indonesia. Narrative methods is used in this research to present thematic results. Direct observation is conducted on various artifacts to analyze the symbolic value of teakwood. Selection of teak is carried out strictly as accountability to the environment. In this article, I explore the possibility of treating cultural destruction and the destruction of cultural heritage as a genocidal act. My argument proceeds in two stages. I first suggest that we ought to view cultural destruction as a necessary by‐product of genocide and a member of a set of jointly sufficient conditions for genocide. However, to securely establish that cultural destruction and the destruction of cultural heritage ought to be viewed as genocidal (...) acts, we need to additionally show why loss of culture and heritage are significant harms, comparable to other instances of genocide. In light of this, I then propose an account of the harms of cultural destruction that grounds these harms in loss of normative agency and show how destruction of cultural heritage contributes to this. In particular, I argue that cultural heritage can be viewed both as a condition for normative agency and as itself an expression of normative agency. (shrink)

Among the constitutive elements of a common heritage firmly stand language, history and territory. The contents of the cultural heritage are frequently socially, politically, culturally, and historically contested, which reveals competition among past, present, and future narratives that shape the existing national identities or lead to the creation of new ones. The paper examines (...) the role of law in “defining” cultural heritage and “attributing” it to a particular community. In this respect the case of North Macedonia represents a unique case study on how international law embedded in the bilateral agreements with Bulgaria and Greece have shaped the past, present and future identity of that nation. It explores how the legal norms can shape the “attribution” of the cultural heritage by issuing legally binding interpretations of the historical events and personalities, usage of names and designations, and even the features of a language. For centuries, heirloom rice varieties have been grown on the terraces of the Cordillera Mountains of Luzon, Philippines, terroirs known for their significant historical, cultural, and aesthetic values. However, heritage heirloom rice farming is gradually being abandoned, mainly because of its lower productivity and the struggle of the sector to create a sustainable niche market for heirloom rice by branding its cultural, social, and nutritional values. We propose several demand-side intervention strategies for the valorization of heirloom rice. (...) To support the development of a segmented marketing strategy for heritage farming, we provide evidence on urban consumers’ willingness to purchase heirloom rice. We interviewed 500 urban consumers from Metro Manila in July–August 2015, who placed a purchasing bid on a kilogram of heirloom rice. Consumers’ bids averaged PHP 72.61 kg−1, which is less than half its current market price. This explains why heirloom rice struggles to gain market share in urban markets in the Philippines. Given this bid price, we estimate a potential market size of PHP 20.3 billion that could be created for heirloom rice and tapped into by heritage farmers. Findings further indicate that women, business owners, and consumers who buy packaged rice and eat pigmented rice are willing to pay more for heirloom rice. Finally, our evidence suggests that proper information framing will be necessary to create demand and support the valorization of heirloom rice to preserve cultural heritage and in situ biodiversity of rice landraces in the Philippines. The International Council on Monuments and Sites (ICOMOS), strongly believes that heritage—natural and cultural, tangible and intangible—is fundamental to addressing the United Nations (UN) Sustainable Development Goals (SDGs). This article argues that libation, often associated with the ancestors, artefacts, images and pre-Christian religious devotions, constitutes sources for articulating authentic African cultural history of Obang community in the Northwest Region of Cameroon. It highlights that among traditional memory carriers, the ritual of libation remains trust worthy and pervasive, even among communities challenged by globalisation and colonising effects of Christianity. The article demonstrates the immense potentials of libation as an epitome and stabiliser of cultural memory, and a maxim (...) in cultural resilience in contemporary Africa. Thus, the article calls for revisiting this ancient ritual to expose its potentials as a veritable memory repertoire in cultural-historical studies, especially at a time when social change and modernism continue to challenge the memories of traditional societies. Walter Benjamin’s 1936 essay, ‘The Work of Art in the Age of Mechanical Reproduction’, constitutes one of the earliest reflections on the way in which the cultural experience and interpretation is transformed by the advent of what were then the ‘new’ media technologies of photography and film. Benjamin directs attention to the way in which these technologies release cultural objects from their unique presence in a place and make them uniformly available irrespective of spatial location. The way in (...) which old media technologies apparently obliterate the place of cultural objects is also a feature of new media. However, the apparent obliteration of place that occurs in this way is itself problematic, in giving rise to a loss of the sense of spatial and temporal distance, and so of the relative locatedness of both experiencing subject and interpreted object. The loss of a sense of the place of the object threatens a loss of the sense of place of the subject, and with it, a loss of a proper sense of heritage as such. (shrink)

Current treatments of cultural heritage as an object of moral concern (whether it be the heritage of mankind or of some particular group of people) have tended to treat it as a means to ensure human wellbeing: either as ‘cultural property’ or ‘cultural patrimony’, suggesting concomitant rights of possession and exclusion, or otherwise as something which, gaining its ethical significance from the roles it plays in people’s lives and the formation of their identities, is the (...) beneficiary at most of indirect moral obligations. In contrast, I argue that cultural heritage, as something whose existence can go well or badly, can itself qualify as a moral patient towards which we may have obligations which need not be accounted for in terms of subsequent benefits to human beings. Drawing inspiration from environmental ethics and suggesting that heritage, like an ecosystem, is a complex network of interrelations which invites a holistic understanding, I develop a framework for thinking about cultural heritage which shows how such a thing can feature in our ethical reflections as intrinsically worthy of respect in spite of its most obvious differences from the ‘natural’ world: the very human origins of cultural heritage and its involvement with human life in all its forms. As part of the development of this framework I consider the epistemic difficulties which arise when for all our holistic sophistication we do find ourselves in the predicament of having to judge the moral worth of some item of heritage, possibly someone else’s heritage and possibly something which we find ourselves disposed to value more because of than despite any mysteries surrounding it. In the third issue of the J. Paul Getty Trust Occasional Papers in Cultural Heritage Policy series, authors Helen Frowe and Derek Matravers pivot from the earlier tone of the series in discussing the appropriate response to attacks on cultural heritage with their paper, “Conflict and Cultural Heritage: A Moral Analysis of the Challenges of Heritage Protection.” While Frowe and Matravers acknowledge the importance of cultural heritage, they assert that we must (...) more carefully consider the complex moral dimensions—the inevitable serious consequences to human beings—before formulating policy to forcefully protect it. -/- A number of writers and thinkers working on the problem of preserving the world’s most treasured monuments, sites, and objects today cite what Frowe and Matravers call extrinsic and intrinsic justifications for the protection of cultural heritage. These are arguments that maintain that protecting heritage will be a key means to achieve other important goals, like the prevention of genocide, or arguments that heritage deserves to be forcefully protected for its own sake. Frowe and Matravers deconstruct both types of justifications, demonstrating a lack of clear evidence for a causal relationship between the destruction of cultural heritage and atrocities like genocide and arguing that the defense of heritage must not be treated with the same weight or urgency, or according to the same international policies, as the defense of human lives. -/- By calling for expanded theory and empirical data and the consideration of morality in the crafting of international policy vis-à-vis cultural heritage protection, Frowe and Matravers present a thoughtful critique that enriches this important series and adds to the ongoing dialogue in the field. How does an artefact enter the corpus of national cultural heritage? The answer to this question offers a pragmatic understanding of the reasons why the expansion of national corpuses has been so widespread, generation after generation and especially during the last one. Of course, there are alsomore general “societal” or “cultural” reasons for such a worldwide phenomenon: a number of explanations have already been proposed by philosophers, historians, sociologists, anthropologists. However, one should not underestimate the effects of (...) the inventorial techniques and methods of description used by the specialists of heritage, in that they tend to elevate the level of precision and of specialisation, hence to enlarge the criteria and to increase the number of artefacts worth entering their corpus. A close study of these actual criteria, through a survey conducted according to what is now called “pragmatic sociology” in France, allows us a deeper understanding of what defines cultural heritage, and of the effective values on which it relies: that is, the axiology of cultural heritage. After the WHS inscription of the Historic Centre of Macau in 2005, the relationship between citizens of Macau and their heritage is not distanced. Most of these monuments remain functional for religious and social purposes and are actively engaged in public commercial activities such as the annual Macau Light Festival. Several historic houses have been transformed into either a permanent library or a museum where people can experience various events. With such frequent interaction, these monuments are more than just (...) heritage to locals; they are the venues where people’s daily lives are attached. However, this familiarity will cause a paradox in preservation since losing the distance might mean being unable to deliver the message of protection. It would be difficult to find a balance between preservation and reuse of heritage. This paper will use the Historic Centre of Macau as a case study to discuss the types of adaptive reuse in Macau and propose potential risks of these approaches. (shrink)

The Brazilian ayahuasca religions, Santo Daime, Barquinha, and União do Vegetal, have increasingly sought formal recognition by government agencies in Brazil and other countries to guarantee their legal use of ayahuasca, which contains DMT, a substance that is listed. This article focuses on new alliances and rifts that have emerged between and among different ayahuasca groups as they have sought and in some cases achieved formal recognition and legitimacy at the state and national levels in Brazil and abroad. It presents (...) a historical overview of the origin of the main ayahuasca religions, and their connections to the Amazon region and the state of Acre in particular, where the political environment has facilitated petitions seeking the elevation of ayahuasca as cultural and historical heritage in Acre and Brazil. This process has resulted in the active selection of certain symbolic, cultural, and historical elements and subtle changes in the ways various ayahuasca groups represent themselves in the public sphere. It also resulted in the reconfiguration of political alliances and a recasting of the historical facts regarding origins. The article reflects on notions of origin, place, authenticity, and tradition throughout the ongoing transformation of ayahuasca from “dangerous drug” to state and national heritage. (shrink)

The idea of cultural heritage has become widespread in many countries, justifying government regulation and providing the background to disputes over valuable works of art and architecture. In this book, Derek Gillman uses several well-known cases from Asia, Europe, and the United States to review the competing claims that works of art belong either to a particular people and place, or, from a cosmopolitan perspective, to all of humankind. He looks at the ways in which the idea of (...) heritage has been constructed. He focuses first on Britain and the writings of Edmund Burke and then on China and its medieval debate about the nature of 'our culture'. Drawing on a range of sources, including the work of Ronald Dworkin, Will Kymlicka, and Joseph Raz, Gillman relates debates about heritage to those in contemporary political philosophy and offers a liberal approach to moral claims and government regulation. Philosophers have used the terms 'impersonal' and 'personal value' to refer to, among others things, whether something's value is universal or particular to an individual. In this paper, I propose an account of impersonal value that, I argue, better captures the intuitive distinction than potential alternatives, while providing conceptual resources for moving beyond the traditional stark dichotomy. I illustrate the practical importance of my theoretical account with reference to debate over the evaluative scope of cultural heritage.

As an instrument of preserving the cultural memory of a community, the literary canon is usually a highly stable structure in its core elements. However, with the advent of the Communist regime after the Second World War, the Romanian literary canon underwent a drastic process of reconstruction. As early as the 1940s, what was euphemistically dubbed “revisiting our cultural heritage” actually equated to a radical revision—a purge of the literary canon through the fi lter of Marxism-Leninism. Not (...) only writers of literature, but literary critics themselves were subjected to this process. In this paper, I aim to discuss the role played by literary critics active during Gheorghe Gheorghiu-Dej’s regime in rehabilitating their predecessors. This study employs a knowledge graph approach to realize the representation and association of information resources, promote the research, teaching, and dissemination of Dunhuang cultural heritage (CH). The Dunhuang Mogao Grottoes is a UNESCO world CH site, and digitization of Dunhuang CH has produced a large amount of information resources. However, these digitized resources continue to lack the systematic granular semantic representation required to correlate Dunhuang cultural heritage information (CHI) in order to facilitate efficient research and (...) appreciation. To respond to this need, new approaches for representing CHI are being developed. This study identifies five facets and their semantic relationship to Dunhuang CH, constructs an ontology model to regulate the entities, attributes, and relationships of Dunhuang CH knowledge, and subsequently processes the resulting data using various techniques (such as semantic annotation and entity association) to facilitate rendering the data in a knowledge graph construction. Finally, we constructed a DH-oriented knowledge graph service platform in order to provide a user friendly visual display and semantic retrieval service. (shrink)

As a traditional clothing symbol that is unique to the Chinese nation, the dragon symbol combines the distinctive features of the Chinese nation, reflecting the depth of mental changes and the historical context of Chinese culture. The image of the dragon has formed a kind of dragon pattern as a certain set of ideas about the culture that encoded all its changes. Therefore, in national clothing the dragon image has been one of the most favorite patterns for thousands of years. (...) With the interweaving of world cultures and the deepening of the concept of clothing design, the dragon pattern will incorporate fresh elements of Western culture while maintaining the essence of traditional Chinese culture, and show a new design image through the utilization of various innovative ideas and design methods. The following methods were used for the study: literature review, field research, analysis of design cases, analysis of fashion trends. Using these methods, the specifics of using dragon designs in the fashion industry in different seasons and years are analyzed, and the trend of their evolution in the field of high fashion is studied. In the article we analyzed modern trends of clothing design and gave their characteristics. The results of the study showed that even in modern youth fashion this national symbol is actively used, which indicates that the patterns and images of the dragon have real applicability and wide prospects of application in modern fashion design. Modern clothing design provides a rich cultural heritage for modern clothing to retain the characteristics of civilization on the basis of continuous innovation. The use of dragon motifs in modern clothing not only meets the aesthetic concepts of modern people, but also adds vitality to clothing design. (shrink)

Purpose: Despite various comparative studies in the field of cultural heritage protection in the world, there is still a significant lack of comparative research on policies related to the legal system of countries' governance. The purpose of this study is to address the comparative policies in Iran and Italy, with a particular focus on the results of the executive experiences of two different types of policies in the cities of Oroumieh (North-West of Iran) and Turin (in North-West of (...) Italy). Design/methodology/approach: Utilising the comparative, analytical, bibliographic and descriptive historical research methodology, which is based on the study of the local, national and international comprehensive review of regulations and policy-making of cultural heritage preservation policies in Iran and Italy. In this research, the related documents in three languages (Persian, Italian and English) have been examined to compare profoundly and comprehensively the policies and regulations adopted in these two countries to be able to analyze the national and transnational regulations and local policies in the cultural heritage sector. Findings: In addition to many cultural similarities and numerous commonalities, especially in the multiplicity of urban cultural heritage in historical centers, the results suggest that the legislation structure in Iran is much more centralized than in Italy. Also, the findings suggest that Italy focuses on aligning its previously centralized national legislative system in line with contemporary European heritage and preservation policies. Originality/value: The paper outlines how to use historical and cultural similarities through comparative study to benefit the experiences of two historical countries in urban heritage conservation and policy-making part despite their differences.
