Information and communication technologies (ICT) enable citizens to communicate across state borders with greater ease than ever before, exciting much speculation about the emergence of transnational public spheres. This highly original work introduces this debate to International Relations, by investigating the socio-political implications of ICT in a global governance framework. Classic Habermasian theory is radically reconstructed to take account of contemporary trends in state sovereignty and global civil society. Se propone una discusión del esquema de Lechner a partir de intervenciones de Aricó en el período, postulando cierta continuidad en el pensamiento de Aricó entre revolución y democracia: el concepto de una democracia social avanzada y la interrogación (...) en torno al sujeto de transformación de nuestras sociedades recorre diferentes etapas de las intervenciones del cordobés, aún cuando se modifican sensiblemente las gramáticas de su producción discursiva. This paper proposes a dialogue between Norbert Lechner and José Aricó from a diagnosis of the first, in the late eighties, about the pivotal elements of Latin American debate between the sixties and eighties: revolution and democracy. We propose a discussion over a Lechner scheme, from Aricó interventions in this period, postulating some continuity in the thinking of Aricó between revolution and democracy: the concept of advanced social democracy and the question about the subject of transformation of our societies goes through different stages in his interventions, even when significantly altered the discursive production grammars. Splitting livers allows two people to receive a liver transplant from one donated adult liver, but the risks to the adult recipient are greater than if they had received the equivalent whole liver. It has been suggested, therefore, that splitting livers harms adult recipients. Without liver splitting, however, there would be few livers available for children, and paediatric waiting time and waiting list mortality would significantly increase. In this paper, we argue that although splitting livers makes adults worse off, this (...) should be considered sub-optimal benefit rather than harm. We explore justifications for sub-optimally benefitting adults in this way and consider alternatives to the current approach. We argue that splitting livers masks the more fundamental problem of low paediatric donation rates and that increasing the number of paediatric donations would improve the situation for both adult and paediatric liver patients. School leaders must navigate multiple education reform issues while remaining focused on the daily commitment of providing a quality education to all students. In many cases, the education reforms enacted by policy makers lack empirical support and/or result in potentially unwelcome or unethical practices, yet they are cloaked in rhetoric that makes it difficult for school leaders to accurately decipher the potential impacts on students and teachers. The lack of a practical framework from which to critique reforms such as using (...) standardized test score to make important decisions about students and teachers, merit pay, and standardized curricula products can leave some school leaders in the position of supporting reforms that have long-term negative effects on students or educators. This book fills a void in the literature through a practical approach to (a) provide school leaders with methods they can use to interpret and critique education reforms within an action-oriented framework grounded in ethics and empirical evidence; (b) offer strategies school leaders can use to creatively comply with reforms that lack an evidence base or violate basic principles of ethics, in ways that lessen the negative aspects of education reforms at the point of contact with students; and (c) model the use of a critique framework through example cases of four empirically and ethically dubious education reforms commonly faced by K-12 school leaders. Zen Master Thích Nhá̂t Hạnh's commentary on Nāgārjuna's Treatise on the Middle Way, one of the most famous Buddhist texts in existence. Nāgārjuna is a giant in the Buddhist canon, thought to be the greatest Buddhist philosopher after the Buddha. He lived in southern India in the 2nd century CE. Cracking the Walnut contains the text of Nāgārjuna's Treatise on the Middle Way (Mulamadhyamakakarika), defending the essential premise that all things have the nature of emptiness, they have no self-nature, but (...) are in a constant process of change and interrelationship with one another. Weaving Nāgārjuna's text with commentary by Thích Nhá̂t Hạnh', taken from talks given at two 3-month-long retreats, helps us bring these teachings into our daily life. They are strong teachings, designed to break through all metaphysical speculation. To a greater or lesser extent, we all have notions and ideas about life. Sometimes our ideas can contribute to the advancement of humanity, but the problem comes when we are caught in our ideas and believe them to be the absolute truth. When people believe that something is the absolute truth, they may be ready to fight, kill, or die for it. This brings about polarization, deep division, and suffering in ourselves, our society, community, and family. This is not the way ahead for humanity. This book helps us let go of our ideas and go in the direction of understanding and compassion. (shrink)

Measuring the rate at which the universe expands at a given time–the ‘Hubble constant’– has been a topic of controversy since the first measure of its expansion by Edwin Hubble in the 1920s. As early as the 1970s, Sandage and de Vaucouleurs have been arguing about the adequate methodology for such a measurement. Should astronomers focus only on their best indicators, e.g., the Cepheids, and improve the precision of this measurement based on a unique object to the best possible? Or (...) should they “spread the risks”, i.e., multiply the indicators and methodologies before averaging over their results? Is a robust agreement across several uncertain measures, as is currently argued to defend the existence of a ‘Hubble crisis’ more telling than a single 1% precision measurement? This controversy, I argue, stems from a misconception of what managing the uncertainties associated with such experimental measurements require. Astrophysical measurements, such as the measure of the Hubble constant, require a methodology that permits both to reduce the known uncertainties and to track the unknown unknowns. Based on the lessons drawn from the so-called Hubble crisis, I sketch a methodological guide for identifying, quantifying and reducing uncertainties in astrophysical measurements, hoping that such a guide can not only help to re-frame the current Hubble tension, but serve as a starting point for future fruitful discussions between astrophysicists, astronomers and philosophers. There has been much scholarly attention to definitions of the term “scientific instrument.” Rather more mundane work by makers, curators, and users is devoted to instruments' maintenance and repair. A familiar argument holds that when a tool breaks, its character and recalcitrance become evident. Much can be gained from historical study of instruments' breakages, defects, and recuperation. Maintenance and repair technologies have been a vital aspect of relations between makers and other users. Their history illuminates systems of instruction, support, and (...) abuse. These systems were, for example, evident in the development of astronomical instruments around 1800 within and beyond the European sphere. Episodes from that milieu are used to explore how instrument users sought autonomy, how instruments' mutable character was defined, and how judgments of instruments' failure or success were ever secured. The emphasis on models hasn’t completely eliminated laws from scientific discourse and philosophical discussion. Instead, I want to argue that much of physics lies beyond the strict domain of laws. I shall argue that in important cases the physics, or physical understanding, does not lie either in laws or in their properties, such as universality, consistency and symmetry. I shall argue that the domain of application commonly attributed to laws is too narrow. That is, laws can still play an important, (...) though peculiar, role outside their strict domain of validity. I shall argue also that, by way of a trade-off, while the actual domain of application of laws should be seen as much broader. At the same time, what I call ‘anomic’ representational elements reveal themselves as central to the descriptive and explanatory power of theories and model: boundary conditions, state descriptions, structures, constraints, limits and mechanisms. I conclude with a brief consideration of how my discussion has consequences for discussion of understanding, unification, approximation and dispositional properties. I focus on examples from physics, macroscopic and microscopic, phenomenological and fundametal: shock waves, propagation of cracks, symmetry breaking, and others. This law-eccentric kind of knowledge is central to both modeling the world and intervening in it. (shrink)

A July, 1990, controversy in British Columbia, Canada, involved a set of audiotapes detailing an apparent abuse of power by the province's attorney general and a relationship between the attorney general and a member of the press. The controversy was covered extensively in local media. A discussion of relevant ethical issues is followed by an analysis of their coverage in the press. Recommendations are made for more effective handling of ethical issues by media organizations and more meaningful reporting of such (...) issues. (shrink)

The authors' aim is to provide a more complete picture of a non-anthropocentric relational ethics by addressing the failure to account for environmental justice. They argue that environmental ethics is always more than how discourses are layered over place, by situating moral agency through the body's affective repertoire of being-in-the-world. Empirical evidence for their argument is drawn from self-reflexive accounts of young Americans travelling to Ulu r u-Kata Tju t a National Park, Northern Territory, Australia as part of a study-group. Electronic music is advancing not only in the way it is being used in performance but also in the technological sense, due to software developers advancing the ability of the synthesizer to enable the composer to create newer sounds. The introduction of the amino acid and protein synthesizers from MIT is one such example, along with sampling sounds from interstellar bodies through the process of sonification in order to create presets as additional source material for the composer’s palette. The creative (...) process used in creating electronic music on a tablet computer introduces a new musical instrument to be used in live music performances. The fluidity and immediacy of how electronic sounds can be created with tablet computer synthesizers affords the composer to have a new behavioural sense of using them as a musical instrument that can be played intuitively. Exploring this new interface of musical composition is a subject this article will address as well as the psychological aspects pertaining to how an audience can relate to electronic music as an emerging art form removed from the classical music tradition. It will also discuss how the composer of electronic music can affect the listener’s ability to envision new conceptual landscapes, leading to experiencing new ideas and subjective fields of visionary understandings. The composer’s ability to use conceptual models, which influence the way sounds are made and how those sounds influence the listener’s experience, is an important focus of this article. (shrink)

Numerous recent discoveries in China of ancient tombs have greatly increased our knowledge of ritual and religious practices. These discoveries include excavated oracle bones, bronze, jade, stone and pottery objects, and bamboo manuscripts dating from the twelfth to fourth century BCE. Inscribed upon these artifacts are a large number of records of numerical sequences, for which no explanation has been found of how they were produced. Structural links to the Book of Changes, a divination manual that entered the Confucian canon, (...) are evident; yet, the algorithm described therein dates to the slightly later second to first century BCE. By combining archeological and statistical evidence, we propose a new methodology that enables us to reconstruct and test cleromantic techniques which can explain how these numerical sequences were generated. Dice and divination stalk use, either in combination or separately, appear in fact to have been underlying the rather stable numerical patterns in ancient China all the way back to the late Shang dynasty (1300–1046 BCE). Bringing to light such a long-standing technique, which awaits further confirmation from the ever-growing database of newly discovered numerical and textual records, can change drastically our understanding of early Chinese history and of the historical development of sophisticated arithmetical practices and the rationalization of chance. This article contributes to the project of historicizing the emergence of printed books as a mass cultural form in the 20th century and after, in addition to exploring the political-economic struggles both occasioning and occasioned by their constitution as such. In doing so, it both models and reflects on what a possible historiography of technology "after social constructionism" might look like. More specifically, it attempts to account for the behind-the-scenes or "back office" processes through which commodification takes place in the (...) sphere of book distribution, and it does so by focusing principally on communication and information technologies such as the international standard book number (ISBN) and machine readable bar codes. This history, overall, complements the more hopeful narratives of mass culture's democratizing potential, by telling a story about how increased opportunities for middle class social advancement depend on intensified - and intensely technological - work processes for those employed in the sphere of commodity distribution. This essay demonstrates, moreover, how dominant metaphors and frameworks that have guided Social Construction of Technology (SCOT) research (e.g., "actor-networks," "seamless webs," and so forth) must be amended to account better for power, contradiction, and antagonism within the history of technology. We present an axiomatization of a problem in commonsense reasoning, characterizing the proper procedure for cracking an egg and transferring its contents to a bowl. The axiomatization is mid-sized, larger than toy problems such as the Yale Shooting Problem or the Suitcase Problem, but much smaller than the comprehensive axiomatizations associated with CYC and HPKB. This size of axiomatization permits the development of non-trivial, reusable core theories of commonsense reasoning, acts as a testbed for existing theories of commonsense reasoning, and (...) encourages the discovery of new problems in commonsense reasoning.We present portions of core theories of containment, falling, and pouring, integrated into Shanahan's circumscriptive event calculus, and show how these can serve as the basis of an axiomatization that partly characterizes egg cracking. We discuss several commonsense reasoning problems encountered during this research, such as the Initial Specification Problem (a relative of the frame problem that occurs in theories in which fluents can trigger actions), and the Unobtainable State Problem (the problem of determining whether or not a theorem stating that one cannot get from one state to another is meaningful).
