The years that followed the fall of the Berlin wall and various authoritarian regimes in different regions of the world, witnessed the growth of a wide literature on democratization, which was influenced more and more by the paradigm of transition and the “consolidation” of democracy. Since then, evaluations as well as perspectives through which were seen various regimes (the new democracies “with problems”) are developed mainly through the theoretical lens of consolidation paradigm, according to which full democratic (...) class='Hi'>consolidation was the endpoint of regime transitions. But it has become clear today that in many countries, in which more than three decades have passed since the fall of authoritarian regimes, the issue of “completion” of democracy in their social and political context is still far from being a happy reality. The purpose of this paper is to criticize both in the theoretical and the empirical level, the concept of “consolidation of democracy”, seeing it as a non-valid concept for the study of democratization. This paper will argue that essentially the concept of consolidation is teleological and problematic in the sense that democracy is seen not as a process but an endpoint product. (shrink)

In science and everyday life, we often infer that something is true because it would explain some set of facts better than any other hypothesis we can think of. But what if we have reason to believe that there is a better way to explain these facts that we just haven't thought of? Wouldn't that undermine our warrant for believing the best available explanation? Many philosophers have assumed that we can solve such underconsideration problems by stipulating that a hypothesis should (...) not only be 'the best' explanation available; rather, it should also be 'good enough'. Unfortunately, however, the only current suggestion for what it might mean to say that an explanation is 'good enough' is, well, not good enough. This paper aims to provide a better account of what is required for an explanatory hypothesis to be considered 'good enough'. In brief, the account holds that a `good enough' hypothesis is one that has gone through a process that I call explanatory consolidation, in which accumulating evidence and failed attempts to formulate better alternatives gradually make it more plausible that the explanation we currently have is better than any other that could be formulated. This article investigates several consequences of a recent trend in philosophy of mind to shift the relata of realization from mental state–physical state to function‐mechanism. It is shown, by applying both frameworks to the neuroscientific case study of memory consolidation, that, although this shift can be used to avoid the immediate antireductionist consequences of the traditional argument from multiple realizability, what is gained is a far more modest form of reductionism than recent philosophical accounts have intimated and neuroscientists themselves (...) have claimed. Using an observational sample of players of a simple online game, we are able to trace the development of skill in that game. Information on playing time, and player location, allows us to estimate time of day during which practice took place. We compare those whose breaks in practice probably contained a night's sleep and those whose breaks in practice probably did not contain a night's sleep. Our analysis confirms experimental evidence showing a benefit of spacing for skill learning, but (...) it fails to find any additional benefit of sleeping during a break from practice. We discuss reasons why the well-established phenomenon of sleep consolidation might not manifest in an observational study of skill development. We put the spacing effect into the context of the other known influences on skill learning: improvement with practice, and individual differences in initial performance. Analysis of performance data from games allows experimental results to be demonstrated outside of the lab and for experimental phenomenon to be put in the context of the performance of the whole task. We argue that by neglecting the fact that procedural memory may also have episodic qualities, and by considering only a systems approach to memory, Walker's account of consolidation of learning during subsequent sleep ignores alternative accounts of how sleep stages may be interdependent. We also question the proposition that sleep-based consolidation largely bypasses hippocampal structures.

This chapter draws on empirical research, which includes rich data from interviews with members of a policy development committee to identify the underpinning value positions that drove the Moser Report, one of the major policy initiatives in the field of adult literacy in the past decade. Moving from the central Skills for Life policy to previous and subsequent policies, we argue that this period saw the consolidation of the influence of the instrumental/human capital value position in adult literacy. Literacy (...) is thus expressed, for example, as ‘functional’ skills and driven by the premise of a ‘knowledge economy’. Within this philosophical stance one of the most significant duties given to education is to provide a flexible, adaptable and skilled workforce to make countries competitive in the globalised economy. It focuses on education for work positions and education as a commodity and pays no regard to issues of economic, political and social equality. (shrink)

Since the end of the Cold War, the scope and study of diplomacy has expanded. In the modern diplomatic environment, novel terms such as pipeline diplomacy, coercive diplomacy, diplomacy by sanction and citizen diplomacy are common, alongside the more traditional view of diplomacy as state-to-state activity, monopolized by professional, official diplomats. With such a broad range of views, the scholar can become confused as to what actually constitutes modern diplomacy? In this article, it is argued that the disparity of views (...) in the diplomacy studies field must be classified and consolidated before the enhanced role of diplomacy in the twenty-first century can be better understood. In European research and innovation policy, Responsible Research and Innovation (RRI) and Open Science (OS) encompass two co-existing sets of ambitions concerning systemic change in the practice of research and innovation. This paper is an exploratory attempt to uncover synergies and differences between RRI and OS, by interrogating what motivates their respective transformative agendas. We offer two storylines that account for the specific contexts and dynamics from which RRI and OS have emerged, which in turn offer entrance points to further (...) unpacking what ‘opening up’ to society means with respect to the transformative change agendas that are implicit in the two agendas. We compare differences regarding the ‘how’ of opening up in light of the ‘why’ to explore common areas of emphasis in both OS and RRI. We argue that while both agendas align with mission-oriented narratives around grand societal challenges, OS tends to emphasize efficiency and technical optimisation over RRI’s emphasis on normative concerns and democracy deficits, and that the two agendas thus contrast in their relative legitimate emphasis on doable outcomes versus desirable outcomes. In our conclusion, we reflect on the future outlook for RRI and OS’ co-existence and uptake, and on what their respective ambitions for transformation might mean for science-society scholars and scholarship. Does sleep restore brain function or does it consolidate memory? I argue that memory consolidation during sleep is an offshoot of restitution. Continual learning causes local synapse-specific neural fatigue, which then masks expression of that learning, especially on time-limited tests of procedural skills. Sleep serves to restore the fatigued synapses, revealing the consolidation-based enhancement observed as a “latent” overnight improvement in learning.

The Walker model raises a number of questions, particularly about the nature of the sleep states involved in consolidation enhancement. While REM sleep, Stage 2 sleep, and Stage 3/4 sleep have been implicated in procedural learning, we still do not understand which types of learning are involved with specific sleep states. Several possible ideas for future research are suggested.

In this article, we will discuss and identify infidelity. We will take a closer look at some theories and research. This article will also describe concepts of sexuality, monogamy, and partner relationships. In the first paragraph, we will take a closer look at infidelity in general and we will mention the most common reasons for infidelity. The next paragraph deals with differences between men and women in response to infidelity. Based on this, we will define two types of infidelity- sexual (...) and emotional infidelity. In the last paragraph, we will describe the most commonly known predictors of infidelity. Knowing and understanding the reasons, factors, differences and predictors of infidelity can help people in critical situations and this article can be a useful source of information for partners in their future relationships. This paper argues that the biochemistry of memory consolidation provides valuable model systems for exploring the multiple realization of psychological states.

Is consolidation needed to account for retroactive interference in free recall? Interfering mental activity during the retention interval of a memory task impairs performance, in particular if the interference occurs in temporal proximity to the encoding of the to-be-remembered information. There are at least two rival theoretical accounts of this temporal gradient of retroactive interference. The cognitive neuroscience literature has suggested neural consolidation is a pivotal factor determining item recall. According to this account, interfering activity interrupts consolidation (...) processes that would otherwise stabilize the memory representations of TBR items post-encoding. Temporal distinctiveness theory, by contrast, proposes that the retrievability of items depends on their isolation in psychological time. According to this theory, information processed after the encoding of TBR material will reduce the temporal distinctiveness of the TBR information. To test between these accounts, implementations of consolidation were added to the SIMPLE model of memory and learning. We report data from two experiments utilizing a two-list free recall paradigm. Modeling results imply that SIMPLE was able to model the data and did not benefit from the addition of consolidation. It is concluded that the temporal gradient of retroactive interference cannot be taken as evidence for memory consolidation. (shrink)

In this article, we attempt to describe how ordinary people in Japan, South Korea, and Taiwan view democracy and its authoritarian alternatives and how they experience institutional practices of their democracies to determine the extent of cultural and institutional democratization. The analysis of the 2006 AsiaBarometer Survey data shows that although the citizens of East Asian democracies unequivocally reject military authoritarian rule, they are ambivalent toward civilian authoritarian rule, and are not yet fully committed to democracy. The analysis also shows (...) that they are not satisfied with the provision of civil rights and institutions of horizontal accountability, but remain highly satisfied with voting rights, which suggests that East Asian democracies are not adequately liberal, though unmistakably electoral, in the eyes of ordinary people. On the basis of this finding, we conclude that East Asian democracies fail to achieve a high-level equilibrium between the popular demand for democracy and the institutional supply of democracy. We present evidence disputing the hypothesis that memories are processed or consolidated in REM sleep. A review of REM deprivation (REMD) studies in animals shows these reports to be about equally divided in showing that REMD does, or does not, disrupt learning/memory. The studies supporting a relationship between REM sleep and memory have been strongly criticized for the confounding effects of very stressful REM deprivation techniques. The three major classes of antidepressant drugs, monoamine oxidase inhibitors (MAOIs), tricyclic antidepressants (TCAs), and (...) selective serotonin reuptake inhibitors (SSRIs), profoundly suppress REM sleep. The MAOIs virtually abolish REM sleep, and the TCAs and SSRIs have been shown to produce immediate (40–85%) and sustained (30–50%) reductions in REM sleep. Despite marked suppression of REM sleep, these classes of antidepressants on the whole do not disrupt learning/memory. There have been a few reports of patients who have survived bilateral lesions of the pons with few lingering complications. Although these lesions essentially abolished REM sleep, the patients reportedly led normal lives. Recent functional imaging studies in humans have revealed patterns of brain activity in REM sleep that are consistent with dream processes but not with memory consolidation. We propose that the primary function of REM sleep is to provide periodic endogenous stimulation to the brain which serves to maintain requisite levels of central nervous system (CNS) activity throughout sleep. REM is the mechanism used by the brain to promote recovery from sleep. We believe that the cumulative evidence indicates that REM sleep serves no role in the processing or consolidation of memory. Research on evaluative conditioning (EC) shows that attitudes can emerge from co-occurrences of stimuli, and accumulating evidence suggests that EC usually depends on memory for these stimulus contingencies. Therefore, processes known to aid memory retention may be relevant for the development of stable attitudes. One such process may be memory consolidation, assumed to be promoted by waking rest and sleep. In two pre-registered experiments, we investigated whether waking rest (vs. cognitive activity, Experiment 1) and sleep (vs. wakefulness, Experiment 2) (...) in between conditioning and measurement of EC, consolidate contingency memory and EC. Contrary to our predictions, waking rest (vs. cognitive activity) promoted neither contingency memory nor EC effects. Sleep (vs. wakefulness) decreased forgetting of contingency memory but crucially, it did not attenuate the impact of counterconditioning on contingency memory. Sleep also did not influence EC effects, nor the reduction of EC by counterconditioning. EC effects in both experiments were predicted by contingency memory. Yet, unexpectedly, EC effects occurred in the absence of contingency memory after waking rest, but neither after sleep nor in the active control conditions. Our findings emphasise a role of contingency memory in EC, but it remains unclear whether this role changes during waking rest. (shrink)

Clinical and experimental evidence suggests that hippocampal damage causes more severe disruption of episodic memories if those memories were encoded in the recent rather than the more distant past. This decrease in sensitivity to damage over time might reflect the formation of multiple traces within the hippocampus itself, or the formation of additional associative links in entorhinal and association cortices. Physiological evidence also supports a two-stage model of the encoding process in which the initial encoding occurs during active waking and (...) deeper consolidation occurs via the formation of additional memory traces during quiet waking or slow-wave sleep. In this article I will describe the changes in cholinergic tone within the hippocampus in different stages of the sleep-wake cycle and will propose that these changes modulate different stages of memory formation. In particular, I will suggest that the high levels of acetylcholine that are present during active waking might set the appropriate dynamics for encoding new information in the hippocampus, by partially suppressing excitatory feedback connections and so facilitating encoding without interference from previously stored information. By contrast, the lower levels of acetylcholine that are present during quiet waking and slow-wave sleep might release this suppression and thereby allow a stronger spread of activity within the hippocampus itself and from the hippocampus to the entorhinal cortex, thus facilitating the process of consolidation of separate memory traces. In the course of a project on European policy on media and alcohol, a series of structured deliberative discussion sessions with young people (aged 13–25 years) in Sweden were arranged, where young people could communicate and exchange ideas about risks and policy issues connected to alcohol consumption and drinking, as presented in fictional media. The objective was to understand how risks and knowledge about alcohol consumption is acquired by young people and ‘uploaded’ to peers. The discussion sessions applied adapted variants (...) of the Youth Jury approach developed to facilitate the communication of ideas for guidelines and policies stemming from young people’s own perceptions about alcohol and media consumption. When ordinary ‘matters of fact’ information about drinking and alcohol fail to engage young people of today (even if it is understood), using humor, horror and shock seems a justified way in Sweden to get the desired reaction. Many of the jury participants themselves thought so. Social network has become an important way of communication also for temperance nongovernmental organizations and public initiatives, in particular with regard to nudging through emotional engagement and attempting to inspire further ‘peer-to-peer’ communication of this type, as young people ‘click-to-connect’. In this Hypothesis and Theory paper, we consider the problem of learning deeply structured knowledge representations in the absence of predefined ontologies, and in the context of long-term learning. In particular, we consider this process as a sequence of re-representation steps, of various kinds. The Information Dynamics of Thinking theory (IDyOT) admits such learning, and provides a hypothetical mechanism for the human-like construction of hierarchical memory, with the provision of symbols constructed by the system that embodies the theory. The combination (...) of long-term learning and meaning construction in terms of symbols grounded in perceptual experience entails that the system, like a human, be capable of memory consolidation, to manage the complex and inconsistent structures that can result from learning of information that becomes more complete over time. Such consolidation changes memory structures, and thus changes their meaning. Therefore, memory consolidation entails re-representation, while re-representation entails changes of meaning. Ultimately, the theory proposes that the processes of learning and consolidation should be considered as repeated re-representation of what is learned. (shrink)

The Republic of Korea (Korea hereinafter) has been widely regarded as one of the most vigorous and analytically interesting third-wave democracies (Diamond and Shin, 2000: 1). During the first decade of democratic rule, Korea has successfully carried out a large number of electoral and other reforms to transform the institutions and procedures of military-authoritarian rule into those of a representative democracy. Unlike many of its counterparts in Latin America and elsewhere, Korea has fully restored civilian rule by extricating the military (...) from power. As is the case in established democracies of North America and Western Europe, free and competitive elections have been regularly held at all the different levels of the government. In the most recent presidential election, held in December 1997, Korea also established itself as a mature electoral democracy by elevating an opposition party to political power. In Korea today, there is general agreement that electoral politics has become the only possible political game in town. (shrink)

In the wake of the financial crisis, many developed countries have embarked upon ambitious fiscal consolidation programs. While the success of austerity programs is still unclear, it is also an open question what success would mean for activist government in the long run. This study rejects the progressive belief that successful fiscal consolidation will strengthen fiscal capacity, arguing that consolidations transform the political context in which fiscal policy is made. By analyzing public expenditure in six countries with sustained (...) budget surpluses, we show that surpluses were mostly achieved through expenditure cuts but predominantly used for tax cuts. While fiscal crises abated, their collateral damage to public expenditure remained. This result is further elaborated by a case study of the Swedish budget surplus. We conclude that consolidations can create a new fiscal regime and thus have long-term consequences for the fiscal capacity of the state. (shrink)

This study examined the effect of an interference task on the consolidation of duration in long-term memory. In a temporal generalization task, the participants performed a learning phase with a reference duration that either was, or was not, followed 30 minutes later by a 15-min interference task. They were then given a memory test, 24h later. Using different participant groups, several reference durations were examined, from several hundred milliseconds (600ms) to several seconds (2.5, 4 and 8s). The results showed (...) that the scalar timing property (i.e. precision proportional to judged duration) was preserved despite the interference task given during the memory consolidation process. However, the interference task increased the variability of time judgment and tended to produce a lengthening effect in all reference duration conditions. The modeling of individual data with parameters derived from scalar expectancy theory suggests that disrupting the memory consolidation of learned reference durations introduces noise in their representation in memory, with time being specifically distorted towards a lengthened duration. This essay concerns the causation involved in divine sustenance—the “pressure of the will of God” that continually upholds things in existence and supplies them with their properties and powers. My aim is to consolidate the theological doctrine of sustenance and a metaphysical theory of properties. Towards that end, I develop and motivate two consolidatory proposals, which together secure a more parsimonious theistic ontology and integrate the doctrine of sustenance and a theory of properties in a mutually enhancing way. For almost two decades, the survival prospects and authenticity of new democracies has been assessed through the democratic consolidation paradigm which seeks to assess whether democracies are 'consolidated'. But an examination of the paradigm shows that it is vague, teleological and ethnocentric and measures new democracies against an idealised understanding of Northern liberal democracies rather than offering a plausible means of assessing longevity or democratic progress. Its inadequacy is further demonstrated by applying it to the South African case. The (...) article thus argues for a new approach which rejects the consolidation paradigm's assumption that some democracies are a 'finished product' and acknowledges both that all democracies are incomplete and that each will show uneven progress, so that older democracies will lag behind newer ones in some areas of democratic quality while surpassing them in others. This article identifies how democracy and transparency in Thailand have been subverted since 2001. Specifically, it appraises the sentiments and trends that have been in place since 1993 to prevent a return to authoritarian government. Additionally, it also examines structures and policies that have thwarted democratic consolidation since 2000. The central hypothesis of the article is that there has been a structural weakening of democracy in Thailand under the Thai Rak Thai government since 2001.
