The Millennium Development Goal (MDG) 5 A states that the maternal mortality ratio has to be reduced to three-quarters between 1990 and 2015. The target for India is a maternal mortality ratio of 109/100,000 live births. The Janani Suraksha Yojna (JSY) (Maternal Protection Scheme) is a centrally sponsored conditional cash transfer scheme to promote institutional deliveries and thus ensure safe delivery and reduce maternal mortality. The JSY scheme and its various evaluations were reviewed. The Tannahill’s ethical framework was (...) applied to the JSY and analyzed. Evaluations have shown that the JSY has significantly increased institutional deliveries. The public health system is not fully geared up for delivering good quality maternal health services. Thus encouraging women to go to them violates the principle of doing good. There are several barriers for availing the scheme. Procuring the certificates to meet eligibility can be difficult. The women do not have power over the cash incentive. There are large inequities in access to the JSY scheme based on socioeconomic status, caste and education. The accountability mechanisms for the scheme are weak at the grassroots level. Without an overall improvement in health system and awareness among women, the JSY cannot be said to empower the women in a sustainable way. In order, that the increases in institutional deliveries due to JSY are more than just a Hawthorne effect, which is a change in behavior just due to the fact that the population is being closely observed and intervened, there is a need to bridge the ethical gaps in the program to make it an empowering, sustainable, accountable and just one. Anti-poverty policies and attitudes of distrust toward the needy share a long history. From the narratives of de Quevedo’s El Buscón, in which beggars are presented as able-bodied individuals making a concerted effort to take advantage of others, to the invasive physical tests and “workhouses” that were part of the English Poor Laws, the poor have long been regarded as deserving careful oversight. Although in increasingly subtle ways, this history continues as part of a popular set of policies in Latin (...) America called “Conditional Cash Transfers,” which make income support conditional on certain behavioral changes. This paper argues that this resumption in recent times is normatively problematic because it harms the beneficiaries’ self-esteem, leading to stereotypes and sociological errors that reproduce social hierarchies. Alternatively, the paper advances a comparative defense of Basic Income on the basis of its lesser-known affinity with non-discriminatory attitudes. (shrink)

Solving poverty is a laudable public policy goal. While there are many approaches, one that has gained popularity is the conditional cash transfer that requires recipients to satisfy conditions imposed on them such as requiring regular medical checkups. Another approach, which is gaining interest is unconditional cash transfers that do not impose conditions. The question we ask in this paper is: what do these past and current attempts tell us about the implications for gender? To answer (...) this question, we explore two programs using a gendered framework: Brazil's Bolsa Familia,which is a conditional cash transfer, and Manitoba's Mincome experiment, which was an unconditional cash transfer in Canada. We then consider how this information might be used by states, particularly as it relates to ending social marginalization. Broadly, this research contributes to academic discussions of public policy, income, gender and social vulnerability. (shrink)

Conditional cash transfers represent an innovation in social assistance policy by conditioning welfare benefits on recipients’ behaviors associated with human capital development. Although social assistance has expanded throughout the developing world in the 21st century, the political logic guiding CCT adoption differs sharply from that of unconditional cash transfers, and from the politics of social insurance development. Striking spatial and temporal correlations in their adoption also raise the specter of policy interdependence. A dynamic logit analysis (...) of social assistance reforms in developing nations from 1990 to 2011 reveals that although CCTs have been impelled by democratization in developing countries, the model is not embraced systematically by the left or the right of the political spectrum. Rather, CCTs are more likely to be adopted in contexts of divided government and where regional neighbors, and more democratic countries in the region, have previously adopted them. (shrink)

Since people can often successfully interpret utterances that flout or ignore conventions, Davidson concludes that shared conventions are neither necessary nor sufficient for linguistic interpretation. This conclusion is based on an overly narrow conception of what it is to know, and to share, a language. Rather than, as Davidson argues, simply interpreting the meaning the speaker intends their words to be interpreted as having (and their words’ truth conditions), successful interpretation requires interpreting the illocutionary act the speaker intends to be (...) interpreted as performing (and the act’s felicity conditions). This change in focus highlights the need for many types of shared conventions, beyond the conventional meanings of words that Davidson considers and dismisses as unnecessary. When any one convention is ignored or flouted, interpretation is possible because the apparently unconventional utterance nonetheless conforms to a host of other shared conventions. Despite the increase in global research on health inequalities, more needs to be done to strengthen efforts to inform local interventions. In this article, we ask what determines the local capacity to engage in research on health inequalities. A bibliometric analysis identified Spain as the 10th highest global contributor to this research field (1966–2015), yet a significant proportion of this production was affiliated to just a few institutions in Barcelona. How and why has the city produced so much health inequalities (...) research over four decades? A realist explanatory case study was conducted to test and refine six causal mechanisms, and identify the contextual conditions that might have activated them to generate this outcome. Data was triangulated from 10 semi-structured interviews, and scientific and grey literature. Our findings confirmed that several of our proposed mechanisms - functioning under certain conditions over time - explain the large volume of health inequalities research in Barcelona. Based on these findings, key lessons from the city's experience are suggested. Further research is needed on this topic. (shrink)

There has always been a tension between a critique of ‘real existing conditions’ and meta-theoretical paradigms through which the tasks of critique can both be anchored and images of humankind explored.

Interest in universal basic income has risen recently as an alternative to existing exchequer-sourced social security methods, such as conditional cash transfers. This article presents a survey of multiple experiments investigating the impact of basic income cash transfers on recipients while presenting a meta-analysis of the results across nine categories. Many findings indicate successful outcomes across financial security, health, and educational dimensions. Children were amongst the strongest beneficiaries of the trials and observed a 4.5 % (...) reduction in obesity, a 19.5 % increase in their normal weight-for-age, a 30 % increase in female secondary school attendance, and an increase in the educational attainment of one year in response to the cash transfers. Universal Basic Income is a periodic cash payment to all residents in a jurisdiction, without obligation. Universalism and unconditionality distinguish UBI from other redistributive policies that require means testing and certain behaviors to gain and maintain eligibility. Despite an increased interest in UBI, it is poorly understood how these two critical features – universalism and unconditionality – influence public attitudes toward UBI. This paper explores results of the eighth round of the European Social Survey and finds that people who (...) support unconditionality are more likely to support UBI, as expected. But support for UBI is also significantly associated with a desire to help the poor rather than provide universal cash transfers to all individuals. (shrink)

Violence against women is understood as a public health issue that has long-term health consequences for women. Economic inequality and women’s economic dependence on men make women vulnerable to violence. One approach to addressing poverty is through basic income, a cash transfer for all individuals which is not dependent on their employment status. This paper examines the relationship between basic income and violence against women by surveying different forms of cash transfer programs and their association with intimate partner (...) violence, sexual exploitation, and systemic violence. Previous reviews report that cash transfers can be associated with decreased intimate partner violence. This review goes beyond existing systematic reviews by including intimate partner violence, sexual exploitation, and systemic violence for a broader understanding of how cash transfers relate to violence against women. Search databases include EBSCOhost search with Medline, Social Science Abstracts, APA PsychINFO, Social Work Abstracts. Search terms were “basic income” or “cash transfer” and “women” and “violence” or “homicide” or “sexual risk.” Other terms searched were “indigenous” or “colonial” or “systemic”. This search included articles reporting on cash transfers as the exposure and an indicator of violence against women as the outcome. Articles were excluded if it did not fit these criteria and were not written in English. This search yielded 28 articles that described intimate partner violence (emotional, physical, or sexual), 15 articles that described sexual exploitation, and no articles describing systemic violence against women. We used other supplemental articles that did not meet the inclusion criteria to pinpoint gaps in literature on systemic violence. These papers were analyzed through a feminist lens, an intersectional approach in addition to other theories. This search resulted in 43 articles. Consistent with other reviews on this subject matter, many recipients of cash transfers reported feeling empowered by it. A large proportion of articles found that cash transfers have a decreased association with physical forms of IPV overall, however some articles report decreased, increased, or unchanged outcomes for emotional IPV, such as aggression, controlling behaviours, or threats. Cash transfers may also be associated with reduced sexual exploitation as nine out of 11 studies reported that participants reduced their number of sex trade interactions due to having their financial needs met and studies also reported their perceived increased autonomy in sexual decision-making. This article outlines the gaps in literature, including the examination of cash transfers and systemic violence that can guide future research to best understand how cash transfer impact violence against women. Welfare conditionality (WC) is a crucial ingredient of social policies around the world. Welfare conditionality demands that recipients meet specific behavioral goals to either access the benefit for the first time or retain the benefit's ongoing advantages. This article argues that any justification of WC must seriously consider procedural protections (PPs) and how they shape the policy's outcome. Procedural protections are institutional principles and mechanisms that guarantee fairness in the administrative decision-making process. This essay normatively evaluates appeal procedures—a key component (...) of PPs—in the context of conditional cash transfer programs (CCTs) implemented during the last two decades in Latin America. It explains why CCTs often fail to provide their recipients with adequate appeal procedures to protect them against administrative errors and poor decision making. These plans can be unfair redistributive programs not because of the type of conditionalities they promote but, rather, due to the limited PPs they provide. (shrink)

Drawing from both theoretical and empirical research, the literature on basic income (BI) is now voluminous, pronouncing both its merits and its limitations. Burgeoning research documents the impacts of un/conditional cash transfers and negative income tax programs, with many studies highlighting the effectiveness of these programs in reducing poverty, and improving a host of social, economic and health outcomes. We consider possible avenues for BI architecture to be adopted within Canada’s existing constellation of income security programs, to (...) the benefit of disadvantaged groups in society. Identifying key federal and provincial (i.e., Ontario) transfer and tax benefit programs, we highlight which programs might best be maintained or converted to a BI. While opponents decry the (alleged) exorbitant costs of BI schemes, we suggest that the existing approach not only produces an ineffective system—which actually engenders poverty and the health and social problems that accompany it—but an excessively costly one. In this paper I seek to critically examine UCT’s and CCT’s and consider how a Levinasian ethics might offer normative guidelines to evaluate such aid programmes. Such an analysis will serve to both critique and supplement the traditional utilitarian analyses of such programmes. In so doing, this paper also hopes to contribute to the business ethics literature in which a Levinasian ethics may be brought to bear on real world problems. I proceed by enlisting Jordaan who argues that a Levinasian (...) ethical politics can be instantiated in institutional designs by allowing a more complex representation of the other’s alterity. Two UCT programmes are interrogated in light of this finding – the first, a UCT programme in a community in Vietnam; the second, a joint CCT/UCT programme targeting adolescent girls in Malawi, designed to test the efficacy of conditionality to achieve certain. Resumen: Este artículo analiza la fundamentación normativa de un tipo de políticas de alivio contra la pobreza comunes durante los últimos años en Latinoamérica, a saber, las transferencias monetarias condicionadas. Se mostrará que la justificación típica de las transferencias monetarias condicionadas es ilegítima en una comunidad política democrática. A través de la indagación de las razones por las que la carga de la prueba se coloca del lado de las transferencias incondicionadas, se mostrará que se apela a una noción controvertida (...) de responsabilidad individual que cristaliza relaciones desiguales y que se basa en un diagnóstico empírico cuestionable.: This paper analyzes the normative foundations of conditional cash transfers, a kind of poverty relief policy which has been massively implemented during recent years in Latin America. I intend to show that the conditional cash transfer’s typical justification is illegitimate for a democratic political community. After reviewing the reasons why the burden of proof falls on unconditional transfers, I argue that the typical justification appeals to a controversial conception of individual responsibility that crystallizes unequal interpersonal relations and is based on a shaky empirical diagnosis. Latin American social protection systems show that the fundamental ambivalence of modernity is captured by the twin notion of liberty and discipline in the context of a plurality of modes of socio-political organization. According to this understanding, this article analyses the potential of the so-called Conditional Cash Transfer programmes, which are widespread in the region, to strength or reduce personal autonomy. These programmes are promoted by claiming their virtues to reduce poverty and impose good behaviour on poor people (...) in order to improve the ‘human capital’ of future generations. However, numerous elements challenge these alleged virtues: arbitrary selection of beneficiaries, interference in people’s lives, stigmatization of recipients, inability to achieve universal coverage and act in a preventive manner with regards to urgent needs, the creation of poverty traps and informal working, etc. Taking these elements into account, this article explains how these programmes do not improve people’s autonomy and political independence. Consistent and well-designed frameworks for ethical oversight enable socially valuable research while forestalling harmful or poorly designed studies. I suggest some alterations that might strengthen the valuable checklist Rattani & Hyder propose for the ethical review of health policy and systems research (HPSR), or prompt future work in the area.

Egalitarian liberal political philosophers have been at pains to show that there is a nonnegligible “place” for liberty within the framework of an egalitarian theory of justice. Thus, many have insisted that, when redistribution is required in order to achieve greater equality, assets should be transferred in the most abstract form possible, ideally through a system of cash transfers. In this article we argue that this strategy has the potential to generate significant violations of neutrality. The problem arises (...) from the fact that individuals with certain rates of time preference often want to use social institutions as self-binding mechanisms and as a result may exhibit a preference for in-kind benefits or other institutional arrangements that are frequently misclassified as paternalistic. We argue that egalitarians who rely on cash transfers as a way of accommodating the demands of liberty do so at the expense of neutrality. (shrink)

We consider future cash flows that are contingent both on dates in time and on uncertain states. The decision maker (DM) values the cash flows according to its decision criterion: Here, the payoffs’ expectation with respect to a capacity measure. The subjective measure grasps the DM’s behaviour in front of the future, in the spirit of de Finetti’s (1930) and of Yaari’s (1987) Dual Theory in the case of risk. Decomposition of the criterion into two criteria that represent (...) the DM’s preferences on uncertain payoffs and time contingent payoffs are derived from Ghirardato’s (1997) results. Conditional Choquet integrals are defined by dynamic consistency (DC) requirements and conditional capacities are derived, under some conditions on information. In contrast with other models referring to DC, ours does not collapse into a linear one because it violates a weak version of consequentialism. (shrink)

Changing and often class-dependent non-stationarities of signals are a big challenge in the transfer of common findings in cognitive workload estimation using Electroencephalography (EEG) from laboratory experiments to realistic scenarios or other experiments. Additionally, it often remains an open question whether actual cognitive workload reflected by brain signals was the main contribution to the estimation or discriminative and class-dependent muscle and eye activity, which can be secondary effects of changing workload levels. Within this study, we investigated a novel approach to (...) spatial filtering based on beamforming adapted to changing settings. We compare it to no spatial filtering and Common Spatial Patterns (CSP). We used a realistic maneuvering task, as well as an auditoryn-backsecondary task on a tugboat simulator as two different conditions to induce workload changes on professional tugboat captains. Apart from the typical within condition classification, we investigated the ability of the different classification methods to transfer between then-backcondition and the maneuvering task. The results show a clear advantage of the proposed approach over the others in the challenging transfer setting. While no filtering leads to lowest within-condition normalized classification loss on average in two scenarios (22 and 10%), our approach using adaptive beamforming (30 and 18%) performs comparably to CSP (33 and 15%). Importantly, in the transfer from one to another setting, no filtering and CSP lead to performance around chance level (45 to 53%), while our approach in contrast is the only one capable of classifying in all other scenarios (34 and 35%) with a significant difference from chance level. The changing signal composition over the scenarios leads to a need to adapt the spatial filtering in order to be transferable. With our approach, the transfer is successful due to filtering being optimized for the extraction of neural components and additional investigation of their scalp patterns revealed mainly neural origin. Interesting findings are that rather the patterns slightly change between conditions. We conclude that the approaches with low normalized loss depend on eye and muscle activity which is successful for classification within conditions, but fail in the classifier transfer since eye and muscle contributions are highly condition-specific. Some spatio-temporal structures are easier to transfer implicitly in sequential learning. In this study, we investigated whether the consistent reversal of triads of learned components would support the implicit transfer of their temporal structure in visuomotor sequence learning. A triad comprised three sequential button presses ([1][2][3]) and seven consecutive triads comprised a sequence. Participants learned sequences by trial and error, until they could complete it 20 times without error. Then, they learned another sequence, in which each triad was reversed ([3][2][1]), (...) partially reversed ([2][1][3]), or switched so as not to overlap with the other conditions ([2][3][1] or [3][1][2]). Even when the participants did not notice the alternation rule, the consistent reversal of the temporal structure of each triad led to better implicit transfer; this was confirmed in a subsequent experiment. These results suggest that the implicit transfer of the temporal structure of a learned sequence can be influenced by both the structure and consistency of the change. (shrink)
