Replacing the value-free ideal (VFI) for science requires attention to the broader understanding of how science in society should function. In public spaces, science needed to project the VFI in norms for science advising, science education, and science communication. This resulted in the independent science advisor model and a focus on science literacy for science education and communication. The COVID-19 crisis has highlighted the considerable challenge of sourcing expertise and determining which experts to trust. Dissonant information fostered controversy in public discourse and encouraged an appeal to a wide range of social indicators of trustworthiness in order to decide whom to trust. We analyze public discourse on expertise by examining how social indicators inform the reputation of Dr. Didier Raoult, the French microbiologist who rose to international prominence as an early advocate for using hydroxychloroquine to treat COVID-19. To (...) comprehend how these indicators came to inform his reputation, we outline Dr. Raoult's rise to fame based on discourse about hydroxychloroquine. We then discuss why we trust in experts like scientist-practitioners. This is followed by an examination of how social indicators of trust like status, epistemic authority, influence and values have informed Dr. Raoult's reputation. We conclude with recommendations for how to improve the selection and evaluation social indicators of trust and reputations. Our aim here, instead of making a claim about the efficacy of hydroxychloroquine or Dr. Raoult's reputation per se, is to outline through this case study how social indicators of trust inform reputation and the challenge they present to evaluating expertise. I served as a medical student and resident in the 1960s. Science as a belief system had reached a pinnacle. Yet Not infrequently in those days, I found myself caring, with little available backup, for a hospital ward filled with sick and dying people. It was a lonely and often frightening responsibility. I began to encounter situations that were at odds with our collective certainty that science would provide the answers. Some of these memories I repressed for almost a decade. (...) Expert knowledge regularly informs personal and civic-decision making. To decide which experts to trust, lay publics —including policymakers and experts from other domains—use different epistemic and non-epistemic cues. Epistemic cues such as honesty, like when experts are forthcoming about conflicts of interest, are a popular way of understanding how people evaluate and decide which experts to trust. However, many other epistemic cues, like the evidence supporting information from experts, are inaccessible to lay publics. Therefore, lay publics simultaneously use second-order social (...) cues in their environment to inform decisions to trust. These second-order social cues, or ‘social indicators of trust’, prevent lay publics from having to trust blindly. Social indicators of trust therefore inform lay publics’ epistemic vigilance, or constant low level-monitoring of testimony from experts. This special issue examines the nature, acquisition and application of social indicators of trust for scientific experts and institutions. It also raises questions about the types of trust asked of lay publics and challenges traditional normative assumptions about the relationship between science and lay publics through study of attitudes, values, and experiences. The issue descriptively re-examines the structure of institutions, their role and methods for ferrying information, as well as how social indicators operate in times of crisis. In this collection of works, we bridge history, science, philosophy of science, science and technology studies, science communication and social epistemology, to broaden the discourse on trust in experts and more accurately reflect the imperfect yet indispensable endeavour that trusting is. Publics trust experts for personal and pro-social reasons. Scientists are among the experts publics trust most, and so, epistemic trust is routinely afforded to them. The call for epistemic trust to be more socially situated in order to account for the impact of science on society and public welfare is at the forefront of enhanced epistemic trust. I argue that the value-free ideal for science challenges establishing enhanced epistemic trust by preventing the inclusion of non-epistemic values throughout the evaluation of (...) evidence and communication of these values. By selectively silencing non-epistemic values, the ideal cannot take into account publics’ social and moral responses to inductive risk, which are instrumental for defining and determining public welfare. Furthermore, by emphasising epistemic values almost exclusively in science education and communication, the value-free ideal is presented to publics in such a way that it becomes a social indicator of trust. I show this through examination of the importance of values in decisions to trust, and conclude that values (and restrictions on them) can be used by lay publics to help decide which experts to trust. The recent proposal by the Independent Expert Panel of the Stop Ecocide initiative to include the crime of ecocide in the International Criminal Court's Rome Statute has raised expectations for preventing and remedying severe environmental harm through international prosecution. As alluring as this image is, we argue that ecocide prosecutions may be the most difficult, perhaps even impossible, in precisely the cases that the ICC would need to be concerned with; namely, the gravest global incidents of environmental harm, including those (...) associated with planetary climate change. We explore a series of questions about the panel's formulation of ecocide that resonate with longer debates around criminalizing environmental harm but take on new dimensions amid the Anthropocene and after twenty years of ICC trials. Ecocide must contend with the hard lessons learned concerning the ICC's limitations in realizing justice in a fraught international political context and also with fundamental challenges to knowledge and legitimacy arising from the uncertainty and dynamic socioenvironmental context of the Anthropocene. The proposed amendment, if adopted, risks ineffective prosecutions or even perverse outcomes for the environment itself. This risk, however, may characterize any effort to prosecute ecocide internationally in the Anthropocene unless the terms of international criminal law are fundamentally rethought. (shrink)

By Charles B.Jones. Honolulu: University of Hawaii Press, 1999. 233 pp. Charles Jones spent over three years living in Taiwan pursuing the research for this book and for journal articles about religion on the island. He is currently on the faculty of (...) the Department of Religion at the Catholic University of America. Jones primarily focuses on the history of Chinese Buddhism as an organized religion in Taiwan from the mid-1600s to the late 1980s. This is a much needed study as most literature on Chinese Buddhism is based on Mainland Chinese Buddhism. Only in the last decade has there been a shift to focus on Taiwan Buddhism as a separate entity rather than seeing it only as an extension of Mainland Chinese Buddhism.The book is nicely organized into three major historical eras. Part 1 is titled "The Ming and Qing Dynasty (1660-1895)." This section, only one chapter, mainly focuses on the arrival and early development of Buddhism in Taiwan. Part 2 is titled "The Japanese Colonial Period (1895-1945)." This section, two chapters, of course focuses on the advent of Japanese Buddhism on the island along with its impact on Taiwan's Buddhism. Part 3 is titled "From Retrocession to the Modern Period (1945-1990)." This is the largest section of the book, with four chapters. I found this section to be more detailed and interesting than the previous two sections. I will spend the remainder of this book review commenting on this last section.In part 3 of his book, Jones begins with a chapter on the retrocession (the period at the end of World War II when Japan was forced out of Taiwan) and the arrival of the Mainland Buddhist monks to Taiwan. This chapter shows the emergence of an organized Buddhism that started to develop under the oversight of the Buddhist Association of the Republic of China (BAROC), which had begun previous to World War II in Mainland China but relocated to Taiwan with the national government in 1949. Also of interest in this chapter is the discussion of the power struggles within Buddhism between a traditionalist faction led byYuanying, and a reformist faction led by Taixu. In the end, the struggle was resolved in favor of the traditionalists; this has led to Taiwan Buddhism tending to incline toward conservatism.Chapter five focuses entirely on the Buddhist Association of the Republic of China (BAROC). It is neatly organized into two major sections, "The early period, 1949-1960," and "The middle period, 1960-1986." In the early period section, Jones does a good job explaining the BAROC's organization, mission, and activities. Included as well is a small but fascinating discussion on "The vitality of the nun's order after 1952," in which Jones tries to answer the question of why nuns have increasingly come to predominate numerically over monks, a situation that exists only in Taiwan and Hong Kong.The second half of the chapter, "The middle period, 1960-1986," focuses on the leadership of the BAROC under Baisheng. From 1960, when Baisheng became president of BAROC, until his death in 1986, Baisheng remained a controlling presence in BAROC affairs, despite the fact that he did not hold the presidency continuously [End Page 133] during this period. Also in this section, Jones highlights the internationalism ofTaiwan Buddhism under the leadership of Baisheng, which was seen in the ordinations of foreign monks and in the involvement of BAROC in international Buddhism organizations. This chapter also covers the continual struggle to regain possession of Japanese-era temples.Chapter five ends with a section called "Criticisms of the BAROC." The largest criticism leveled against the BAROC was that it failed to become the unifying force for Taiwan Buddhism that it might have been, a problem related to its elitist attitude at the national level, where only a very small closed group of people had the actual decision... Concepts serve critical functions in science, through their descriptive powers and as the building-blocks of theory. When concepts are immature, therefore, science suffers. Consequently, concept development ought to be considered a fundamental scientific activity. Knowledge of different approaches to concept development, however, is relatively limited in the management discipline. The purpose of this article, therefore, is to provide a primer on concept development. It begins by establishing the link between concepts and science. It then describes and discusses the main approaches (...) to concept development. Finally, it provides an example of concept development from the marketing sub-discipline. (shrink)

Nevin & Grace's approach is an interesting and useful attempt to find ways to measure “core” effects of a history of exposure to reinforcement. The momentum analogy makes intuitive sense, and the evidence for its utility is increasing. Several questions remain, however, about how the analogy will fare in the case of concurrent rather than sequential activities, about the use of extinction as a method to test resistance to change, and about the generality of some of the effects.

According to Theodore Schick, Jr., Eugenie C. Scott’s endorsement of methodological naturalism---roughly, the view that science is limited by its methodology to be neutral vis-à-vis the supernatural---is misguided. He offers three arguments; I contend that none is successful.

Heyman's view that addiction can be viewed as a natural outcome predictable by melioration and the matching law is provocative. Remaining to be explained more fully, however, are exactly how his view is an improvement on other reinforcement-based accounts. Included in these elaborations should be an account of how different “bookkeeping schemes” are developed and controlled and what new approaches to treatment and prevention of drug addiction are indicated.

While the Value-Free Ideal (VFI) had many precursors, it became a solidified bulwark of normative claims about scientific reasoning and practice in the mid-twentieth century. Since then, it has played a central role in the philosophy of science, first as a basic presupposition of how science should work, then as a target for critique, and now as a target for replacement. In this paper, we will argue that a narrow focus on the VFI is misguided, because the VFI coalesced in (...) the midst of other important shifts in the relationship between science and society. In particular, the mid-twentieth century saw the acceptance of the “social contract for science,” a tacit agreement between scientists and government officials, and more broadly between science and society. It was built around three core concepts: a distinction between basic and applied science, a conception of scientific freedom that limited social responsibility for scientists, and a justification for public funding of basic science in the form of the linear model. Within the conceptual framework of the social contract for science, it is clearer both (1) why the VFI was adopted, (2) why it is difficult to replace the VFI within the old social contract, and (3) how we need to revise the social contract for science in order to replace the VFI. Recent attempts to revive counterinsurgency strategies for use in Afghanistan and Iraq have been marked by a determination to learn lessons from history. Using the case of the campaign against the Mau Mau insurgency in Kenya of 1952—60, this article considers the reasons for this engagement with the past and the issues that have emerged as a consequence. The article disputes the lessons from British colonial history that have been learned by military planners, most obviously the characterization of nonmilitary forms (...) of British counterinsurgency as nonviolent. Although it contests some of these supposed precedents for successful counterinsurgency in British military history, the article also identifies more generalizable elements of the Kenyan case. Particular emphasis is given to the effects on the nature of counterinsurgency, a reliance on locally recruited allies, and the decentralization of command. (shrink)

Glover's planning–control model accommodates a substantial number of findings from subjects who have motor deficits as a consequence of brain lesions. A number of consistently observed and robust findings are not, however, explained by Glover's theory; additionally, the claim that the IPL supports planning whereas the SPL supports control is not consistently supported in the literature.
