High percentages of submitted papers are rejected at editorial levels without offering a second chance to authors by sending their papers for further peer-reviews. In most cases, the rejections are typical quick answers without helpful argumentations related to the content of the rejected material. More surprisingly, some journals vaunt their high rejection rates as a “mark of prestige”!However, journals that reject high percentages of submitted papers have built their prominent positions based on a flawed measure, the impact factor, and (...) from a long and favorable historical context. Their shareholders may think that they are allowed to have a large margin of rejection rates without affecting their sponsorship or funding sources thanks to an extended anchorage since tens, or in some cases hundreds, of years compared to unknown or new journals that struggle to pave a way in the scientific publication world. Contemporary debates about scientific institutions and practice feature many proposed reforms. Most of these require increased efforts from scientists. But how do scientists’ incentives for effort interact? How can scientific institutions encourage scientists to invest effort in research? We explore these questions using a game-theoretic model of publication markets. We employ a base game between authors and reviewers, before assessing some of its tendencies by means of analysis and simulations. We compare how the effort expenditures of these groups interact in (...) our model under a variety of settings, such as double-blind and open review systems. We make a number of findings, including that open review can increase the effort of authors in a range of circumstances and that these effects can manifest in a policy-relevant period of time. However, we find that open review’s impact on authors’ efforts is sensitive to the strength of several other influences. (shrink)

Change blindness is the striking failure to see large changes that normally would be noticed easily. Over the past decade this phenomenon has greatly contributed to our understanding of attention, perception, and even consciousness. The surprising extent of change blindness explains its broad appeal, but its counterintuitive nature has also engendered confusions about the kinds of inferences that legitimately follow from it. Here we discuss the legitimate and the erroneous inferences that have been drawn, and offer a set of requirements (...) to help separate them. In doing so, we clarify the genuine contributions of change blindness research to our understanding of visual perception and awareness, and provide a glimpse of some ways in which change blindness might shape future research. Perhaps the most striking phenomenon of visual awareness is inattentional blindness (IB), in which a surprisingly salient event right in front of you may go completely unseen when unattended. Does IB reflect a failure of perception, or only of subsequent memory? Previous work has been unable to answer this question, due to a seemingly intractable dilemma: ruling out memory requires immediate perceptual reports, but soliciting such reports fuels an expectation that eliminates IB. Here we introduce a way of evoking repeated (...) IB in the same subjects and the same session: we show that observers fail to report seeing salient events’ not only when they have no expectation, but also when they have the wrong expectations about the events nature. This occurs when observers must immediately report seeing anything unexpected, even mid-event. Repeated IB thus demonstrates that IB is aptly named: it reflects a genuine deficit in moment-by-moment conscious perception, rather than a form of inattentional amnesia. (shrink)

PurposeIf an individual has been blind since birth due to a treatable eye condition, ocular treatment is urgent. Even a brief period of visual deprivation can alter the development of the visual system. The goal of our structured scoping review was to understand how we might better support children with delayed access to ocular treatment for blinding conditions.MethodWe searched MEDLINE, Embase and Global Health for peer-reviewed publications that described the impact of early and extended bilateral visual deprivation.ResultsOf 551 reports (...) independently screened by two authors, 42 studies met our inclusion criteria. Synthesizing extracted data revealed several trends. The data suggests persistent deficits in visual acuity, contrast sensitivity, global motion, and visual-motor integration, and suspected concerns for understanding complex objects and faces. There is evidence for resilience in color perception, understanding of simple shapes, discriminating between a face and non-face, and the perception of biological motion. There is currently insufficient data about specific habilitation strategies to update low vision services, but there are several insights to guide future research in this domain.ConclusionThis summary will help guide the research and services provision to help children learn to see after early and extended blindness. In the not-too-distant past, vision was often said to involve three levels of processing: a low level concerned with descriptions of the geometric and photometric properties of the image, a high level concerned with abstract knowledge of the physical and semantic properties of the world, and a middle level concerned with anything not handled by the other two. The negative definition of mid-level vision contained in this description reflected a rather large gap in our understanding of visual processing: How could (...) the here-and-now descriptions of the low levels combine with the enduring knowledge of the high levels to produce our perception of the surrounding world? A number of experimental and theoretical efforts have been made over the past few decades to solve this "mid-level crisis". One of the more recent of these is based on the phenomenon of change blindness—the difficulty in seeing a large change in a scene when the transients accompanying that change no longer convey information about its location (Rensink, O'Regan, & Clark, 1997; Rensink, 2000a). Phenomenologically, this effect is quite striking: the change typically is not seen for several seconds, after which it suddenly snaps into awareness. During the time the change remains "invisible", there is an apparent disconnection of the low-level descriptions (which respond to the change) from subjective visual experience (which does not). As such, this effect would seem to have the potential to help us understand how mid-level mechanisms might knit low- and high-level processes into a coherent representation of our surroundings. -/- It is argued here that this potential can indeed be realized, and that change blindness can teach us much about the nature of mid-level vision.3 A number of studies are first reviewed showing that the perception of a scene does not involve a steady buildup of detailed representation: rather, it is a dynamic process, with focused attention playing one of the main roles, viz., forming coherent object representations whenever needed. It is then argued that change blindness can also shed considerable light on the nature of focused attention itself, such as its speed, capacity, selectivity, and ability to bind together visual properties into coherent structures. This paper reviews the published empirical evidence concerning journal peer review consisting of 68 papers, all but three published since 1975. Peer review improves quality, but its use to screen papers has met with limited success. Current procedures to assure quality and fairness seem to discourage scientific advancement, especially important innovations, because findings that conflict with current beliefs are often judged to have defects. Editors can use procedures to encourage the publication of papers with innovative findings such as invited (...) papers, early-acceptance procedures, author nominations of reviewers, structured rating sheets, open peer review, results-blind review, and, in particular, electronic publication. Some journals are currently using these procedures. The basic principle behind the proposals is to change the decision from whether to publish a paper to how to publish it. (shrink)

PHILOSOPHERS MAY BE ARMED with valid and logically faultless arguments and yet remain entirely blind to meaningful possibilities whose philosophical significance is immense. Philosophical blindness may also concern physical or psychical phenomena as well as their meanings and significance. Some entirely valid arguments should be considered blind. Argumentatively and logically, such arguments are deemed faultless or good enough. Hence, in this respect, blind arguments should not be bad ones. Yet, they have greatly misled philosophers by shutting their (...) eyes to realize, understand, and see deeply into crucial philosophical matters. The question is, what makes philosophers blind despite their valid, logically faultless, or even overwhelming arguments? (shrink)

Classic theories of religious toleration from the 17th century regularly made exceptions for various categories of people such as Catholics and atheists who need not be tolerated. From a contemporary perspective these may be understood as blind spots because at least some of us would argue that these exceptions were not necessary. This essay explores the toleration theories of John Milton, Benedict de Spinoza, Denis Veiras, John Locke and Pierre Bayle in order to assess whether they actually called for (...) such exceptions and whether those exceptions were justifed or were in fact blind spots. This letter contains suggestions for editors and software providers to help avoid affiliation bias in the initial and concluding stages of the peer review process. Submission management systems have a responsibility to ensure protection against affiliation bias. This can be achieved by automatically withholding the author’s identity and affiliation information from all editors, including the Editor-in-Chief, until a decision about publication has been made. Journals relying on email-based submissions are in a more difficult situation. Not having external support in confirming (...) the submitting author’s identity, this dilemma can be resolved through the implementation of strict instructions and guidelines concerning manuscript submission and handling. In this case the “human factor” cannot be fully eliminated, while automated processes can only be changed intentionally and with a certain delay. Therefore, with the suggested steps, submission management systems could become a strong guard against unconscious bias while also making conscious bias more difficult to impact the peer review process.
