Since 1993, coalition governments have replaced the 38-year-long, one-party dominance of the Liberal Democratic Party (the LDP) in Japan. Except for one year, from 1993 to 1994, the LDP has remained a key party in successive governing coalitions, but the dynamics of party competition has been completely transformed since the period of the LDP's dominance. Although the LDP has survived to form a variety of coalitions ranging from a minority to an over-sized majority, since 1998 the Democratic Party of Japan (...) (DPJ) has continued to counter the LDP governments. The transformation of party systems in Japan accompanies the party switching of legislators and the mergers, breakups, extinctions, and formations of parties. In this regard, the Japanese case provides an interesting example to show how parties attempt to change the dynamics of policy competition by switching and reorganizing. Parties also attempt to shift their policy positions to attract public support and to gain a competitive edge in government formation. Using expert survey data about the policy positions of parties, this study explicates the dynamics involved in the reorganization of parties and the formation of governments. (shrink)

SummaryThis paper explores how nineteenth-century Liverpool became such an advanced city with regard to public timekeeping, and the wider impact of this on the standardisation of time. From the mid-1840s, local scientists and municipal bodies in the port city were engaged in improving the ways in which accurate time was communicated to ships and the general public. As a result, Liverpool was the first British city to witness the formation of a synchronised clock system, based on an invention by Robert (...) Jones. His method gained a considerable reputation in the scientific and engineering communities, which led to its subsequent replication at a number of astronomical observatories such as Greenwich and Edinburgh. As a further key example of developments in time-signalling techniques, this paper also focuses on the time ball established in Liverpool by the Electric Telegraph Company in collaboration with George Biddell Airy, the Astronomer Royal. This is a particularly significant development because, as the present paper illustrates, one of the most important technologies in measuring the accuracy of the Greenwich time signal took shape in the experimental operation of the time ball. The inventions and knowledge which emerged from the context of Liverpool were vital to the transformation of public timekeeping in Victorian Britain. (shrink)

In the context of the telegraphic distribution of Greenwich time, while the early experiments, the roles of successive Astronomers Royal in its expansion, and its impacts on the standardization of time in Victorian Britain have all been evaluated, the attempts of George Biddell Airy and his collaborators in constructing the Royal Observatory's time signals as the authoritative source of standard time have been underexplored within the existing historical literature. This paper focuses on the wide-ranging activities of Airy, his assistant astronomers, (...) telegraph engineers, clockmakers and others, which served to increase the reliability of the Royal Observatory's time service between the 1850s and 1870s. Airy and his collaborators aimed to mechanize and automate their telegraphic time distribution system in order to improve its accuracy and reliability. The accomplishment of such technological innovations was disseminated via public lectures, journal articles and correspondence with experts, secondary distributors of standard time and the general public. These communications were used to build public trust in the Greenwich time service. However, the unexplored archival material used in the present paper provides fresh insight into the unstable nature of the Greenwich time system, including its clear limits in terms of its scale of automation and degree of accuracy. According to the poetician Vāmana, a genitive ending can denote not only a direct relation but also an indirect relation. For example, in kamalasya kandaḥ ‘the bulb of the lotus flower’ the genitive ending Ṅas introduced after the word kamala denotes the indirect relation between the lotus flower and the bulb, the relation established through the intermediary of the lotus plant that has a direct relation with both of them. Is such a view acceptable to Pāṇinian grammarians? Careful scrutiny of (...) Patañjali’s discussions in the Mahābhāṣya concerning what the affix matUP signifies reveals that he does not accept that a genitive ending occurs to denote an indirect relation: he considers that Aṣṭādhyāyī 2.3.50: ṣaṣṭhī śeṣe, which provides for introducing a genitive ending, has for its domain a direct relation alone. For Vāmana, on the other hand, the poetic expression kamalasya kandaḥ and the like serve to testify to the fact that a genitive ending can be used to signify an indirect relation. What is important is that Aṣṭādhyāyī 2.3.50 as it stands does not exclude this. Just as Patañjali accepts a direct relation as the domain of Aṣṭādhyāyī 2.3.50 on the basis of the usage of model speakers, so does Vāmana accept an indirect relation as its further domain on the basis of the usage of great poets. Recorded in Nirukta 1.15–16, the controversy between Kautsa and Yāska on whether the Vedic mantras are meaningful or not represents a turning point in the traditional interpretation of the Veda. While references to this controversy are often found in literature, a systematic discussion of the whole episode has not to our knowledge been undertaken. This paper offers a detailed analysis of this controversy. We first review previous scholarship and elucidate the structure and rationale of the controversy. ABSTRACT Studies on development and fairness judgments in resource allocations have mainly addressed the distribution of reward. However, the distribution of responsibility also requires exploration in the context of research on development and distributive justice. For an integrated understanding of reward and responsibility distributions, we briefly reviewed the studies on children’s fairness judgments in reward and responsibility distributions. We then discussed the theoretical basis and methodological framework to further our understanding. After reviewing a study which considered both reward and responsibility (...) distributions in the same experiment, we also discussed the questions to be solved to understand children’s fairness judgments in both types of distributions. Individual developmental process of fairness judgments, (in)consistency of judgments in reward and responsibility distributions, and generous judgments in allocations were discussed by referring to theoretical discussions of culture and reciprocity. Here the relationship between Shinran and Eshinni, founding family of the largest Buddhist sect in Japan, serves as a methodological model for philosophical engagement. Though the Pure Land notion of “easy practice” (Jp. igyō 易行) may be seen as Zen’s less rigorous counterpart, Shinran’s turn toward “other-power” (tariki 他力) is driven by the same philosophical debates over practice and liberation that occupied contemporaries such as Dōgen. Shirley St. Edward's University The annual meeting of the Society for Buddhist-Christian Studies met in Denver, Colorado, on Friday and Saturday, November 16 and 17, 2001. This year's papers addressed the question of "dual belonging" from both Buddhist and Christian perspectives.On Friday afternoon, two papers were delivered, the first (...) paper by Catherine Cornille, who suggested three categories of dual belonging: syncretism, drawing elements from both traditions; belief that both traditions point to a higher reality, which may not be expressible in itself; and inculturation, incorporating local symbols and rituals into a tradition that is being transplanted from elsewhere. She then focused on the issue of inculturation.Inculturation, she argued, assumed an essence of a religion that had independent existence from cultural expressions. The people involved in the process of inculturation may not, in fact, believe that they are dual practitioners, but rather that they are simply expressing the essence of a tradition through new symbols. She understands this as belonging to a symbol from one religious tradition (e.g., Christ) while using the hermeneutical tools of another.The caveat that must be acknowledged in this process, according to Cornille, is that it is impossible to separate religious developments from their roots. For example, while there has been some talk of a "Christian Vedanta," the fact is Vedanta was developed in a particular context, and cannot be separated from its Vedic roots. At the same time, however, it must be admitted that religious traditions have, in fact, historically developed in such a manner. As Cornille points out, Greek expressions are not in themselves Christian, but have in fact helped to shape Christianity, as, for example, in the Nicene Creed.Ruben Habito, who focused more on his personal journey, delivered the second paper. In his late twenties, while still in Jesuit formation, he was sent to Japan and there was introduced to the practice of Zen. He spoke of his meditation on the mu koan, and his first experience of kensho, direct insight. He went on to further koan meditation from there.As he was preparing for ordination as a Jesuit priest, he began to wonder: How did [End Page 183] he still deal with Jesus, the Trinity, Incarnation, and the Paschal Mystery if he was committed to Zen practice? He found his answer in his Jesuit training: He was being called to continued metanoia, the continual movement from self to love. In Zen terms, he was undergoing a continuing process of transformation.In Buddhism, it is said that the myriad beings are one's true self. This is the meaning of the phrase "to be awakened by the myriad beings." In the Buddhist tradition, one of those myriad beings who assist in awakening is the bodhisattva Kanzeon, the Bodhisattva of Compassion. In the Christian tradition, this function is often associated with the Virgin Mary. The iconography of these two figures is often quite similar, to the point that early Jesuits took the figure of Kanzeon to be the Virgin Mary. During times of persecution, Japanese Christians would use a double-sided figure, with Kanzeon on one side and Mary on the other. This composite of Maria-Kannon has become, for Habito, a symbol of the potential of being nourished by the two traditions.The first response was from Jay McDaniel, who drew an analogy from biology. Some trees have two sets of roots, one a deep taproot and the other a secondary root system. Could this be an image for those drawing from two paths?McDaniel's response was based on his personal encounters with two traditions. He spoke of how reading Thomas Merton twenty-five years ago changed his life and helped him overcome a fundamentalist Christian background. He spoke of how Ruben Habito has helped him understand what it means to walk two paths.
