У першій частині статті аналізу піддано праці, створені в період хрущовської "відлиги", від початку вивчення теми наприкінці 1950-х рр. до скасування реформи. Показано, що їхнім ідейним підґрунтям є в основному доповідь М. Хрущова на лютневому 1957 р. пленумі ЦК КПРС, а в основі таких робіт немає критичного осмислення впроваджуваних механізмів і методів управління народним господарством.
