Democracy may well be the primary virtue of political systems. Yet European politics is marked by a democracy deficit that will not disappear spontaneously. While legal and political theory on this issue is dominated by supporters of civic institutionalism and constitutional republicanism, liberal nationalists seem to be split. They justify the civic nationhood of member states, but they shrink away from the idea of a European people. This essay claims that a quasi-national conception of European identity can be conducive to (...) the rise of a democratic political union of Europe. It discusses the mechanisms and rules for Europeanization of the sense of equal dignity and solidarity. The computer revolution can beusefully divided into three stages, two ofwhich have already occurred: the introductionstage and the permeation stage. We have onlyrecently entered the third and most importantstage – the power stage – in which many ofthe most serious social, political, legal, andethical questions involving informationtechnology will present themselves on a largescale. The present article discusses severalreasons to believe that future developments ininformation technology will make computerethics more vibrant and more important thanever. Computer ethics is here to stay!

Isaac Levi has long criticized causal decisiontheory on the grounds that it requiresdeliberating agents to make predictions abouttheir own actions. A rational agent cannot, heclaims, see herself as free to choose an actwhile simultaneously making a prediction abouther likelihood of performing it. Levi is wrongon both points. First, nothing in causaldecision theory forces agents to makepredictions about their own acts. Second,Levi's arguments for the ``deliberation crowdsout prediction thesis'' rely on a flawed modelof the measurement of belief. Moreover, theability of agents (...) to adopt beliefs about theirown acts during deliberation is essentialto any plausible account of human agency andfreedom. Though these beliefs play no part inthe rationalization of actions, they arerequired to account for the causalgenesis of behavior. To explain the causes ofactions we must recognize that (a) an agentcannot see herself as entirely free in thematter of A unless she believes herdecision to perform A will cause A,and (b) she cannot come to a deliberatedecision about A unless she adoptsbeliefs about her decisions. FollowingElizabeth Anscombe and David Velleman, I arguethat an agent's beliefs about her own decisionsare self-fulfilling, and that this can beused to explain away the seeming paradoxicalfeatures of act probabilities. This paper reconstructs what may have led the American professorof chemistry andnatural philosophy John William Draper to introduce a new kind ofradiation, whichhe dubbed `Tithonic rays''. After presenting his and earlierempirical findings onthe chemical action of light in Section 3, I analyze his pertinentpapers in Section 4with the aim of identifying the various types of argumentshe raised infavor of this new actinic entity (or more precisely, this newnatural kind of raybesides optical, thermal and perhaps also phosphorogenic rays).From a modernperspective, all (...) of these obviously belong within theelectromagnetic spectrum,but not so for many thinkers of the 19th century. I close withremarks about whyDraper''s interpretation was abandoned in the second half of the19th century (hehimself recanting only in 1872), and why I think such a naturalhistory ofargumentation (as one might call my approach in Section 4) may beuseful for acomparison-oriented history of science. Ben Mepham has proposed that a ``matrix'' beused in the analysis of ethical problems in foodproduction and elsewhere. In particular cases, thismatrix would ideally cross the most important moralprinciples involved, and the individuals and groupsaffected by the decisions. In the following, Mepham'smodel is assessed in the case of geneticallyengineered bovine growth hormone. My argument is thata more straightforwardly ``consequentialist'' analysiscan draw attention to the problems of using thehormone better than Mepham's original proposal. It ispossible, however, that some nuances will be (...) lost inthe process. I do not, therefore, argue for theoverall superiority of my suggestion – it is merelya slightly different, and perhaps sometimes a morepromising, way to analyze the ethical dimensions offood production and marketing. The aim of this paper is to outline a typologyof selection processes, and show that differentsub-categories have different explanatorypower. The basis of this typology of selectionprocesses is argued to be the difference ofreplication processes involved in them. Inorder to show this, I argue that: 1.Replication is necessary for selection and 2.Different types of replication lead todifferent types of selection. Finally, it isargued that this typology is philosophicallysignificant, since it contrasts cases ofselection (on the basis of the replicationprocesses involved in them) (...) whereby selectioncauses adaptation – and, therefore, can beused in explanations of the (real or apparent)teleology of Nature – and cases in whichselection lacks such explanatory power. Resumen: En este trabajo examino la concepción hegeliana del límite intentando clarificar sus principales características.Comienzo ubicando la filosofía hegeliana en el contexto filosófico más general del idealismo alemán, entendiendoeste movimiento como aquel comprometido en el proyecto de proporcionar una deducción trascendental de loabsoluto. Dado este contexto, procedo a examinar las críticas de Hegel a a la filosofía de Kant, principalmente en la“introducción a la Fenomenología del espíritu . El artículo concluye evaluando la adecuación de la elucidación deltratamiento hegeliano del problema (...) del límite mostrando como esta noción funciona en la interpretación del tratamiento hegeliano de la certeza sensorial en la fenomenología. -/- The problem of limit according to Hegel. In this paper I focus Hegelian conception of limit trying to clarify its main features. I begin locating Hegel’s philosophy in the broader philosophical context of German Idealism, understanding it as the intellectual movementconcerned with the project of providing a transcendental deduction of the Absolute. Having this as a background, Iexamine Hegelian critique of Kantian philosophy, mainly in the “Introduction” of Phenomenology of Spirit, and I conclude the paper testing the way I elucidated the problem of limit in this paper showing how this notion can beused to interpret the treatment of “sense certainty” in Hegel’s Phenomenology of Spirit. Cultural taboos and their sanctionshave helped to check abuse of the environmentat least among the local people. The disregardfor these traditional checks and balancesespecially among Christians has adverselyaffected their enforcement at this time. Theenvironment and culture preservation inAwka-South were investigated. The faithfulobservance of the traditional laws in the studyarea was attributed to the fact that Awka-Southarea had remained occupied by the same peoplefor centuries. The study showed that thepreserved forests and their shrines in Nibotown have largely remained intact. In Nisetown, (...) however, with nine shrines still inexistence, the rules have relaxed a little,mainly because they embraced modernization. Inthis town, the fringes of the forests may beused for farming but no felling of trees wouldbe allowed. The ``god'' of the shrine in Obunaguvillage was much revered until the advent ofChristianity. This religion has had an erodingeffect on the taboos, which were put in placeto protect their forests and streams. Theabandonment of traditional cultural practicesis doing harm that goes beyond the abrogationof traditional cultural practices to seriousthreat to natural environmental structures. Thecultures of the different tribes in Nigerianeed to be revisited for evaluation and studiesto enable their integration into modernpractices that will make the environment moresustainable. This will be more productive thanthe unilateral introduction of programs,execution, and maintenance methods that arecompletely new, or in many cases run contraryto the cultural practices of the local peopleand tribes of Nigeria.
