Many philosophers of music, especially within the analytic tradition, are essentialists with respect to musical experience. That is, they view their goal as that of isolating the essential set of features constitutive of the experience of music, qua music. Toward this end, they eliminate every element that would appear to be unnecessary for one to experience music as such. In doing so, they limit their analysis to the experience of a silent, motionless individual who listens with rapt attention to the (...) sounds produced by either musicians a on stage, a stereo, or a portable device. This approach is illustrated in recent work by Nick Zangwill. Drawing on essentialist assumptions, Zangwill concludes that properly musical experience is effectively disembodied and radically private. While this seems plausible when we consider the essentialists’ paradigm case, Zangwill’s conclusion seems odd once we consider the wide variety of ways that people experience music. One’s body and social situation seem ineluctably enmeshed within the experience of, e.g., hot jazz played in a nightclub, where listeners bob their heads and dance to the music, cheer on the musicians, and socialize with their fellow concertgoers. The question this paper aims to answer is: should we consider this and similar experiences of music properly “musical”? I maintain that we should. Far from the world of pure music that Zangwill and others relegate properly musical experience, I conclude that our musical experiences are fully enmeshed within the somatic, affective, and interpersonal dimensions of human life. Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. In the last two centuries, our world would have been a safer place if philosophers such as Rousseau, Marx, and Nietzsche had not given intellectual encouragement to the radical ideologies of Jacobins, Stalinists, and fascists. Prozorov reinterprets the familiar principles of community, equality and freedom in ontological terms as attributes of pure being, subtracted from all positive determinations, and presents them as axioms of universalist politics valid in any world whatsoever.

Calls for justice and reconciliation in response to political catastrophes are widespread in contemporary world politics. What implications do these normative strivings have in relation to colonial injustice? Examining cases of colonial war, genocide, forced sexual labor, forcible incorporation, and dispossession, Lu demonstrates that international practices of justice and reconciliation have historically suffered from, and continue to reflect, colonial, statist and other structural biases. This paper explores the potential for an international political theory of care as an alternative to liberalism in the context of contemporary global politics. It argues that relationality and interdependence, and the responsibilities for and practices of care that arise therewith, are fundamental aspects of moral life and sites of political contestation that have been systematically denied and obfuscated under liberalism. A political theory of care brings into view the responsibilities and practices of care that sustain not just ‘bare (...) life’ but all social life, from nuclear and extended families to local, national and transnational communities. It disrupts and challenges the individualism of liberalism, and the associated valorization of ‘freedom’, ‘autonomy’, and ‘toleration’. Instead, it emphasizes an ontology of relationality and interdependence that accepts the existence of vulnerability without reifying particular individuals, groups or states as ‘victims’ or ‘guardians’. Furthermore, by demonstrating the gendered and raced nature of caring in the contemporary world—from the household to the transnational level—an international political theory of care challenges our received assumptions about ‘dependence’ in world politics, and opens up space to interrogate politically not only gender but race and other aspects of inequality in the global political economy. ABSTRACT Hägel’s book is timely. As economic inequality has been on the rise, the increasing number of billionaires and their political activities have come under public scrutiny. The book contributes to such scrutiny and allows to ask questions about responsibility, accountability, and legitimacy. It also adds to scholarship on individuals in world politics. Our comment provides a critical discussion of two specific aspects of Hägel’s analysis. First, we clarify that most of the book focuses on billionaires as transnational (...) actors while few billionaires seem to exert influence on broader structures or processes of global governance. This clarification helps to understand the character of billionaires’ activities in world politics. Second, we reverse the perspective from which Hägel looks at billionaires. We point out that, while Hägel tends to look over the shoulders of the billionaires and mainly observes how they exercise influence in world politics, we argue that the other actors matter, too. More specifically, we maintain that billionaires’ roles in global governance are shaped through their specific recognition by international society (state actors) and/or by world society (non-state actors). This change in perspective sheds additional light on the conditions that affect the role(s) billionaires can play in world politics. (shrink)

This paper defines a quantitative model of civilization wisdom potential in terms of its wisdom capacity potential and wisdom activity potential. Four minds such as the Basic, Whole, Global, and Universal ones are defined and their wisdom potential is assessed for eight particular civilizations, such as Western, Eastern, Japanese, Chinese, Hindu, Islamic, Buddhist, and African. In conclusion the study states that civilization wisdom should be applied in almost every facet of civilization and its future depends on civilization wisdom.

Considerable attention has been given in recent years to the study of the methodological problems of domestic and foreign policy. Some definite results have been achieved. The essence and structure of politics, the content and specific features of its various branches and tendencies have been explored; the place of the social sciences in the study of politics has been determined; and the question of the necessity of elaborating a special theory of politics has been posed.

This book aims to re-think the way in which the subject is inscribed in the modern political, and does so by exploring the potentiality of Lacano-Deleuzian theoretical framework. It concerns a different ontology and a non-dualist understanding of political and legal existence, by focusing on questions such as _how to think alternative notions of political existence_ and _what kind of political, social and legal order do these come to create. _ This investigation into political appearance of subjects through concepts of (...) law, body and life is led and influenced by the thought of Gilles Deleuze and Jacques Lacan, as well as Alain Badiou, Antonio Negri and Slavoj Žižek. The book takes on various conceptualisations of life, explores the relationship between law and life and develops an alternative notion of legal and political existence in particular in the context of rights. On the back of Guantánamo’s legal and political discourses this work aims to show why and how the problems of world politics or the limitations of rights discourse require an engagement with questions such as what it means to exist as a human being, what forms of life are politically recognised, which are not, and why this distinction. By pointing to a different ontology for thinking and understanding global politics and demonstrating how a trans-disciplinary and philosophical approaches can foster the debates in world politics, this book will be of interest to postgraduates and scholars working on critical normative ideas in international politics, critical security studies and critical legal studies. John Hobson claims that throughout its history most international theory has been embedded within various forms of Eurocentrism. Rather than producing value-free and universalist theories of inter-state relations, international theory instead provides provincial analyses that celebrate and defend Western civilization as the subject of, and ideal normative referent in, world politics. Hobson also provides a sympathetic critique of Edward Said's conceptions of Eurocentrism and Orientalism, revealing how Eurocentrism takes different forms, which can be imperialist or anti-imperialist, and showing (...) how these have played out in international theory since 1760. ABSTRACT Peter Hägel's Billionaires in World Politics undoubtedly fills a gap in the literature of international relations and global governance. My comment seeks to highlight that Hägel's (2020. Billionaires in World Politics. 1st ed. Oxford Scholarship Online. Oxford: Oxford University Press) work allows us to advance our understanding of how these private actors can be understood as legitimate authorities and how they can contribute to the legitimacy of the international order. I divide my commentary into three (...) points: the first concerns the approach to billionaires from their individual agency (the individual approach), the second relates to the separation between the state and the global levels (the division approach), and the third presents questions on political legitimacy that arise from his case studies (the legitimacy question). The Sentimental Life of International Law is about our age-old longing for a decent international society and the ways of seeing, being, and speaking that might help us achieve that aim. This book asks how international lawyers might engage in a professional practice that has become, to adapt a title of Janet Malcolm's, both difficult and impossible. It suggests that international lawyers are disabled by the governing idioms of international lawyering, and proposes that they may be re-enabled by speaking different (...) sorts of international law, or by speaking international law in different sorts of ways. In this methodologically diverse and unusually personal account, Gerry Simpson brings to the surface international law's hidden literary prose and offers a critical and redemptive account of the field. He does so in a series of chapters on international law's bathetic underpinnings, its friendly relations, the neurotic foundations of its underlying social order, its screened-off comic dispositions, its anti-method, and the life-worlds of its practitioners. Finally, the book closes with a chapter in which international law is re-envisioned through the practice of gardening. While realists acknowledge that their theories of world politics are rooted in specific assumptions about human nature, neorealists tend to discount human nature in favor of an emphasis on systemic forces. Nevertheless neorealism has assumptions about human nature that shape neorealist theorizing. Specifically, in Man, the State, and War and Theory of International Politics, Waltz make essentially the same assumptions about human nature as the realists — that our human natures are fixed, that we cannot trust others, (...) and that decision-makers are rational calculators who seek to promote their narrowly defined self-interests. Moreover, for Waltz, human nature determines world politics as much or more than its anarchic structure. A review of biology, specifically human neuroscience, suggests that these assumptions about human nature, and its relation to world politics, ought to be challenged. Our ”natures’ are much more complex and flexible than realism and neorealism assumes. (shrink)

In Justice and Reconciliation in World Politics Catherine Lu endorses the idea that those who contribute to the reproduction of structural injustice have responsibilities to address that injustice. However, in the book, Lu does not explore the grounds and justification for recognising such a responsibility. In order to address this deficit, this paper proposes that those likely to contribute to the reproduction of structural injustice, in the future, have precautionary duties, in the present, that require them to take (...) action aimed at preventing their future contribution. It is proposed that these ‘collectivization duties’ require them to act responsively with a view to forming a collective that can end the structural injustice in question. This account recommends a collective-action solution alongside recognising that each socially connected agent is obliged to act. However, it does not entail that amorphous groups bear responsibilities and is appropriate in its attribution of blame, thus avoiding both Nussbaum’s critique of perpetually forward-looking accounts and the ‘agency objection’. Global capitalism is a transnational “operational space” which is produced by the practices of states, policy- and issue-specific government networks, and private organizations such as transnational corporations, global law firms, and standard-setting agencies. This “operational space,” which I call the transnational constellation, works through and beyond distinct spatial settings, endowing them with a global financial capitalistic logic and limiting the scope of democratic self-determination. In the second section, I analyze political protest against this transnational constellation in terms of democratic theory. (...) This paper introduces some of the major themes of An Unwritten Future: Realism and Uncertainty in World Politics, and provides a short illustration of how the analytical apparatus elaborated there can offer fruitful insights into understanding enduring puzzles in international relations. An Unwritten Future explores, illuminates and interrogates Classical Realism, an approach to the study of world politics that is contrasted with Structural Realism and with the ‘hyper-rationalist’ perspective associated with the ‘Rationalist Explanations for War’ school (...) of thought.
