The purpose of this article is to investigate wind turbine production, the variability of that production, and the relationship between output and system-wide demand. A review of the literature reveals that a variety of measures (and methods) to explore the variability of wind power production exist. Attention then turns to the province of Ontario (Canada), and the performances of four wind farms are examined for 2006 and 2007. Key conclusions include that the wind farms' capacity (...) factors vary from 27.6% to 35.6%, with higher values in winter as compared to summer; wind power performs better than the seasonal average during peak periods; wind is a better “partner” for the Ontario electricity system in the winter as opposed to the summer; and the increased geographic distribution of wind farms decreases their collective variability. This study proposes a novel fractional-order sliding-mode control strategy with robust switching gain to achieve reliable and high quality of wind-powered microgrid systems. Three fractional-order sliding mode controllers are designed to generate continuous control signals and regulate the outer DC-link voltage loop and inner current loop in the grid-side inverters. High robustness and stability of the grid-side inverter can be guaranteed even in the presence of parameter variations and external disturbances. Owing to the fractional-order sliding manifold and (...) fractional-order integral control law, the chattering is attenuated. The fractional-order robust adaptive switching gain is designed to avoid overestimating the upper bound of matched/unmatched uncertainties, save the control energy, and guarantee the rapidity and robustness of the convergence. In this paper, an active frequency control strategy of wind turbines based on model predictive control is proposed by using the power margin of wind turbines operating in load shedding mode. The frequency response model of the microgrid system with the load shedding of the wind turbines is used to predict the output power and system frequency deviation of the wind turbine. According to the prediction information, the output power control (...) signal of the model predictive controller in the wind turbine can be optimized. On this basis, a wind turbine active participation frequency control strategy based on model predictive control is designed by rolling prediction and optimization. The wind turbine power control signal after the strategy is used to adjust the output power of the wind turbine and balance the change of the active power of the system to reduce the frequency deviation. This book offers insights relevant to modern history and epistemology of physics, mathematics and, indeed, to all the sciences and engineering disciplines emerging of 19th century. This research volume is the first of a set of three Springer books on Lazare Nicolas Marguérite Carnot’s (1753–1823) remarkable work: Essay on Machines in General (Essai sur les machines en général [1783] 1786). The other two forthcoming volumes are: Principes fondamentaux de l’équilibre et du mouvement (1803) and Géométrie de position (1803). Lazare Carnot (...) – l'organisateur de la victoire – in Essai sur le machine en général (1786) assumed that the generalization of machines was a necessity for society and its economic development. Subsequently, his new coming science applied to machines attracted considerable interest for technician, as well, already in the 1780’s. With no lack in rigour, Carnot used geometric and trigonometric rather than algebraic arguments, and usually went on to explain in words what the formulae contained. His main physical– mathematical concepts were the Geometric motion and Moment of activity–concept of Work . In particular, he found the invariants of the transmission of motion (by stating the principle of the moment of the quantity of motion) and theorized the condition of the maximum efficiency of mechanical machines (i.e., principle of continuity in the transmission of power). While the core theme remains the theories and historical studies of the text, the book contains an extensive Introduction and an accurate critical English Translation – including the parallel text edition and substantive critical/explicative notes – of Essai sur les machines en général (1786). The authors offer much-needed insight into the relation between mechanics, mathematics and engineering from a conceptual, empirical and methodological, and universalis point of view. In this article, we address the relevance of J.S. Mill’s political philosophy for a framework of public health ethics. In contrast to some readings of Mill, we reject the view that in the formulation of public policies liberties of all kinds enjoy an equal presumption in their favor. We argue that Mill also rejects this view and discuss the distinction that Mill makes between three kinds of liberty interests: interests that are immune from state interference; interests that enjoy a presumption (...) in favor of liberty; and interests that enjoy no such presumption. We argue that what is of focal importance for Mill in protecting liberty is captured by the essential role that the value of self-determination plays in human well-being. Finally, we make the case for the plausibility of a more complex and nuanced Millian framework for public health ethics that would modify how the balancing of some liberty and public health interests should proceed by taking the thumb off the liberty end of the scale. Mill’s arguments and the legacy of liberalism support certain forms of state interference with marketplace liberties for the sake of public health objectives without any presumption in favor of liberty. We consider the potential impact of Computer Supported Cooperative Work, with special reference to large technically advanced projects involving several organizations. It is vital that such projects are managed efficiently, without delays, since a product that reaches the market a few months earlier than its competitors enjoys a great advantage. Traditional methods of coordinating large projects, based on hierarchical communication, tend to produce delays, since technicians at remote sites are obliged to solve coordination problems by passing them up the hierachy. It would be better if such problems were solved by improvising conferences among the technicians; Computer Supported Cooperative Work will provide the technical means of implementing this heterarchical style of management without losing control of the project. Within the field of education management studies, recent reforms promoting devolution and choice are often seen to provide exciting new opportunities. It is claimed that the 'new' education management, with its emphasis on site-based decision-making and consumer accountability, will enable headteachers and principals to 'take control' of their schools and make them more productive environments in which to work and study. However, our review of research findings from five different countries that are putting in place devolution and choice policies (...) suggests that these new opportunities are more illusory than real. Positioned between the competing demands of the state and the market, school managers are becoming increasingly isolated from colleagues and classrooms - leading to a growing divergence between the managers and the managed. The paper considers the implication of recent developments for managers in general and for women managers in particular and concludes by discussing the relationship between the personalisation of responsibility and the legitimation of crises within the state and public education. There is a striking resemblance between the physical theory of Plato'sTimaeus and that of the Stoics; striking enough, indeed, to warrant the supposition that the latter was substantially influenced by the former. In attempting to trace the main lines of this influence, scholars have tended to focus attention almost exclusively on the Stoics' choice and characterization of the world's ultimate constituents: a rational principle that pervades and controls a material principle. In this paper, I offer some suggestions about how the (...) early Stoics may have reacted as readers to Plato's literary presentation of the dialogue's cosmogonic myth. On this basis I consider the proposal that the crucial philosophical appeal of the Timaeus for the Stoics – and perhaps the reason it attracted their interest in the first place – lay not in its claims about the Receptacle and World Soul, but rather in its portrayal of the Demiurge who designed the cosmos. Antibiotic use triggers evolutionary and ecological responses from bacteria, leading to antibiotic resistance and harmful patient outcomes. Two complementary strategies support long-term antibiotic effectiveness: conservation of existing therapies and production of novel antibiotics. Conservation encompasses infection control, antibiotic stewardship, and other public health interventions to prevent infection, which reduce antibiotic demand. Production of new antibiotics allows physicians to replace existing drugs rendered less effective by resistance.In recent years, physicians and policymakers have raised concerns about the pipeline for new antibiotics, (...) pointing to a decline in the number of antibiotics approved since the 1980s. This trend has been attributed to high research and development costs, low reimbursement for antibiotics, and regulatory standards for review and approval. Professional societies and researchers around the world have called for renewed emphasis on antimicrobial stewardship, while also supporting antibiotic research and development through grants, changes to intellectual property laws to extend market exclusivity periods, and modification of premarket testing regulations to reduce antibiotic development time and expenses. Drawing from a four-year study of US science institutions that support biological control of arthropods, this article examines the decline in biological control institutional capacity in California within the context of both declining public interest science and declining agricultural research activism. After explaining how debates over the public interest character of biological control science have shaped institutions in California, we use scientometric methods to assess the present status and trends in biological control programs within both the (...) University of California Land Grant System and the California Department of Food and Agriculture. We present available data on the number of scientific positions and the types of positions to discuss the impact on the amount of public interest research on biological control in California. We use sociograms to depict how biological control science networks have been reconfigured over time. Our quantitative and qualitative analyses indicate that the following factors contributed to the decline of biological control science in California over the 45-year period analyzed: (1) the institutional reconfiguration of university research priorities; (2) the fraying networks within and increasing specialization of biological control science; (3) the transformation of the social organization of the life science work, including privatization; and (4) the abandonment of this thematic area by civil society activist groups. This broad array of forces suggests that biological control, as a public interest science, will require a deliberate intervention, based on advocacy of clear public interest criteria. (shrink)

This paper is about a support information management system for a wind power producer having an energy storage system and participating in a day-ahead electricity market. Energy storage can play not only a leading role in mitigation of the effect of uncertainty faced by a WP producer, but also allow for conversion of wind energy into electric energy to be stored and then released at favourable hours. This storage provides capability for arbitrage, allowing an increase on profit (...) of a WP producer, but must be supported by a convenient problem formulation. The formulation proposed for the support information management system is based on an approach of stochasticity written as a mixed integer linear programming problem. WP and market prices are considered as stochastic processes represented by a set of scenarios. The charging/discharging of the ESS are considered dependent on scenarios of market prices and on scenarios of WP. The effectiveness of the proposed formulation is tested by comparison of case studies using data from the Iberian Electricity Market. Tree branches near the electric power transmission lines are of great threat to the electricity supply. Nowadays, the tasks of clearing threatening tree branches are still mostly operated by hand and simple tools. Traditional structures of the multirotor aerial robot have the problem of fixed structure and limited performance, which affects the stability and efficiency of pruning operation. In this article, in order to obtain better environmental adaptability, an active deformable trees-pruning aerial robot is presented. The deformation of the (...) aerial robot is implemented through two ways, arm telescopic and folding. In order to suppress the influence of internal and external disturbances on the system, Active Disturbance Rejection Control technology is adopted to build the flight controller. Firstly, active deformation aerial robot structure is given, followed by system dynamic model establishment under wind disturbance using the Newton–Euler method. Also, the analysis of the gusts influence on the system is considered. Then, the active deformation aerial robot system is decoupled into a combination of six SISO systems, so that a disturbance rejection controller is designed. Finally, the expanded state observer and the nonlinear state error feedback law are used to inspect and compensate the disturbance. Simulation results of attitude and position tracking as well as the antidisturbance capability show that the active deformation aerial robot with the ADRC flight controller designed in this paper has excellent attitude control capabilities during flight and trees-pruning operation. The fault ride-through capability and fault current issues are the main challenges in doubly fed induction generator- based wind turbines. Application of the bridge-type fault current limiter was recognized as a promising solution to cope with these challenges. This paper proposes a nonlinear sliding mode controller for the BFCL to enhance the FRT performance of the DFIG-based WT. This controller has robust performance in unpredicted voltage sag level and nonlinear features. Theoretical discussions, power circuit, and nonlinear control (...) consideration of the SMC-based BFCL are conducted, and then, its performance is verified through time-domain simulations in the PSCAD/EMTDC environment. To reduce the chattering phenomenon and decrease the reaching time, it used the exponential reaching law for designed SMC. Also, the SMC-based BFCL performance is compared with the conventional and PI controller-based BFCL for both symmetrical and asymmetrical short-circuit faults. Simulation results reveal that the SMC-based BFCL provides better performance compared with the conventional and PI controller-based BFCL to enhance the FRT. (shrink)

Until recently, Australia had little installed wind capacity, although there had been many investigations into its potential during the preceding decades. Formerly, state-owned monopoly utilities showed only token interest in wind power and could dictate the terms of energy debates. This situation changed in the late 1990s: Installed wind capacity began growing rapidly following the introduction of supportive renewable energy policies and the restructuring of the electricity industry. However, wind farms still provide only 1% of (...) Australia's electricity, the future of supportive policies is uncertain, and industry momentum is yet to become self-sustaining. Wind power, the authors argue, faces significant technological and institutional barriers, which need to be overcome if wind power is to play a significant role in Australia's electricity supply. The current window of opportunity is providing—for the first time—a significant space in which these barriers can be better understood and addressed and the requirements for wind power institutionally embedded. Rather than approaching the question of the constructive or therapeutic character of Hegel’s Logic through a global consideration of its argument and its relation to the rest of Hegel’s system, I want to come at the question by considering a specific thread that runs through the argument of the Logic, namely the question of the proper understanding of power or control. What I want to try to show is that there is a close connection between therapeutic and constructive (...) elements in Hegel’s treatment of power. To do so I will make use of two deep criticisms of Hegel’s treatment from Michael Theunissen. First comes Theunissen’s claim that in Hegel’s logical scheme, reality is necessarily dominated by the concept rather than truly reciprocally related to it. Then I will consider Theunissen’s structurally analogous claim that for Hegel, the power of the concept is the management of the suppression of the other. Both of these claims are essentially claims about the way in which elements of the logic of reflection are modified and yet continue to play a role in the logic of the concept. (shrink)

Although China’s wind industry has made great progress in recent years, the wind abandonment phenomenon caused by the unbalanced development of regional wind power is still prominent. It is particularly important for the scientific development of wind power to accurately measure the utilization efficiency of wind power and understand its regional differences in China. This study establishes the improved super-efficiency slack-based measure model and long short-term memory network models, systematically and comprehensively measures (...) and predicts the wind power utilization efficiency of 30 regions in China from 2013 to 2020, and explores regional differences in wind power utilization efficiency. Our results show the following: China’s overall wind power utilization efficiency is relatively low but has been on a steady upward trend since 2013. Regional differences are obvious, showing that the spatial distribution pattern of wind power utilization efficiency is greatest in Northeast China, followed by North China, East China, South China, Northwest China, and Central China. The “Three-North” region with abundant wind energy resources has relatively high wind power utilization efficiency and exhibits a good development trend. East China, South China, and Central China, where wind energy resources are relatively poor, have low wind power utilization efficiency, and their development trends are not stable and are more prone to change. The utilization efficiency of wind power in coastal areas is generally better than that in inland areas. There are also differences among the thirty Chinese regions studied. Inner Mongolia and Shandong have achieved real efficiency in wind power utilization efficiency, with optimal allocation of input and output, and a good development trend. The other 28 regions have varying degrees of inefficiency, and there is still room for improvement. (shrink)

The mass media is a major source of health information for the public, and as such the quality and independence of health news reporting is an important concern. Concerns have been expressed that journalists reporting on health are increasingly dependent on their sources—including representatives of industries responsible for manufacturing health-related products—for story ideas and content. Many critics perceive an imbalance of power between journalists and industry sources, with industry being in a position of relative power, however the empirical (...) evidence to support this view is limited. The analysis presented here—which is part of a larger study of industry-journalist relationships—draws on in-depth, semi-structured interviews with representatives of health-related industries in Australia to inductively examine their perceptions of power relations between industry and journalists. Participants painted a picture in which journalists, rather than themselves, were in a position to control the nature, extent, and outcome of their interactions with industry sources. Our results resonate with the concept of “mediatisation” as it has been applied in the domain of political reporting. It appears that, from the perspective of industry representatives, the imposition of media logic on health-related industries may inappropriately influence the information that the public receives about health-related products. The paper takes into consideration the different degrees of power and control that can be exercised by the mediator/arbitrator. This issue is investigated with particular regard to such aspects as the nature of the ADR procedure adopted, the cultural context in which the procedure takes place, and the formulation of specific legal norms. The analysis both of a few arbitration rules and some data from real arbitral proceedings shows great reliance on the arbitrator’s discretion and use of common (...) sense, which is in line with the idea itself of arbitration. Moreover, the high degree of power autonomy enjoyed by the arbitrator during the whole procedure derives from the presupposition that the parties accept the arbitrator’s personal opinion and final judgment and from the fact that the majority of the disputes in international commercial arbitration are of a technical and complicated nature. The analysis also shows that the legal background of most arbitrators tends to surface even when they are involved in alternative dispute resolution proceedings and is clearly visible in the orderly allocation of turns and the strict control over the procedures to be followed. Especially when arbitrators are lawyers or judges, they tend to promote a feeling of belonging to the same professional community, which induces a greater spirit of cooperation and a lowering of the control level. This paper traces the origins of two technological trajectories in the contemporary history of wind power technology: the American Smith-Putnam Wind Turbine and the Danish Gedser Wind Turbine. Describing the two wind turbine projects in terms of their technical design characteristics, the professional background of the individuals involved, the organizational features of the technological knowledge production, and the historical context, the paper builds on the notion of technological trajectories in the making as a means of (...) identifying emerging selection mechanisms for possible engineering problem solutions, scientific methods, material artifacts, and financial assessment techniques. Conceived during the Great Depression and World War II, respectively, both projects promoted the idea that wind power could make a cost-effective contribution to the existing electric utility system. The two projects resulted in distinctive wind turbine innovations that paved the way for two technological trajectories in the contemporary history of wind power. Studying the emergence of technological trajectories, it is argued, requires the historian of technology to attend to well-known features of technological design and its cultural context that in retrospect appear to be significant, but also to tackle the creation of novelty and the inevitability of technological uncertainties about which the logic of trajectories has little to say. To reduce CO2 emissions requires greater reliance on renewable sources of energy for generating electricity, especially adoption of large-scale wind generation. This study investigates possible approaches and/or policies that increase efficient use of renewable energy and reduce greenhouse gas emissions in a cost effective manner. We develop a constrained optimization model of two electricity systems to identify the impact of increasing wind generating capacity and examine how carbon prices (taxes, allowances) impact the penetration of wind power (...) into the electricity grids. Rather than employ engineering cost functions, marginal cost functions are estimated using hourly offer data from the Alberta Electric System Operator. We determine optimal removal of coal generating facilities as greater levels of wind capacity are installed in an integrated Alberta-BC electricity system; and examine the economic costs and institutional incentives that affect the ability to store intermittent wind-generated power in BC’s hydro reservoirs during low demand. The marginal shadow price of storage is zero, whichindicates that there is more than enough water behind the dams given Alberta’s relatively small demand for storage and limited intertie transmission capacity. The meaning of any utterance or any sign is the response to that utterance or sign: this is the fundamental proposition behind Morse Peckham's _Explanation and Power. Published_ in 1979 and now available in paperback for the first time, _Explanation and Power _grew out (...) of Peckham's efforts, as a scholar of Victorian literature, to understand the nature of Romanticism. His search ultimately led back to—and built upon—the tradition of signs developed by the American Pragmatists. Since, in Peckham's view, meaning is not inherent in word or sign, only in response, human behavior itself must depend upon interaction, which in turn relies upon the stability of verbal and nonverbal signs. In the end, meaning can be stabilized only by explanation, and when explanation fails, by force. Peckham's semiotic account of human behavior, radical in its time, contends with the same issues that animate today's debates in critical theory — how culture is produced, how meaning is arrived at, the relation of knowledge to power and of society to its institutions. This paper will examine some of the epistemological issues that emerge in the context of discussing the relationship between knowledge, control and power. These concerns raise questions about self-authenticating intuition and about who should control knowledge and how it should be disseminated. The importance of Plato as a key contributor to this debate will be discussed and it will be suggested that his writings provide a basic frame of reference for subsequent thinkers whose concerns also lie in (...) this area. The political importance of philosophy, the centrality of education, the use of language and the function of censorship are issues in Platonic epistemology that merit some discussion. The medieval views of Averroes, Maimonides and Aquinas will be examined for their contributions to the literature on this subject in the context of the respective theological frameworks, and something will be said about the implications of their conclusions for a theocratic society. Finally, I suggest that there is a need for a contemporary reappraisal of how an adequate balance between the individual's right to know and the socio-political implications of knowledge might be achieved. Offshore micro integrated energy systems are the basis of offshore oil and gas engineering and play an important role in developing and utilizing marine resources. By introducing offshore wind power generation, the carbon emissions of offshore micro integrated energy systems can be effectively reduced; however, greater challenges have been posted to the reliable operation due to the uncertainty. To reduce the influence brought by the uncertainty, a multiobjective optimization model was proposed based on the chance-constrained programming ; the (...) operating cost and penalty cost of natural gas emission were selected as objectives. Then, the improved hybrid constraints handling strategy based on nondominated sorting genetic algorithm II was introduced to solve the model efficiently. Finally, the numerical studies verified the efficiency of the proposed algorithm, as well as the validity and feasibility of the proposed model in improving the economy of OMIES under uncertainty. While the Philippine corpus was obtained from the Pasay City Police Station, Metro Manila, the American corpus was culled from forensicling.com, an open-access website containing forensic linguistic data. Findings revealed that power and control were employed by the police in both contexts with 109 evidential markers (50.7%) and 2,443 representative speech acts (63.3%) having the highest frequency of occurrence. What is striking is the fact that police officers in both Philippine and American contexts show power and control in their utterances to be able to achieve the goal of police interviewing, that is, to gather information and elicit voluntary responses from the interviewees. Through this study, it is hoped that interviewers will be able to explore a better system of the questioning process that may lead the interviewees to cooperate more with them and arrive at a more accurate information.
