This paper investigates the key drivers behind the origins of value-for-money (VFM) audit in Canada and the aims, intents, and logics ascribed by the original proponents. Drawing on insights from governmentality and New Public Management, the paper utilizes analysis methods adapted from case study research to review a wide range of primary documentation (e.g., Hansards from the Public Accounts Committee, House of Commons debates, the so-called Wilson report and the FMCS study) and secondary documentation (newspaper articles, Office of (...) the Auditor General internal publications, journal articles). Major findings indicate a rise of a management consulting culture within the Auditor General’s office following the appointment of James Johnson Macdonell. VFM legislation effectively operationalized practices drawn from management consulting expertise by invitation of the consultant. It was offered as an answer to the growing scope and size of government, which had become problematized by the Auditor General in terms of parliament losing control over the public purse. The Auditor General’s invocation of financial crisis led to a substantial broadening of mandate and increase in resources for that office. (shrink)

Modern mainstream ethical theories with its overemphasis on autonomy and non-interference have failed to adequately respond to contemporary social problems. A new ethical perspective is very much needed. Thanks to Carol Gilligan's 1982 groundbreaking work, 'In a Different Voice' , we now not only have virtue and communitarian ethicists, but also a group of feminist philosophers, charting a new direction for ethics that tempers modern ethics' obsession with autonomy, contractual rights, and abstract rules. Nel Noddings, in her 'Caring: A Feminine (...) Approach to Ethics and Moral Education', further contributed to this important discussion. In this work, Noddings proposes a new kind of moral ideal. She calls it "caring." Noddings defines "caring," as a direct, felt concern and action from the one-caring toward the well-being of the cared-for. In other words, care is a state of mental engrossment and motivational displacement that impels caring actions for the happiness of the cared-for and it transcends any rule-bound moral judgment. A caring attitude is best manifest in the spontaneous emotive bond of love between a mother and a child. This human relation of unscrutinized maternal love and care should be the model of ethics. Noddings's theory evokes a vigorous debate concerning whether or not the model can withstand rigorous philosophical scrutiny as a stand-alone ethical theory. This paper first discusses the strengths and weaknesses of a pure care ethics. Secondly, it demonstrates why both the Kantian and the Aristotelian attempts are unsatisfactory, and it offers a Confucian solution to the problems of care ethics. It argues that notwithstanding gender-oppressive practices that are at times associated with Confucianism, Confucian ethics of 'ren' (humaneness) is both more compatible with care ethics and is better equipped with conceptual resources than Kantian liberalism or Aristotelian virtue ethics to handle the moral predicament of the postmodern world. The paper demonstrates that care is an inherent element of Confucian 'ren' but that 'ren' is more than Noddings's care. It examines three essential principles that can be extracted from philosophical classical Confucianism: (1) an affectionate and particularistic approach to persons, (2) the mutual conditioning of the two prominent Confucian virtues -- humaneness (ren) and ritual propriety (li), and (3) the inseparability of the familial and the political self. The last section of the paper applies Confucian care ethics to concrete cases such as the geriatric care crisis and the problem of poverty. (shrink)

In a diversity course for pre-service teachers, we explored coursework by students of color to uncover instances in which they resisted the existence systemic oppression in K12 schools. First, we examined the written responses from three students of color (Asian-Indian, Asian immigrant, and Latina) who were largely agreeable to the existence of different forms of oppression presented in the course content. Our work illuminated instances of what we have described as narrative-based resistance. Students initially referred to narratives of rugged individualism (...) or the American Dream to resist the existence of systemic barriers. As the course progressed, students shifted to deeply entrenched responses that rejected the course content to refute systemic oppression. Secondly, we developed a case study for one student, a biracial female that self-identified as White who consistently rejected systemic oppression during class interactions to the point of displaying openly defiant behaviors. The examples of resistance we encountered served as a reminder that students of color along with their White peers must be able to critically examine and understand systems of oppression that are pervasive throughout education. Furthermore, the underlying sources of the resistance were closely associated with indoctrination in Whiteness, limited understanding of systemic oppression, deeply held beliefs and understandings and the lived experiences of individuals. While we agree that teacher education must recruit and retain more teachers of color for an increasingly diverse US K12 student population, we add that preparation that meets the needs of teachers of color is essential. -/- . Over the past fifty years, a number of approaches to the recovery of the multiple pasts of Hinduism have held the field. These include that of the discipline of History of Religions as it is constituted in North America as well as those of the Hindu nationalists, the col and post-colonial historians, and the Subaltern Studies School. None of these approaches have proven satisfactory because, for methodological or ideological reasons, none have adequately addressed human agency or historical change in their (...) accounts of the pasts out of which modern-day Hinduism has emerged. The Hindu nationalist historians hark back to an extended Vedic golden age in which religious practice remained unchanged until the corruptions spawned by the Turkish invasions of the eleventh century. Many Western indologists and historians of religion specializing in Hinduism never leave the unalterable ideal worlds of the scriptures they interpret to investigate the changing real-world contexts out of which those texts emerged. The colonial and postcolonial historians focus on the past two hundred years as the period in which all of the categories through which India continues to interpret itself—including Hinduism—were imposed upon it from without. Adducing examples of Hindu practitioners and thinkers from the colonial period, subaltern theorists and others argue that historical thought is itself alien to the authentic Indian mind. This article suggests a number of interpretive strategies for retrieving the multiple Hinduisms of the past and of the medieval period in particular as that time out of which most modern-day practices of Hinduism emerged. These include an increased emphasis on non-scriptural sources and a focus on regional traditions. (shrink)

In early 1864, disappointed by the response to his previous work, the young Manchester academic W. Stanley Jevons announced that he was undertaking a study of the so-called coal question: ‘A good publication on the subject would draw a good deal of attention … it is necessary for the present at any rate to write on popular subjects’. When Jevons's The Coal Question was published in April 1865, however, it received comparatively little attention and sales were slow. Jevons and his (...) publisher, Alexander Macmillan, then began sending complimentary copies to luminaries such as Sir John Herschel and Alfred Tennyson. In February 1866 the marketing campaign produced its first substantial return. Macmillan had sent CQ to William Gladstone who responded with letters to both Macmillan and Jevons, noting that the book had strengthened his ‘conviction’ on the necessity for reducing the National Debt. In April, John Stuart Mill praised CQ in the House of Commons, calling for action on the Debt and, three weeks later, as Chancellor of the Exchequer, Gladstone introduced the budget using half his speech to examine the Debt situation and referring to CQ in support for a proposed measure of Debt reduction. With the extensive publicity given to CQ following Mill's speech and the budget, Jevons had achieved his objective in writing the text which went into a second edition in 1866. On the face of it, CQ 's success was due to its effect of introducing a change in budget policy and this is the impression given by some accounts of the episode. (shrink)

BackgroundJunior medical doctors have a key role in discussions and decisions about treatment and end-of-life care for people with dementia in hospital. Little is known about junior doctors’ decision-making processes when treating people with dementia who have advance care directives, or the factors that influence their decisions. To describe among junior doctors in relation to two hypothetical vignettes involving patients with dementia: their legal compliance and decision-making process related to treatment decisions; the factors influencing their clinical decision-making; and the factors (...) associated with accurate responses to one hypothetical vignette. MethodA cross-sectional survey of junior doctors, including trainees, interns, registrars and residents, on clinical rotation in five public hospitals located in one Australian state. The anonymous, investigator-developed survey was conducted between August 2018 and June 2019. Two hypothetical vignettes describing patients with dementia presenting to hospital with an ACD and either: bacterial pneumonia; or suspected stroke were presented in the survey. Participants were asked to indicate whether they would commence treatment, given the ACD instructions described in each vignette.ResultsOverall, 116 junior doctors responded. In Vignette 1, 58% of respondents selected the legally compliant option. Participants who chose the legally compliant option perceived ‘following patient wishes’ and ‘legal requirements to follow ACDs’ as equally important reasons for complying with the ACD. The most common reason for not selecting the legally compliant option in Vignette 1 was the ‘ACD is relevant in my decision-making process, but other factors are more relevant’. In Vignette 2, 72% of respondents indicated they would commence treatment and 18% selected they would not commence treatment.. Similar reasons influenced participant decision-making in Vignette 2, a less legally certain scenario.ConclusionsThere are critical gaps in junior doctors’ compliance with the law as it relates to the implementation of ACDs. Despite there being differences in relation to the legal answer and its certainty, clinical and ethical factors guided decision-making over and above the law in both vignettes. More education and training to guide junior doctors’ clinical decision-making and ensure compliance with the law is required. (shrink)

If stem cell-based therapies are developed, we will likely confront a difficult problem of justice: for biological reasons alone, the new therapies might benefit only a limited range of patients. In fact, they might benefit primarily white Americans, thereby exacerbating long-standing differences in health and health care.

We propose six guideposts that states and hospitals should follow to respect disability rights when designing policies for the allocation of scarce, lifesaving medical treatments. Four relate to criteria for decisions. First, do not use categorical exclusions, especially ones based on disability or diagnosis. Second, do not use perceived quality of life. Third, use hospital survival and near-term prognosis (e.g., death expected within a few years despite treatment) but not long-term life expectancy. Fourth, when patients who use ventilators in their (...) daily lives (e.g., home ventilation) present to acute care hospitals, their personal ventilators should not be reallocated to other patients. Fifth, designate triage officers to assess patients individually on the basis of objective medical evidence, not stereotypes or assumptions. Where there are pluralities of viewpoints and no single established moral approach, uniform solutions are questionable. The Office of Technology Assessment (OTA), is a nonpartisan analytic support agency that serves the United States Congress by providing objective analyses of major public policy issues related to scientific and technological change. During his time in office, he was substantially responsible for modernising the Gallery in both its attitudes and services to the public. New programmes were introduced and new galleries were built, and, most important of all, a number of masterpieces were added to the collection. OBJECTIVE: To examine the long-term effects of an innovative curriculum on medical house officers' (HOs') knowledge, confidence, and attitudes regarding medical ethics. DESIGN: Long term cohort study. The two-year curriculum, implemented by a single physician ethicist with assistance from other faculty, was fully integrated into the programme. It consisted of monthly sessions: ethics morning report alternating with didactic conferences. The content included topics such as ethics vocabulary and principles, withdrawing life support, informed consent, and justice. Identical content was offered (...) simultaneously at the largest affiliated community hospital. SETTING: A multi-hospital university training programme from July, 1992 to June, 1994. PARTICIPANTS: Thirty-nine HOs responded in 92. Thirty HOs from the same cohort responded in 94 (response rates = 83% v 71%; P = 0.19). RESULTS: The curriculum was well received, with 96% of HOs finding the sessions stimulating. Previously validated scales of knowledge and confidence were administered at baseline and at follow-up. The average knowledge score improved 14% (P < 0.001). Confidence also improved, rising from 3.3 to 3.8 on a 5-point Likert scale (P < 0.001). These findings were independent of age, gender, religion, and prior education. The only attitudinal change was an increase in the proportion of residents who thought that ethics should be a required part of residency training (57% v 80%, P = 0.05). CONCLUSION: This curriculum appears practical, popular, and effective. It should be readily transferable to other institutions. (shrink)

In an online, participatory class, we interpreted The Dream of the White House knowing nothing of the dreamer and having none of the dreamer’s associations. Our interpretation included a series of falsifiable predictions about the dreamer. When it was complete, we asked the bringer of the dream (who had until then been silent and was not visible to us) to give us more information about the dreamer. Of 17 predictions 15 were confirmed. The dreamer suffers dislocation and loss (...) until she asks a female manager for help. This record is another iteration of an experiment that will be described more fully in the paper 'The Dream of the Six-Legged Dog: An Experimental System to Test Meaning,' soon to be published. This iteration repeats and confirms the evidence given in that paper. More than any of the other iterations, it details how talk therapy promotes personality reorganization. It then supports these observations with experimental evidence. Because it demonstrates how talk therapy works, this iteration supports talk therapy against pressure from the drug and insurance corporations. From Wodehouse to the White House: A Corpus-Assisted Study of Play, Fantasy and Dramatic Incongruity in Comic Writing and Laughter-Talk In this paper I consider two discourse types, one written and literary, the other spoken and semi-conversational, in an attempt to discover if there are any similarities in the ways in which humour is generated in such apparently diverse forms of communication. The first part of the paper is concerned with the explicitly comic prose of P. G. Wodehouse, (...) whilst in the second part of the paper, we investigate the laughter-talk, defined as the talk preceding and provoking, intentionally or otherwise, an episode of laughter, occurring during press briefings held at the White House during the Clinton era and the subsequent Bush administration. Both studies, by employing corpus analysis techniques together with detailed discourse reading, integrate quantitative and qualitative approaches to the respective data sets. (shrink)

We report the results of a randomized trial to assess the impact of an innovative ethics curriculum on the knowledge and confidence of 85 medical house officers in a university hospital programme, as well as their responses to a simulated clinical case. Twenty-five per cent of the house officers received a lecture series, 25 per cent received lectures and case conferences, with an ethicist in attendance, and 50 per cent served as controls. A post-intervention questionnaire was administered. Knowledge (...) scores did not differ among the groups. Confidence regarding ethical issues was significantly greater in the aggregate intervention group compared to the control group. Confidence regarding procedural issues related to ethics was significantly higher for the EI group than for the controls. Responses to a simulated case showed that significantly fewer house officers in the EI group would intubate a patient for whom such therapy would be futile. We conclude that ethics education can have an impact on house officers' confidence and their responses to a simulated case, and that the EI was more effective than the LI. Such results have implications regarding the implementation of ethics education during residency. (shrink)

Meslin and Harold T. Shapiro On 3 October 2001, Executive Order 12975 expired, and with it so too did the National Bioethics Advisory Commission (NBAC). Established by President Bill Clinton in 1995, NBAC was the fifth national committee since 1974 created to advise the U.S. government (...) on bioethics policy. In the long political tradition in this country that national bioethics policy advice should use temporary rather than permanent bodies, NBAC followed in the footsteps of the National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research (1974-78); the President's Commission for the Study of Ethical Problems in Medicine and Biomedical and Behavioral Research (1980-83); the Ethics Advisory Board (1978-80); and the Biomedical Ethics Advisory Committee (1988-89). Arguably, other distinguished panels could lay claim to recognition as a "national bioethics committee" including the Advisory Committee on Human Radiation Experiments (ACHRE) (1994-95); the Fetal Tissue Transplantation Research Panel (1988); the Human Embryo Research Panel (1994); and the National Institutes of Health (NIH) Recombinant DNA Advisory Committee (RAC), which continues to function.These committees and commissions form a kind of a continuum, albeit occasionally interrupted by periods during which no such bodies existed. Each arose from a particular confluence of events and circumstances. NBAC was no different; its history can be traced both to a series of discussions within the White House Office of Science and Technology Policy beginning in 1993 (NBAC 1998a, p. 3), and to a specific recommendation from ACHRE that called for a national committee to address ethical issues in human subjects research (ACHRE 1995, p. 817). Nbac's Impact In his useful comparison of the accomplishments of the National Commission and the President's Commission, Brad Gray concluded that seven lessons were learned, the sixth of which was that "nothing substitutes for having a perceptible impact on either policy or practice" (Gray 1995, p. 304). Assessing NBAC's [End Page 95] impact on "policy or practice" is difficult, particularly given the fact that it so recently completed its work. More time may be needed before a full assessment can be undertaken of the impact of its six reports (and their total of 120 recommendations). Instead, in this essay we offer some reflections on NBAC's initial impact, using some specific examples of how bioethics gets done Inside the Beltway. Eliciting Reaction If immediate reaction by the White House is any measure of impact, then Cloning Human Beings (NBAC 1997) had a significant one. The day after he received this report in a Rose Garden ceremony, President Clinton submitted a bill to Congress that would have extended the moratorium on federal funding to create a child using somatic cell nuclear transfer. This bill never passed, nor has any other bill emerged that has enjoyed the support of the House and the Senate. Five states have enacted legislation to date, but these vary in their permissibility from bans on all forms of cloning to bans similar to the one proposed by NBAC, which recommended a time-limited prohibition only on somatic cell transfer to create a child (reproductive cloning).If the Cloning report elicited speedy action from the White House, this paled in comparison to the reaction that led to and, in turn, was created by Ethical Issues in Human Stem Cell Research (NBAC 1999a). Those who believe that government moves slowly need only be reminded of the events of 8-14 November 1998 (and, as we shall mention below, the further events of 14 July 1999). HansenSix days before he delivered his Second Inaugural Address, Abraham Lincoln strode into his White House office. Greeting him were G. B. Lincoln, John A. Bingham, and Francis Carpenter, the last of whom had been living with Lincoln in the White House for six months, painting a portrait of the president reading the Emancipation Proclamation to (...) the cabinet. It is Carpenter's delineation of the president's entrance that contains the "only known description of the preliminaries of the Second Inaugural" (Barondess 1954, 62). "Mr. Lincoln came in through the side passage which had lately been constructed," Carpenter writes, "holding in his hand a roll of manuscripts." Lincoln turned to his guests and quipped, "Lots of wisdom in that document, I suspect; it is what will be called my 'second inaugural' " (quoted in Barondess, 62).The content and modesty of Carpenter's description of the "preliminaries of the Second Inaugural" give the rhetorical critic a telling preview of what might be discovered in a reading of Lincoln's composition of that manuscript. The understatement in the length and simplicity of the address subtly and poignantly charms the reader. And there is "lots of wisdom" in the Second Inaugural: along with the Gettysburg Address, it contains the words of Lincoln that most abide. In a letter to an admiring Thurow Weed, who had penned Lincoln that his inaugural was "the neatest but the most pregnant and effective use to which the English Language was ever put," Lincoln wrote that he "expected" the Second Inaugural to "wear as well as—perhaps better than—anything I have ever produced" (quoted in Barondess 1954, 78).Underscoring Lincoln's perspicacity when he wrote to Weed that he "expected" the speech to "wear well," Carl Schulz's designation of the address as a "sacred poem" and the frequency with which that epithet is quoted by other critics confirm Lincoln's assessment of the oratorical endurance [End Page 223] of the piece. In the last line of Lincoln at Gettysburg, Wills concludes that the Second Inaugural "is the only speech worthy to stand with" the Gettysburg Address (1992, 189) and later argues in the Atlantic Monthly that Lincoln "was at the peak of his creativity when he wrote the Second Inaugural Address" (1999, 70). The Second Inaugural seemingly speaks beyond its content and situation.Contained within the aura of adoration that surrounds the Second Inaugural is a significant charge to the rhetorical critic: what is it particularly about the address that sustains its agency and permits it to escape the evanescence accorded to most rhetorical efforts? When the agency of discourse helps to eliminate or extenuate the immediate exigency that calls forth that speech, it usually becomes remanded to the annals of history and is examined by the public or by scholars only when that historical nidus forces itself back upon the public's or the scholar's attention. The speech is exhausted by its situation and swallowed by its surrounding and future events. There are, however, those speeches like the Gettysburg Address and the Second Inaugural that practice their persuasion on audiences beyond the immediate exigency. They persist, they talk to us still, and their agency endures. Why is this true of Lincoln's Second Inaugural? This is the question that motivates my close reading of Lincoln's speech; and, as I hope to demonstrate, it is only through a close reading that such a question even makes sense. Concern is growing as research continues to find evidence of academic misconduct among medical students. There is, however, paucity of information on this issue among medical students and medical graduates in Africa. We determined the perceptions and attitude of house officers on academic misconduct within Nigerian medical schools. We conducted 7 focus group discussions among pre-registration house-officers working in a Nigerian Teaching hospital between October and November 2013. A FGD guide containing 7 broad questions related to their perception (...) and attitude on academic misconduct was employed. Ethnographic content analysis and manual coding were adopted in identifying themes, issues and representative quotations. A total of 58 participants out of an eligible pool of 76 PRHOs were recruited. All the groups associated academic misconduct chiefly with cheating in examinations, and perceived it as a commonplace problem. “It is a part of school life”, admitted one PRHO. Copying during exam appeared to be the commonest form of cheating. Another respondent opined that “The lecturers should be more concerned with helping students understand better. They should not make passing an exam a do-or-die affair.” The perception and attitudes towards academic misconduct may be a reflection of the prevailing moral decline in the contemporary Nigerian society. Underlying the reasons adduced by the participants for getting involved in academic misconduct is the fear of failure in examinations. Apart from consolidating formal and informal medical ethics education, the medical schools should ensure that the opportunities and pressures to indulge in academic misconduct are minimized. Objectives: To collect information on the involvement, legal understanding and ethical views of preregistration house officers regarding end-of-life decision making in clinical practice.Design: Structured telephone interviews.Participants: 104 PRHO who responded.Main outcome measures: Information on the frequency and quality of involvement of PRHO in end-of-life decision making, their legal understanding and ethical views on do-not-resuscitate order and withdrawal of treatment.Results: Most PRHO participated in team discussions on the withdrawal of treatment or a DNR order . Of them, 46 participants had (...) themselves discussed the DNR order with patients. In all, it was agreed by 84 respondents that it would be unethical to make a DNR order on any patient who is competent without consulting her or him. With one exception, it was indicated by the participants that patients who are competent may refuse tube feeding and 101 participants thought that patients may refuse intravenous nutrition. The withdrawal of artificial ventilation in incompetent patients with serious and permanent brain damage was considered to be morally appropriate by 95 and 97 thought so about the withdrawal of antibiotics. The withdrawal of intravenous hydration was considered by 67 to be morally appropriate in this case.Conclusions: PRHO are often involved with end-of-life decision making. The results on ethical and legal understanding about the limitations of treatment may be interpreted as a positive outcome of the extensive undergraduate teaching on this subject. Future empirical studies, by a qualitative method, may provide valuable information about the arguments underlying the ethical views of doctors on the limitations of different types of medical treatment. Most linguists have defined African-American Vernacular English (AAVE) as a regular and systematic form of vernacular language which contains distinctive grammatical and phonological features. AAVE is considered a social dialect or a non-standard variety of American English, which is spoken by the majority of African Americans. This article explores variability of the selected AAVE features in the interviews with ten African-American public figures, ranging from Hip Hop artists and blues musicians (Redman, Chuck D, Prodigy, MC Lyte, B.B. King) to talk (...) show hosts (Oprah Winfrey), from Hollywood actresses (Queen Latifah,Whoopi Goldberg) to former government officials (Colin Powell) and residents of the White House (Michelle Obama). The selected features of AAVE treated in this study include the absence of copula, the third person singular –s absence, the possessive –s absence, the plural –s absence, and the generalization of is and was to plural and second person pronouns.We consider the influence of social parameters (i.e., gender, age, social status, ethnicity, and affiliation with Hip Hop culture) on the degree of speech formality within a frame of interspeaker variation by examining the correlation between the frequencies of AAVE features and social factors of individual interviewees. The frequencies of individual AAVE variants are calculated into percentages which represent the levels of vernacular usage of each interviewee. Our results are then compared with the outcomes of previous sociolinguistic findings on external factors that have been reported to affect the degree of linguistic formality in a spoken discourse. A considerable amount of academic attention has been paid to John Kennedy and to his group of advisors during the Cuban missile crisis. Next to no attention has been accorded other bodies of the Kennedy White House that had daily access to a President's most private moments and possibly to his important deliberations. Drawing on Richard Reeves' account of President Kennedy: Profile of Power, I revisit the early 1960s looking for bodies of power that are culturally sexed female (...) by others and compelled into being as workaday secretaries and confidants, and para-Everythings for Kennedy. In doing so, I draw on the feminist body theorizing of Judith Butler, Rosi Braidotti and Elizabeth Grosz, as well as the evocations of bodies in important but abjected places featured in Margaret Atwood's Handmaid's Tale. After constructing the historically broad category of the handmaid to Washington power, I reread constructions of decision-making in the Cuban missile crisis offered by Graham Allison and conclude that the feint of mancentred Washington masks bodies given the locations, skills and resources to ooze into spaces of decision and power canonically forbidden to them. In so doing, it placed the proverbial cart before the horse by setting the Commission on a mission to “address education and training of health care practitioners in (...) CAM; [coordinate] research to increase knowledge about CAM products; [provide] reliable and useful information on CAM to health care professions, and [provide] guidance on the appropriate access to and delivery of CAM.”The Commission's final report, issued in March 2002, similarly skirts the fundamental question of whether evidence exists that CAM interventions are safe or offer sufficient benefit to justify their proliferation. Ever since the end of the Second World War, Rational Actor models have dominated strategic thinking at all levels of government policy and military planning. In the confrontation between states, and especially during the Cold War, these models were insightful and useful in anticipating a wide array of challenges and in stabilizing the world peace enough to prevent nuclear war. But now our society faces a whole new range of challenges from non-state actors who are committed to die in order (...) to kill and terrorize enough of our citizens to change the course of history. The darkest fear in the current struggle with terrorism is a nuclear bomb exploding in a major city. (shrink)

The aim of this paper is to defend a famous quotation from Martin Luther King, stating that “The arc of the moral universe is long, but it bends toward justice.” The quotation is inscribed on the King Memorial in Washington, D.C. and President Obama had it woven into a rug for the Oval Office in the White House. The quotation has become something of a contemporary proverb, and is certainly worthy of our close attention. In order to (...) evaluate the dictum, questions concerning its meaning will first be addressed and clarified, and various possible misinterpretations will be set aside. It will be argued that the appeal, and an effective defense of this moral claim, depend upon the pre-existing values of the people to whom the claim is addressed. The dictum is clearly intended to support hopes of social change and to encourage support for ideals of racial equality, but we want to know whether it is true or false and exactly what it means. King’s dictum can easily be taken as involving a doctrine of “divine Providence” or “historical inevitability.” But many are skeptical of these ideas and hold that we cannot be sure that the future will eventuate in desired moral outcomes. But, if so, what would it possibly mean to claim that the “moral universe” or the human world “bends toward justice”? On the other hand, holding that the moral universe “bends toward justice” claims more than saying that we can now act or organize to support justice; instead, it tells us that there is some pre-existing support for our related activities. What, then, is this pre-existing bend of the moral universe? (shrink)
