Since the advent of democracy in South Africa, there has been a concerted effort at reviving the notion of ubuntu. Variously conceived, it is seen as the authentic African ethical concept, a way of life, an authentic mode of being African, an individual ideal, the appropriate public spirit, a definition of life itself and the preferred manner of conducting public and private business. Thus, among other public displays of the spirit of ubuntu, the government of the day has deliberately chosen (...) its service delivery mantra and its public slogan as Batho Pele to animate, or perhaps pay obeisance to, ubuntu. In this paper we seek to advance arguments that question such a public, widespread, and concerted ‘ubuntu-isation’ of the intellectual, business, public and private lives. Our project follows two main lines of reasoning. We seek to show that the aggressive promotion of ubuntu in post-apartheid South Africa is an elitist project so conceived by the new black elite. It is conceived both as a restorative move that is aimed at securing the dignity of the black masses as well as an attempt at forging a so-called black identity. This line of reasoning will rely on similar historical cases on the continent that sought to aggressively promote an African mode of being, which coincided with both the end of colonialism and the rise of black elitism. We note that such attempts always ended in very public social and political failure. We seek to question the desirability of ubuntu as a mark/guide of the spirit of the nation. Here our critique shall be concentrated on the disjunct that exists between the metaphysical conditions necessary for the attainment of ubuntu and the stark ontological and ethical crisis facing the new elite and ‘our people’. In an article titled ‘The end of ubuntu’ recently published in this journal, Bernard Matolino and Wenceslaus Kwindingwi argue that contemporary conditions in (South) Africa are such that there is no justification for appealing to an ethic associated with talk of ‘ubuntu’. They argue that political elites who invoke ubuntu do so in ways that serve nefarious functions, such as unreasonably narrowing discourse about how best to live, while the moral ideals of ubuntu are appropriate only for a (...) bygone, pre-modern age. Since there is nothing ethically promising about ubuntu for today’s society, and since elite appeals to it serve undesirable purposes there, the authors conclude that ubuntu in academic and political circles ‘has reached its end’. In this article, I respond to Matolino and Kwindingwi, contending that, in fact, we should view scholarly enquiry into, and the political application of, ubuntu as projects that are only now properly getting started. A needs assessment survey of ethics review committees (ERCs) across Africa was conducted in order to establish their major needs and areas of weaknesses in terms of ethical review capacity. The response rate was 84% (31 of 37 targeted committees), and committees surveyed were located in 18 African countries. The majority of the responding committees (61%) have been in existence between 5 and 10 years; approximately 74% of the respondents were institutional committees, with the remainder being either national (6/31) or (...) regional (2/31). In terms of the ethical review process, nine of the 31 committees that responded did not have standard operating procedures (SOPs), and seven of the 22 that did have SOPs had never revised them after their initial development (an average period of three years). Of the 31 committees, 10 operated without any ethical guidelines. Many of the committees (13/30) met once per month, and the number of proposals reviewed annually varied, ranging from five to over 100. All respondents relied on paper-based data management and archiving systems. Overall, the survey identified the major constraints on ERCs as lack of office equipment, outdated or lack of SOPs, lack of electronic data management systems, inadequate resources, lack of or insufficient expertise on the committees, and poor recognition of the importance of the role of the committees. Consequently, the authors are addressing the identified needs and weaknesses through the Bill and Melinda Gates Foundation-funded capacity building project. The African continent has played host to various colonizers from the western world. Most of these countries have negative tales of the activities of the colonizers before independence as well as their neo-colonizing activities after independence. On this basis, it is axiomatic for most African scholars to impute the guilt of African woes to the activities of the colonizers. They consider the whole gamut of colonial legacies in Africa as a doom and a problem to the African continent. Some of (...) the scholars compared the relationship between the Africans and their colonizers in terms of father-son relationship where a father gives the son ‘poison rather than a fish’. This paper accepts the fact that the colonizers were involved and are still involved in some activities that are detrimental to African development but rejects the position that the colonizers are entirely the problem. This paper in fact, posits that the greater problems militating against the proper development of the African continent are traceable to Africans themselves. It gives a verdict that Africans as human beings like the colonizers have the freedom to take control of their events and take the responsibility for their actions instead of imputing blame to others. In a joint article1 with Wenceslaus Kwindingwi, Bernard Matolino declared an end to ubuntu. The declaration, they argue, is a result of the failure of ubuntu in practice and theory in modern African societies. This declaration triggered strong reactions, and an analysis of these responses suggests the need for continuous interrogations of African ideals and beliefs and their relevance to modern African thought. In this article, I argue that Kwindingwi and Matolino’s argument is in line with Matolino’s (...) broader scepticism about Afro-communitarianism in general. In other works, he insists that attempts to theoretically and practically ground postcolonial African philosophy in ideas of Afro-communitarianism exaggerate its functionality. I aim to show that Matolino’s Socratic process and the outcomes, as demonstrated in the “The end of ubuntu”, aim to produce quality understanding and reasoned defence of the traditional ideas aimed to guide modern African thought. The rejectionist approach should be seen as a nudge to make the advocacy for African ideals and beliefs, such as ubuntu, match up with the knowledge of them and how they operate in reality. (shrink)

This is a critical edition of a set of particularly detailed and carefully prepared lecture notes, taken down in 1804 during a course on mathematical and experimental physics given at the University of Tübingen by Christoph Friedrich von Pfleiderer. Since Pfleiderer had been appointed to the chair of mathematics and physics in 1782, and had previously held a similar post at the Warsaw Military Academy, when he delivered these lectures he had been teaching the subject for nearly forty years. Besides (...) providing these public courses on “theoretical physics,” he also held private classes in elementary and advanced mathematics and in experimental physics. The lectures were based on a general textbook, which was supplemented with information from a wide range of other sources. Up until the summer term of 1792, they followed the layout of the first edition of a standard work on the subject, Anfangsgründe der Naturlehre, by Wenceslaus Johann Gustav Karsten, professor of the mathematical sciences at Halle. Pfleiderer’s personal copy of this book, annotated in his own hand, is still preserved in the University Library at Tübingen, and throws a lot of light on the precise manner in which he elaborated on the basic text. From 1792 until 1815 he made use of a similar but more up-to-date work, with the same title, by Georg Simon Klügel, and it is therefore this book which forms the basis of the lecture notes now published. At this stage in his career, however, Pfleiderer had got into a well established routine, and the similarities between these 1804 lectures and the manner in which he annotated Karsten, indicate that the notes also give a pretty accurate account of the way in which “theoretical physics” was being taught at Tübingen a decade or so earlier. Like the whole of Pfleiderer’s private collection of books, the manuscript of the notes is preserved in the University Library at Tübingen, which acquired it in 1879. The note taker was Gottlieb Friedrich Harttmann, who studied at Tübingen from 1799 until 1804, subsequently took holy orders and taught at Maulbronn, and eventually emigrated to America. (shrink)
