God is thought to be eternal. Does this mean that he is timeless? Or is he, rather, omnitemporal? In this paper we want to show that God cannot be omnitemporal. Our starting point, which we take from Bernard Williams’ article on the Makropulos Case, is the intuition that it is inappropriate for persons not to become bored after a sufficiently long sequence of time has passed. If God were omnitemporal, he would suffer from boredom. But God is the greatest possible (...) being and therefore cannot be bored. God, hence, is not omnitemporal. After the presentation of our argument, we address several objections by examining possible differences between human and divine persons. (shrink)

This book develops an original version of act-consequentialism. It argues that act-consequentialists should adopt a subjective criterion of rightness. The book develops new arguments which strongly suggest that, according to the best version of act-consequentialism, the rightness of actions depends on expected rather than actual value. Its findings go beyond the debate about consequentialism and touch on important debates in normative ethics and metaethics. The distinction between criterion of rightness and decision procedures addresses how, why, and in which sense moral (...) theories must be implemented by ordinary persons. The discussion of the rationales of "ought" implies "can" leads to the discovery of a hitherto overlooked moral principle, "ought" implies "evidence", which can be used to show that most prominent moral theories are false. Finally, in the context of discussing cases that are supposed to reveal intuitions that favour either objective or subjective consequentialism, the book argues that which cases are relevant for the discussion of objectivism and subjectivism depends on the type of moral theory we are concerned with (consequentialism, Kantianism, virtue ethics, etc.). Architecture and urbanism seem to be »weak« disciplines, constantly struggling for a better understanding of their nature and disciplinary borders. The huge amount of metaphors appearing in the discourse of both not only reference to their creative nature but also indicate their weakness and the missing piece strengthening their own understanding: a definition of space for architecture and of city for urbanism. But using metaphors in this field implies a problem - though metaphors achieve to bring opposites together, there remains (...) the question how literal they can actually become in order to relate to these subjects properly. Freivalds defined an acceptable programming system independent criterion for learning programs for functions in which the final programs were required to be both correct and "nearly" minimal size, i.e., within a computable function of being purely minimal size. Kinber showed that this parsimony requirement on final programs limits learning power. However, in scientific inference, parsimony is considered highly desirable. A lim-computablefunction is (by definition) one calculable by a total procedure allowed to change its mind finitely many times about its output. (...) Investigated is the possibility of assuaging somewhat the limitation on learning power resulting from requiring parsimonious final programs by use of criteria which require the final, correct programs to be "not-so-nearly" minimal size, e.g., to be within a lim-computable function of actual minimal size. It is shown that some parsimony in the final program is thereby retained, yet learning power strictly increases. Considered, then, are lim-computable functions as above but for which notations for constructive ordinals are used to bound the number of mind changes allowed regarding the output. This is a variant of an idea introduced by Freivalds and Smith. For this ordinal notation complexity bounded version of lim-computability, the power of the resultant learning criteria form finely graded, infinitely ramifying, infinite hierarchies intermediate between the computable and the lim-computable cases. Some of these hierarchies, for the natural notations determining them, are shown to be optimally tight. (shrink)

In his new book, The Dimensions of Consequentialism, Martin Peterson proposes a version of multi-dimensional consequentialism according to which risk is one among several dimensions. We argue that Peterson’s treatment of risk is unsatisfactory. More precisely, we want to show that all problems of one-dimensional (objective or subjective) consequentialism are also problems for Peterson’s proposal, although it may fall prey to them less often. In ending our paper, we address the objection that our discussion overlooks the fact that Peterson’s proposal (...) is not the best version of multi-dimensional consequentialism. Our reply is that the possibilities of improving multi-dimensional consequentialism are very limited as far as risk is concerned. (shrink)

Pharmakologisches „cognition enhancement“ zielt auf die Verbesserung der geistigen Leistungsfähigkeit mithilfe von Präparaten, die primär als Medikamente eingesetzt werden. Der Beitrag befasst sich mit der ethischen Bewertung des Gebrauchs von Stimulanzien als „enhancer“ durch Kinder und Jugendliche. Am Beispiel von Diagnose und Behandlung der Aufmerksamkeitsdefizit-Hyperaktivitätsstörung (ADHS) werden die Schwierigkeiten der Abgrenzung von Therapie und Enhancement beschrieben und daraus auf verschiedenen Ebenen ethisch relevante Fragen bezüglich Cognition enhancement entwickelt. Diese betreffen z. B. die Wirkungen von Stimulanzien auf ein sich entwickelndes System (...) und eine mögliche grundlegende Änderung der Erziehungs- und Sozialisationssituation durch pharmakologisches Enhancement, aber auch das Problem der Normierung von Verhalten und der Einschränkung der Autonomie der Betroffenen. Die vorgestellten Überlegungen geben Anlass, Cognition enhancement durch Stimulanzien im Jugendbereich vorläufig kritisch zu beurteilen. (shrink)

How can legal norms be morally evaluated? In this paper we discuss and defend consequentialism about legal norms. According to this doctrine, the legitimacy of legal norms depends entirely on the consequences of the norms’ validity. Consequentialism about legal norms shares the advantages of both act- and rule-consequentialism while avoiding the respective disadvantages. In particular, consequentialism about legal norms has prima-facie plausibility like act-consequentialism and for similar reasons: it qualifies as a version of collective act-consequentialism. At the same time, the (...) implications of consequentialism about legal norms cohere with common-sense morality because, like rule-consequentialism, consequentialism about legal norms takes into account the motivational limits of human agents. This paper offers a critique of David Gauthier’s contractarian moral theory. I point out morally counter-intuitive implications of Gauthier’s theory – for example, with respect to societies with slavery or concerning the protection of animals – as well as theoretically unattractive features, such as the overly optimistic assumption of translucent agents. However, contractarian moral theories can be improved by correcting the theoretically unattractive features. Moreover, though some morally counter-intuitive implications cannot be avoided, whether we should accept these implications ultimately depends (...) on whether an instrumentalist account of practical reason is defensible and how morality relates to practical reason. Thus, contractarian moral theories cannot be refuted as easily as one might think at first. (shrink)

Christian List and Philip Pettit argue that some groups qualify as rational agents over and above their members. Examples include churches, commercial corporations, and political parties. According to the theory developed by List and Pettit, these groups qualify as agents because they have beliefs and desires and the capacity to process them and to act on their basis. Moreover, the alleged group agents are said to be rational to a high degree and even to be fit to be held morally (...) responsible. And the group agents under consideration are autonomous, according to the List-Pettit Theory, because their beliefs and desires cannot easily be reduced to the beliefs and desires of the groups’ members. I want to show that we should not accept the List-Pettit Theory, because it implies the absurd claim that instrument-user units, like car-driver units, are rational agents over and above their user-parts, say drivers. The focus of my argument is on whether instrument-user units are autonomous in relation to their user-parts on the List-Pettit Theory. (shrink)

This paper argues that objective consequentialism is incompatible with the rationales of ‘ “ought” implies “can” ’ – with the considerations, that is, that explain or justify this principle. Objective consequentialism is the moral doctrine that an act is right if and only if there is no alternative with a better outcome, and wrong otherwise. An act is obligatory if and only if it is wrong not to perform it. According to ‘ “ought” implies “can” ’, a person is morally (...) obligated to φ only if the person can φ. The rationales of ‘ “ought” implies “can” ’ include considerations related to intuitive plausibility, action-guidance, blameworthiness and fairness, and the nature of practical reasons. (shrink)

This paper examines the impact of disability on wellbeing and presents arguments against the mere-difference view of disability. According to the mere-difference view, disability does not by itself make disabled people worse off on balance. Rather, if disability has a negative impact on wellbeing overall, this is only so because society is not treating disabled people the way it ought to treat them. In objection to the mere-difference view, it has been argued, roughly, that the view licenses the permissibility of (...) causing disability and the impermissibility of causing nondisability. In her recent article, “Valuing Disability, Causing Disability”, Elizabeth Barnes attempts to show that this causation-based objection does not succeed. We disagree and argue why. We begin by explaining that in order to defeat the causation-based objection it does not suffice to show that it is not always true that the mere-difference view licenses causing disability. Rather, license in some cases, in a way that undermines the plausibility of the mere-difference view, would be sufficient for the causation-based objection to succeed. Then our discussion turns to an important challenge for proponents of the causation-based objection: Some defenders of the mere-difference view are prepared to simply accept the counterintuitive implications of their position. A dialogue with such proponents of the mere-difference view requires arguments with independent traction. We present several such arguments to the effect that the mere-difference view needs to be significantly reduced in scope – and may turn out to be false altogether. (shrink)

Frank Jackson has put forward a famous thought experiment of a physician who has to decide on the correct treatment for her patient. Subjective consequentialism tells the physician to do what intuitively seems to be the right action, whereas objective consequentialism fails to guide the physician’s action. I suppose that objective consequentialists want to supplement their theory so that it guides the physician’s action towards what intuitively seems to be the right treatment. Since this treatment is wrong according to objective (...) consequentialism, objective consequentialists have to license it without calling it right. I consider eight strategies to spell out the idea of licensing the intuitively right treatment and argue that objective consequentialism is on the horns of what I call the licensing dilemma : Either the physician’s action is not guided towards the intuitively right treatment. Or the guidance towards the intuitively right treatment is ad hoc in some respect or the other. (shrink)

The exchange of ideas between nations during the Enlightenment was greatly facilitated by cultural ventures, commercial enterprise and scientific collaboration. But how were they exchanged? What were the effects of these exchanges on the idea or artefact being transferred? Focussing on contact between England, France and Ireland, a team of specialists explores the translation, appropriation and circulation of cultural products and scientific ideas during the Enlightenment. Through analysis of literary and artistic works, periodicals and official writings contributors uncover: the key (...) role played by literary translators and how they adapted, naturalized and sometimes distorted plays and novels to conform to new cultural norms; the effects of eighteenth-century anglomania, and how this was manifested in French art; how the vagaries of international politics and conflict affected both the cultural products themselves and the modes of dissemination; how religious censorship engendered new Irish Catholic and French Huguenot diasporas, with their particular intellectual pursuits and networks of exchan≥ the significance of newspapers and periodicals in disseminating new knowledge and often radical philosophical ideas. By exploring both broad areas of cultural activity and precise examples of cultural transfer, contributors to Intellectual journeys reveal the range and complexity of intellectual exchange and its role in the formation of a truly transnational Enlightenment. Since the beginning ofthe 1980s, successive Belgian governments have pursued a social security policy that is a combination of cutting social expenditure on the one hand and improving the plight of lower income categories among benefit recipients on the other. This has been realised by means of a strategy of 'targeting within universalism ', i.e. improving the benefits for the poor and restricting them for the better off, but without abolishing the entitlements oft he latter category completely. The Belgian experience (...) puts inperspective the 'middle class matters' argument, which predicts that, if cuts are made in social expenditure,the middle classes will use their political resources to defend the provisions they benefit from and to diminish the benefits reserved for the poor. ABSTRACTIn this paper, I critique one way of arguing for global democracy on grounds of affected interests and defend another. A famous argument for global democracy, which I call the Demos-Based Argument, attempts to justify global democracy based on the claim that affected interests vindicate individual claims to democratic participation or representation. I analyze and evaluate the Demos-Based Argument and consider different ways of interpreting and justifying its crucial premise: the Principle of Affected Interests. The result is that the argument (...) fails. One lesson of the discussion of the Demos-Based Argument is that the most promising, though eventually unsuccessful, justification of the Principle of Affected Interests is utilitarian. Given the failure of the Demos-Based Argument, the question suggests itself if there is another way to argue for global democracy on utilitarian grounds. This discussion note attempts to show that, pace Niko Kolodny and John MacFarlane, the Miners case intuitively speaks in favor of subjectivism. I argue that properly understood the intuitively correct judgements concerning the case are compatible with subjectivism. My argument is based, among other things, on a comparison between the Minders case and other cases as well as on considerations of blameworthiness.

This article gives a survey of results of research concerning effects of public policy in the Netherlands. This survey is preceded by a summary of some important American projects.The Dutch research reported concerns effects of educational and housing policy on income distribution, effects of sururbanization policy, participation policy, and still other policies.In both countries the dominant conclusion is that the goals of public policy are at least partially realized by the means chosen. However, the conclusion that the welf are state (...) is totally f ailing would go to f ar.Research concerning effects of public policy is still rare. Moreover, it is clear that some goals are realized at least in part by the chosen means.When public policy appears not to be effective, this can be explained from several factors : the contents of policy and the underlying theory, the policy process, the society, the research, and a view which is toonarrow because it takes only short term effects of one particular policy program into account. This paper critiques the All-Subjected Principle. The All-Subjected Principle is one of the most prominent answers to the Boundary Problem, which consists in determining who should be entitled to participate in which democratic decision. The All-Subjected Principle comes in many versions, but the general idea is that all people who are subjected in a relevant sense with regard to a democratic decision should be entitled to participate in that decision. One respect in which versions of the All-Subjected Principle differ concerns (...) how to best understand ‘subjectedness’. One view spells out ‘subjectedness’ in terms of legal bindingness. Another view understands ‘subjectedness’ in terms of coercion. I argue that the All-Subjected Principle is extensionally inadequate on both views in that it yields verdicts that are at odds with our considered judgements about certain cases. These cases involve legal norms of referral or international administrative assistance. (shrink)

First, it is argued that the common coding principles, as developed in the target article, may supplement rather than replace stage views of human information processing. Second, the issue of the properties of an event code is briefly discussed. It is concluded that much remains to be specified so as to allow critical tests. Finally, the question of the limits of common coding is raised. It may be particularly relevant to direct perception and action coupling (...) but less useful for the analysis of cognitive skills. This paper discusses Freud's model of the psychical apparatus in the “Project”, and concludes that it is a remarkably sophisticated work which even today is still highly relevant to neuropsychological theorising. Freud rejects the notion that what happens in the brain can be clearly localised in space and time. This anticipates the notion of a distributed system found in recent developments in computing (“neural net works”) and in Derrida's conception of systems characterised by différance. Every part of such a system (...) is constituted by its relation to the rest of the system. Although such systems are spatio-temporal, processes occur ring in them can not be pinpointed in space and time. Against the common charge that Freud has a passive hydraulic-reflex model of the psychical apparatus, the authors argue that Freud presents it as an open, complex, self-organising system. Ricoeur's (1972) claim that the model of the psychical apparatus in the “Project” is essentially solipsistic, is accordingly rejected. This paper gives a sketch for a reconstruction of the Freudian unconscious, and an argument for its existence. The strategy followed attempts to side-step the extended debates about the validity of Freud's methods and conclusions, by basing itself on the desire/belief schema for understanding and explaining human behaviour – a schema neither folk psychology nor scientific psychology can do without. People are argued to have, as ideal types, two fundamental modes of fulfilling their desires: engaging with reality, and wishful thinking. (...) The first mode tries to acknowledge the constraints reality imposes on the satisfaction of desires, while the second mode tries to ignore, deny or disguise these constraints, inasmuch as they threaten to make such satisfaction impossible or unfeasible. Crucially, wishful thinking can be used so as to ignore or deny any desire that is incompatible with other strong desires. Thus we end up unaware of the existence or nature of some of our desires, of the fact that they are in flu enc ing our thought and be hav iour, and of the process our own mind has used to thwart awareness of them. Once we acknowledge this possibility, we are already seriously entertaining the possibility of the Freudian unconscious, or something fairly close to it. The more aware the subject is that her wishful thinking is just that, the less effective it becomes. Wishful thinking thus requires an unconscious; it is inimical to a clear, complete and unambiguous acknowledgement of its own status. Next, various aspects of my account (and Freud's) that allow a conception of the unconscious in non-Cartesian terms are emphasised: the unconscious is largely constituted by semantic phenomena of a particular type: forms of representation which would conceal their meaning even if the full light of 'attention', Cartesian 'consciousness' or 'introspection' were cast upon them. If wishful thinking is an integral part of mental life, philosophers and others wishing to “educate humanity” will have to proceed differently from what would have been appropriate had rational thought and action been the only available option for satisfying desires.
