In the article examines the international experience in organization and legal support market surveillance, the current status and approaches to reform this sector in Ukraine in accordance with WTO requirements and EU, measures to improve it are founded.

Large-scale transnational land acquisition of agricultural land in the global south by rich corporations or countries raises challenging normative questions. In this article, the author critically examines and advocates a human rights approach to these questions. Mutually reinforcing, policies, governance and practice promote equitable and secure land tenure that in turn, strengthens other human rights, such as to employment, livelihood and food. Human rights therefore provide standards for evaluating processes and outcomes of transnational land acquisitions and, thus, for determining whether (...) they are ethically unacceptable land grabs. A variety of recent policy initiatives on the issue have evoked human rights, most centrally through the consultation and negotiation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests concluded in 2012. However, a case of transnational land appropriation illustrates weak host and investor state enforcement of human rights, leaving the parties to in interaction with local groups in charge of protecting human rights. Generally, we have so far seen limited direct application of human rights by states in their governance of transnational land acquisition. Normative responses to transnational land acquisition—codes of conduct, principles of responsible agricultural investment or voluntary guidelines—do not in themselves secure necessary action and change. Applying human rights approaches one must therefore also analyze the material conditions, power relations and political processes that determine whether and how women and men can secure the human rights accountability of the corporations and governments that promote large-scale, transnational land acquisition in the global south. The article is devoted to the consideration of the issue of influential modifications of the genre system of modern mass media. It has been established that the mass media are one of the main means of communication for the wide audience. The meaning of the words "modification", "mass media", "mobile journalism", "new media" has been studied. The article notes that "new media" appeared in the 60s of the XX century. The main characteristics of the media are presented. It is noted (...) that the most common examples of mass media are television, radio, newspapers, magazines, social media, digital media, the Internet. The textbooks and publications of domestic and foreign scientists, which raise the issue of influential modifications of the genre system of modern mass media are highlighted. It was found that the first media were newspaper, telegraph, radio, television. The study of the main types of media is emphasized: traditional media, print media, electronic broadcasting media, external media, transit media and new media. It is noted that new media is a reconceptualization of traditional media. The aspect of media in the role of a social institution has been studied. It was noted about the significant impact of digitalization on the global media system. The significant influence of the use of the Internet in the political life of the United States is given as an illustrative example. The use of the "video story" technology as one of the strategies for holding the attention of the reader or listener is considered. The focus is on the interactive storytelling made possible by digital media and provides advantages for interactive television and cinema, as well as helping to create virtual and mixed reality in games, contributing to the emergence of new forms of voice games. The urgency of the study of "stem-education" as a factor in the development of "smart-society" is that this kind of society is a continuation of information and "knowledge society", which is developing on the basis of smart technologies. The concept of smart society is at the heart of modern state-owned development programs of South Korea and Japan. In South Korea, the National Social Agency has developed a "Smart Society Strategy" that introduces the technological foundations of smart societies. The central issue (...) of Smart-society is business, which makes managing more intelligent and activities aimed at using knowledge and innovation. The objectives of the study are to identify the "stem-education" endpoint through the use of electronic and collective technologies, which become more massive and effective, and through the use of natural, engineering and maternal education. It is no coincidence that this concept is documented in the Europe 2020 Strategy: Smart Growth Strategy, which includes the development of an economy based on knowledge and innovation, fosters sustainable growth, more efficient use of resources, and inclusive growth and strengthening of high employment. Countries such as the United States, China, Australia, the United Kingdom, Israel, and Singapore carry out state-of-the-art stem-education programs. The methodological basis of the study is systematic, structural, axiological, synergetic methods and approaches that have allowed disclosing stem-education as the leading trend in the world of educational space. Conclusion - It is proved that stem-education is an innovation that combines the traditions of natural and mathematical education, is based on the principles of fundamentalism and knowledge-based, combining technological, organizational, material and technical resources and human capital. As a result of the development of stem-education at the expense of ICT, business processes, governance, and management reform are undergoing change, leading to economic, social and managerial processes at a higher level in some of those societies. Smart society is a new quality of society in which the combination of the use of new technologies will allow people to improve the quality of their lives. This article presents philosophical and educational reflection of smart-society as a new model of the information society and presents its impact on human capital. It reveals timeliness of this topic, which is innovative and hardly developed. It analyses international experience in establishment and growth of smart-society and dimensions of axiological field of smart-society, which is based on axiological matrix of information and knowledge, which are considered and being civilized dimensions of modern society. The main idea is to prove the evolution of the information society to smart-society and the possibility of establishment of smart-society in Ukraine. The analysis of smart-society formation was made and its characteristics were defined, which claims priority role in the world information space formation and contribute to the competitiveness of Ukraine in the international information space. The article discusses a new understanding of the reality in the 20th century. Since the key figure in these changes was the Danish physicist Niels Bohr, we refer to his early and later articles to analyze the use of the term “reality”. Through an analysis of the terms, it is shown that Bohr describes discoveries in earlier articles that are inconsistent with old concepts in physics, and it is these questions that will further lead him to a new understanding of (...) reality. In the article we also indicate how many times and in what contexts the term “reality” is used. Further, we find that the term “reality” is more common in later articles than in his earlier works. Through the analyzing of usage of certain terms, we show how the emphasis in the early and late Bohr’s articles shifts. For many years, the Danish physicist has sought to clarify quantum theory. In some later articles, we note that the problems affect not only physical, but also other areas of knowledge. We also analyze the use of the term in later articles. This analysis shows how Niels Bohr’s discoveries in the nature of the objects of the micro-world lead him to questions about the nature of reality. How discoveries in the microcosm affect the new conception of reality is best traced in controversy with other physicists. As the most striking example, we took the article “Discussion with Einstein on epistemological problems in atomic physics”. In this article, Bohr describes the specific behavior of micro-objects, features of physical experiments and proves the idea that a fundamentally new understanding of physical processes is needed. An analysis of the terms shows that, from Bohr’s point of view, reality itself is as described by its quantum mechanics. We strive to show the evolution of Bohr’s views in the context of how they influenced the revision of all physics. We conclude that the discovery of stationary states in an atom is the first step to rethinking philosophical questions of a nature of reality. (shrink)

Digital marketing means that consumers, customers or society at large can access any information they need. The article deals with theoretical aspects of human capital, features of human capital, problems and prospects of human capital in modern conditions. Problems and challenges of ontology and functioning of human capital in postmodern society are outlined. The current state of investment in the reproduction of human capital and its development was assessed. One of the ways to increase human capital is to invest in people, their health and education. The article substantiates the role and importance of investments in human (...) capital at the family level. The sharp increase in interest in the creative abilities of a person and in the ways of their formation and development confirm the obtained results. The international significance of the article lies in the objectification of the problems of human capital in developing countries, taking into account the global industrial, cultural and social context. In order to optimize human capital management on the verge of the postmodern and post-post era, these research results can help in the development of scientific, public and government programs and activities. This article aims to define natural human rights in the context of forming postmodern views on an individual today. Natural rights exist, regardless of whether they are enshrined somewhere or not: they are clear from the natural context and essence of human activity. The postmodern world is experiencing a crisis of fatigue from life, fatigue of culture, which for the global world has become a political and economic crisis of ineffectiveness of the policy of multi-culturalism and poly-culturalism and the growing (...) dangers and threats associated with it. Therefore, it is crucial to find out how natural human rights are realized in postmodern society. Importantly, the article analyzes the basic theoretical and methodical principles of creating the postmodern environment and its impact on people. It also defines the main concepts and categories of human rights in the context of evolution of postmodern society. To study the socio-cultural impact on personality development in the postmodern era, the article explores how legal culture is formed in the course of civilizational-evolutionary development of society. Research methods are as follows: analytical methods, descriptive and explanatory methods, synthesis and analysis. The obtained results prove that natural human rights manifest the evolution of cultural progress and prospects for further analysis of their socio-cultural effects on the development of postmodern society. The article examines the theological and philosophical origins of Jewish and early Christian medicine. We have shown that the basis of the medical practice of the ancient Jews and early Christians were the books of the Old Testament. The principles of nutrition, sanitation and hygiene have been considered in detail in the context of the topic. We also have analyzed the rules of care for sick people and the means used by the Jewish people in the treatment of infectious diseases. (...) It has been shown that in order to prevent the spread of an infectious disease, Jews isolated an infected person from close contact with other people, thus avoiding the spread of various diseases and epidemics. Some Jewish works of the post-biblical period contain a description of the development of philosophy and ethics in medicine; the main ones are the Midrash, the Mishnah and the Talmud. In the article we also have analyzed conceptual medical foundations set forth in the Pentateuch of the Moses and the Talmud. It has been shown that the main attention of Jewish treatment practitioners was focused on disease prevention, as they attached great importance to the principles of ritual purity, which in turn was directly related to public hygiene. We also have studied a number of works of the early church fathers, who initiated the practice of caring for the physically ill. As a result, it was found that in the writings of the church fathers there are many mentions of surgery and treatment of mental illness. (shrink)

The peculiarities of the philosophy and practices of realization of the principles of a healthy way of life by the Seventh-day Adventist Church in Ukraine are considered. It has been established that the social and cultural changes caused by Ukraine’s independence have contributed to the opening of sanatoriums, boarding houses, and health centers by Adventist believers. It has been stated that since 1991, Adventists have generally conducted short-term health programs and exhibitions, but over time have shifted to the Western system (...) of providing services based on permanent health facilities. The philosophy and practices of the Church's implementation of a healthy lifestyle are outlined Seventh-day Adventists in Ukraine in the context of the work of medical, sanatorium and health facilities that belong directly to this religious organization. The practical novelty of the study is based on interviews with health care managers who were directly involved in the establishment of health facilities and the implementation of various Adventist health programs. It was found that representatives of other Protestant and Orthodox denominations who visited the recreation centers changed their minds about Adventism and Adventists, which, in turn, contributed to the creation of an atmosphere of religious tolerance and tolerance for each other. The activities of the inspected health centers, sanatoriums and boarding houses mainly carry out the mission of the Seventh-day Adventist Church, and the performers (staff) see their contribution to the service of God in the prevention of diseases and rehabilitation of patients. In addition, in the institutions we have studied, special attention is paid to teaching about the principles of a healthy lifestyle, proper nutrition, hydrotherapy and more. It is determined that the process of implementing health programs is based on the principles of Christian ethics, which managers and staff try to follow, seeing it as fulfilling Christ’s mission on earth, especially in the field of restoring and preventing the health of sanatorium visitors. Показано, що в умовах формування тоталітарного суспільства й розгалуженої адміністративно-бюрократичної системи контролю за видавництвами та друкованими виданнями вся друкована продукція ретельно вивчалася на предмет її відповідності ідеологічній політиці держави. Особливо системному політичному контролю та ідеологічному редагуванню підлягала українська книга, у якій найчастіше, за твердженням влади, "проводилися дрібнобуржуазні націоналістичні погляди". Конфіскації підлягали книжки, у створенні передмови чи в редагуванні, упорядкуванні яких брали участь так (...) звані "шкідники" та "націоналісти". Вилучалися твори авторів-"ворогів народу" та книги, авторами яких були репресовані партійно-радянські керівники. (shrink)

The relevance of the research reflects the unity of the requirements of the Beijing Philosophical Congress "Learning to be a man" and the anniversary report of the "Rome Club" "Come On! Capitalism, myopia, population and destruction of the planet", which the transformation processes of the socio-sphere are revealed from the standpoint the need for a radical breakdown of the spiritual and moral world of man and his worldview. The foundation of these transformations is the transition in education, as the hippocrine (...) of our knowledge, the source that quenches thirst in them to the "new Enlightenment" as a decisive factor in the learning of a person to be him. This determined the purpose and objectives of the article. The purpose of the article is to substantiate the natural and necessary character of the formation of the "new Enlightenment", to reveal the architectonics of its content. Research objectives : in the context of the goal to uncover the factors that determine the need for a transition in education to the "new Enlightenment", its qualitative difference from the Enlightenment of the 17th-18th centuries; to characterize the new content of "connectedness" in education based on the use of new information technologies; analyze the process of formation of a new spiritual and moral outlook of a specialist on the universal values of humanity; focus the learner’s attention on focusing knowledge of sustainable development as a determining factor of the global problems of mankind through the interrelation of academic disciplines; an important component presents the demand for the formation of a new integral thinking, innovative in its essence and qualitatively different from the analytical one. It is noted that the transition to the path of integral thinking contributes to the connection, coordination and organization into a single whole of the fragments of the object under study. Such thinking is characterized by stability, reliability, variability; it is original in its connections with science and education, and methodological influence on individual and social consciousness. Integral thinking reflects a qualitatively new level of intelligence. Research methods: to achieve the stated goal and constructive solution of the tasks, the article used the method of abduction, analysis and synthesis, historical and logical, synergistic approach. The results of the research: a new paradigm of education is represented – the noospheric-information one corresponding to the factuality of the “new Enlightenment”, as its ability to reproduce itself on a changing scale. The change in the scale of the socio-sphere is due to its globalization processes. The content of the “new Enlightenment” is explicated as a qualitatively new level of formation of students' sustainable knowledge based on the integral innovative type of thinking based on the information resources of society, the use of modern educational technologies, as well as on the values of society, as the quintessence of its wisdom and public intelligence. Conclusions. Thus, the formation of a "new Enlightenment" is natural and necessary. This follows from the requirements of the “learn to be human” program, as well as from the development of an internally ordered education process. “New Enlightenment” also has an attribute of uniqueness, since it does not have anything to compare with, identify; it is an objective, essential, unique phenomenon; it is single, relative, determined by the previous development of education. It is based on the processes of intellectualization, innovation, informational content, humanism and is capable of solving constructively the tasks facing society. (shrink)

We propose the FoodSmart City framework as a transdisciplinary avenue to promote sustainable seafood consumption. We argue that a change in human seafood consumption towards eating at lower trophic levels may be helped by discovering forgotten cultural practices and tapping into locally-sourced marine resources. We set out a framework of knowledge exchange and production between academia, businesses, and civil society to promote and assist healthy and ecologically sustainable living using digital tools and intangible cultural heritage while engaging with innovative chefs (...) and educationalists. This paper presents an interpretation of Husserl''s phenomenological epoché or bracketing ( Einklammerung), which makes it possible to compare his position with philosophical programs developed within the framework of modern analytical philosophy. At the same time it asks in what sense Husserl''s phenomenology is a form of idealism or exceeds the traditional discussion of idealism versus realism.

This volume on anthropology and authority in the writings of Søren Kierkegaard (1813-1855) offers its reader nineteen timely discussions of two fundamental categories pertaining to the literary, philosophical, and theological production of this prominent 19th century Danish thinker, whose vast influence upon 20th century intellectual life continues to grow as the new millennium approaches. The volume's nineteen contributors - from Canada, Denmark, Great Britain, Holland, Hungary, Italy, and the United States - inquire into such complex problematics in Kierkegaard's oeuvre as (...) the interrelationship between the human, the divine, and the spiritual; between the secular and the Christian; between human and Christian love; between state and church institutions and the single individual of faith; and between this individual's concern for quality in civic and religious life and the quantitative forces of modern society's masses and crowds. Special attention is given to the indisputable authority of God, Christ, and the apostles as opposed to the debatable authority, or non-authority, of the author. Of particular interest is the nexus between Kierkegaard's existential and religious concerns, on the one hand, and his intricate textual conceptions, multifarious poetic strategies, and various means of pseudonymous and indirect communication, on the other. Between the covers of Anthropology and Authority some chapters seek to refine received knowledge of Kierkegaard in such disciplines as theology and moral philosophy. Conversely, other chapters submit rather postmodern critiques of the author's stylistic and rhetorical devices. A summary assessment of the nineteen contributions would fail to recognize this considerable methodological and theoretical diversity. Instead, the reader's access to the smorgasbord of insights has been facilitated by an introduction in which one of the American editors briefly outline the individual contributions on a general historical and intellectual background. Altogether, the probing insights of Anthropology and Authority go to the core of Søren Kierkegaard's authorship. Individual chapters either update previous responses to the many challenges presented by this work, or the chapters face new challenges and/or present critical challenges on their own. (shrink)
