The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. In his recent pamphlet on Herodotus the Historian, Friederich Focke has discussed the lion-portent which accompanied the birth of Pericles: έκ δ Ίππоκπτεоς Μεγακλνσ τε Ξλλоσ κα ᾈγαπоτνς, ;λ· λπ τα ᾽Αγαριστŋς хоυσα τò о;νоѵоνα. σооνικńσασ τε ξανθππψ τ᾽ Απιφρоνоς κα λκυоς éоûα εδε ψℓν ν τ πν. δκεε δ λοντα τεκεṿ κα υετ᾽ ợλγας υρας τκτει Пερικλα ξανθππψ. As this is the only occasion on which Herodotus mentions Pericles by name, those critics who are concerned to show that Herodotus (...) was ‘Pericles' man’ have made much of the passage, and have deduced therefrom that Herodotus here means to express all his pent-up admiration for Pericles, which otherwise the scope of his work did not give him an opportunity of displaying. This admiration is at least conveyed in cryptic form, and Focke, following up a hint of Nissen that Pericles is here called a lion ambiguously, combats the view that Herodotus is expressing great reverence for him; and after examining fifth-century parallels, comes to the conclusion that Herodotus was repeating a tradition that had been set afoot as a purposely ambiguous and derogatory reference to Pericles as a ‘tyrannical man of might.’ After an examination of Focke's evidence, however, I remain unconvinced. It seems possible to account for most of thes quotations which Focke makes by bringing them into line with the ordinary Greek use of leonine symbolism, which, as I shall try to show, was complimentary, not derogatory. Philosophers typically rely on intuitions when providing a semantics for counterfactual conditionals. However, intuitions regarding counterfactual conditionals are notoriously shaky. The aim of this paper is to provide a principled account of the semantics of counterfactual conditionals. This principled account is provided by what I dub the Royal Rule, a deterministic analogue of the Principal Principle relating chance and credence. The Royal Rule says that an ideal doxastic agent’s initial grade of disbelief in a proposition \(A\) , given that the (...) counterfactual distance in a given context to the closest \(A\) -worlds equals \(n\) , and no further information that is not admissible in this context, should equal \(n\) . Under the two assumptions that the presuppositions of a given context are admissible in this context, and that the theory of deterministic alethic or metaphysical modality is admissible in any context, it follows that the counterfactual distance distribution in a given context has the structure of a ranking function. The basic conditional logic V is shown to be sound and complete with respect to the resulting rank-theoretic semantics of counterfactuals. (shrink)

Searle proposes an argument in order to prove the existence of universals and thereby solve the problem of universals: From every meaningful general term P(x) follows a tautology Vx[P(x) v -P(x)], which entails the existence of the corresponding universal P. To be convincing, this argument for existence must be valid, it must presume true premises and it must be free of any informal fallacy. First, the validity of the argument for existence in its non-modal interpretation will be proven with the (...) help of the formal deductive system F. Secondly, it will be shown that a self-contradictory tautology concept is employed, which renders the premises meaningless. Consequently, the inconsistency will be emended through redefinition and the argument's ensuing correctness will be demonstrated. Finally, it will be shown that the argument for existence presupposes the existence of universals in its premise and hence begs the question. (shrink)

The constantly accelerating progress of contemporary natural science is indissolubly associated with the development and use of mathematics and with the processes of mathematical modeling of the phenomena of nature. The essence of this diverse and highly fertile interaction of mathematics and natural science and the dialectics of this interaction can only be disclosed through analysis of the nature of theoretical notions in general. Today, above all in the ranks of materialistically minded researchers, it is generally accepted that theory possesses (...) a value of its own. Contrary to positivist concepts of the nature of our knowledge, the meaning and significance of theory do not consist merely of the recording of experimental data, their classification and notation in abbreviated form. The meaning of theory is considerably more significant and is revealed, above all, in its explanatory and predictive functions. Contemporary theoretical knowledge is quite advanced and comprises a highly complex system, relatively self-contained and capable of internal development. Mathematics is the most interesting and distinctive phenomenon in the system of theoretical knowledge, in the system of science in general. It is in its dialectical development that the internal force and dynamics of the development of theory, in the very broadest sense of that word, find expression. Paul Lafargue tells us that Karl Marx held that "science only attains perfection when it succeeds in making use of mathematics" . In many fields of research the formulation of new ideas and concepts rests upon mathematics, its concepts and notions, and "is suggested" by the latter. "Mathematics," writes F. Dyson, "is the main source of the notions and principles out of which new theories are created" . The basic significance of mathematics to theory has been noted by outstanding thinkers over the course of the entire history of development of science. Today the expressive phrase, "the mathematization of knowledge," has come into general currency as a description of the principal direction of growth of theoretical notions in natural science. However, with respect to the growth of modern theoretical physics in general, the statement that it develops primarily by the method of the mathematical hypothesis has general validity. For example, the principal findings and discoveries of quantum theory and particle physics, starting from the corpuscularwave dualism and terminating with the omega minus hyperon and hypothetical quarks, were obtained or made "at the tip of a mathematician's pen.". Degrees of belief are familiar to all of us. Our confidence in the truth of some propositions is higher than our confidence in the truth of other propositions. We are pretty confident that our computers will boot when we push their power button, but we are much more confident that the sun will rise tomorrow. Degrees of belief formally represent the strength with which we believe the truth of various propositions. The higher an agent’s degree of belief for a particular (...) proposition, the higher her confidence in the truth of that proposition. For instance, Sophia’s degree of belief that it will be sunny in Vienna tomorrow might be .52, whereas her degree of belief that the train will leave on time might be .23. The precise meaning of these statements depends, of course, on the underlying theory of degrees of belief. These theories offer a formal tool to measure degrees of belief, to investigate the relations between various degrees of belief in different propositions, and to normatively evaluate degrees of belief. Traditionally, the investigation of truth has been anchored in a priori reasoning. Cognitive science deviates from this tradition by adding empirical data on how people understand and use concepts. Building on psychophysics and machine learning methods, we introduce conceptual scaling, an approach to map people's understanding of abstract concepts. This approach, allows computing participant-specific conceptual maps from obtained ordinal comparison data, thereby quantifying perceived similarities among abstract concepts. Using this approach, we investigated individual's alignment with philosophical theories on truth and (...) the predictive capacity of conceptual maps. The obtained results indicated that, while people's understanding of truth is multifaceted and encapsulates notions of coherence and authenticity, alignment is best for the correspondence theory of truth. Furthermore, conceptual maps allowed predicting individual outcomes with an accuracy of roughly 70%. This research demonstrates that conceptual scaling offers accurate descriptions of individual's understanding of abstract concepts, behavioral predictions, and quantification of alignment with theoretical perspectives. There are several reasons which suggest that the role of nuclear weapons for deterrence in Europe is gradually diminishing. Thus, Europeans are confronted with the question whether and under what conditions strategic stability can be obtained in a post-nuclear world. From the analysis of a simple conceptual model of military conflict the conclusion is reached that, in order to preserve crisis stability in a non-nuclear world and to dampen the arms race, the antagonistic land forces in Europe need to be (...) gradually restructured in a manner so that neither side may perceive the other as a potential threat to its territorial integrity. The requisite structural changes ought to be brought about before nuclear weapons become altogether invailable for deterrence in Europe, otherwise the War saw Pact’s conventional superiority would, in a serious crisis, leave Western Europe only the choice between military defeat and a priori capitulation. There should be military as well as economic incentives for the implementation of structural changes toward a reduction of the offensive capabilities of conventional forces, if the so-called ‘defense efficiency hypothesis’ were to be validated. Otherwise, a deterioration of crisis stability must be expected during the transition period. (shrink)

In diesem Buch werden zum ersten Mal die pädagogischen Aspekte des Gedichtes aufgrund einer detaillierten Diskussion von ausgewählten Fragmenten systematisch untersucht. Es werden u. a. folgende Fragen behandelt: Wie kommt der Suchende oder Lernende zur philosophischen Erkenntnis? Welche 'Wege' oder Methoden führen dorthin? Was für Lernstufen gibt es? Wie verhält sich der Lernende (der Kuros) zur Belehrenden (der Göttin)? Welcher geistige Zustand soll den Erkennenden (...) kennzeichnen? Parmenides' Ontologie wird hier als Beschreibung des Erkennenden in Betracht gezogen, insofern das erkennende Subjekt seinem Objekt entsprechen soll. Was ist Wurde? Konnen auch nichtmenschliche Tiere Wurde haben? Bettina Huber geht diesen Fragen nach, indem sie sich mit verschiedenen Auffassungen von Wurde befasst und davon ausgehend genauer auf das Verstandnis von Wurde als einer Haltung eingeht: Uber Wurde als Haltung zu verfugen bedeutet, mit dem eigenen Selbstbild in Ubereinstimmung zu leben. Die Autorin zeigt, inwiefern bestimmte nichtmenschliche Tiere die notwendigen Fahigkeiten besitzen, um ein Selbstbild zu entwickeln und damit ubereinzustimmen. Anschliessend beschaftigt sie sich mit den Bedingungen, die fur (...) ein Leben in Wurde erfullt sein mussen. Am Ende geht es um ein konkretes Beispiel, namlich warum Grossaquarien Delfinen ein Leben in Wurde nicht ermoglichen konnen - und in bestimmten Fallen eine Wurdeverletzung oder gar eine Demutigung vorliegt. This anthology discusses important issues surrounding environmental law and economics and provides an in-depth analysis of its use in legislation, regulation and legal adjudication from a neoclassical and behavioural law and economics perspective. Environmental issues raise a vast range of legal questions: to what extent is it justifiable to rely on markets and continued technological innovation, especially as it relates to present exploitation of scarce resources? Or is it necessary for the state to intervene? Regulatory instruments are available to create (...) and maintain a more sustainable society: command and control regulations, restraints, Pigovian taxes, emission certificates, nudging policies, et cetera If regulation in a certain legal field is necessary, which policies and methods will most effectively spur sustainable consumption and production in order to protect the environment while mitigating any potential negative impact on economic development? Since the related problems are often caused by scarcity of resources, economic analysis of law can offer remarkable insights for their resolution. Part I underlines the foundations of environmental law and economics. Part II analyses the effectiveness of economic instruments and regulations in environmental law. Part III is dedicated to the problems of climate change. Finally, Part IV focuses on tort and criminal law. Zusammenfassung Case studies in the history of science and technology have shown that scientific norms, so called standards, contribute significantly to the evolution of scientific practices. They arise predominantly, but not exclusively, on the basis of interactions with instruments of measurement and other technical devices. As regards experimental practices standards are mandatory preparatory procedures in a variety of designs, including the inbreeding and genetic engineering of experimental organisms (e.g. transgenic mice). I claim that scientific norms not only regulate mere technical (...) preconditions of research but also guide experimental practices, for example with regard to the stabilisation and validation of phenomena. Against this background, the paper introduces different kinds of scientific norms and elaborates on the question if they are means to epistemic ends (e.g. stability). (shrink)

Two kinds of cosmopolitan vision are typically associated with Kant's practical philosophy: on the one hand, the ideal of a universal moral community of rational agents who constitute a 'kingdom of ends' qua shared humanity. On the other hand, the ideal of a distinctly political community of'world citizens' who share membership in some kind of global polity. Kant's Grounded Cosmopolitanism introduces a novel account of Kant's global thinking, one that has hitherto been largely overlooked: a grounded cosmopolitanism concerned with spelling (...) out the normative implications of the fact thata plurality of corporeal agents concurrently inhabit the earth's spherical surface. It is neither concerned with a community of shared humanity in the abstract, nor of shared citizenship, but with a 'disjunctive' community of earth dwellers, that is, embodied agents in direct physical confrontationwith each other. Kant's grounded cosmopolitanism as laid out in the Doctrine of Right frames the question how individuals relate to one another globally by virtue of concurrent existence and derives from this a specific set of constraints on cross-border interactions. The white coat ceremony is a common practice at many American and European medical schools. Current justification for the ceremony is mainly based on the good will felt by participants and an assumed connection between the ceremony and encouraging humanistic values in medicine. Recent critiques of the ceremony faults its use of oaths, premature alignment of students and faculty, and the selective appropriation of meaning to the white coat itself. This paper responds to recent critiques by addressing their misconceptions and (...) arguing that the white coat ceremony is a contemporary medical ritual with a key role for students and faculty in developing a professional identity.Since its inception in 1993, the white coat ceremony has become a national and international phenomenon. It is now practised at the beginning of the year at more than 100 American medical schools and is supported by foundation grants dedicated to endorsing and encouraging professional development and humanism in medicine.1 While some literature addresses the symbolism and history of the white coat itself, few sources consider the meaning of the ceremony.2–4 A common appeal is to the emotion and good will felt at the event.1,5 Although feelings are important, a deeper justification is called for.Criticism of the WCC is more explicit, charging that the ceremony: uses the Hippocratic Oath inappropriately or, at best, prematurely; fosters improper student faculty relationships, and; interprets the meaning of the white coat selectively.6,7 Critics suggest either that students not be asked to swear an oath together because it might conflict with personally held beliefs, or that students not be allowed to take the oath until they have demonstrated competence as physicians.6 Some also say that the WCC aligns students with faculty and against patients.6 The third ….
