The US neutrino community gathered at the Workshop on the Intermediate Neutrino Program at Brookhaven National Laboratory February 4-6, 2015 to explore opportunities in neutrino physics over the next five to ten years. Scientists from particle, astroparticle and nuclear physics participated in the workshop. The workshop examined promising opportunities for neutrino physics in the intermediate term, including possible new small to mid-scale experiments, US contributions to large experiments, upgrades to existing experiments, R&D plans and theory. The workshop was organized into (...) two sets of parallel working group sessions, divided by physics topics and technology. Physics working groups covered topics on Sterile Neutrinos, Neutrino Mixing, Neutrino Interactions, Neutrino Properties and Astrophysical Neutrinos. Technology sessions were organized into Theory, Short-Baseline Accelerator Neutrinos, Reactor Neutrinos, Detector R&D and Source, Cyclotron and Meson Decay at Rest sessions.This report summarizes discussion and conclusions from the workshop. The concept of selecting for a disability, and deafness in particular, has triggered a controversial and sometimes acrimonious debate between key stakeholders. Previous studies have concentrated on the views of the deaf and hard of hearing, health professionals and ethicists towards reproductive selection for deafness. This study, however, is the first of its kind examining the views of hearing children of deaf adults towards preimplantation genetic diagnosis and prenatal diagnosis to select for or against deafness. Hearing children of deaf adults (...) straddle both the deaf and hearing worlds, and this dual perspective makes them ideally placed to add to the academic discourse concerning the use of genetic selection for or against deafness. The study incorporated two complementary stages, using initial, semistructured interviews with key informants as a means to guide the subsequent development of an electronic survey, completed anonymously by 66 individuals. The participants shared many of the same views as deaf individuals in the D/deaf community. The similarities extended to their opinions regarding deafness not being a disability, their ambivalence towards having hearing or deaf children and their general disapproval of the use of genetic technologies to select either for or against deafness. Cambridge, MA: MIT.) has developed a novel substantial account of innateness based on developmental biology: canalization. The governing thought of (...) this paper is that the notion of the innate, as it re-emerged with the work of Chomsky, is a general notion that applies equally to all biological traits. Bioethics is the study of ethical issues arising out of advances in the life sciences and medicine. Historically, bioethics has been associated with issues in research ethics and clinical ethics as a result of research scandals such as the Tuskegee Syphilis Study and public debates about the definition of death, medical paternalism, health care rationing, and abortion. Although this book contains a facsimile of the second London edition of Collins’ Inquiry, the main author is O’Higgins, for his Introduction and Notes seem more important than the 18th-century pamphlet. Collins was a country squire, friend of John Locke, an Anglican Deist, and a convinced determinist in his explanation of volition. His education was spotty: Eton, a year at Cambridge and unfinished studies in law. A general study of Collins’ life and writings was published by O’Higgins (...) in 1970, yet he does not seem aware of another modern printing of the Inquiry, edited by R. Wellek. The Introduction covers the background very thoroughly. It also sketches the situation in which the Inquiry was produced. The editor’s Notes are scholarly and helpful. Collins’ view was that no act of will is uncaused but the necessity to which man’s will is subject is not physical but moral. Much of Collins’ argument is well constructed but he does not seem fully to understand some of his adversaries, such as Bishop John Bramhall. On the whole this book is a useful introduction to a key controversy in British and continental thought of the 17th and 18th centuries.—V.J.B. (shrink)

The term ‘Bakhtin Circle’ is used to refer to a group of Russian thinkers centred around Mikhail Bakhtin in the years following the 1917 Revolution. The group's prime concern was with the importance of questions of language-use in social life, and with the way in which language-use registered conflicts between social groups and classes. Prominent members, as well as Bakhtin himself, included P.N. Medvedev and V.N. Voloshinov. Between 1929, when a number of members were arrested, and his death in 1975, (...) The U.S. Supreme Court held, in American Manufacturers Mutual Insurance Co. v. Sullivan, 119 S. Ct. 988, that state workers’ compensation system insurers cannot be sued for withholding health care benefits for work-related injuries while they decide whether the treatment is “reasonable” and “necessary.” The respondents, ten employees and two organizations representing employees who received medical benefits under the Workers’ Compensation Act, brought a 42 U.S.C. § 1983 action against state officials, the Pennsylvania State Workers’ Insurance Fund, private insurers, and (...) the school district, alleging that their due process rights were violated by provisions of the Pennsylvania Workers’ Compensation Act, 77 Pa. Cons. Stat. Ann. § 1 et seq.. The Act permits suspension of benefits without notice or opportunity to be heard pursuant to a “utilization review” process.To control costs, Pennsylvania amended its workers’ compensation system in 1993. Under the Act, an employer or its insurer must pay for all reasonable and necessary medical treatment. (shrink)

(iv) There is no component of the speaker/hearer’s psychology that is       specifically linguistic. (v) Syntactic relations are ones of surface immediate constituency. (vi) Linguistics is a descriptive/taxonomic science - there is nothing to      explain.

The empirical findings in Collins and Porras'' study of visionary companies, Built to Last, and the normative claims about the purpose of the business firm in Centesimus Annus are found to be complementary in understanding the purpose of the business firm. A summary of the methodology and findings of Built to Lastand a short overview of Catholic Social Teaching are provided. It is shown that Centesimus Annus'' claim that the purpose of the firm is broader than just profit is (...) consistent with Collins and Porras empirical finding that firms which set a broader objective tend to be more successful than those which pursue only the maximization of profits. It is noted however that a related finding in Collins and Porras, namely that the content of the firm''s objective is not as important as internalizing some objective beyond just profit maximization, can lead to ethical myopia. Two examples are provided of this: the Walt Disney Company and Philip Morris. Centesimus Annus offers a way to expose such myopia, by providing guidance as to what the purpose of the firm is, and therefore as to what kinds of objectives are appropriate to the firm. (shrink)

This article is a part of the discussion of Ilya Kasavin’s article “Creativity as a social phenomenon” and is devoted to the analysis of creativity in the era of digitalization. The author discusses creativity in computer programs and the actions of assistant robots. They can be creative because they are able to find new solutions to various problems. The Go program used new strategies that human players had never played before; another program predicted the crystal structure of various substances that (...) had not yet been studied experimentally. The concept of implicit knowledge is used to answer the question about the specifics of creativity. H. Collins singled out three types of tacit knowledge: relative, somatic and collective. The first is associated with the acquirement of various procedures – like cooking, the second – various skills related to body control, such as swimming or cycling, the third – social and cultural rules. Only the third type of tacit knowledge is associated with creativity. Programs and assistant robots can master relative and somatic implicit knowledge. They are not able to work with collective implicit knowledge. Creativity cannot be digitized. At the same time, digitalization forms important social prerequisites for the development of creativity. Currently, a new social group is being formed – the precariat. This is a marginal group; its representatives are not very firmly included in social structures. It is possible to single out the scientific precariat. With the help of digital technologies, it forms new ways, mechanisms, strategies and tools for solving various problems, form new ideas that expand our collective tacit knowledge. (shrink)

An original argument about how scientific models often times distort reality rather than accurately reflect it. And it's this distortion that often gives scientific models their epistemic power.

The problem of holism in social science has, as Zahle and Collin, the editors of this volume note, a long history. It has revived, however, in a peculiar way, inspired by such things as the literature on corporate responsibility in ethics, the idea of supervenience, “Critical Realism” in sociology, ideas about emergence, the use of game-theoretic models to account for collective outcomes, and various notions of collective actors with collective intentions. These new inspirations interact with older problematics, such as the (...) micro–macro relation problem in sociology, the traditional argument that sentences such as “the crowd stormed the Bastille” have explanatory import apart from the import of sentences about the individual, and claims about reducibility of various kinds.This volume collects original papers by many of the main commentators on this set of topics and is an indispensable starting point for future discussion. Fondamentalistes de tous poils qui relèvent la tête veulent imposer leurs brigades des moeurs et réglementer la liberté de la parole, djihadistes qui font régner la terreur au Levant, terroristes qui manient la AK47 au nom d'Allah, camions qui foncent dans des foules pacifiques et tuent des dizaines de personnes : ceux qui pensaient que (...) nous étions définitivement entrés dans un monde désenchanté en sont pour leurs frais. Denis Collin s'inscrit dans cette tradition philosophique pour laquelle vivre sous la conduite de la raison, c'est s'émanciper de la servitude religieuse et défendre le libre esprit et le libre examen. This chapter describes some basic, often puzzling features of intentionality, with an eye to its role not so much in ordinary folk ascriptions but in serious psychological explanations, especially in many of Noam Chomsky's own presentations of his theory. It then considers Chomsky's censure of the notion, leading him to deny what would seem to be the explicit intentionalisms on which he seems to rely. Implicit in Chomsky's treatment of grammar is the idea that the positing of the language faculty (...) offers an “abstract” perspective on a physical system (the human brain) that implements the relevant features of the abstracta in ways we currently don’t understand. Two initial problems might be raised for this picture, one regarding inference and the other, generalization. The proposed model is effectively saying that theorists track states and generalizations of the linguistic system in an explicitly representational format, but what the theory is true of need not have such representational properties. This paper draws an earlier book (with Evans and Higgins) entitled _Bad Call: Technology’s Attack on Referees and Umpires and How to Fix It_ (hereafter _Bad Call_) and its various precursor papers. These show why it is that current match officiating aids are unable to provide the kind of accuracy that is often claimed for them and that sports aficianados have been led to expect from them. Accuracy is improving all the time but the notion of perfect accuracy is a (...) myth because, for example, lines drawn on sports fields and the edges of balls are not perfectly defined. The devices meant to report the exact position of a ball—for instance ‘in’ or ‘out’ at tennis—work with the mathematically perfect world of virtual reality, not the actuality of an imperfect physical world. Even if ball-trackers could overcome the sort of inaccuracies related to fast ball speeds and slow camera frame-rates the goal of complete accuracy will always be beyond reach. Here it is suggested that the purpose of technological aids to umpires and referees be looked at in a new way that takes the viewers into account. (shrink)

Indeed, The Emptiness of Business Excellence demonstrates that the (...) exemplars of excellence indulged bribery, corruption, racism, sexism and anti-Semitism...and more besides! Furthermore, the book demonstrates that, despite their claims to knowledge, Peters and Waterman often knew little about the financial performance of their excellent organizations and were either unaware of or had chosen to overlook reports which highlighted deeply problematic conduct within those formations, which they offered as beacons for change and renewal.
