This paper consists in a comparative study of the notions of negative fact in the early works of Russell and Wittgenstein. How to account for our ability to think both that it is false that what is not the case is the case and incorrect to think that it is true that what is not the case is the case? Are the truth and the correctness of such thoughts and of their expressions meant to be insured by the existence of (...) negative facts? Or do we need to think of negative facts differently? In his early works, Russell argues not only that negative facts exist, but also that the philosophical problem they suffice to solve is real. While in the Tractatus, Wittgenstein dissolves the philosophical problem by letting the superfluity and misleadingness of the affirmation of the existence of negative facts be seen as such. (shrink)

This article contains four criticisms against Jacques Rancière's philosophy of education, insofar as his philosophy is written in his work The Ignorant Schoolmaster. In the first criticism, Rancière's presupposition of equality of intelligence would be framed as a truth claim and to the extent that it can be treated as such, Rancière's argument contains a number of defects. The second criticism underscores the distinction between inequality of intelligence and inequality of knowledge Rancière confuses. The third criticism concerns the contradiction between (...) what Rancière has written and what he practiced and also the weakness of the defense provided by his supporters on this point. Fourth, Rancière's redefinition of “emancipation” as verification of the equality of intelligence turns out to strip away the very idea of emancipation of what makes it meaningful for many people. Abstrak: Tulisan ini berisi empat kritik terhadap filsafat pendidikan Jacques Rancière sebagaimana tertuang dalam karyanya The Ignorant Schoolmaster. Dalam kritik pertama, pengandaian kesetaraan akal budi Rancière akan dikemas sebagai klaim kebenaran dan sejauh itu dapat diperlakukan sebagai klaim kebenaran, argumen Rancière mengandung sejumlah kecacatan. Kritik kedua menggarisbawahi perbedaan antara ketidaksetaraan akal budi dan ketidaksetaraan pengetahuan yang dirancukan Rancière. Kritik ketiga berkaitan dengan adanya kontradiksi antara apa yang Rancière tuliskan dan apa yang ia praktikkan serta kelemahan pendukung Rancière dalam membela butir ini. How to think a unique and determinative turn in analytic philosophy of mind? To answer this question this article first presents an attempt to render clear that analytic phenomenology, by contrast with conceptions of phenomenology of the XXth century, beneficially dispenses with several methodological and conceptual assumptions that were assumed to be compulsory, as phenomenological reduction, a notion of synthesis, and a philosophical notion of the a priori. It then presents some eventual difficulties to the achievement of a phenomenological turn (...) within analytic philosophy, which are, the neglect of historicity, abstractionism, the acknowledgement of the place of language in our lives, and solipsism. It finally presents several demands that concern the felicity of contemporary analytic phenomenologies, namely, anti-abstractionism, fallibilism, attention to polyadic relations, and the integration of ecological and decolonial concerns of our cultures. Corporate concentration is currently being discussed as a core reason for the crisis of democratic capitalism. It is seen as a prime mover for wage stagnation and alienation, economic inequalities and discontent with democracy. A tacit coalition of progressive anti-monopoly critiques and small business promoters considers more deconcentrated corporate structures to be a panacea for the crisis of democratic capitalism, arguing that small firms in competition are better for employment, equality and democracy. This paper offers a brief outline of ideas (...) of the anti-monopoly and small business ideal and critically evaluates whether a more deconcentrated economy may live up to these promises. While we agree that the plea for strengthened antitrust enforcement contains relevant and promising prospects for reform, our analysis concludes on a decidedly critical note. In particular, we caution against romanticized notions of the small capitalist firm. (shrink)

The subject of the study is the problem of drawing in the philosophy of Jacques Derrida and, in particular, the so-called "blindness hypothesis", which Derrida expresses in the work "Memoirs of a blind man: self-portrait and other ruins": "drawing... and the drawing operation must have some relation to blindness." Derrida explores this well—established ontotheological tradition of classical metaphysics: blinding here becomes a necessary sacrificial act, a condition that makes possible the transition from the physical eye to the spiritual, so Derrida (...) describes it as a "sacrificial" economy, which is inevitably followed by an artist, each drawing of which turns out to be a prophecy of a blind man, indicating the horizons of the future.  Explicating Derrida's hypothesis, we turn not only directly to the text of the "Memoirs of a Blind Man" and the documentary narrative film that accompanied it, but also strive to reconstruct the exhibition of the same name held at the Louvre in 1990, which was also curated by Derrida. The comparison of these three layers made it possible to more fully reveal the "blindness hypothesis" and fit it into a more general philosophical context of deconstruction, as well as to rethink the problems of figurative drawing, its mimetic and representative nature. We come to the conclusion that the essence of the drawing has nothing to do with the visible, and its source lies entirely at the level of memory. (shrink)

This article analyzes the theme of book in the philosophy of Jacques Derrida, as well as the inevitability of transformation of its customary forms. The theme of book is central at least in the three texts by Jacques Derrida: “The End of the Book and the Beginning of Writing”, “Outside the Book”, and “The Book to Come”. However, in the process of analysis, the author goes beyond the boundaries of these three works of the philosopher, placing the problem of the (...) “book to come” in a broader context of discursive practices of Jacques Derrida. The book in its common form is on the cusp of dispersion, i.e. decay of its usual structure and integrity. The former totality of linear writing, which is organically interrelated with the book form, yields to the new forms of submission of information and its archiving. This article describes how Jacques Derrida explicitly builds the form of the “book to come” letting it to the horizon of his writing, and thereby changing its very structure and fabric. A number of philosopher’s texts are distinguished by their polyphony, structural complexity, excess of quotations, scatteredness of phrases, words, and even sounds, phonemes, and syllables. All this leads to the disruption of the customary rules of reading, and forces us to form completely new strategies of the perception of writing and books, as well as all other practices that are inextricably entwined. The theory of revealed preference, which lies at the core of the neoclassical economic method, asserts that people's preference orderings are revealed by their actions. This assertion has two possible meanings, of which one is a truism and the other false. When a person joins a riot against the government, he reveals through this action that he would rather riot than not. This is the sense in which the assertion is a truism. But if one means that the person must (...) want a change of government, this is certainly false. His decision to riot could mean only that he considers it dangerous to stay on the sidelines. Abstract An enduring challenge of democracy is to give citizens an effective say in collective decision making by ensuring broad participation in political discourse. Deliberative opinion polling aims to meet this challenge by providing new opportunities for ordinary citizens to form educated opinions. This approach to broadening deliberation does not aim to control substantive outcomes, unlike conceptions of deliberative democracy that promote improved dialogue while also restricting the possible outcomes. But both classes of reform overlook the prevalence of democratic failures (...) stemming from social pressures that discourage open and honest communication. New avenues for dialogue will remain clogged unless supported by political institutions that protect dissenters, and by a political ethic that rewards candor. (shrink)

Abu Hanifa's theological ideas were not represented at the same level in every region where Hanafism spread. Although Iraq is the region where Abu Hanifa's jurisprudence views were systematized, Abu Hanifa's theological views were largely developed in the Transoxiana region. However, followers of Abu Hanifa in different regions adopted and defended the distinctive views of Hanafism. However, while in some regions these views were limited to basic theological ideas, in others a systematization was made based on this and thus a (...) comprehensive theological structure was formed. The followers of Abu Hanifa in the Transoxiana region are among the leading Hanafis who established a traditional theological structure around his views. This theological structure, which was called Maturidism in the process, was limited to the region where it was born for a long time and was spread to the west from the 11th century. When the Maturidis, who had a rich literature, came to the west, they encountered small and scattered Hanafi masses who regarded the theological views of the sect as consisting of basic theological ideas. Although they belong to the same fiqh tradition, this theological difference between them has created a new ground on which the two Hanafi factions will interact. With the power of their theological knowledge, the Maturidis tried to include the Hanafis in Iraq and Syria in their theological traditions with the texts they wrote as well as their teaching activities. Ahmad b. Muhammad al-Ghaznawi (d. after 593/1197), one of the Maturidis who migrated to the west, draws attention as one of the names that took part in this effort. His works called Usul al-din and al-Hawi al-qudsi are the first examples where this effort is clearly reflected in the texts. In these works, al-Ghaznawi uses the phrases of al-Aqīdah al-Tahawiyyah either exactly or with some minor changes, and adds Maturidi-specific views, especially the attribute of takwin. With this, al-Ghaznawi, on the one hand, reveals the compatibility of al-Aqīdah, which is the main text of non-Maturidi Hanafis, with Maturidi views, on the other hand, carries the Maturidi views to them with the expressions he added to the text. In this study, this activity of Ghaznawi, which can be described as a synthesis of al-Aqīdah al-Tahawiyyah and Maturidism, will be tried to be revealed in detail through the mentioned works. This paper proposes an exploration of relationships and exchanges between the philosophies of Cavell and Kuhn by the study of aspects of the philosophy of Wittgenstein. Although the notions of language games and family resemblances used by Kuhn in The Structure of Scientific Revolutions have been elaborated by Wittgenstein, Cavell’s reading of Wittgenstein inspired that of Kuhn. I will attempt to show that against this background, Cavell’s conception of the relations of arts, works of arts, and artists, can be relevantly (...) compared to Kuhn’s conception of the relations of sciences, scientific successes, and scientific practitioners. Three ways of elucidating the mutual exchanges between Cavell and Kuhn may be distinguished: One consists in clarifying the ways in which Cavell and Kuhn explicitly mutually inspired each other. Another one consists in clarifying that Cavell’s Wittgenstein inspired Kuhn. And a third one consists in clarifying that Wittgenstein inspired both Kuhn and Cavell and the ways in which he inspired them. This third way is not exclusive of the first two and even contributes to these by rendering explicit their stakes. For at stake is not only the restitution of the truth of an exegetical mediation: that Kuhn’s Wittgenstein cannot be truly understood without accounting for Cavell’s Wittgenstein. Rather the transitive character of the mediation implied by interpretation does not substitute for the intransitive character of a thoroughly philosophical inheritance. It is not the case that because Kuhn was inspired by Cavell who was inspired by Wittgenstein, that Kuhn could be inspired only by Cavell’s Wittgenstein, and not by Wittgenstein. Further, the question is not only philological but philosophical if we take into account the methods and the philosophy of Wittgenstein. To use an image: that a path was indicated by someone to someone else could not have implied that what was indicated by a person to another was oneself; this much was already known to us with the old fable of the moon, the finger and the sage. With this paper I will thus first seek to establish the relevance of the comparison of Cavell’s conception of the relations of arts, works of arts, and artists with Kuhn’s conception of the relations of sciences, scientific successes, and scientific practitioners. Then I will attempt to render explicit the unrestrictive limits of this comparison both to account for the mutual exchanges between Cavell and Kuhn and consider or bring out some symmetries and asymmetries concerning the place of paradigms in sciences and arts. Several of the Middle East’s traditional economic institutions hampered its political development by limiting checks on executive power, preventing the formation of organized and durable opposition movements, and keeping civil society weak. They include Islam’s original tax system, which failed to protect property rights; the waqf, whose rigidity hampered the development of civil society; and private commercial enterprises, whose small scales and short lives blocked the development of private coalitions able to bargain with the state. This paper is meant to show why the introduction of probation in the capital punishment act of the new Code of Criminal Law is a change we should appreciate. This change will expectedly lead Indonesia to be a nation that de facto no longer employs capital punishment. This is a desirable consequence given that, in my view, capital punishment cannot be ethically justified. In this paper, I will show why arguments in defense of capital punishment by appealing to the deterrence (...) effect, the risk of recidivism, the sense of justice, and the principle of retributive justice do not stand up to scrutiny. The irreversible nature of capital punishment further points to the unjustifiability of this form of punishment. Abstrak Tulisan ini hendak menunjukkan mengapa diintroduksikannya masa percobaan dalam pasal hukuman mati KUHP terbaru merupakan perubahan yang layak diapresiasi. Perubahan tersebut berpotensi mengantar Indonesia menjadi negara yang de facto tidak lagi menerapkan hukuman mati. Menurut penulis, konsekuensi semacam ini layak disambut baik lantaran hukuman mati itu sendiri secara etis tidak dapat dibenarkan. Dalam tulisan ini, penulis akan menunjukkan mengapa argumen-argumen yang ditujukan untuk menjustifikasi hukuman mati dengan merujuk pada efek jera, risiko residivis, rasa keadilan, dan prinsip keadilan retributif tidak dapat dipertahankan. Sifat hukuman mati yang tidak membuka ruang bagi koreksi yang berarti juga meneguhkan tidak dapat dibenarkannya bentuk hukuman tersebut. In this paper, I will examine whether the reflexivity thesis of David Bloor’s Strong Programme in the Sociology of Knowledge is self-refuting. I will argue that even though the relativism in the Strong Programme is self-refuting, I do not think Bloor’s reflexivity thesis implies relativism. By looking at the case of determinism, I intend to show that we can and should treat the reflexivity thesis independently of relativism. Therefore, the reflexivity thesis is not necessarily subject to self-refutation objection. The article discusses the problems of economic resources, when considering the methodology, it turned out that a separate approach is required in solving the problems of constructing evaluation indicators. The purpose of the study is to determine the internal organizational characteristics and parameters of personnel policy aimed at increasing the strategic competence of the organization. The article examines the opportunities that the management of modern organizations faces in the field of forming a strategically competent organization. The analysis of scientific literature shows that for this purpose it is important not only to develop the competencies of employees, but also to create an adequate organizational context that encourages them to search (...) and generate new knowledge, which in turn actualizes the problem of coordinating various elements and components of the organization: organizational culture, information management, digitalization of business processes, etc. At the same time, the importance of traditional personnel policy tools does not decrease, although it is undergoing some changes. The direction and nature of these changes is determined by the expediency of using the concept of a competency-based approach in practice. In this case, it is necessary to analyze business processes and identify the personnel core as the main link that forms the strategic competencies of the organization. The scientific novelty lies in the substantiation of the internal organizational characteristics and parameters of the personnel policy, which make it possible to increase the effectiveness of the use of employee competencies as a key factor in the development of the organization's competitiveness. City-dwellers who are threatened by the risk of natural or social disasters are in search of safer houses. Each attempt to satisfy their need for safety, however, turns into another version of the security problem; so much so that, escaping from risk itself turns into different risks. The film 10 to 11 focuses on the socio-spatial conflict between a stranger and his neighbours who are anxious about a possible earthquake risk in Istanbul. Mithat, the protagonist of the film, is a (...) stranger not only to place but essentially to time. He lives within time and understands place as an essential means loaded by temporal experiences and memories. This paper deals with the multiple dichotomies between time and memory, between risk and fear, between aesthetics and security, and between attachment and profit in the context of urban transformation. The stranger, who is analysed for the first time as a temporal being in this paper, is discussed using Zygmunt Bauman’s concepts of uncertainty and liquid modernity, Richard Sennett’s capitalism, Ulrich Beck’s risk society, Frank Furedi’s culture of fear, Stephen Bertman’s hurried culture, Elias Canetti’s death, Giorgio Agamben’s forgotten and gone, Svetlana Boym’s nostalgia, and Halbwachs, Assmann, Connerton, and Arendt’s memory, as well as around the temporal spaces of museums, bibliopoles, antique shops, and cemeteries. To seek a point of reflection on whatever is new in our current socio-political straits. And to consider seriously how philosophy can help. Whether by wondering about the extent to which reason, or truth, may rightly, if one follows Wittgenstein, be viewed in certain respects as a constraint upon (...) thought or opinion. BackgroundIn the pandemic time, many low- and middle-income countries are experiencing restricted access to COVID-19 vaccines. Access to imported vaccines or ways to produce them locally became the principal source of hope for these countries. But developing a strategy for success in obtaining and allocating vaccines was not easy task. The governments in those countries have faced the difficult decision whether to accept or reject offers of vaccine diplomacy, weighing the price and availability of COVID-19 vaccines against the concerns over (...) their efficacy and safety. We aimed to analyze public opinion regarding the governmental strategies to obtain COVID-19 vaccines in three Central Asian countries, focusing particularly on possible ethical issues.MethodsWe searched for opinions expressed either in Russian or in the respective national languages. We provided data on the debate within three countries, drawn from social media postings and other sources. The opinion data was not restricted by source and time. This allowed collecting a wide range of possible opinions that could be expressed regarding COVID-19 vaccine supply and human participation in the vaccine trial. We recognized ethical issues and possible questions concerning different ethical frameworks. We also considered scientific data and other information, in the process of reasoning.ResultsAs a result, public views on their respective government policies on COVID-19 vaccine supply ranged from strongly negative to slightly positive. We extracted the most important issues from public debates, for our analysis. The first issue involved trade-offs between quantity, speed, price, freedom, efficacy, and safety in the vaccines. The second set of issues arose in connection with the request to site a randomized trial in one of the countries (Uzbekistan). After considering additional evidence, we weighed individual and public risks against the benefits to make specific judgements concerning every issue.ConclusionsWe believe that our analysis would be a helpful example of solving ethical issues that can arise concerning COVID-19 vaccine supply around the world. The public view can be highly critical, helping to spot such issues. An ignoring this view can lead to major problems, which in turn, can become a serious obstacle for the vaccine coverage and epidemics’ control in the countries and regions. (shrink)

This study investigates the Mongolian manuscript Kanjur preserved at the Center of Oriental Manuscripts and Xylographs of the Institute for Mongolian, Buddhist and Tibetan studies of the Siberian Branch of the Russian Academy of Sciences. The manuscript previously belonged to the Chesan Buddhist monastery of Central Transbaikalia and was brought to the Buruchkom, a first academic institute of the Republic of Buryat-Mongolia by the eminent Buryat writer Khotsa Namsaraev. The manuscript is an almost complete copy of the Ligdan Khan’s Kanjur (...) presumably made in the late seventeenth to early eighteenth century in Beijing. The article considers a pressing problem in the field of inclusive education: creating a comfortable learning environment for the effective education of children with special needs. In this article, a mobile electronic alphabet Braille simulator is an element of the learning environment for children with special needs. The article describes an experiment on teaching visually impaired and blind children using a mobile electronic Braille alphabet simulator. The mobile electronic Braille alphabet trainer, based on new advanced technology, was developed by Kazakh (...) scientist-inventor Galimzhan Gabdreshov under the brand of his company SEZUAL. It was developed to reduce the time that blind children need to learn to read. The relevance of the study lies in the need to educate visually impaired and blind children through the introduction of modern technologies. Children entering primary, mainstream and special needs schools have been learning Braille for several years with varying degrees of success. The article shows the result of an experiment on teaching children using an electronic Braille alphabet simulator and without this simulator. The experiment showed the benefits of teaching blind children using a Braille simulator. An experimental study on the implementation of the SEZUAL electronic alphabet simulator with Braille was carried out in schools for the blind in the cities of Atyrau and Astana. A way to improve a mobile electronic alphabet Braille simulator is to make a simultaneous sound signal when a child presses the keys of the Braille simulator, with different Braille characters. To enhance the impact on the associative zone of the cerebral cortex, in the Braille simulator, sound signals of each key are added to the touch keys, which, like visual signals, are processed by the associative zone of the cerebral cortex and help to consolidate the perception of the simulator keys. This article describes in detail an experiment on the assimilation of educational material by blind and visually impaired children using a combination of parameters of sensorimotor and auditory perception of children. To clarify the peculiarities of the perception of blind and visually impaired respondents, their leading representative systems and modalities were identified before the experiment. The test was conducted based on the educational institution Atyrau Regional School for Gifted Children, Republic of Kazakhstan. (shrink)

Topic modelling is a popular unsupervised method for text processing that provides interpretable document representation. One of the most high-level approaches is additively regularized topic models (ARTM). This method features better quality than other methods due to its flexibility and advanced regularization abilities. However, it is challenging to find an optimal learning strategy to create high-quality topics because a user needs to select the regularizers with their values and determine the order of application. Moreover, it may require many real runs (...) or model training which makes this task time consuming. At the current moment, there is a lack of research on parameter optimization for ARTM-based models. Our work proposes an approach that formalizes the learning strategy into a vector of parameters which can be solved with evolutionary approach. We also propose a surrogate-based modification which utilizes machine learning methods that makes the approach for parameters search time efficient. We investigate different optimization algorithms (evolutionary and Bayesian) and their modifications with surrogates in application to topic modelling optimization using the proposed learning strategy approach. An experimental study conducted on English and Russian datasets indicates that the proposed approaches are able to find high-quality parameter solutions for ARTM and substantially reduce the execution time of the search. This volume of new essays explores the relationship between the thought of Wittgenstein and the key figures of phenomenology: Husserl, Heidegger, Levinas, Merleau-Ponty and Sartre. It is the first book to provide an overview of how Wittgenstein’s philosophy in its different phases, including his own so-called phenomenological phase, relates to the variety of phenomenological approaches developed in continental Europe. In so doing, the volume seeks to throw light on both sides of the comparison, and to clarify more broadly the relations (...) between analytic and phenomenological philosophy. However, rather than treating the interpretation of either phenomenological philosophy or Wittgenstein as an already settled issue, several chapters in the volume examine and question received views regarding them, and develop alternatives to such views. "Wittgenstein and Phenomenology" will be of interest to scholars working in philosophical methodology and meta-philosophy, the philosophy of mind, philosophy of language and logic, and ethics. As BankXX searches its heterogeneous and highly interconnected network of domain knowledge, information is incrementally analyzed and amalgamated into a dozen desirable ingredients for argument (called argument pieces), such as citations to cases, applications of legal theories, and references to prototypical factual scenarios. At the conclusion of the search, BankXX outputs the set of argument (...) pieces filled with harvested material relevant to the input problem situation.This research explores the appropriateness of the search paradigm as a framework for harvesting and mining information needed to make legal arguments. In this article, we describe how legal research fits the heuristic search framework and detail how this model is used in BankXX. We describe the BankXX program with emphasis on its representation of legal knowledge and legal argument. We describe the heuristic search mechanism and evaluation functions that drive the program. We give an extended example of the processing of BankXX on the facts of an actual legal case in BankXX's application domain — the good faith question of Chapter 13 personal bankruptcy law. We discuss closely related research on legal knowledge representation and retrieval and the use of search for case retrieval or tasks related to argument creation. Finally we review what we believe are the contributions of this research to the understanding of the diverse disciplines it addresses. (shrink)

In this article we evaluate the BankXX program from several perspectives. BankXX is a case-based legal argument program that retrieves cases and other legal knowledge pertinent to a legal argument through a combination of heuristic search and knowledge-based indexing. The program is described in detail in a companion article in Artificial Intelligence and Law 4: 1--71, 1996. Three perspectives are used to evaluate BankXX:(1) classical information retrieval measures of precision and recall applied against a hand-coded baseline; (2) knowledge-representation and case-based (...) reasoning, where the baseline is provided by the functionality of a well-known case-based argument program, HYPO (Ashley, 1990); and (3) search, in which the performance of BankXX run with various parameter settings, for instance, resource limits, is compared. In this article we report on an extensive series of experiments performed to evaluate the program. We also describe two additional experiments concerning(1) the program's search behavior; and (2) the use of a modified form of precision and recall based on case similarity. Finally we offer some general conclusions that might be drawn from these particular experiments. (shrink)

This article describes a logic of distinction and succession within the late-twentieth-century Leningrad-St. Petersburg cultural field, whereby consecutive intelligentsia mainstreams were replaced by their avant-garde peripheries. In this dynamic picture of socio-cultural transformations, I propose a working hypothesis of a repeated stratification of the field into an ‘official’, an ‘unofficial’, and a third ‘non-aligned’ intelligentsia. This hypothesis is tested in reference to the ‘non-aligned’ groups founded by the avant-garde artist and ideologue Timur Novikov (1958–2002). Three major shifts are described: (...) from the politicized late-Brezhnevite early 1980s to the apolitical radicalism of Novikov’s New Artists; from this anarchistic underground, through the perestroika era, to the playful ‘classicism’ of the New Academy of Fine Arts in the 1990s; and from this postmodern international orientation to an arch-reactionary, neo-imperial posturing at the turn of the 2000s. Lastly, this ‘non-aligned’ intelligentsia is suggested as a possible precedent, or, indeed, a model for understanding other historically significant avant-garde peripheries, which commonly seek to distinguish themselves from (often mutually-exclusive) centres. This thesis investigates transnational macro-narrative decendancy in violent conflicts and identifies enabling dynamics that facilitate re-framing. To date there has been little focus on processes involved, explicitly narrative descendancy, bridging, resonance building, or grafting, representing a critical knowledge gap. -/- This thesis reviews relevant literature on constructivism and rational choice theory and tests the findings against an empirical case study in Central Sulawesi. The findings demonstrate a mixture of approaches is present, though this is likely due to a range of (...) dynamics unique to the conflict. The results have high relevance to policy makers and academics across security and conflict disciplines. (shrink)
