May lethal autonomous weapons systems—‘killer robots ’—be used in war? The majority of writers argue against their use, and those who have argued in favour have done so on a consequentialist basis. We defend the moral permissibility of killer robots, but on the basis of the non-aggregative structure of right assumed by Just War theory. This is necessary because the most important argument against killer robots, the responsibility trilemma proposed by Rob Sparrow, makes the same assumptions. We show that the (...) crucial moral question is not one of responsibility. Rather, it is whether the technology can satisfy the requirements of fairness in the re-distribution of risk. Not only is this possible in principle, but some killer robots will actually satisfy these requirements. An implication of our argument is that there is a public responsibility to regulate killer robots ’ design and manufacture. (shrink)

Trust is difficult to define. Instead of doing so, I propose that the best way to understand the concept is through a genealogical account. I show how a root notion of trust arises out of some basic features of what it is for humans to live socially, in which we rely on others to act cooperatively. I explore how this concept acquires resonances of hope and threat, and how we analogically apply this in related but different contexts. Trust is central to our social lives. We know by trusting what others tell us. We act on that basis, and on the basis of trust in their promises and implicit commitments. So trust underpins both epistemic and practical cooperation and is key to philosophical debates on the conditions of its possibility. It is difficult to overstate the significance of these issues. On the practical side, discussions of cooperation address what makes society possible—of how it is that life is not (...) a Hobbesian war of all against all. On the epistemic side, discussions of cooperation address what makes the pooling of knowledge possible—and so the edifice that is science. But trust is not merely central to our lives instrumentally; trusting relations are themselves of great value and, in trusting others, we realize distinctive forms of value. What are these forms of value, and how is trust central to our lives? These questions are explored and developed in this volume, which collects fifteen new essays on the philosophy of trust. They develop and extend existing philosophical discussion of trust and will provide a reference point for future work on trust. (shrink)

Second, what dimensions of assessment are appropriate for the epistemic evaluation of search engines? Third, how well do current search engines perform on these? The article explains why they fulfil the role of a surrogate expert, and proposes three ways of assessing their utility as an epistemic tool—timeliness, authority prioritisation, and objectivity. “Personalisation” is a current trend in (...) Internet-delivered services, and consists in tailoring online content to the interests of the individual user. It is argued here that personalisation threatens the objectivity of search results. Objectivity is a public good; so there is a prima facie case for government regulation of search engines. (shrink)

Cognitivism about trust says that it requires belief that the trusted is trustworthy; non-cognitivism denies this. At stake is how to make sense of the strong but competing intuitions that trust is an attitude that is evaluable both morally and rationally. In proposing that one's respect for another's agency may ground one's trusting beliefs, second-personal accounts provide a way to endorse both intuitions. They focus attention on the way that, in normal situations, it is the person whom I trust. My (...) task is to develop an account of the latter insight without the controversial theoretical commitments of the former. I propose a functional account for why the second and third-personal ‘systems’ operate not just in parallel, but in tandem, in support of a cognitivist account of trust. (shrink)

The Reformed theological tradition has maintained that faith consists in trust, with that trust involving belief of certain doctrinal propositions. This paper has two aims. First, it contributes towards rehabilitating this conception of faith. I start, accordingly, by setting out the Reformers’ basic case: faith consists in trust because faith is a response to the promises of God, by which the Christian receives God’s forgiveness and is united with God. This argument is independent of any commitment to nondoxasticism or doxasticism (...) about faith. Second, it argues for a methodological commitment which the Reformers’ conception of faith-as-trust complies with, which I think is independently compelling, and which has significant implications for contemporary debates on faith: the kind of faith that matters is that which enables the individual to stand justified, or righteous, before God. Philosophical accounts of faith are unavoidably entangled with theological disputes about justification. (shrink)

Putting robots on the battlefield is clearly appealing for policymakers. Why risk human lives, when robots could take our place, and do the dirty work of killing and dying for us? Against this, I argue that robots will be unable to win the kind of wars that we are increasingly drawn into. Modern warfare tends towards asymmetric conflict. Asymmetric warfare cannot be won without gaining the trust of the civilian population; this is ‘the hearts and minds’, in the hackneyed phrase (...) from counter-insurgency manuals. I claim that the very feature which makes it attractive to send robots to war in our place, the absence of risk, also makes it peculiarly difficult for humans to trust them. Whatever the attractions, sending robots to war in our stead will make success in counter-insurgency elusive. Moreover, there is ethical reason to be relieved at this conclusion. For if war is potentially costly, then this does much to ensure that it will be a choice only of last resort, in accordance with the traditional doctrine of jus ad bellum. In this instance, morality and expediency— fortunately— coincide. (shrink)

Why are people trustworthy? I argue for two theses. First, we cannot explain many socially important forms of trustworthiness solely in terms of the instrumentally rational seeking of one’s interests, in response to external sanctions or rewards. A richer psychology is required. So, second, possession of moral character is a plausible explanation of some socially important instances when people are trustworthy. I defend this conclusion against the influential account of trust as ‘encapsulated interest’, given by Russell Hardin, on which most (...) trustworthiness is explained by the interest of continuing relationship. Trust online can be a hazardous affair; many are trustworthy, but some people use the anonymity of the web to behave very badly indeed. So how can we improve the quality of evidence for trustworthiness provided online? I focus on one of the devices we use to secure others’ trustworthiness: tracking past conduct through online reputation systems. Yet existing reputation systems face problems. I analyse these, and in the light of this develop some principles for system design, towards overcoming these (...) challenges. In providing better evidence for trustworthiness online, so we can also encourage people actually to be trustworthy more often, which is an ethically welcome outcome. (shrink)

Is there a justified presumption that a speaker is testifying sincerely? Anti-reductionism about testimony claims that there is, absent reasons to the contrary. Yet why believe this, given the actuality and prevalence of lies and deception? I examine one argument that may be appropriated to meet this challenge, David Lewis's claim that truthfulness is a convention. I argue that it fails, and that the supposition that there is a presumption of sincerity remains unsupported. The failure of Lewis's argument is instructive, (...) however, for it shows us a better way of approaching language use than the standard anti-reductionist treatment. As speech is an intentional action, so a presumption of the sincerity or otherwise of others' testimony must be explicable in the terms we normally use to explain action. (shrink)

Lethal Autonomous Weapon Systems are here. Technological development will see them become widespread in the near future. This is in a matter of years rather than decades. When the UN Convention on Certain Conventional Weapons meets on 10-14th November 2014, well-considered guidance for a decision on the general policy direction for LAWS is clearly needed. While there is widespread opposition to LAWS—or ‘killer robots’, as they are popularly called—and a growing campaign advocates banning them outright, we argue the opposite. LAWS (...) may very well reduce suffering and death in war. Rather than banning them, they should be regulated, to ensure both compliance with international humanitarian law, and that this positive outcome occurs. During the second half of the nineteenth century, land frontiers became areas of unique significance for surveyors in colonial India. These regions were understood to provide the most stringent tests for the men, instruments, and techniques that collectively constituted spatial data and representations. In many instances, however, the severity of the challenges that India’s frontiers afforded stretched practices in the field and in the survey office beyond breaking point. Far from producing supposedly unequivocal maps, many involved in frontier surveying acknowledged (...) that their work was problematic, partial, and prone to contrary readings. They increasingly came to construe frontiers as spaces that exceeded scientific understanding, and resorted to descriptions that emphasized fantastical and disorienting embodied experiences. Through examining the many crises and multiple agents of frontier mapping in British India, this article argues that colonial surveying and its outputs were less assured and more convoluted than previous histories have acknowledged. He was subsequently convicted for murder. I argue that, given premises endorsed in In Defence of War, Nigel Biggar is committed to the justifiability of that battlefield killing.

Muraskas et al. and Hefferman and Heilig present the painfully elusive ethical questions regarding decisionmaking in the care of the extremely low birth weight infants in the intensive care nursery. At what gestation or size do we resuscitate? Can we stop resuscitation after we have started? How much money is too much to spend? Is the distress of the parents of the ELBW infant, the anguish of their caregivers, and the moral and ethical uncertainty of the approach to these infants (...) too much to pay? Who speaks for the neonate: the parent, nurse, attorney, or physician? Ideally these questions should have been answered 30 years ago when modern neonatology embarked on a journey from where it could not return. A new breed of physician, called “neonatologist,” seduced by the high-tech lure and the promise of saving lives previously unsavable pioneered a lucrative and life-saving technological revolution in the care of premature newborns. This rapid advancement in neonatology occurred a few years after the death of a premature infant named Patrick Kennedy in 1963. While the country mourned, medical scientists vowed that this would not happen again. First continuous positive airway pressure, then mechanical ventilation, changed medical care of premature newborns forever. It began an era of euphoria and excitement. Neonatologists raced to push to the edge of newborn viability. What was the youngest salvageable gestational age? What was the smallest that could be saved? Yes, we dreamed, and still do dream of artificial placentas. Ethical questions took a back seat in the search for the edge because the waters were uncharted and the tough questions could not be answered without experience. What was to be the cost in dollars and in anguish to save the Patrick Kennedys of the world? Triumphs led to grave concerns as we approached the edge. However, no advancement in neonatology has ever changed the ultimate questions. (shrink)

Trust is central to our social lives in both epistemic and practical ways. Often, it is rational only given evidence for trustworthiness, and with that evidence is made available by communication. New technologies are changing our practices of communication, enabling increasing rich and diverse ways of ‘being there’, but at a distance. This paper asks: how does telepresent communication support evidence-constrained trust? In answering it, I reply to the leading pessimists about the possibility of the digital mediation of trust, Philip (...) Pettit and Hubert Dreyfus. I also rebut Media Richness Theory, which proposes a linear relationship between the volume of mediated information and the quality of communication. Positively, I develop a speech-act theory of digitally mediated communication, drawing on Austen’s identification of the illocutionary act. The choice of a particular technology of communication constitutes part of what is communicated, including a setting of the social ‘frame’, and thus the possibilities for trust to be sustained or eroded.
