Don Ihde and Lambros Malafouris (Philosophy and Technology 32:195–214, 2019) have argued that “we are homo faber not just because we make things but also because we are made by them.” The emphasis falls on the idea that the things that we create, use, rely on—that is, those things with which we engage—have a recursive effect on human existence. We make things, but we also make arrangements, many of which are long-standing, material, social, normative, economic, institutional, and/or political, and many (...) of which are supported by various technologies, including AI, more and more. Critical theorists, such as Habermas, have argued that we need a “depth” or critical hermeneutics (one that combines hermeneutical understanding with scientific explanation) to provide a full account of this kind of recursivity. For Habermas, the explanatory aspect of critical hermeneutics has been modeled on neo-Marxist and neo-Freudian theories. We propose a new critical hermeneutical approach that uses the tools of embodied cognitive science, affordance theory, material engagement theory, and the concept of the socially extended mind. The artefactual environment is not just the passive, inert background against which the drama of human and non-human animal life plays out; but rather, the built environment plays an active role in the structure of agency. This is an insight that Lambros Malafouris has articulated in his framework of Material Engagement Theory. I will discuss the enactive-embodied and dynamic approaches to cognition and action, emphasizing the ways that this approach leads to taking MET seriously by force of its own theoretical (...) commitments. That is, material engagement is a natural development of these models of mind, specified to the particularities of the human historical situation. I will then discuss Theiner and Drain’s critique of HMA, in which they argue that we should replace material agency with materially-scaffolded agency. Scaffolded agency, however, is too weak of a conception of how material culture shapes agency, and is a notion continues to privilege the sense of agency as a mark of what genuinely constitutes agency proper. Drawing on Steward I propose a definition of material agency that emphasizes the idea that agency is a process, and I suggest that material agency is better captured by the phenomenological experience of flow. This phenomenological understanding of material agency both responds to Theiner & Drain’s critique, and emphasizes the importance of investigating material culture phenomenologically. (shrink)

While the global threat of Ebola Virus Disease in 2014 was concentrated in several West African countries, its effects have been felt in many developed countries including the United States. Initial, select patients with EVD, largely among American health care workers volunteering in affected regions, were subsequently transported back to the states for isolation and treatment in high-level medical facilities. This included Emory University Hospital, which sits adjacent to the federal Centers for Disease Control and Prevention in Atlanta, Georgia.The first (...) domestic case of EVD occurred in late September in Dallas, Texas. Additional exposures of two HCWs generated an array of legal issues for state and local public health authorities, hospitals, and providers. Consideration of these issues led to extensive discussion among lawyers, public health practitioners, and other attendees at a late-breaking session on EVD and Legal Preparedness at the 2014 National Public Health Law conference. In this commentary, session presenters from CDC and Emory University share their expert perspectives on legal and policy issues underlying state and local powers to quarantine and isolate persons exposed to or infected with Ebola, as well as facets of hospital preparedness underlying the successful treatment of patients with EVD. Aristotle considers nature, art, spontaneity, luck, necessity, and intelligence to be causes, and they fit into the four kinds of cause that he distinguishes throughout works on natural philosophy. The four kinds of cause, e.g. matter, mover, form, end, are not themselves causes, but are classes of causes. The causes can be combined in various ways, and the same thing can be classified as several kinds of cause. Causes play a crucial role in scientific demonstration: the middle term in a (...) syllogism of natural science. But only intrinsic causes can play this role, and so it is important to distinguish between things that happen to be predicated of a cause, and things essential to a cause. Due attention to these distinctions can show how Aristotle thinks that various causes can be integrated in a way that is still explanatory, and how causation does not violate temporal sequence, requiring “backwards causation”. The side-effect effect is the seemingly irrational tendency for people to say harmful side effects were more intentional than helpful side effects of the same action. But the tendency may not be irrational. According to the Tradeoffs Justification Model, judgments of a person's intentions to cause harm depend on how that person decided to act, and on whether the reasons for acting justified causing the harmful consequences. Across three experiments (N = 660), unjustified harms were viewed as more intentional than (...) justified harms. If the person had a choice of what to do and knowingly caused harm for no good reason, people judged that the person must have actually desired and intended to cause the harm. However, if the person had a strong, compelling reason (e.g., to ransom his daughter from kidnappers) that the observer deemed to have justified causing the harm, then observers thought the harm was weakly intended at most. Taboo harms that violated sacred moral values were especially likely to be seen as intentional because most reasons do not adequately justify violating a sacred value. (shrink)

Before talking about national science as a specific phenomenon we find out the essence of science as a phenomenon in general. We note that science is one of the most complex phenomena of social life. Complex understanding of it complicates the fact that science is structurally extremely complex, polyfunctional, historically variable, with many of its faces included in this or that sphere of social life. It therefore appears as an extremely diverse social phenomenon. This raises some difficulties in developing a (...) general definition of it. As G. Volkov correctly pointed out, "there is nothing simpler than giving a definition to any phenomenon, when the whole thing is only in the formulation, and there is nothing more complicated than when it comes to the concentration in the concentrated form of the very essence of the object under study". The usual representation of quantum algorithms is limited to the process of solving the problem. We extend it to the process of setting the problem. Bob, the problem setter, selects a problem-setting by the initial measurement. Alice, the problem solver, unitarily computes the corresponding solution and reads it by the final measurement. This simple extension creates a new perspective from which to see the quantum algorithm. First, it highlights the relevance of time-symmetric quantum mechanics to quantum computation: the problem-setting and (...) problem solution, in their quantum version, constitute pre- and post-selection, hence the process as a whole is bound to be affected by both boundary conditions. Second, it forces us to enter into relational quantum mechanics. There must be a representation of the quantum algorithm with respect to Bob, and another one with respect to Alice, from whom the outcome of the initial measurement, specifying the setting and thus the solution of the problem, must be concealed. Time-symmetrizing the quantum algorithm to take into account both boundary conditions leaves the representation to Bob unaltered. It shows that the representation to Alice is a sum over histories in each of which she remains shielded from the information coming to her from the initial measurement, not from that coming to her backwards in time from the final measurement. In retrospect, all is as if she knew in advance, before performing her problem-solving action, half of the information that specifies the solution of the problem she will read in the future and could use this information to reach the solution with fewer computation steps. This elucidates the quantum computational speedup in all the quantum algorithms examined. (shrink)
