This article outlines and compares current and proposed global institutional mechanisms to increase equitable access to COVID-19 vaccines, focusing on their institutional and operational complementarities and overlaps. It specifically considers the World Health Organization's (WHO’s) COVAX (COVID-19 Vaccines Global Access) model as part of the Access to COVID-19 Tools Accelerator (ACT-A) initiative, the WHO’s COVID-19 Technology Access Pool (C-TAP) initiative, the proposed TRIPS (Trade-Related Aspects of Intellectual Property Agreement) intellectual property waiver and other proposed WHO and World Trade Organization technology (...) transfer proposals. We argue that while various individual mechanisms each have their specific individual merits—and in some cases weaknesses—overall, many of these current and proposed mechanisms could be highly complementary if used together to deliver equitable global access to vaccines. Nonetheless, we also argue that there are risks posed by the proliferation of proposals in this context, including the potential to disperse stakeholder attention or to delay decisive action. Therefore, we argue that there is now a clear need for concerted global multilateral action to recognise the complementarities of specific models and to provide a pathway for collaboration in attaining global equitable access to vaccines. The institutional infrastructure or proposals to achieve this amply exist at this point in time—but much greater cooperation from industry and clear, decisive and coordinated action from states and international organisations are urgently needed. Radical democratic thinking is becoming intrigued by the material situatedness of its political agents and by the role of nonhuman participants in political interaction. At stake here is the displacement of narrow anthropocentrism that currently guides democratic theory and practice, and its repositioning into what we call ‘the nonhuman condition’. This Critical Exchange explores the nonhuman condition. It asks: What are the implications of decentering the human subject via a new materialist reading of radical democracy? Does this reading dilute political (...) agency? Or should this be seen, on the contrary, as an invitation for new voices and demands to enter into democratic assemblages? How might engagement with the more-than-human disrupt or extend theories of radical democracy? Hans Asenbaum and Amanda Machin discuss the human democratic subject both through radical democratic and new materialist lenses. They suggest that a new materialist decentred subject does not lose agency but further gains political responsibility in radical democracy. Jean-Paul Gagnon highlights the possibility of becoming through loss. In losing our anthropocentric arrogance—our understanding of being other and better than animal—we become more connected and discover our place in human-nonhuman assemblages. Melissa Orlie agrees that something can be gained through renouncing dominant human fantasies and presents a ‘radical democratic naturalism’. By renouncing land violence and acknowledging nature’s subjectivity, we can further nonexploitative radical democratic politics. This is where the notion of ‘tidalectic’ processes introduced by James L. Smith is helpful. Focusing on water and the Indigenous knowledges around rivers, he considers how democracy and community can be reimagined as plural, cyclical and attentive to the nonhuman with which the human is inevitably entangled. Diana Leong offers a different approach. Considering the nonhuman from the perspective of Black Studies demands an awareness to how blackness has long been constituted as non- or partially human. Can “something” expand “into” nothing, “into” emptiness? Shot through with “dark energy” (the name an intellectual signifier allowing physicists to speak of the ineffable), the immensity (...) of the universe teaches a lesson in humility before mystery and the radically new. Dark energy makes up 74 percent of the universe and is responsible for increasing the rate of the universe’s expansion; it may be explained as the energy of empty space, or space devoid of matter and gravity. Although an unobservable phenomenon, dark energy penetrates the known universe as that which counteracts gravity’s relationship to matter, causing a negative pressure in regions of the universe devoid of matter to expand. Hence, the energy of emptiness is the reason for the universe’s expansion; emptiness is the reason reality is better described by rapid change and impermanence than stasis and immutability.While it would seem that these developments do not impact religious thinking, the Dalai Lama and others have argued that because science helps us understand the nature of reality, it affects the paradigm in which we consider the veracity of religious ideas. In this paper we will be discussing the ethical risks of the transcendental quality of virtual spaces as they apply to digital health, especially in relation to new attempts to construct a “social mediome.” As we will discuss in the following section, phenomenology has raised criticisms against the context-lessness and ethical opacity of technology. The creation of a social mediome seems to come as an answer to this criticism as it creates a context that gives voice and flesh to human (...) beings within their virtual lives. Yet, as we will discuss in this paper, the transcendental quality of this social mediome might involve the risk of normalizing health in a way that would prevent individuals from achieving well-being according to the meaning that they personally attribute to it. This paper draws on the ethics of care to investigate how citizens grappled with ethical tensions in the mundane practice of grocery shopping at the height of the Covid-19 pandemic. We use this case to address the broader question of what it means ‘to care’ in the context of a crisis. Based on a qualitative longitudinal cross-country interview study, we find that the pandemic transformed ordinary shopping spaces into places fraught with a sense of fear and vulnerability. Being forced to (...) face one’s own vulnerability created an opportunity for individuals to relate to one another as significant others through a sense of “response-ability”, or the capacity of people to respond to ethical demands through situated ethical reasoning. We argue for a practical ethos of care in which seemingly small decisions such as how often to go shopping and how much to buy of a particular product serve as a means to relate to both specified and generalized others—and through this, ‘care with’ society. Our study contributes to displacing the continuing prevalence of an abstract and prescriptive morality in consumption ethics with a situated and affective politics of care. This vocabulary seems better suited to reflect on the myriad of small and unheroic care acts in times of crisis and beyond. (shrink)

This paper investigates the degree to which information theory, and the derived uses that make it work as a metaphor of our age, can be helpful in thinking about God’s immanence and transcendance. We ask when it is possible to say that a consciousness has to be behind the information we encounter. If God is to be thought about as a communicator of information, we need to ask whether a communication system has to pre-exist to the divine and impose itself (...) to God. If we want God to be Creator, and not someone who would work like a human being, ‘creating’ will mean sustaining in being as much the channel, the material system, as the message. Is information control? It seems that God’s actions are not going to be informational control of everything. To clarify the issue, we attempt to distinguish two kinds of ‘genialities’ in nature, as a way to evaluate the likelihood of God from nature. We investigate concepts and images of God, in terms of the history of ideas but also in terms of philosophical theology, metaphysics, and religious ontology. (shrink)

Transhumanism is a means of advocating a re-engineering of conditions that surround human existence at both ends. The problem set before us in this chapter is to inquire into what determined its appearance, in particular in the humanism it seeks to overcome. We look at the spirit of overcoming itself, and the impatience with the Self, in order to try to understand why it seeks a saving power in technology. We then consider how the evolutionary account of the production of (...) organisms does not set them against a perfect standard, but rather injects in them a contingency that seems to be near to the heart of the problem. We then try to assess the objective basis for improvements and manipulation of nature, and although we do not find it forbidden on all occasions, it seems that the criteria for such alterations are impossible to detach from a form of eugenics. We finally open a window toward a theological account of the problem, and find that the desire of autonomy and independence is inevitably going to be challenged by the Christian dogma of creation. This article rewrites the history of the tomb of Philip the Bold made for the Chartreuse de Champmol in Dijon, through a close reading and re-transcription of the entire archival record, including some previously unknown documents, paying careful attention to what their terminology and chronology reveal about time, cost, materials and process; it analyses the scale of the project, and in particular the acquisition and working of materials: limestone from Tonnerre, ‘alabaster’ as spolia from Autun, black marble from Dinant, white (...) marble, presumably from Italy, via Paris, alabaster from Grenoble and a pinkish limestone from Resne, near Dijon. By reconsidering this record, along with the physical and visual evidence of the existing monument, it argues that there was not one but two tombs made for Philip the Bold: the first was completed by Jean de Marville and then rejected by Philip, and perhaps also by the Carthusians; the second, that we have today, was started again from scratch in the early 1390s by Claus Sluter, in collaboration, possibly, with Jacques de Baerze. The story of how these two tombs were planned, worked on, adapted or restarted, along with what Marville’s abandoned project may have looked like, and what may have become of its constituent parts, is woven into the narrative of Philip’s political and religious ambitions, the role of his wife Margaret of Flanders, and of the construction and decoration of the Chartreuse de Champmol itself. In his oft-cited book Descartes' Error, Antonio Damasio claims that Descartes is responsible for having stifled the development of modern neurobiological science, in particular as regards the objective study of the physical and physiological bases for emotive and socially-conditioned cognition. Most of Damasio’s book would stand without reference to Descartes, so it is intriguing to ask why he launched this attack. What seems to fuel such claims is a desire for a more holistic understanding of the mind, the brain and (...) the self. For Descartes however, here allowed to answer back, the question of accounting for the whole diversity of human potential experiences was what could not be left out of sight. Concerning the question of his neglect of the mind said to be "abysmally" detached from the body, it is claimed here that, in the light of Descartes' move which was to break with the scholastic practice of putting more and more things under the control of the soul, the program of using the reality of embodiment to understand the mind was one he actually started. An answer is also suggested to counter the charge that Descartes failed to account for the interaction of the two substances, the mind and the material body, by showing why and how Descartes actually believed in the substantial union of mind and body. Yet, he kept in the picture an ingenium, a faculty of pure understanding overarching a cybernetic model of the body-mind, of which we also here seek to appreciate the significance. This project of accounting for the mind-body interaction ended-up in a study the "passions," as emotions were then called. (shrink)

This paper evaluates the claim that it is possible to use nature’s variation in conjunction with retention and selection on the one hand, and the absence of ultimate groundedness of hypotheses generated by the human mind as it knows on the other hand, to discard the ascription of ultimate certainty to the rationality of human conjectures in the cognitive realm. This leads to an evaluation of the further assumption that successful hypotheses with specific applications, in other words heuristics, seem to (...) have a firm footing because they were useful in another context. I argue that usefulness evaluated through adaptation misconstrues the search for truth, and that it is possible to generate talk of randomness by neglecting aspects of a system’s insertion into a larger situation. The framing of the problem in terms of the elimination of unfit hypotheses is found to be unsatisfying. It is suggested that theories exist in a dimension where they can be kept alive rather than dying as phenotypes do. The proposal that the subconscious could suggest random variations is found to be a category mistake. A final appeal to phenomenology shows that this proposal is orphan in the history of epistemology, not in virtue of its being a remarkable find, but rather because it is ill-conceived. (shrink)

This article explores the discursive construction, regulation and performance of the body in the context of the swimming pool. The near-naked state of the swimmer’s body presents a potential threat to the interaction order, insofar as social encounters may be misconstrued as sexual, and so rituals are enacted to create a ‘civilized’ definition of the situation. The term ‘performative regulation’ is introduced to theorize this process, as a synergy of the symbolic interactionist models of dramaturgy (Goffman) and negotiated order (Strauss) (...) and the post-structuralist concept of disciplinary power (Foucault). The regulation and representation of the swimmer’s body can be understood as mutually constitutive mechanisms, enforced by the pool-as-institution but enacted through the embodied practices of individual actors in the pool-as-interaction. Crossley’s notion of reflexive body techniques is applied to interpret this dualistic process in relation to communicative gestures and facework rituals, which implicates both individual and social bodies in the somatization of the interaction order. We bring together recent discussions on data capitalism and biocapitalization by studying value flows in consumer genomics firms—an industry at the intersection between health care and technology realms. Consumer genomics companies market genomic testing services to consumers as a source of fun, altruism, belonging and knowledge. But by maintaining a multisided or platform business model, these firms also engage in digital capitalism, creating financial profit from data brokerage. This is a precarious balance to strike: If these companies’ business models consist (...) of assetizing the pool of genomic data that they assemble, then part of their work has to revolve around obscuring to consumers any uncertainties that would potentially impinge on these processes of assemblage. We reflect on the nature of these practices and the market relationships that enable them, and we relate this reflection to debates around alternative market arrangements that would potentially mitigate the extractive tendencies of these and other digital health firms. As ever more countries enter the global economy, reshaping the body has become the means by which women are encouraged to enter modernity. Once bodies were local, marked by their own local traditions. Today, variety is replaced by uniformity. The formerly plump Miss Nigeria is superseded by a thin westernized version and sets the trend for how contemporary Nigerian women are to look. Encouraged to see the body as a consuming center, a personal logo that signifies our membership of the (...) global community, bodies across the world are being commercialized and restructured. This development means that we are losing bodies as we lose mother tongue languages. The work of psychiatrist R. D. Laing deserves recognition as a key contribution to sociological theory, in dialogue with the interactionist and interpretivist sociological traditions. Laing encourages us to identify meaningful social action in what would otherwise appear to be nonsocial phenomena. His interpretation of schizophrenia as a rational strategy of withdrawal reminds us of the threat that others can pose to the self and how social relations are implicated in even the most "private" and "internal" of experiences. He developed (...) a far-reaching critical theory of the self in modern society, which challenges the medicalization and biochemical reduction of human problems. Using the case of shyness as an example, the article seeks to demonstrate the importance of Laing's theories for examining the fragility of the self in relation to contemporary social order. I present first the challenge for epistemology when it faces the dilemma between rationalism and empiricism, followed by a presentation of the ideas introduced by Ruyer in order to ask if they can be articulated to the "third way" in epistemology. I explore the consequences of Ruyer's inversion of our understanding of space which can be looked upon as psychic. I consider Ruyer's refusal to locate in pure immanence the scheme of eupraxic resolution of successful aggregates–as living forms–in our experience. (...) I then highlight the major principles of Gaston Bachelard's and Michel Serres's respective epistemologies, and in a lesser measure those of Bergon and Deleuze as well, in order to underscore Ruyer's refusal to limit philosophy to what science allows one to say, but also in order to finally situate the verticalism of his position. This article identifies and explores the realm of ‘social nothingness’: objects, people, events and places that do not empirically exist, yet are experienced as subjectively meaningful. Taking a phenomenological approach, I investigate how people perceive, imagine and reflect upon the meanings of unlived experience: whatever is significantly not present, never appeared or cannot happen to them. These ‘negative symbolic social objects’ include no-things, no-bodies, non-events and no-where places: for example, rejected roles, unpursued careers or absent people. Reversing some key concepts (...) from phenomenology, I examine the process of ‘negative noesis’ in three aspects. ‘Negative intentionality’ describes people’s motivational stance towards absent things, such as feelings of missing, wishing, haunting, avoidance or surrender. ‘Negative embodiment’ is the corporeal grounding of negational acts, through experiences of impairment, incapacity, severance, disturbance and decline. ‘Negative temporality’ describes the recognition of past or future impossible selves and their place within biographical identity stories.
