The FASB in its Conceptual Framework has set high principles in the ethics of standard-setting in accounting. This paper concentrates on what the FASB calls the cost/benefit constraint, i.e., the commitment to setting an accounting standard only when the benefits of the standard exceeds the costs of that standard toall stakeholders. This constraint is supposed to take precedence over other concerns, such as neutrality (freedom from bias) of account information.The major conclusion of this paper is that a conflict exists between (...) the FASB's commitment and its practice. There is no evidence that the FASB has always made a costs and benefits judgement with respect to proposed standards. In the cases when such a judgement is made, the FASB discounts social costs; therefore, it is not considering costs to all stakeholders. At the same time the FASB discounts social costs, it seems to have an undue concern for standards that do not increase the volatility of net income. The Conceptual Framework explicitly defines costs as the costs to society as a whole. (shrink)

The need to maintain the public trust in the integrity of the accounting profession has led to increased interest in research that examines the moral reasoning abilities (MRA) of Certified Public Accountants (CPAs). This study examines the MRA of CPAs practicing in small firms or as sole practitioners and the factors that affect MRA throughout their working careers.The results indicate that small-firm accounting practitioners exhibit lower MRA than expected for professionals and that age, gender and socio-political beliefs affect the moral (...) reasoning abilities of small-firm practitioners. We also find that completion of an ethics course in college has a positive impact on MRA. Also, the survey respondents indicate overwhelming support for including ethics courses within the business curriculum. Finally, the fact that those accountants with the lowest MRA are the least supportive of ethical training may indicate the need for mandatory, rather than optional, training in ethics both in university and Continuing Professional Education courses. By delineating the parametric variations that affect infant performance in the standard A-not-B search task, the Thelen et al. model provides an important contribution to the field of infant development. We discuss several broad issues pertinent to interpreting the model. We note that the phenomenon modeled by Thelen et al. is not necessarily the one originally described by Piaget. We describe data on infant self-correction that are not addressed by the Thelen et al. model. Realist evaluation and Q Methodology are established approaches in social science. However, integration of Q methodology within a realist evaluation is scarce. This paper attempts to illustrate how Q methodology can support a realist evaluation. The paper attempts to capture the philosophical compatibility of the two approaches creating an argument for Q’s integration within realist evaluation. Through the case study selected the iterative methodological process is presented, capturing a snapshot of the findings from the evaluation. This illuminates how Q met (...) the philosophical aims of a realist evaluation to make sense of how and why and under what circumstances a programme or intervention works. It is argued that Q methodology is entirely suitable for capturing the three key stages in a realist evaluation of developing, testing, and refining programme theory. Although theories that examine direct links between behavior and brain remain incomplete, it is known that brain expansion significantly correlates with caloric and oxygen demands. Therefore, one of the principles governing evolutionary cognitive neuroscience is that cognitive abilities that require significant brain function (and/or structural support) must be accompanied by significant fitness benefit to offset the increased metabolic demands. One such capacity is self-awareness (SA), which (1) is found only in the greater apes and (2) remains unclear in terms of (...) both cortical underpinning and possible fitness benefit. In the current experiment, transcranial magnetic stimulation (TMS) was applied to the prefrontal cortex during a spatial perspective-taking task involving self and other viewpoints. It was found that delivery of TMS to the right prefrontal region disrupted self-, but not other-, perspective. These data suggest that self-awareness may have evolved in concert with other right hemisphere cognitive abilities. (shrink)

Advocates of cladistic parsimony methods have invoked the philosophy of Karl Popper in an attempt to argue for the superiority of those methods over phylogenetic methods based on Ronald Fisher's statistical principle of likelihood. We argue that the concept of likelihood in general, and its application to problems of phylogenetic inference in particular, are highly compatible with Popper's philosophy. Examination of Popper's writings reveals that his concept of corroboration is, in fact, based on likelihood. Moreover, because probabilistic assumptions are necessary (...) for calculating the probabilities that define Popper's corroboration, likelihood methods of phylogenetic inference—with their explicit probabilistic basis—are easily reconciled with his concept. In contrast, cladistic parsimony methods, at least as described by certain advocates of those methods, are less easily reconciled with Popper's concept of corroboration. If those methods are interpreted as lacking probabilistic assumptions, then they are incompatible with corroboration. Conversely, if parsimony methods are to be considered compatible with corroboration, then they must be interpreted as carrying implicit probabilistic assumptions. Thus, the non-probabilistic interpretation of cladistic parsimony favored by some advocates of those methods is contradicted by an attempt by the same authors to justify parsimony methods in terms of Popper's concept of corroboration. In addition to being compatible with Popperian corroboration, the likelihood approach to phylogenetic inference permits researchers to test the assumptions of their analytical methods (models) in a way that is consistent with Popper's ideas about the provisional nature of background knowledge. Although informed consent is important in clinical research, questions persist regarding when it is necessary, what it requires, and how it should be obtained. The standard view in research ethics is that the function of informed consent is to respect individual autonomy. However, consent processes are multidimensional and serve other ethical functions as well. These functions deserve particular attention when barriers to consent exist. We argue that consent serves seven ethically important and conceptually distinct functions. The first four functions pertain (...) principally to individual participants: (1) providing transparency; (2) allowing control and authorization; (3) promoting concordance with participants' values; and (4) protecting and promoting welfare interests. Three other functions are systemic or policy focused: (5) promoting trust; (6) satisfying regulatory requirements; and (7) promoting integrity in research. Reframing consent around these functions can guide approaches to consent that are context sensitive and that maximize achievable goals. (shrink)

To address the complex challenge of global antimicrobial resistance (AMR), a pandemic treaty should include mechanisms that 1) equitably address the access gap for antimicrobials, diagnostic technologies, and alternative therapies; 2) equitably conserve antimicrobials to sustain effectiveness and access across time and space; 3) equitably finance the investment, discovery, development, and distribution of new technologies; and 4) equitably finance and establish greater upstream and midstream infection prevention measures globally. Biodiversity, climate, and nuclear governance offer lessons for addressing these challenges.

Steven Wall has two compelling arguments for what I shall call public reason liberalism's reflexivity requirement. The political concerns to reconcile persons who hold diverse moral views, and to avoid authoritarianism in politics not only require the public justification of coercion but the public justification of the standard used to determine when coercion is publicly justified. The reflexivity requirement is said to entail that public reason is self-defeating. Once RR is correctly formulated, however, cases of self-defeat will be rare, as (...) citizens seldom employ public justification requirements as reasons. When they do, such requirements are rarely their sole reason for supporting political coercion. A properly formulated reflexivity requirement, therefore, does not imply self-defeat. Toleration is perhaps the core commitment of liberalism, but this seemingly simple feature of liberal societies creates tension for liberal perfectionists, who are committed to justifying religious toleration primarily in terms of the goods and flourishing it promotes. Perfectionists, so it seems, should recommend restricting harmful religious practices when feasible. If such restrictions would promote liberal perfectionist values like autonomy, it is unclear how the perfectionist can object. A contemporary liberal perfectionist, Steven Wall, has advanced defense of religious toleration that (...) grounds perfectionist toleration in an innovative account of reasons of respect. He thus defends perfectionist toleration on two grounds: (i) the appropriate manner of responding to perfectionist goods like autonomy and membership is to respect the religious choices of others; (ii) citizens can acquire reasons to respect the religious choices of others through internalizing a value-promoting moral and political code. I argue that both defenses fail. The cornerstone of both arguments is the connection Wall draws between reasons to promote value and reasons to respect it. I claim that Wall’s conception of the relationship between promoting and respecting value is inadequate. I conclude that the failure of Wall’s defense of perfectionist toleration should motivate liberal perfectionists to develop more sophisticated accounts of normative reasons. The viability of a truly liberal perfectionism depends upon such developments. (shrink)

In a recent issue of Faith and Philosophy, Timothy Pawl and Kevin Timpe seek to respond to the so-called “Problem of Heavenly Freedom,” the problem ofexplaining how the redeemed in heaven can be free yet incapable of sinning. In the course of offering their solution, they argue that compatibilism is inadequateas a solution because it (1) undermines the free will defense against the logical problem of evil, and (2) exacerbates the problem of evil by making God the “author of (...) sin.” In this paper, I respond to these charges and argue that compatibilism can offer a satisfactory explanation for the sinlessness of the redeemed in heaven. I also raise some problems for Pawl’s and Timpe’s incompatibilist solution. (shrink)

The present essay is concerned with the question of whether analytic theology can be properly phenomenological. Both analytic theology and phenomenology are defined by reference to leading practitioners of both, and responses are given to objections to both approaches. The critique of analytic theology recently proposed by Martin Westerholm is considered, as well the objections to phenomenology brought forth by Tom Sparrow. The compatibility of analytic theology and phenomenology is argued on the basis of the definitions provided. Four brief arguments (...) are given for establishing why an analytic theologian might consider adopting a phenomenological method. The essay concludes with a demonstration of a properly phenomenological analytic-theological treatment of the question of the relationship between Scripture and ecclesial tradition in dialog with the canonical _sola scriptura_ of Kevin Vanhoozer and John Peckham. The doctrine of the perspicuity of Scripture maintains that the meaning of Scripture is clear to those who are enlightened by the Holy Spirit through faith. But this definition provides no way to know whether one has true faith or has been so enlightened by the Holy Spirit, a problem accentuated by persistent disagreement among persons who claim to be Christians of good will. This is a specific instance of a more general problem afflicting “closed” theological epistemologies. This essay provides (...) an exposition of Kevin Diller’s synthesis of the “closed” theological epistemologies of Karl Barth and Alvin Plantinga and critiques it on phenomenological grounds. It then concludes with a phenomenologically redefined description of Christian faith which entails rejecting the doctrine of the claritas scripturae and motivates an “open” theological epistemology. What is the relevance of ideals for determining virtuous argumentative practices? According to Bailin and Battersby (2016), the telos of argumentation is to improve our cognitive systems, and adversariality plays no role in ideally virtuous argumentation. Stevens and Cohen (2019) grant that ideal argumentation is collaborative, but stress that imperfect agents like us should not aim at approximating the ideal of argumentation. Accordingly, it can be virtuous, for imperfect arguers like us, to act as adversaries. Many questions are left (...) unanswered by both camps. First, how do we conceptualize an ideal and its approximation? Second, how can we determine what is the ideal of argumentation? Third, can we extend Stevens and Cohen’s anti-approximation argument beyond virtue theory? In order to respond to these questions, this paper develops a second-best perspective on ideal argumentation. The Theory of the Second Best is a formal contribution to the field of utility (or welfare) optimization. Its main conclusion is that, in non-ideal circumstances, approximating ideals might be suboptimal. (shrink)

Drawing on Jürgen Habermas’s (...) notion of “the public sphere” and recent research on the history of private life, Dunn focuses on prefatory rhetoric in order to study the ways in which writers of the sixteenth and seventeenth centuries struggled to establish their authority, to define themselves as authors and to regulate their relations with their readers. As they challenged collapsing medieval models of authority, Dunn argues, Renaissance writers had to invent different strategies of self-presentation and discursive legitimation, developing in the process the Renaissance conception of authorship, and eventually a new model of intellectual activity in the service of the public good. [End Page 181]The first part of the book discusses Luther’s effort to ground an oppositional discourse in a personal narrative of suffering and redemption, and Milton’s later recognition of himself as a “member incorporate” of a (Puritan) body for which he can speak as a representative; these represent two termini of the development of Protestant prefatory rhetoric. The second part traces a parallel development in “scientific” writers (Descartes, Bacon, Hobbes, Locke, Sprat), moving from the Cartesian effort to ground science in a personal narrative of discovery to Bacon’s institutionalization of science and Hobbes’s theory of representation based on “common sense.”These chapters offer many insights that deserve close attention. However, since I lack space here to discuss each of them in detail, I will mention only a few points that suggest the wider implications of Dunn’s study. First: he is alive to the role of the body in prefatory rhetoric, as a “private” proof of spiritual authority (in Paul), as a flawed textual corpus (in Luther), and as a model of the body politic (in Hobbes and others). Second: he challenges—correctly, in my view—Foucault’s famous claim about the role of “penal appropriation” in the development of the modern conception of the author, arguing that “texts, books, and discourses begin to need authors at the moment when their transgression itself seeks institutionalization. In other words, it is when the subversive discourse finds itself on the brink of empowerment, of articulating something more than a negative critique of reigning orthodoxies, that the authority of the author becomes necessary” (p. 10). Third: he describes the conflict in Renaissance authors between self-authorization and the desire to prevent readers from following their example—that is, they strive both to open up and to shut off a discursive potential—and offers a subtle account of the persistence of this desire, in the form of the claim to authorial ownership, in writers fully involved in the literary marketplace. Fourth: most of the authors examined here are not traditionally regarded as “literary”; Dunn is casting a broader net, including theological, philosophical, political, and scientific writing, and this is, of course, very much in the spirit of the times—both of our own, and that of the writers discussed. For as Dunn observes, the modern notion of “literature” arises sometime around the end of the Period with which he is concerned in this book—and, perhaps, as a result of the development he describes in it. He argues that “with science having secured its discursive boundaries through the complementary myths of objectivity and public utility, literature became the new site for working out the completing claims of public and private. It is at such a site that literature begins to emerge as an independent category, a place crucial for cultural and political negotiations” (p. 16). Steven Crowell has been for many years a leading voice in debates on twentieth-century European philosophy. This volume presents thirteen recent essays that together provide a systematic account of the relation between meaningful experience and responsiveness to norms. This paper develops a problem for conciliationism that is structurally similar to the self-undermining problem but which is immune to most of the solutions offered against it. A popular objection to conciliationism is that it undermines itself. Given the current disagreement among philosophers about conciliationism, conciliationism seems to require rejecting conciliationism. Adam Elga (2010) has influentially argued that this shows that conciliationism is an incoherent method. By recommending its own rejection, conciliationism recommends multiple, incompatible responses to the same body of (...) experience. Many have offered solutions to this problem, including Elga himself. However, there is another undermining problem. When a peer disagrees about their own peerhood, conciliationism can require the rejection of the peer’s peerhood. The result is that conciliationism recommends two incompatible responses to the same body of experience in a way that parallels the original self-undermining problem. But since many, if not all, of the proposed solutions to the original undermining problem depend on distinctive characteristics of conciliationism undermining itself, they cannot apply to a peer undermining themself. I illustrate this by dividing the solutions that have been offered against the self-undermining problem into two categories: self-exempting solutions and non-exempting solutions. I then show how the proposed solutions under each type do not extend to the peer-undermining problem. If that is right, then conciliationism is faced with a more difficult undermining problem than has been so far acknowledged. (shrink)

This chapter proposed a novel design methodology called Value-Sensitive Design and its potential application to the field of artificial intelligence research and design. It discusses the imperatives in adopting a design philosophy that embeds values into the design of artificial agents at the early stages of AI development. Because of the high risk stakes in the unmitigated design of artificial agents, this chapter proposes that even though VSD may turn out to be a less-than-optimal design methodology, it currently provides a (...) framework that has the potential to embed stakeholder values and incorporate current design methods.
