Terror in this study is distinguished from amok and partisan combat. The partisan fights for his country from the heart of his people. The terrorist, however, has not committed himself to any certain region and his actions reveal no rational intention. While terror in its senseless and unfounded action attempts to destroy any public life, amok as well as partisan combat is privately motivated and destroys the lives of individuals.
