Drawing its strength from the UN Charter and UDHR, human rights ethics is a beacon of hope and a promise that requires continuous reaffirmation during these turbulent times. These two documents, with their unwavering faith in ‘fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small,’ have shaped our understanding of human rights as global and universal ethics. However, this faith is now being severely (...) tested by four countercurrents: extremism, exclusionism, selectivism, and populism. These countercurrents pose significant and urgent human rights threats that activists, academics, and policymakers must confront by reasserting the basic core values of the UN Charter and UDHR. Doctoral programs at U.S. universities play a critical role in the development of human resources both in the United States and abroad. This volume reports the results of an extensive study of U.S. research-doctorate programs in five broad fields: physical sciences and mathematics, engineering, social and behavioral sciences, biological sciences, and the humanities. But of course matters are more complex, even as viewed from a Lockean libertarian perspective.1 Sex and love tend to bring about new children, and causing a child to exist is a social act with wide consequences for other people who could not be supposed to consent to bear these consequences. Libertarians will regard with equanimity the showering of externalities in the form of benefits that typically accompany the creation and upbringing of a responsible competent person who becomes a useful member of society. The libertarian will insist that the receipt of such benefits does not generate any reciprocal obligations to benefit those who benefit us in these unconsented to ways.—at least, not obligations that are legitimately enforceable and that justify forcible imposition on people’s liberty to lead their lives as they choose. With the progress of social production, the competition for talents among enterprises is fierce, and the market often lacks capable leaders, which leads to the lack of management of enterprise employees and cannot bring more economic benefits to enterprises. Traditional leaders make subordinate employees work actively and achieve the common goal of the enterprise by exerting their own leadership characteristics and observing their subordinates, but they cannot take care of the psychological state of each employee, resulting in the employee's work (...) efficiency is not very high. In recent years, charismatic leadership has become an important economic leader in the new era, and the theoretical spirit of charismatic leadership can well guide employees to work actively. Artificial intelligence affective computing can well identify the psychological state of the subject, and the combination of artificial intelligence affective computing and charismatic leadership can achieve effective management of employees through the predictive analysis of employees' psychological state. This paper compares the psychological state prediction analysis of employees' work attitudes between charismatic leaders based on artificial intelligence affective computing and traditional leaders through experiments. The results show that: charismatic leaders based on artificial intelligence affective computing predictive analytics can improve sensitivity to employee needs, resulting in an 8.2% increase in employee trust in leadership, a 4.4% increase in employee commitment to achieving organizational goals, and a 19.3% increase in employee job satisfaction. The psychological state prediction analysis of charismatic leaders based on artificial intelligence affective computing on employees' work attitudes can improve the work efficiency of employees and the economic benefits of enterprises. This chapter defends the hypothesis that Quechua was brought to Cajamarca during the final expansion of the Huari state. It offers an alternative for the traditional view that Cajamarca Quechua originated on the central coast of Peru, immediately south-east of Lima. Archaic features of Cajamarca Quechua suggest that it became separated from the main body of the Quechua II branch of the family before it attained its present state of internal differentiation. Possibly the least innovative Quechua II dialect spoken today (...) is that of Ayacucho region, where the Huari capital lay. Together this suggests that population movements underlying the existence of present-day Cajamarca Quechua may have originated in the Huari heartland. This association of Quechua II with Huari prompts a reconsideration of the prevalent view that Ayacucho, including Huari, would have been an exclusive stronghold of the Aymaran languages. (shrink)

Since 1991, the Patient Self-Determination Act (PSDA) has required all health care institutions that receive Federal funds to inform patients upon admission of their rights to make decisions about medical care and to execute advance directives. Implementation of the PSDA presents a special challenge for state mental hospitals. The relevance and possible negative therapeutic impact of discussing end of life decisions at the time of an acute psychiatric admission has recently been raised in the literature. Other ethical dilemmas arising from (...) the interplay between mental illness and informed consent for medical treatment, particularly for older patients committed to state mental hospitals, have been highlighted by the PSDA. In this article we discuss some of the issues raised by implementation of the PSDA in this setting. (shrink)

This essay argues that Stein’s view of the state can overcome Husserl’s skepticism about the state being an authentic, intense community rooted in solidarity while not negating his hope for the advent of a genuinely ethical, rational culture. Whereas Husserl places rationality and freedom within the framework of culture proper and not in the state, Stein sees the state as an extension of persons that can give the state its own free, deliberating and rational Ich kann.
