Higher education has been changing radically in recent years, with increasing numbers of students, and complaints about declining standards. This volume brings together leading intellectuals from the US and UK to examine the issues involved.

In order to cope with the changing health needs in the community, an holistic approach on AIDS prevention and control with particular reference to essential quality was introduced at an educational seminar at Hebei Medical University in China, 1996. We have identified three major points in the present study through learning and research process: 1. We have become estranged from the cosmic movements, according to Bataille. We are confined by the error linked to the representation of ‘the stationary earth’. We have negated the immersive immanence of the whole and made nature into a fixed world of tools and things. How then do we recognise ourselves as part of the ‘rapture of the heavens’? Bataille urges us to consider life as a solar phenomenon, the free play of solar energy on the earth. This paper argues (...) how Bataille’s cosmic vision anticipates both planetary and ecological thinking. This entails a base materialism of difference based on a radical Nietzschean and Heraclitean theory of becoming and flux. This thought is developed along Bataillean concepts such as the movement of the whole, the labyrinthine, and compound beings, ipseity, as well as the concept of a communifying movement. This materialism paired with Vladimir Vernadsky’s biosphere lays the foundation for the laws of the general economy, which also constitutes an economy inclusive of a general ecology: a tragic vision of Gaia and Dionysos. _Purpose__._ The basis of the presented study is a methodological and human-centred analysis of the philosophy of education of the outstanding Ukrainian educator Vasyl Sukhomlynskyi as a relevant anthropological-intellectual strategy for understanding and comprehending the educational process in the context of civilisation challenges. This implies a sequential solution to the following tasks: 1) to review the conceptual content and human-centred load of Vasyl Sukhomlynskyi’s pedagogical position in the discourses of philosophical anthropology and social philosophy; 2) to analyse the theoretical (...) knowledge of the anthropo-existential concept of the outstanding teacher in the context of the transformation of Ukrainian education; 3) to determine the main parameters of the cognitive field of Sukhomlynskyi’s philosophy of education in the development of values of patriotic education of young people. _Theoretical__ basis__._ The dynamic process of Ukraine’s unfolding struggle for the preservation of its nation and territorial integrity brings Sukhomlynskyi’s philosophy of education to a new level of understanding of human life and society. The human-centred dimension in interaction with the philosophy of education allows us to define Sukhomlynskyi’s pedagogical concept in the fullness of its metaphilosophical, existential and axiological content. The relevance of the problem under study is due to the crisis of values in the situation of civilizational transformations, which, as a result of information and digital technologies, have a cumulative impact on all spheres of people’s life and their attitude to the world. In the process of implementing the educational ideas of the Ukrainian teacher, the development and transformation of the individual’s self-awareness takes place in accordance with the intellectual challenges of the modern socio-cultural environment. _Originality._ It is substantiated that the philosophy of education of Vasyl Sukhomlynskyi largely determines the strategy for the transformation of Ukrainian education both in the context of digitalisation of the educational space and in the situation of a full-scale war against Russian aggression, which opens up new prospects for the implementation of identity dimensions in interaction with a qualitatively different level of national subjectivity. _Conclusions__._ The approval of the conceptual provisions of Sukhomlynskyi’s philosophy of education gives rise to a new type and method of paradigm of thinking and cognition in the implementation of strategies for the transformation of modern education, which determine the qualitative theory of the educational process in the context of human-centrism. It is characterized by the level of modern philosophical reflections, which allows preserving and at the same time changing the system of education and upbringing of the young generation in the context of universal values. On this basis, the philosophy of education of the prominent Ukrainian educator appears as a way of renewing all aspects of human life, which deconstructs itself in the situation of a human-centric dimension. In this paper, we explain how our individual PhD enquiries have informed the philosophical underpinnings of our postgraduate programmes. The approach used to ensure validity and rigour in the research process is presented. We report on the development of the International Research Centre for e-Innovation and Workplace Learning and its collaboration in European projects such as Pathway to Inquiry Based Learning, Inspiring Science Education and the African based Global e-Schools and Communities Initiative project Leadership Development in (...) ICT and the Knowledge Society. Our claim is that researching our own practice can be a transformative experience for the practitioner-researcher who is committed to generating knowledge that has personal, professional and social value. Interdisciplinarity is often framed as crucial for addressing the complex problems of contemporary society and for achieving new levels of innovation. But while science policy and institutions have provided a variety of incentives for stimulating interdisciplinary work throughout Europe, there is also growing evidence that some aspects of the academic system do not necessarily reward interdisciplinary work. In this study, we explore how mid-career researchers in an environmental science research center in Sweden relate to and handle the distinct (...) forms of uncertainty that arise from conflicting institutional and policy impulses. Our material suggests that interdisciplinary academics are often confronted with and at times themselves operate with a surprisingly dichotomous, value-laden view of their research practice. Disciplinarity is primarily associated with the ideals of scientific rigor, while interdisciplinarity becomes conflated with application-oriented work and a lack of ‘theory.’ We also draw attention to the underlying practical dynamics that reproduce this tension and entangle it with the very process of academic socialization. Specifically, we analyze the ambivalent consequences of the various work-arounds that researchers rely on to carve out opportunities for ongoing interdisciplinary research within heterogeneous funding landscapes. These tactics turn out to be undermined by the overriding normative power of formal career incentives at universities, which continue to emphasize the ideals of the individual high-performing academic who publishes in disciplinary journals and attracts the most selective grants. Under such circumstances, the work-arounds themselves become an insidious mechanism that allows researchers to stay in academia but systematically marginalizes their voices and epistemic ambitions in the process. Schwartz (1916-1999)Hoyt Cleveland TillmanBenjamin Sadie Schwartz was born on December 12, 1916,1 to Hyman and Jennie Weinberg Schwartz. In the wake of the Depression, this struggling family moved from the immigrant section of East Boston (near what became Logan Airport) to Orchestra, a working-class section of the city. Ben's intelligence and dedication to learning earned him the opportunity to study at Boston Latin, the city's premier high (...) school for talented youths, and he won a scholarship to attend Harvard College in 1934. Because the collegiate life of Harvard's house system was inaccessible to him, Ben commuted daily from home and ate his sack lunches with the other "townies" on the steps outside the buildings in Harvard Yard. The nationalizing experiences of being Jewish and poor surely enhanced his sensitivity to tensions within cultures and sharpened the critical edge of his reflections on elites and their ideologies. Moreover, his own experiences enabled an empathy with economically and culturally disadvantaged students, for he generously extended himself especially to such students during his long teaching career at Harvard, from 1950 through 1987. Indeed, his office door was always open to students, and no one needed an appointment to come to discuss ideas with him. Furthermore, his critical concerns about contemporary trends in society and polity continued to be central to his life as an engaged intellectual even after he had retired from formal teaching duties.After graduating magna cum laude from Harvard College in 1938 with a major in Romance Languages and Literatures, he went on to earn a master's degree from the Harvard Graduate School of Education in 1940. Unable to find a regular teaching position, he worked as a substitute teacher. Blessed with an enduring and profound spirituality, he considered becoming a rabbi. World War II intervened to change his life. Serving as a cryptanalyst from 1942 to 1946 in the Signal Corps, he decoded Japanese military cables; and he worked in 1946-1947 as a censor of the Japanese press during the beginning phase of the American Occupation. He rose to the rank of captain. With the educational benefits extended to veterans, he returned to Harvard, where he initially sought to focus on Buddhism, but his professors discouraged him on the grounds that the field required too many Asian languages for someone to begin in his thirties. He was admonished to focus on modern China, for that field required only that he supplement the Japanese language, which he had gained during his military service, with a reading knowledge of Chinese. He threw himself enthusiastically into reading both modern Chinese and what he referred to as "outbidding classical Chinese" because he loved to read texts to explore cultures and encounter peoples. This book offers a unique analysis of the tension between the individual and society in educational contexts, and the role that citizenship and democratic education can play. It approaches the question from two different perspectives - the institutional and the interactional - and argues that any solution must answer the tension from both or it will necessarily fail. The answer is found through a political methodology that places education at the centre and concludes that a balance (...) can be found if we embrace the federated disestablishment of education and state and internally democratic schooling that aims to realise the emancipation of the political child. These studies of Catholic higher education reflect the current passion for self-examination and self-criticism through social surveys in the United States. The main terms of reference are the American norms which claim to be religiously neutral; the treatment of the problems confronting Catholic education solely in the context of American society, is reflected in the absence of references in the footnotes or bibliographies to the relevant European literature. The main focus is on the shape and quality of (...) undergraduate education, though the research findings and the issues discussed have implications for the whole range of Catholic education from parochial primary schools to research-centred schools of graduate studies. Most of the research projects on which the conclusions are based were designed in the late ‘fifties and reflect that era’s preoccupation with the nature of the Authoritarian Personality and the relationship between closed minds and firmly held belief-systems, a preoccupation to which the ‘brain washing’ techniques used in Korea and the power of MacCarthyism doubtless contributed. In Catholic circles Monsignor Tracy Ellis’s criticism of the poor standard of scholarship within the colleges and the poverty of the Catholic contribution to American intellectual life made a remarkable impact. Food is a powerful symbol in the struggle to transition to a more sustainable pathway since the food choices citizens make have deep environmental and social impacts within their communities and around the world. Using transformative learning theory, this research explored the learning that took place among individual adults who consumed goods directly from local organic producers, and how this behavior affected their worldview. Learning was classified as instrumental, communicative, or transformative. Ultimately, we considered if the learning created lasting (...) change, directed toward a more sustainable society, among learners. Three different models of producer/consumer interfaces located in Atlantic Canada were considered: a market-garden operation, an education and outreach center, and a community shared agriculture project. It was found that all participants experienced some form of learning, either instrumental or communicative, through their participation in organic agriculture. Closing the gap between producer and consumer through direct contact with the farmer at a market, visiting the farm, or participating in food production oneself is both a desirable step in reaching a more sustainable lifestyle and a powerful learning tool in linking the consumer to a host of other environmental and social issues. This book takes the thinking of Quentin Skinner, Philip Pettit and J. G. A. Pocock on republican liberty and explores the way in which this idea of liberty can be used to illuminate educational practice. It argues that republican liberty is distinct from both positive and negative liberty, and its emphasis on liberty as non-dependency gives the concept of liberty a particularly critical role in contemporary society. Each chapter formulates and expounds the idea that an empire of liberty requires (...) the existence of what are termed 'liberty-bearing agents', and shows how education - with a particular emphasis on knowledge - is needed to foster the human powers which allow people to become liberty-bearing. It is also emphasised, however, that republican liberty is non-perfectionist and non-eudaimonic: the core values enshrined in an empire of liberty centre on non-dependency rather than the promulgation of a certain way of life. Drawing on prominent seventeenth century contract theorists, the link between liberty and authority is explained, suggesting that appropriate authoritative structures need to underpin the provision of education, and especially schooling, if educational practice devoted to the pursuit of liberty is to flourish. Liberty and Education will be of value to both educational theorists unfamiliar with republican theory, as well as republican theorists interested in how their theory might play out in education. Education is widely accepted as important source of future economic growth and is strongly supported by public sources. Most of this support is oriented toward traditional education and industries. However, several studies show importance of creativity education as important feature for innovation and future growth. However, public support of creative industries is relatively new and most of policy measures that have been implemented are still not fully evaluated and understood. There si a strong need to look much (...) more closer on way how public education influence creative industries and what policies could be placed to strengthen positive effects of this education also in the long run. This article represents an output of the research about the creative industries support policy in Slovakia in the field of education activities. It is containing basic literature overview comparing support policies for traditional sectors and the creative industries. We analyzed conceptual documents at the national level and basic strategic documents in the regions and selected cities of the country. We also realized several interviews in different creative economy industries. Generally, creative industries in Slovakia are much less in the centre of public support policy compare to traditional industry sectors. This is also the same in case of education. Despite of wide varietyof support tools used in the world, only few of them are applied in Slovakia. Interestingly, creative industries do not strongly require more creativity in education in schools. We found out the most important support in the field of education should not be related to creativity itself, but more on the complementary skills as ICT or entrepreneurship. We also found very limited role of universities and other public institutions in creative industries success stories. (shrink)

Ethics education and training are especially important in post-socialist countries where an understanding of ethical and responsible leadership is not yet fully developed. In such countries planning for the short term still dominates, and organisations focus their attention mainly on earning profit. In this article we show why the need has emerged to improve the general awareness of ethical issues in Estonia and teach ethical reasoning skills to business and government leaders. We describe the activities we have pursued at (...) our ethics centre, officially founded at Estonian Business School at the end of 2001, and the research we have conducted over the last seven years. This paper will investigate patterns of historical periodisation with regard to public intellectual work. It will begin with a focus on educational studies and with a specific case study of the Centre for Applied Research in Education (CARE) at the University of East Anglia. The case study will highlight the roles of leading public intellectuals such as Lawrence Stenhouse and explore the genre of applied research. The notion of applied research in education explicitly sought (...) to connect the project of public education and social justice with research which was applied to these projects In this way, in an idealised form, the public intellectual and applied researcher would offer aid and sustenance, which would enhance and energise the overall project of public education for all By exploring a case study of an institution and the associated research genre I hope to elucidate the relationship between educational studies and the public intellectual and also to examine the changing prospects for such work over different historical periods. Part of the task is to delineate the changing ‘windows of opportunity’ for public intellectual work. And as we shall see, Brief Encounters are a reasonable characterisation of such patterns of possibility Using the case study as an entry point the paper goes on to discuss broader questions about public intellectuals’ prospects. These questions are embedded in the discussion of some of the work of Sandel on market societies, and Applebaum on changing patterns of democratic engagement. This paper assesses the state of research ethics in low- and middle-income countries and the achievements of the Fogarty International Center's bioethics training program since 2000. The vision of FIC for the next decade of research ethics education is encapsulated in four proposed goals: (1) Ensure sufficient expertise in ethics review by having someone with long-term training on every high-workload REC; (2) Develop LMIC capacity to conduct original research on critical ethical issues by supporting doctoral and (...) postdoctoral training and career paths for research ethicists; (3) Make research training and review at LMIC institutions sustainable by identifying additional funding mechanisms and models; (4) Make institutional research systems more ethical and efficient through context-specific training integrated into all levels of scientific training. There is a growing consensus in Britain on the importance of character, and on the belief that the virtues that contribute to good character are part of the solution to many of the challenges facing modern society. Parents, teachers and schools understand the need to teach basic moral virtues to pupils, such as honesty, self-control, fairness, and respect, while fostering behaviour associated with such virtues today. However, until recently, the materials required to help deliver this ambition have been missing (...) in Britain. The Knightly Virtues Programme, devised by the Jubilee Centre for Character and Virtues, aims to help solve this challenge. The programme, designed for 9 to 11 year olds, draws on selected classic stories to help teach moral character in schools. This approach has proved to be popular with children and teachers, with more than 5,000 pupils from one hundred schools having participated in the programme so far. Fifty-five of these schools and 3,272 pupils were directly involved in different stages of the research. Based at the University of Birmingham, the Jubilee Centre houses leading academics dedicated to researching the various ways in which good character, which underpins the building blocks of society, can be developed. Recent research from the Centre has shown that the qualities that make up character can be learnt and taught, and suggests that we need a new emphasis on their importance in schools and in professional education. This report from the Centre into the use of classic literature within schools sets out the ways in which the Knightly Virtues Programme is able to develop the virtue literacy of school pupils, and the extent to which an understanding and awareness of good moral character can make positive changes to behaviour. The impact of the programme has been tested using several rigorous research methods, detailed in this report alongside their findings, which provide substantial empirical evidence for the effectiveness of using stories to develop virtue literacy. Within the last ten to fifteen years, models emerged for describing and developing undergraduate research and inquiry. This article discusses four examples of modelling didactical issues around undergraduate research and inquiry. The aim of the first part of this article is to scrutinize the epistemological and the didactical purpose of these models. As essential dimensions of undergraduate research and inquiry are neglected, two new models are developed. The first puts the coordination of theory and evidence in the (...) centre and determines three different horizons of significance in the field of science. In relation to these horizons, the second model highlights the broader societal context of scientific practices. The role of research and science in society is recognized here on the one hand as an affirmative process of institutionalization of approved knowledge, and on the other, as practices of criticizing and breaking away from established forms of knowing, testing, evaluating, and approving. Concomitantly, the education of students through and within scientific practices of research and inquiry is interpreted against the backdrop of two opposite trajectories influencing students’ ambitions to engage with problems of science. Didactics of higher education therefore need to distinguish between long-term and short-term goals. It is argued that the latter concretizes the former. This understanding of teaching is corroborated against the backdrop of the concept of learning as ‘enculturation’ in science. The argumentation refers back to insights by Lev S. The article examines the development of physics research in Ukraine on the example of the Ukrainian Institute of Physics and Technology (UIPT). Founded on the initiative of the eminent physicist Abram Ioffe, the UIPT has gradually become one of the world’s leading research institutions. During 1928–1938, many important events took place at the institute, which became markers for the development of physics in Ukraine and the USSR as well as in the world. An experiment on the fission of (...) atomic nucleus using artificially accelerated protons confirmed the validity of the intentions to reorient research towards nuclear physics. The involvement of foreign specialists in the work of the UIPT contributed to the informal consolidation of scientific thinking in physics. Outstanding physicists of the world such as Boris Podolskyi, Oleksandr Weisberg, Konrad Weiselberg, Friedrich Houtermans, Laszlo Tisza, Fritz Lange, Victor Weisskopf, George Placzek, Paul Dirac, Georgii Gamov, Niels Bohr, Paul Ehrenfest, and others worked here for longer or shorter periods. Niels Bohr, Ivar Waller, Milton S. Plesset, Evan J. Williams, and Leon Rosenfeld made reports at the theoretical conferences of UIPT. As a result, in the late 1920s and during the 1930s, an informal society of physicists from around the world was formed in Kharkiv. The consolidation of talented scientists has accumulated traditions, centuries of experience, and practical knowledge in the field from many scientific schools around the world. (shrink)

Traditionally, ‘education through research’ is understood to be a main characteristic of education at the university. In this article we will explore how ‘education through research’ is argued to be of major importance for the European knowledge society, how there is still a reference to the idea of Bildung or liberal education, and what research is presumed to be like if it is to have this edifying potential. It will be argued that (...) the edifying potential of research is related to a normative component in the research activity and that this normative orientation and its presuppositions are problematic today. This lays the way for the exploration of alternative approaches to the edifying potential of research (with reference especially to Jürgen Mittelstrass and Jacques Derrida) and for the discussion of what could be at stake for ‘education through research’. The current emphasis on rising educational standards in Australian society (eg A Commonwealth Government Quality Teacher Initiative, 2000) has stimulated a growing interest in Vygotsky's socio-cultural theory widely renowned for its profound understanding of teaching and learning. The metaphor of scaffolding commonly viewed as underpinned by socio-cultural theory and the zone of proximal development in particular, has become increasingly popular among educators in Australia (Hammond, 2002). Teachers find the metaphor appealing as it "offers what is lacking in much literature (...) on education - an effective conceptual metaphor for the quality of teacher intervention in learning" (Hammond, 2002, p.2). However, there is no consensus of opinion among educators on the specific characteristics that constitute successful scaffolding. On the contrary, the current interpretation of scaffolding seems to have been drifting away from the Vygotskian view of teaching and learning and appears to have become an umbrella term for any kind of teacher support (Jacobs, 2001) and therefore, cannot serve the purpose of justifying the quality of teacher intervention. Furthermore, when taken out of its theoretical context, scaffolding tends to be interpreted as a form of direct instruction (Donovan & Smolkin, 2002), which invalidates the Vygotskian idea of teaching as co-construction of knowledge within student-centred activities. Such an interpretation of the metaphor of scaffolding is an unfortunate step back to a traditional, pre-Piagetian way of teaching which is adult-driven in nature and often results in "the imposition of a structure on the student" (Searle, 1984, in Stone, 1998, p. 349). In spite of a number of limitations of the metaphor, that have been discussed by socio-cultural theorists (e. g., Stone, 2001), it remains highly popular among educators. To fulfil teachers' expectations of scaffolding as being an effective teaching tool, it needs to be understood within the framework of its underlying theory. This project aims to analyse understanding of the concept of scaffolding by educational researchers and practitioners in its connection to the Vygotskian view of the role of instruction in nurturing children as active learners. Summary 1898 marked a crucial point in the end of the nineteenth-century Spanish crisis. The military defeat ending the Spanish-American War was seen as proof that the country was in terminal decline. With the ideals of regeneration spreading throughout Spanish society, the State became more interested in supporting and sponsoring science and technology, as well as in creating a modern educational system. The resulting reforms reflected this strong interest in scientific education, and consequently, the first decades of the (...) twentieth century saw a turning point in the development of science and technology in Spain. Some recent papers have discussed various initiatives taken by Spanish governments, particularly in the creation of new official institutions. Such institutions played an important role in the development of science and technology, but their activity in the promotion of scientific education was very limited. However, other governmental initiatives were taken in order to develop this area, particularly focusing on the acquisition of scientific instruments. Scientific instruments were needed not only to improve Spanish scientific research but also to improve the teaching of experimental sciences. These instruments were specifically adapted for use by students. This paper aims to present some of the lesser-known individuals and firms who, in the new social and cultural context, provided scientific instruments for educational centres in order to meet the increasing demand for this material in Spanish educational institutions during these years. Although, as a result of the introduction of the Teaching Excellence Framework, the principle of teaching excellence is receiving renewed attention in English higher education, the idea has been left largely undefined. The cynic might argue, in agreement with Bill Readings, that this lack of a precise definition is deliberate, since teaching excellence is not designed to observe teaching but to permit an integrated system of accounting. This article, however, develops a different line of criticism. Following Readings’s characterization of (...) “excellence” as symptomatic of the “Americanization” of higher education, it traces the principle of teaching excellence in English educational discourse back to the influence of debates, led by Ernest Boyer in the US, concerning the teaching-research nexus. Contextualizing these debates in relation to ideas about the learning society influenced by theories of human capital and investment in national productivity, it takes issue with descriptions of recent policy that overemphasize the corporate structure of the university and its vision of the student as consumer at the expense of recognizing the continuation of the nation-state organization of the student as producer. Reconnecting this broader framework back to the teaching-research nexus, the article examines how this intersects with the dominant agenda of research-led teaching excellence, centred on the idea of the productivity of research, and outlines an alternative notion of teaching-led research, developed out of the work of Boyer and Walter Benjamin, within which teaching might continue, in spite of excellence. La magnitud del reto exige la puesta en acción de todos los resortes con los que la sociedad cuenta, para la atención al envejecimiento, mediante diversos programas, cuya significación contribuye a fortalecer la identidad nacional, y a elevar la cultura general integral de los profesores hacia los adultos mayores lo cual repercutirá en la formación de una conciencia social, política y cultural. ABSTRACT The article constitutes a proposal directed to give answer to the social need for the self-improvement of the teacher of Physical Education of the Center of Experience of the Elder Adult. It proposes as objective: to base the strategy for the self-improvement of the teacher of Physical Education directed to the aquatic rehabilitation of the elderly with articular limitations, from a vision of science, technology and society. It is recognized the opportunity that represents the employment of the new technologies as element that contributes to the progress of the quality of life of the elderly. The magnitude of the challenge demands the putting in action of all the springs with which the society is provided, for the attention to the aging, by means of diverse programs, which significance helps to strengthen the national identity, and to raise the integral general culture of the teachers towards the elderly which will reverberate in the formation of a social, political and cultural conscience. Drawn from the concepts and practices of institutional analysis, this article explores what an ‘analyser’ is and its importance for institutional analysis. The article begins by tracing the development of institutional practices in education and psychiatric care following the application of psychoanalytic theory. It traces the work done at the Saint-Alban psychiatric hospital, the La Borde clinic and by CERFI (Centre for Institutional Study, Research and Training) to demonstrate how institutional analysis instituted practices, such as the patient (...) club, that transformed the institution, and how analysis is conducted through the process of these transformations. By these means, the institution was turned into an analyser of French culture and society. The article concludes with some micro-examples of contemporary radical institution practices which today function as an analyser. (shrink)

This article relies on two international projects to argue for the existence of a ‘centrarchy’ in the fields of education and technology. Centrarchy denotes a power structure in which power rests with ‘the Centre’. The Centre signifies well-respected departments, top-tiered journals, the best editors, critical reviewers and leading authors; the Periphery denotes anyone else. The Centre has assigned itself the mission of guiding the Periphery out of its underdevelopment. It has served as a proxy for quality (...) scholarship and believes that Periphery’s societies require a saviour. It has ignored the knowledge that has been produced by the Periphery’s researchers. Its ways of researching the world have been internalised and taken for granted by the Periphery’s academics, who have come to see these ways as the natural order and common sense. It has seen the Periphery’s societies as outliers appropriate merely for local case studies, whereas its case studies transcend locality and have universal value. The Centre–Periphery ‘wall’ is unbreachable because of empirically uninspected factors, which are unearthed here. Drawing on 12 years of research ethics training experience, a group of Fogarty grantees, trainees, and other ethics experts sought to map the current capacity and need for research ethics in LMICs, analyze the lessons learned about teaching bioethics, and chart a way forward for research ethics training in a rapidly changing (...) health research landscape. POPKIN IT IS AN EXCEEDINGLY GREAT PLEASURE tO participate in the twenty-fifth anniversary issue of the Journal of the Historyof Philosophy.The editor, Professor Makkreel, offered me the opportunity to discuss the rationale for my present research, which I hope has some relevance for future research in the history of philosophy. At a symposium at the American Philosophical Association meeting (...) in Washington in December x985, I argued for taking the historyof philosophy seriously, that is, understanding thinkers and ideas in their actual historical contexts, instead of detaching them into some ahistorical ethereal realm. I argued that one could not make sense of a philosopher's thought detached from his time and circumstances. His ideas could not be understood unless one took account of the language, the usages, the issues and the concerns of the thinker and his time. The all too frequent "reconstruction" of philosophers ' thoughts sees them instead as logical machines, simply moving from clearly stated premises to their logical consequences. As many of us have sought to show, this often grossly distorts what Descartes, Spinoza, Locke, Leibniz and others might have actually thought, and misses much of what they were probably thinking about. I should like to carry this theme further by examining the need to take seriously the religious aspect of philosophizing. I will center on the intellectual scene of the seventeenth century, which I am currently working on though I believe many of the same points could be made about any period in the history of philosophy. Among historians of science there is an ongoing debate about whether the history of the subject should be studied internally or externally. The [:35] 36 JOURNAL OF THE HISTORY OF PHILOSOPHY internalists examine a set of ideas presented by scientist A, and trace their use or development by scientist B. The study that results is primarily the tracing of the course of a set of ideas through a time period. Background data about the scientists, their problems, and their place in society are regarded as of little relevance. The externalists insist that one cannot understand why various questions became important, why various individuals tried to solve them, why they used certain kinds of possible solutions instead of others, etc., unless one knows the external conditions of the time. This has spawned a lot of interesting research into the way scientific studies went on, who supported them, who did them, how they got accepted, and so on. The sociology and even anthropology of science is now a thriving research area, yielding many amazing studies about the scientific world and how it functioned. In so doing, scholars have not just examined the great successful scientists, the Keplers, Galileos, Harveys, and Newtons, but also the small fry, the mediocre, the poor scientists, and even the incompetent ones. They have examined why wrong-headed theories were supported, and accepted, while evidence supporting other theories was readily available. Their concern with the actual course of scientific development as an ongoing part of intellectual history is vital to understanding the scientific world of today, which plays such an overwhelming role in our society. So, some people study the education of the good, the mediocre, the bad scientists; their relative social statuses, incomes, and so on. The religious concerns are, of course, an obvious part of the story from Copernicus to Kepler to Newton to Darwin to Freud to Einstein. The scientists were involved in an ongoing religious world that influenced the role of science. The above named scientists had their religious or irreligious views that were involved with their scientific concerns. And, as we know too well, the impact of their work on religion has been of great importance to the broader intellectual world, and the impact of religion on the acceptance of their science has been and is part of the ongoing intellectual world. This interest amongst historians of science in the sociology, psychology, and anthropology of science has hardly rubbed off on the historians of philosophy. In lieu of an abstract, here is a brief excerpt of the content:What Do You Mean, Rhetoric Is Epistemic?William D. HarpineIn 1967, Robert L. Scott (1967) advocated that "rhetoric is epistemic." This concept has enriched the work of rhetorical theorists and critics. Scott's essay is founded in a concept of argumentative justification in rhetoric, viewed as an alternative to analytic logic. Other writers, including Brummett (1976), Railsback (1983), and Cherwitz and Hikins (1986), have offered variations on Scott's theme. The thesis (...) that rhetoric is epistemic has been controversial, however, and from the tone of the debate one may draw two conclusions: many rhetorical theorists feel that Scott was on to something important, and the thesis as it has been developed is flawed. Much of the dispute centers on what the thesis means. These discussions have not yet adequately clarified that issue.The philosopher's most fundamental obligation is to define terms with care. It is in precisely this respect that the rhetoric-is-epistemic theorists have fallen short. Some of the key terms in this literature include rhetoric, knowledge, certainty, and truth. In too many cases, the writers on rhetorical epistemology have not defined their key terms at all. In other cases, their definitions are inadequate or inconsistent. This essay undertakes to sort out the most important definitional problems, which center on the rhetoric-is-epistemic theorists' habit of equivocating about the meanings of "rhetoric" and "certainty." The result makes it possible to endorse the validity of Scott's essentially ethical conclusions, while dismissing a number of unnecessary complexities in the arguments made by rhetoric-as-epistemic theorists. Finally, a few alternatives that might lead to more robust foundations for the rhetoric-as-epistemic thesis are suggested.In 1978, after reviewing four distinct interpretations of the claim that rhetoric is epistemic, Leff concluded that clarification of what that claim means "deserves more disciplined treatment than it has received in the recent literature" (1978, 77). The same could still be said. After some [End Page 335] thirty years of active research and speculation on the topic, one now sees fewer publications specifically advocating that rhetoric is epistemic. The distinguished rhetorical theorist Barry Brummett (1990) has declared the thesis deceased (69-72).All the same, textbook authors treat the thesis as a given, despite their tendency to interpret it in wildly different ways. Foss, for example, puts forward a view that "in the field of communication, the idea that rhetoric creates reality is known as the notion that rhetoric is epistemic, which simply means that rhetoric creates knowledge; epistemology is the study of the origin and nature of knowledge" (1989, 122; emphasis in the original). This version of the thesis, claiming that rhetoric actually "creates reality," might be more ontological than it is epistemic.1 Herrick takes a dialectical view that "through rhetorical interaction, people come to accept some ideas as true and to reject others as false. Thus, rhetoric's epistemic function in society can be seen in some ways to be a result of its benefit of testing ideas." Herrick continues that "once an idea has been tested thoroughly by a group, community, and society, it becomes part of what these groups take to be knowledge." Herrick contrasts this with the rejected view that "knowledge is all objective in nature and comes to us by way of direct experience or education" (1997, 22). Both Herrick and Foss offer interesting theses, and both attribute their views to Scott, but their views are obviously very different. There can be no surer evidence of the failure to use terms precisely.Brummett (1990) attributes the demise of rhetoric-is-epistemic research to the failure of critics to employ the idea in rhetorical criticism. Brummett might be right to the extent that much of the rhetoric-is-epistemic literature is indeed exceptionally abstract. Specific discussions might clarify some issues. Nonetheless, some notable rhetorical critics have indeed employed a concept that rhetoric is epistemic (e.g., Scott and Klumpp 1984; Sullivan 1992). The issues remain unclear. Furthermore, rhetorical criticism per se cannot clarify the meanings of theoretical terms. Teacher competencies can be researched in many different ways. In the present article they are studied from the learner’s viewpoint. The article presents results of the extensive project “Teacher Education for New Competencies for the Knowledge Society and the Role of these Competencies in Educational Goal Attainment at School”, carried out at the Faculty of Arts of the University of Ljubljana, with the financial support of the Slovenian Ministry of Education and Sport. We present the results of (...) the learner’s judgement of the teacher’s didactic competencies. We formed a questionnaire with which we operationalised teacher competencies with the purpose of measuring the teacher’s efficiency of instruction. In order to achieve the goals of modern instruction it is important to engage both models: learner‐centred and teacher‐centred education. The research showed that elements of the traditional instruction model are more frequently used than the model that demands a changed learner role. (shrink)

This article deals with political socialization and political participation, in the context of visiting phenomenon, in Turkey. We took the Ali Baba Tomb in central Sivas and Celtek Baba Tomb in Celtek village as the sample of our study. In the study, political socialization and participation was seen as a dialectical process between individual and society. Visiting phenomenon embodying a rich historical, religious and cultural accumulation is important in that it defines the religious tendency of huge masses. As a (...) matter of fact, they have realized their potitical socialization in a pretty much authentic culture with different interests, duties, roles and positions. At the same time, they have shown their political participation with reference to the religious world of meaning. -/- SUMMARY In the contrast to the secular paradigm, religion continues to keep its reciprocal relations with the whole social system without giving an opportunity to any speculation. Religion and politics are two important fields in which this living relationship is stood for institutional structures. This article focuses on political socialization and political participation in Turkey by taking into consideration the phenomenon of visiting. The question of how the visiting phenomenon provided an input to the political system in terms of political socialization and political participation constitutes the problem of the research. Ali Baba Tomb in the center of Sivas province and Celtek Baba Tomb situated in central Celtek Village were selected as samples for the study. The political socialization and participation were talked with 33 visitors who had been selected randomly from different days between September and December 2015 and were tried to understand the data obtained by semi-standardized interview form. It has been examined in terms of its historical development and orientation of relationship between the visiting phenomenon in the research and the political system. For this reason, the basic methodological acceptance of the research has been to understand and interpret political socialization and participation in its specific environment. In this framework, firstly, the socialization of the sample in the context of family, school, mass communication and social environment was evaluated. Later, it has been tried to understand the religiousness in the context of the visiting through the same group. Their political participation has also been resolved according to the classification of Milbrath and Goel’s hierarchical political participation level through the field of political socialization and religiousness. Finally, this research, which is considered as a singular case study, has been subjected to a systematic and phenomenological analysis according to gender, age, education and belief variables on the basis of data obtained through problem-centered interviewing and participatory observation. The visiting in a phenomenological sense involves a trip and travel made with certain requests to the people who are believed to have been buried in places such as tombs, attributed to certain spiritual powers and virtues. The visiting phenomenon in the field of research had brought a rich historical and cultural content, exceeding a simple grave visit. Today, in the religious and traditional meaning world the traumas caused by the modernization and other socio-psychological thrillers have brought a different interest in Turkish society than ever before. The visiting phenomenon has created a continuity with a perception of sanctity and understanding which were shaped by an interaction with many different cultures, pre-Islamic beliefs and eventually mystical and charismatic personalities. However, the visiting phenomenon according to the severity of the individual and social crises experienced in the modern period has also revealed some variations that included popular patterns in both structural and practical contexts. Thus, the visiting phenomenon today is seen in a change by creating new universes appropriate to tradition in different social categories. In the modern era the influence of this change on the political culture is evident. This effect is generally related to the social structure of Turkish society and manifests itself as a closing within the sense of protection of the world of meaning. The visiting phenomenon, which has a special place in the religious life of very large masses in Turkey, has created a peculiar structure of political socialization and political participation around a profound historical accumulation. The participants have realized their political socialization in a unique cultural environment. This culture was formed in the context of family, school, mass communication and social environment. The dramatic situations that have taken place in the process have brought the important socialization problems in this environment. The community associations, the system of obsolete values, the distorted hierarchical relationships and the insecure environments created no longer lead to the searching for meaning by them. These people, who express themselves not like politics (27 people) at last, instead of expressing politics themselves with ideological concepts like ideological rightist, leftist, Islamist, communities people (ʾumma), Kemalist (5 people), but rather Turkish, Muslim, homeland, nation, human and righteousness as the concepts and words to prefer to identify. This should be a socialization that they carry out by transferring the objective world they created outwardly around a set of meanings to their subjective consciousness again. The visitors have carried out a political participation with the accumulation created by this field of political socialization. They saw themselves as often religious and the visiting activity as a sign of religiosity. As a result, the visiting a tomb could have been a simple manifestation of inner happiness and ease in a happy moment or an entertainment as much as it was in distress in this environment. The mystical attitude which is far from the world that many poor people built around the visit has caused them to put reserves in the political institution that represents a secular field. As a matter of fact, the visitors often characterize the world with the terms like empty, lie, trial, and so on. Politics, on the other hand, had been seen as a relationship of interest, cheating and lying. It has been understood that it provides a political input in the framework that Milbrath and Goel conceptualize as audience actions when we look at the political participation of the visiting phenomenon in the Sivas universe. According to this visit, in the sample of the phenomenon 29 people of the participants said that they are not open to the politics while 4 of them said that they are open to the politics. However, given that voting attitudes in the elections, only 2 of the participants did not see this very important; others (31 people) regard voting as a responsibility in the name of country, nation, country or even religion. From time to time, those who say either that they have started to the political discussions or that they have participated in political debates (11 people of them) are less than those who have never attended this kind of debates (22 people). In this sample, the number of people trying to persuade a person to vote for a particular party is 6; the number of people carrying a rosette of a party or hanging the symbols of the party to the house, to the car, was only 4 among those participants. Visiting people usually provide the political socializations in a fatalistic and restrictive environment. Their political participation is also in accord with the symbolic world of this hierarchical structure in which life is defined by certain rules. Therefore, they had produced an unquestionability of the authority as it is in family as well as political institutions. The politics is frightening for them; it is not interested in them and they should be away from it. (shrink)
