Guided by the theories of system theory, synergetic theory, and other disciplines and based on fuzzy data mining algorithm, this article constructs a three-tier social security fund cloud audit platform. Firstly, the article systematically expounds the current situation of social security fund and social security fund audit, such as the technical basis of cloud computing and data mining. Combined with the actual work, the necessity and feasibility of building a cloud audit platform for (...) class='Hi'>social security funds are analyzed. This article focuses on the construction of the cloud audit platform for social security funds. The general idea of using fuzzy data mining algorithm to build the social security fund audit cloud platform is to compress the knowledge contained in a large number of data into the weights between nodes and optimize the weights through the learning of the neural network system. Through the optimization function, the information contained in the neural network is stored in a few weights as far as possible. The main information is further highlighted by network clipping and removing weights that have little impact on the output. (shrink)

This chapter describes the introduction and diffusion of the Finnish Electronic Identity Card (FINEID card). FINEID establishes an electronic identity (eID), based on the civil registry and placed on an identity chip card issued by Finnish government to Finnish citizens and permanent residents from age 18 and older. It is a non-mandatory electronic identity card introduced in 1999 in order to replace the older citizen ID card. It serves as a travel document and is intended to facilitate access to eGovernment (...) services as well as offering a possibility to sign electronically. Therefore the chip contains two certificates: one for authentication purposes, and one for qualified signatures. The eID function had to compete with the already existing PIN/TAN based TUPAS standard for online authentication for eBanking, eCommerce and eGovernment applications, and has lost this battle by reaching less than one percent of all online authentications. The history, actor constellation, time line and barriers will be described and a few communalities and differences to other countries under study in this special issue will be highlighted. (shrink)

With the increasing mobility of the rural population in China and the growing number of residents moving to the cities for work or study, rural society is forming a pluralistic, interest-centered, “open” social networks relations that follows the modern rule of law contract. Based on Chinese General Social Survey data, the results of the empirical study finds that social insurance can significantly enhance the social interactions of rural residents in China, that is, formal social (...) security system in rural areas promotes informal social security mechanisms such as social interactions. The results of the grouping test show that rural residents in China’s different regions were affected by social insurance in different ways. Social insurance has a greater impact on the social interactions in the eastern region than in the middle and western regions. The propensity score matching method was used to reduce the sample selection bias, and the findings of the paper were found to be robust. (shrink)

Abnormal behavior detection of social security funds is a method to analyze large-scale data and find abnormal behavior. Although many methods based on spectral clustering have achieved many good results in the practical application of clustering, the research on the spectral clustering algorithm is still in the early stage of development. Many existing algorithms are very sensitive to clustering parameters, especially scale parameters, and need to manually input the number of clustering. Therefore, a density-sensitive similarity measure is (...) introduced in this paper, which is obtained by introducing new parameters to transform the Gaussian function. Under this metric, the distance between data points belonging to different classes will be effectively amplified, while the distance between data points belonging to the same class will be reduced, and finally, the distribution of data will be effectively clustered. At the same time, the idea of Eigen gap is introduced into the spectral clustering algorithm, and the verified gap sequence is constructed on the basis of Laplace matrix, so as to solve the problem of the number of initial clustering. The strong global search ability of artificial bee colony algorithm is used to make up for the shortcoming of spectral clustering algorithm that is easy to fall into local optimal. The experimental results show that the adaptive spectral clustering algorithm can better identify the initial clustering center, perform more effective clustering, and detect abnormal behavior more accurately. Although agriculture in Australia is very productive, the current food supply systems in Australia fail to deliver healthy diets to all Australians and fail to protect the natural resources on which they depend. The operation of the food systems creates ‘collateral damage’ to the natural environment including biodiversity loss. In coming decades, Australia’s food supply systems will be increasingly challenged by resource price inflation and climate change. Australia exports more than half of its current agricultural production. Government and business are (...) aiming to substantially increase production to bolster exports. This will increase pressure on agricultural resources and exacerbate ‘collateral’ damage to the environment. The Australian public have a deep and ongoing interest in a very wide range of issues associated with the food systems including the environment, health and sustainability. Food is something we require in order to live and a good diet is something we have to have to be healthy. For health over a life-time we need food security. However, we also require a range of other material goods and social arrangements in order to develop and flourish as human beings. And we need these other things to be secure over a life-time. Food is therefore one security among a range of other securities we need in order to flourish. The paper outlines a number of approaches, as examples, that help to identify what these other goods and arrangements might be. The approaches mentioned in this paper include human rights, national securities, human needs, authentic happiness, capabilities, sustainability and environmental ethics. The different approaches provide a way of evaluating the current situation and indicating a direction for change within the food systems that will address the problems. However, changing large systems such as those involved in food supply is difficult because inertias and vested interests make the current food supply systems resilient to change. The paper suggests that one of the first and ongoing tasks is to develop an understanding of the situation from a comprehensive social–ecological systems perspective. The paper also suggests that a practical leverage point for system change is restructuring the flow of information on the health, natural resources and biodiversity loss issues related to the food supply systems. This safety consists of a number of factors such as the technology that we use to communicate and to browse the Internet, and habits and behaviors that we have acquired and through which we can identify at least some typical hazards encountered on the Web. Knowledge of software and the ability to use it and to configure it properly as well as checking regularly for security updates (...) reduces the risk of data loss or identity theft. Public awareness of threats continues to grow, but there are also new, previously unknown threats; that is why it is so important to inform of the dangers by all available channels of communication. Wei conquered Chu's Luyang and Qin's Xihe, Qin defeated Wei at Shimen , and again at Shaoliang , and Wei moved its capital to Daliang. During the mid-Warring States period, Qin became dominant in the west, Qi in the east, Chu in the south, and Wei in the center. Rapid changes occurred (...) one after another; trickery and conflict were rampant. However, the shi , the intelligentsia, actually managed to expand their spheres of existence and activity accordingly in this state of tension between countries, states, and men. A few major states assembled quite a number of literati; and those men of the villages, who had in earlier times merely waited passively for opportunities to fall into their laps, crisscrossed the various feudal states; literati who previously had no cause to use military force became, one by one, the honored guests of the feudal lords. With the breakdown of the previously simple and obvious order, the gradually dismantling of the common body of the ancestral clan of the past, and the increasing complexities of social relationships after the dissolution of blood ties, social order became a matter of concern. The general idea developed in this paper from a sociological perspective is that some of the foundational categories on which the debate about privacy, security and technology rests are blurring. This process is a consequence of a blurring of physical and digital worlds. In order to define limits for legitimate use of intrusive digital technologies, one has to refer to binary distinctions such as private versus public, human versus technical, security versus insecurity to draw differences determining limits for (...) the use of surveillance technologies. These distinctions developed in the physical world and are rooted in a cultural understanding of pre-digital culture. Attempts to capture the problems emerging with the implementation of security technologies using legal reasoning encounter a number of problems since law is by definition oriented backwards, adapting new developments to existing traditions, whereas the intrusion of new technologies in the physical world produces changes and creates fundamentally new problems. Food security brings a number of benefits to humanity from which nobody can be excluded and which can be simultaneously enjoyed by all. An economic understanding of the concept sees food security qualify as a global public good. However, there are four other ways of understanding a public good which are worthy of attention. A normative public good is a good from which nobody ought to be excluded. Alternatively, one might acknowledge the benevolent character of a public (...) good. Others have argued that public goods demand being public in the sense of being visible to all. Finally, it has also been argued that public goods are those goods which need joint action to be produced and maintained. This chapter discusses these five understandings of the public good in relation to food security and highlights the advantage of assessing policies from each of these perspectives. (shrink)

As a nation, we seem to be of two minds about secrecy. We know that government secrecy is incompatible with democratic decision-making in obvious ways. Yet there is a near-universal consensus that some measure of secrecy is justified and necessary to protect authorized national security activities. Reconciling these conflicting interests is an ongoing challenge. In recent years, a large and growing number of public interest organizations and professional societies have turned their attention to government secrecy, identifying it as (...) an obstacle to achieving their own objectives. These professionally and politically diverse groups are united by the perception that secrecy has escalated to the point of dysfunction. On that point, there is not much disagreement. One basic premise of the critics of government secrecy is that too much information gets classified and withheld from the public in the name of national security, and that this has undesirable effects on public policy and on public discourse. But a second basic premise is that it is possible to do something about that. These organizations, including my own, do not simply want to protest against improper secrecy but to correct it. And to a remarkable extent, the secrecy system lends itself to such corrective efforts through various mechanisms that will be described below. (shrink)

A growing number of consumer technology companies are aiming to convince older people that humanoid robots make helpful tools to support aging-in-place. As hybrid devices, socially assistive robots (SARs) are situated between health monitoring tools, familiar digital assistants, security aids, and more advanced AI-powered devices. Consequently, they implicate older people’s privacy in complex ways. Such devices are marketed to perform functions common to smart speakers (e.g., Amazon Echo) and smart home platforms (e.g., Google Home), while other functions are (...) more specific to older people, including health and safety monitoring and serving as companions to mitigate loneliness. Privacy is a key value central to debates about the ethics of using SARs in aged care, yet there has been very little interchange between these debates and the robust theoretical discussion in the legal literature about the future of privacy and AI governance. Drawing on two qualitative studies of older people’s views on consumer SARs, the paper contributes novel findings about older people’s thinking on privacy and data governance at the intersection of their experiences with present day digital technologies and projections for future AI systems, and places their views in dialogue with debates about the future of privacy protection and AI governance. In this essay, I consider the relationship between the rights to privacy and security and argue that, in a sense to be made somewhat more precise below, that threats to the right to security outweighs comparable threats to privacy. My argument begins with an assessment of ordinary case judgments and an explanation of the important moral distinction between intrinsic value (i.e., value as an end) and instrumental value (i.e., value as a means), arguing that each approach assigns more (...) moral value, other things being equal, to security interests than to privacy interests. I then consider the issue from with a number of mainstream approaches to normative theories of state legitimacy, including social contract theories (new and old), utilitarian theories, Scanlon's contractualism, and various communitarian theories assign security rights a higher place on the moral hierarchy than privacy rights. I then conclude that, under ordinary intuitions and each of these theories, security interests trump (or outweigh) privacy interests when the two come into “direct” conflict – although I make no attempt to give an algorithm or theory for answering the important question of when these interests come into direct conflict and how to weigh them when, say, minor interests in security conflict with major interests in privacy. Food security is about ensuring that all people at all times have both physical and economic access to the basic food they need. In a number of African countries chronic malnutrition and transitory food insecurity are pervasive. Like most African countries, Eritrea is also a victim of the problem of food insecurity. Based on this historical and recurrent food insecurity in Eritrea, an attempt is made in this paper to assess the possible causes of food insecurity in the (...) country. Furthermore, the paper captures the available food security policy proposals of Eritrea and eventually draws conclusions and extends possible recommendations and policy remedies suited to the country. Economic insecurity is an endemic problem across the rich countries of the Global North. What is the solution? This paper compares and contrasts two major proposals: the conventional welfare state package of public services and regulations versus a basic income. By comparing and contrasting these systems in three different contexts – a “nightwatchman” context, a neoliberal context, and a social democratic context – and carefully modeling the monetary equivalence between them, we are able to provide a more precise and (...) compelling comparison of the two systems than has yet been accomplished. We evaluate the two systems on the basis of economic security as well as a number of other important criteria, including the economic well-being of oppressed groups, power, carbon emissions, the gender division of labor, free time, social stigma, and transformative potential. We find that without a welfare state background, services and regulations are generally preferable for most vulnerable groups. However, as the welfare state develops, into a neoliberal or a social democratic context, basic income becomes a generally superior option. (shrink)

Much thought is being given nowadays to the ways in which society might continue to substantiate the principle of solidarity in the economic sphere. Predictable cost increases in the social security system stand at the root of a number of problems that have arisen. While those concerned look for solutions, a discussion is emerging concerning the communal scope of solidarity. People are not only asking themselves how they are to remain in solidarity, but also with whom they (...) should share the means at their disposal. The concomitant question ‘with whom?’ is not always as evident as it might seem, since the ethical scope of solidarity appears, in principle at least, to be unlimited.De facto, however, the limits of solidarity tend to coincide with those of the political community. The ongoing unification of Europe should broaden matters in this regard, but whether this process will also broaden our perspective on world-wide solidarity remains to be seen. At the same time, certain groups are calling for a stricter delimitation of our solidarity. The elections in Europe during the past ten years have made it clear that a number of emotional factors play a role in this context, factors which are not infrequently expressed in the slogan ‘our own first’.The intention of this article is to confront, with the Christian principle of solidarity, certain spontaneous and emotional motivating forces which call for a limitation of our solidarity. Solidarity implies both a feeling and a rational decision. In line with any other emotion, the feeling of solidarity is rooted in motivating factors of which we are not always consciously aware. Such factors are rarely thematised in an explicit fashion, partly because they are as such difficult to discuss and partly because they are difficult to make operational at the ‘scientific’ level. As a rule, our attention tends to be focused on the ethical desirability and practical-economical achievabilty of solidarity.Ours is a talkative age. Never before have people talked so much. The telephone, radio, cinema, television, audio and video recording have all increased our opportunities for speaking to one another not only when we are together but across distance and across time as well. This has been the century of chatter .Chattering carries in itself the risk of superficiality. Before we realise it, we are talking without thinking deeply. Messengers of doom, such as Postman and Finkielkraut , warn the western world against the dangers of the television and video culture which they contend constitute a threat to western democracy. As we grow accustomed to the high speed and fleeting character of the ‘new media’, we tend to gradually lose our capacity to think things over and reflect. Ultimately, its cursory and uncritical approach to things becomes the norm.For those who consider television as the summit of idle chatter, reading is not merely a relief but a threatened activity which needs all our support. If we consider thoughtfulness and consideration to be virtues, then the unhurriedness associated with reading must be seen as a virtuous quality. More than at any other time in our history, being literate is of great importance in our industrialised societies. Hence, there is a growing awareness of the need to link critical thinking with literacy skills. More than ever before, we need the writings of others – distant in history, geography and profession – to understand our complex world. Such writings provide information, recommend actions and promote political and philosophical orientations.Discourse analysis proves that the complexity of the discourse is higher in written than in spoken language. Written language integrates more idea units in a clause, making use of nominalisation, embedded constituents, etc. Gaining access to such thorough knowledge is a first step in the long process of asserting control. Being literate creates the opportunity for increasing access to knowledge not generally available in the direct experience of life. Being able to read enables the individual to transcend time and space and to liberate his or her own mind and spirit. It removes the individual from dependence on immediate senses, direct contacts, commonplace talk.All these elements are important in the shaping of one’s personality. Confrontation with challenging, original and even provocative ideas forces the individual to make up his or her own mind. Democracy needs this kind of individualism. (shrink)

How is metaphysics related to the empirical sciences? Should metaphysics in general be guided by the sources, methods and results of the sciences? And what about the special case of the metaphysics of the social world: should it likewise be guided by the sources, methods and results of the social sciences? In her paper “Social Science as a Guide to Social Metaphysics?”, K. Hawley raises the question: If we are sympathetic to the project of naturalising metaphysics, (...) how should we approach the metaphysics of the social world? She proceeds by discussing three approaches to social metaphysics: inference to the best explanation from current social science, descriptive conceptual analysis, and normative, especially ‘ameliorative’ projects. At the end of her discussion, she reaches a rather pessimistic conclusion, especially as regards the IBE approach: “a number of phenomena indicate that the prospects for securely basing social metaphysics via inference to the best explanation from social science are currently faint. […] We need to look elsewhere if we are to develop a metaphysics of the social world.” In my comments on her paper, I try to re-animate the program of an inductive metaphysics by defending the idea that the method of inference to the best explanation should be the central method of justification for metaphysics in general and for social metaphysics in particular. This study examines the impact of corporate social responsibility activities on insider trading. While opponents of insider trading claim that the buying or selling of a security by insiders who have access to non-public information is illegal, proponents argue that insider trading improves economic efficiency and fairness when corporate insiders buy and sell stock in their own companies. Based on extensive U.S. data of insider trading and CSR engagement, we find that both the number of insider transactions (...) and the volume of insider trading are positively associated with CSR activities.We also find that legal insider transactions are positively related to CSR engagement even after controlling for potential endogeneitybias and various firm characteristics. Furthermore, our evidence suggests that firms perceive adjustment to CSR dimension of product as being efficient, while adjustment to diversity and environmental CSR as being inefficient. Our results of bad and illegal insider trading proxies are consistent with the interpretation that firms with high CSR ratings do not attempt to engage in unethical or bad insider trading in a significant fashion. Combined together, we consider our empirical evidence supportive of the fairness and efficiency explanation, but not the unfairness and inefficiency hypothesis. (shrink)

Technologies and services provided to resource-poor farmers need to be relevant and compatible with the context in which they operate. This paper examines the contribution of extension services to the food security of resource-poor farmers in a rural village in South Africa. It considers these in terms of the local context and the production of African vegetables in household food plots. A mixture of participatory, qualitative and quantitative research tools, including a household survey, is used to argue that local (...) production practices contribute more to food security requirements than the extension services. This is because of the ability of African vegetables to grow relatively well in semi-arid areas where other exotic plants do not, their ability to provide at least two foodstuffs during their life cycle, and the ability of either the fruit or the leaves, or both, to be dried and stored for consumption in the winter months. These crops can make a significant contribution in terms of household food security, but a number of social and agroecological factors are constraining their production and placing their availability under threat. Despite this, the extension services remain focused on certain activities within vegetable garden projects, even when these are not meeting their proposed purpose—food security by means of cash-crop production. The paper concludes that social and agroecological constraints could be improved if the extension services were changed. This could include the use of context specific and low-cost technologies to ensure that these crops are able to increase their contribution to household food security for resource-poor farmers in semi-arid areas. In this article Paul Warmington examines the dystopian analyses pervading recent work by David Blacker, John Marsh, and Pauline Lipman. Their unsettling depictions of education under late capitalism bear witness to irreversible economic and environmental malaise, the colonization of education by neoliberalism, and the unsustainability of faith in education as the driver of economic security and social mobility. In reality, our education systems are now barely able to mask the fact that increasing numbers of people are being fitted (...) for dispensability, that is, elimination from the socio-educational mainstream. These three authors return neo-Marxist structural theory to us in chastened form. They acknowledge the lessons of cultural studies, feminism, and critical theories of race, but they are unafraid to suggest that correspondence, determinism, and pessimism may again need to enter our theoretical worldviews. However, their pessimism has political value. Rather than defeating us, it may become the imperative for political and educational change. (shrink)

The origins of the social sciences were in ideologies associated with moral philosophy and social reform movements. The turn to science was initially to secure the cognitive authority to speak truth to power about matters of social policy. This heritage was particularly salient in the controversy about behaviouralism in American political science. The debate between what was becoming mainstream political science and a growing number of individuals in the subfield of political theory was actually less about (...) whether the discipline could emulate the methods of natural science than about an underlying conflict between competing visions of democracy. This was to some extent the residue of a dispute, which began in the 1920s, between pluralism as the basis of a theory of democracy and a more communitarian image, but it was also a reflection of more recent work in political philosophy as well as ideological differences in the American political context. One major objection to social rights is a failure of determining which precise social and economic claims should be granted rights status. The social rights debate has grappled with this ‘indeterminacy problem’ for quite some time, and a number of proposals have emerged aimed at fixing the content of these rights. In what follows I examine three distinct approaches to fleshing out the idea of a minimum threshold: social rights as the fulfilment of basic needs, (...) social rights as the securing of a minimally decent life and social rights as a requirement of citizenship. Each of these proposals progressively expands on what the minimum threshold of social rights requires and, conversely, what obligations they generate on part of the state. I will show that none of these approaches is entirely satisfactory and suggest that the social rights debate look elsewhere to determine its content. (shrink)

Despite the minimal attention paid by philosophers to gardening, the activity has a myriad of philosophical implications—aesthetic, ethical, political, and even edible. The same could be said of community food security and struggles for food justice. Two of gardening’s most significant practical benefits are that it generates communal solidarity and provides sustenance for the needy and undernourished during periods of crisis. In the twentieth century, large-scale community gardening in the U.S. and Canada coincided with relief projects during war-time and (...) economic downturn. More recently, small-scale gardening projects have emerged in schools, blighted urban areas, and communities of activists committed to increasing food security and resisting neo-liberal city planning policies. It is therefore surprising that pragmatist philosophers, who typically work at the nexus of theory and practice, have remained relatively silent about the relationship between gardening and food security. If more were to take up the challenge, they would find considerable guidance from several contemporary scholars working in diverse disciplines, from cultural geography to community studies, who explore the topic in a number of non-philosophical, though equally effective and imaginative, ways. In this paper, I propose a tentative pragmatist model for understanding how gardens make our food system more secure—a model inspired by John Dewey’s writings on school gardening, which I call the pragmatic pyramid. ABSTRACT Ethical thinking about social science research is dominated by a biomedical model whose salient features are the assumption that only potential harms to subjects of research are relevant in the ethical evaluation of that research, and in the emphasis on securing informed consent in order to establish ethical probity. A number of counter‐examples are considered to the assumption, a number of defences against these counter‐examples are examined, and an alternative model is proposed for the ethical evaluation (...) of social science research: a model which can cope with the systemic harms which have been identified. This model is based on John Rawls's idea of original position reasoning and treats social science research as an institutional feature of the basic structure of society. (shrink)

This article is a response to Paul Thompson's recent claim that individual farmers cannot have obligations to practice sustainable methods unless a large number of other producers also use them. Using a moral rights framework, I explain the relation of human interests and needs to the duties of individuals to accomplish moral social goals; i.e., those moral goals whose accomplishment requires the cooperation of other persons. The purpose is to show that individual action to promote sustainability does have (...) moral value. Duties to practice sustainable methods are derived from the rights of all persons to adequate food and nutrition. These rights themselves are grounded, not in individual subjective desires or preferences, but in the genuine interests all persons (present and future) have in the satisfaction of basic biological needs to sustain life and health. The duty of each person is correlative to the rights of the others, and fulfillment of the duty requires social action, in this case practicing sustainable methods in farming. If others are unwilling or constrained from fulfilling their obligations, then duties to take other kinds of actions may be derived from the primary duty to attain the goal of sustainability. Actions to secure social cooperation may include, for example, exhorting others to participate and taking political action to force restructuring of agricultural policy, as well as practicing sustainable methods on one's own farm.While frameworks of individual responsibility have been attacked as failing to capture the moral importance of holistic outcomes, it is argued that such problems are related to human motivation rather than to the structure of our moral systems. I conclude that a properly elaborated system of moral rights and duties connected with an adequate moral psychology can account for our duties to other humans to accomplish the goal of a sustainable agriculture. The article explores a range of social scientific representations of credit and debt in the United States and Britain and how these have been organized around the problem of freedom. On the one hand, credit is projected as productive, embodying and securing liberal values of individual autonomy and self-determination. On the other, debt is portrayed as consumptive, ensnaring the individual, subverting her or his will and undermining the capacity for self-determination. The classic cultural injunction against consumer borrowing is captured (...) under the rubric of the Puritan ethic which portrays indebtedness as contrary to the values of individual freedom and autonomy; however, it is shown here how the meanings attached to credit and debt have always been ambiguous in practice. Over the 20th century, and continuing today, a number of economic writers have attempted to legitimize the development of consumer credit by demonstrating how it contributes towards freedom and security. However, it is shown how these accounts shift in response to changing economic discourses as well as credit’s growing pervasiveness. In contrast, sociological writers have tended to criticize the accumulation of debt as damaging to both individual autonomy and societal welfare. Again, these accounts also manifest a notable change in emphasis over time in response to shifting constructions of the problem of social change. Finally, recent empirical work is drawn upon to demonstrate the ways in which freedom itself can be a contingent and contextual element in the production of consumer credit. (shrink)

Human Rights are related to those rights which are related to man’s life, freedom, equality and self-esteem, are established by Indian constitution or universal declaration of human rights and implemented by Indian judiciary system. In other words, “Human rights are rights inherent to all human beings, whatever our nationality, place of residence, sex, national or ethnic origin, color, religion, language, (...) or any other status.”1 We are all equally entitled to our human rights without discrimination. But we when come the present conditions of Indian society, it is painful to say we find lots of discrimination and violations of human rights is a common problem. According to the Social Security Administration, 98% of minor children are eligible to receive survivors benefits if a working parent dies. However, the eligibility of children born, and even conceived, after a working parent dies is less clear. In recent years, the Social Security Administration has received more than 100 applications for survivors benefits filed on behalf of children conceived after a parent's death, and one such case, Astrue v. Capato, was heard by the U.S. Supreme (...) Court in 2012. In that case, whether the child is eligible to inherit under state intestacy law was accepted as a reasonable — and is a common — approach for determining eligibility for Social Security survivors benefits. ObjectiveTo test the relationship between social security satisfaction, social fairness, social trust, and people’s subjective wellbeing in China and the serial mediation effect in this study.MethodsWe utilized the data from Chinese Social Survey in 2017 and 2019, involving 31 provinces across the country. There were 5,398 samples in 2017CSS and 2,580 samples in 2019CSS selected by the research objectives. There were 4,269 women and 3,709 men with the average age of participants being 43.ResultsThe results showed (...) that the actual status of social security satisfaction, social fairness and trust, and SWB were greater than the theoretical status overall. Social security satisfaction [β = 0.454, p < 0.001, 95% CI = ], social fairness [β = 0.065, p < 0.001, 95% CI = ], and social trust [β = 0.108, p < 0.001, 95% CI = ] positively influenced people’s SWB, respectively. Social fairness had a positive effect on social trust. Social fairness and social trust partly mediated the relationship between social security satisfaction and SWB, respectively. Social security satisfaction indirectly influenced SWB through the serial effect of social fairness and social trust. The total effect of SWB explained is 47% in the serial mediation model.ConclusionSatisfactory social security is likely to cause a high level of people’s SWB, social fairness, and social trust. It is beneficial to form a virtuous circle in society. Allowing people to obtain satisfactory social security is conducive to social equity, promoting social trust, and improving people’s SWB. For perspective, perhaps it should be noted that Social Security is one of the least generous public pension systems among advanced countries, according to a new report by the Organisation for Economic Cooperation and Development.

Most minor children are eligible for Social Security survivors benefits if a wage-earning parent dies, but eligibility of children not in utero at the time of death is more nuanced. The purpose of this study was to examine attitudes concerning access to Social Security survivors benefits in the context of posthumous reproduction. A probability sample of 540 Florida households responded to a multiple-segment factorial vignette designed to examine the effects of state intestacy laws and five reproductive (...) pathways – normative, posthumous birth, cryopreserved embryo, cryopreserved gametes, and posthumous gamete retrieval – on attitudes toward eligibility for the Social Security survivors benefits. Broad support was found for the survivors benefits following normative and posthumous birth pathways, but attitudes were decidedly less favorable when the child was not in utero at the time of parental death. In addition, in stark contrast to the recent U.S. Supreme Court decision in Astrue v. Capato, the vast majority of respondents did not believe state intestacy laws should determine eligibility for Social Security survivors benefits. (shrink)

Widespread concerns about the long-term fiscal gap in Social Security have prompted various proposals for structural reform, with individual accounts as the centerpiece. Carving out individual accounts from the existing system would shift significant risks and responsibilities to individual workers. A parallel development has already occurred in the area of private pensions. Experience with 401 plans indicates that many workers will have difficulty making prudent decisions concerning investment and withdrawal of funds. Moreover, in implementing any system of voluntary (...) individual accounts, it will be important to design default settings that provide appropriate guidance for workers with heterogeneous levels of financial sophistication and risk tolerance. The central goal of Social Security reform should be to close the fiscal gap in a way that preserves rather than undermines the existing system of mandatory defined benefits for all workers. This article reviews empirical research on social security and social welfare law. It identifies the efforts needs to be carried out to promote empirical research in this area of law and outlines an empirical research agenda of topics that should be given priority. The UK defines social security as based on five key benefits viz. social/contributory, categorical/universal, tax-based, and occupational/means-tested. This article focuses on the primary model of administrative justice. It is a three-fold: bureaucratic (...) rationality/accuracy and efficiency; professional treatment/service; and moral judgment/fairness, each pair in the order of a model and its corresponding legitimizing values, respectively. Research on social security fraud identifies a two-fold basis—reflexivity: reflection/introspection on fraudulent acts, anxiety: the extent of guilt and insecurity, post-action, and anticipation of conviction. Accordingly, based on a relative synthesis of both elements, there is a four-fold categorization which goes as follows: subversive, desperate, fatalistic, and unprincipled. (shrink)

This paper documents for the first time tournament incentives of pension fund managers and their preferences for social and environmental security characteristics. Using a comprehensive data set on pension fund security holdings, differences in manager tournaments are distinguished by sorting pension funds into portfolios based on the number of concurrent managers each pension fund employs. Results indicate that the way pension schemes structure portfolio manager tournament incentives is important in explaining the social and environmental portfolio (...) firm characteristics of pension fund held stock. The primary objective of this article is to develop a framework for analyzing the ethical foundations and implications of shareholder wealth maximization (SWM). Distinctions between SWM and the more widely examined construct of profit maximization are identified, the most significant being the central role played in SWM by the market mechanism for pricing the corporation''s securities. It is argued that empirical tests concerned with evaluating the ethical implications of SWM will almost surely involve a joint hypothesis. In most European countries, the first wave of the COVID-19 pandemic led to the imposition of physical distancing rules, resulting in a drastic and sudden reduction of real-life social interactions. Even people not directly affected by the virus itself were impacted in their physical and/or mental health, as well as in their financial security, by governmental lockdown measures. We investigated whether the combination of these events had changed people's appraisal of social scenes by testing 241 participants recruited (...) mainly in Italy, Austria, and Germany in an online, preregistered study conducted about 50 days after the beginning of the COVID-19 outbreak in Europe. Images depicting individuals alone, in small groups, and in large groups were rated in terms of valence, arousal, and perceived physical distance. Pre-pandemic normative ratings were obtained from a validated database. Several self-report measures were also taken, and condensed into four factors through factor analysis. All images were rated as more arousing compared to the pre-pandemic period, and the greater the decrease in real-life physical interactions reported by participants, the higher the ratings of arousal. As expected, only images depicting large gatherings of people were rated less positively during, compared to before, the pandemic. These ratings of valence were, however, moderated by a factor that included participants' number of days in isolation, relationship closeness, and perceived COVID-19 threat. Higher scores on this factor were associated with more positive ratings of images of individuals alone and in small groups, suggesting an increased appreciation of safer social situations, such as intimate and small-group contacts. The same factor was inversely related to the perceived physical distance between individuals in images of small and large groups, suggesting an impact of lockdown measures and contagion-related worries on the representation of interpersonal space. These findings point to rapid and compelling psychological and social consequences of the lockdown measures imposed during the COVID-19 pandemic on the perception of social groups. Further studies should assess the long-term impact of such events as typical everyday life is restored. (shrink)

Introduction. The inadequacy of the support measures provided to children with orphan diseases is exacerbated by the trend towards an increase in the number of children with such a diagnosis. Orphan diseases also include diseases caused by primary immunodeficiency or congenital errors of immunity, which are life-threatening. However, these people are part of society and require attention from it, and social and economic measures from the state. Most of them, with proper treatment, socialization and appropriate government support, can (...) lead a normal life and live a full life. Scientific novelty of the research. On the basis of the study results, the authors contribute to clarifying the principles used in the implementation of the security function of the social state. The targeting of social support measures must be supplemented with the principles of social justice and freedom to choose ways to meet the needs of specific categories of citizens, understood as follows. The welfare state supports those citizens who need it most of all, namely, the poor. Specific categories of citizens can satisfy their needs, while having the opportunity to choose. This opportunity arises thanks to the receipt of targeted assistance in the form of monthly or annual subsidies. Families with children with orphan diseases should also be included in these categories. If they have the right to receive annual government subsidies, they will be able to spend these funds depending on the current needs due to the state of health of their children with orphan diseases (for the purchase of socially important food products; medicines, medical nutrition, and various services). The aim of the work is to study the problems of providing support measures to children with orphan diseases in the context of the current model of the welfare state. The article analyzes the satisfaction of patients with congenital immunity errors with various types of state support, identifies problems that reduce their satisfaction. Methods. The authors use methods such as comparative analysis, study of regulatory legal acts, sociological analysis. Results. On the basis of the study results the effectiveness of measures of state support for children with orphan diseases, studying the best experience of foreign countries, proposals were made to clarify the principles used to implement the security function by the social state, to expand the composition of the subjects involved in providing support measures analyzed in the article. Conclusions. The results obtained make it possible to assert that the targeted approach, which is basic in the model of the welfare state, does not cover most of the problems of children with innate immunity errors and, accordingly, the families that represent their interests. Catharine Macaulay was one of the most significant republican writers of her generation. Although there has been a revival of interest in Macaulay amongst feminists and intellectual historians, neo-republican writers have yet to examine the theoretical content of her work in any depth. Since she anticipates and addresses a number of themes that still preoccupy republicans, this neglect represents a serious loss to the discipline. I examine Macaulay’s conception of freedom, showing how she uses the often misunderstood notion of (...) virtue to reconcile the individual and collective elements inherent in the republican model. In her own analysis of the deep-rooted social obstacles that stand in the way of women becoming free, Macaulay identifies a serious problem that confronts all republicans, namely how to secure freedom in the face of entrenched structural imbalances that systematically disadvantage certain classes of person. In the end, I conclude that Macaulay herself cannot overcome the issues she raises. This in no way diminishes the importance of her work since her diagnosis is as relevant today as in her own time. Children who live on the margins of society are disadvantaged in achieving their developmental potential because of the lack of a necessary stable environment and nurturing care. Many early prevention programs aim at mitigating such effects, but often the evaluation of their long-term effect is missing. The aim of the study presented here was to evaluate such long-term effects in two prevention programs for children-at-risk growing up in deprived social environments focusing on child attachment representation as the primary outcome (...) as well as on self-reflective capacities of teachers taking care of these children. The latter was a key component for promoting resilient behavior in children. Five hundred and twenty-six children aged 36 to 60 months at risk due to immigration status, low family socio-economic status and child behavior were examined in a cluster-randomized study comparing two preventions, the psychodynamic, attachment-based holistic approach EARLY STEPS (ES) with the classroom based FAUSTLOS (FA) for their efficacy. Primary outcome was the child attachment representation measured by the Manchester Child Attachment Story Task (MCAST). Secondary outcomes were derived from (a) the Caregiver-Teacher Report Form (C-TRF: problem behaviors, including anxiety/depressive symptoms, emotional-reactive and somatic problems, social withdrawal, aggressive behavior, and attention deficit), from (b) the Strength and Difficulties Questionnaire (SDQ, parent version: resilience and wellbeing) and (c) Self-Reflective Scales for teachers (SRS: self-reflective capacities of teachers). Compared to baseline, attachment and behavioral problems improved in both programs. ES led to more secure and more organized attachment representations (medium effect sizes). Aggressive behavior and externalizing problems were reduced in the FA group compared with ES, particularly in boys (medium effect sizes). Self-reflective capacities of the teachers increased only in the ES group. High correlation between children’s attachment type with the number of social risk factors and the increase of problematic social behavior strongly indicate that an increase in teachers’ self-reflective capacities helps to change children’s attachment patterns which thus strengthens the resilience of these children-at-risk [An ethical vote from LPPKJP 2009-02-25 was obtained and the trial registered; Clinical trial registration information: The trial was registered 14.02.2012 (DRKS00003500;https://www.drks.de)]. This paper examines the forms of life established through the visual governance of the Australian social security mobile app —the Express Plus Centrelink app. It is argued that the app exceeds established accounts of juridical and administrative power. The app involves a seeing that is not public, a responding that is not writing and a de-materialisation of an institution and its disciplinary apparatus. It is argued that the app creates proto-literate subjects that are required to respond to a (...) real-time sequence of images in a highly structured and circumscribed manner to become complicit in the digitalisation of their life. It is this very contention that sits at the heart of Matthew Flisfeder’s, Algorithmic Desire: Towards a New Structuralist Theory of Social Media (2021). In spite of the accusation that, today, our social media is in fact hampering democracy and subjecting us to increasing forms of online and offline surveillance, for Flisfeder (2021: 3), ‘[s]ocial media remains the correct concept for reconciling ourselves with the structural contradictions of our media, our culture, and our society’. With almost every aspect (...) of our contemporary lives now mediated through the digital, the significance of the algorithm maintains a pertinent importance in making sense of the social and psychic investments that our interactions on social media, as well as other forms of digital media, rely upon and encourage. The socio-political tensions and contradictions that such interaction prescribes remains a reoccurring theme throughout Algorithmic Desire, with Flisfeder masterfully navigating the problems and pitfalls of a burgeoning digital infrastructure that is redefining our lives as social beings. What becomes apparent from Flisfeder’s account is how debates and discussions regarding the algorithm can be couched in a number of pressing concerns, including the proliferation of online misinformation and the contradictions inherent to our freedom and security. While these debates are drawn together through the prism of the algorithm, it is mostly with regards to the medium of social media that Flisfeder examines how our desire and enjoyment are algorithmically organized. This focus is expertly followed throughout the book’s eight chapters, producing a critically engaging inquiry that continually considers the socio-political tensions and ambiguities that frame and sustain our digital media interactions. Ultimately, it is this contention that lends further support to Flisfeder’s assertion that algorithms play a key role in reading our desire. In the discussion that follows, this reading will be critically considered by tracing and outlining a number of key significances underpinning Flisfeder’s approach. Most notably, this will require a discussion of the Lacanian conception of desire; the effects of disavowal and cynical perversion; the importance of ‘maintaining appearances’; and, finally, the significance of the social media metaphor. Policy decisions during and after the New Deal tied the U.S. social contract to the employment contract, by conditioning eligibility and benefit levels for core welfare-state programs on work status and performance. The resulting system of social provision, however, embodied a set of assumptions about labor-market conditions that began to unravel with the structural economic shifts that began in the mid-1970s. Work was expected to provide open doors to employment, stable floors of security and stability over time, (...) income ladders promising adequate and rising earnings, and safety nets providing public and/or private protections against unforeseen or unavoidable hardships. Each of these assumptions was undermined by fundamental changes in the market, and this, in turn, has redefined patterns of social provision. As a result, core welfare-state programs have become less effective at meeting their own objectives of providing adequate social protections for rising numbers of working Americans. These trends preceded the recent recession and weak recovery, and cannot be reversed by the return of robust growth or pre-recession employment levels, in the absence of more fundamental change in the social contract. The roots of the current dilemma lie in the 1930s-40s, when politically mobilized employers fought alongside conservative policymakers to constrain the scope of the original system of social protections during and after the New Deal. In recent decades, they have battled to keep even this limited system from reaching those it was intended to assist, by blocking or limiting reform initiatives in areas such as employment policy, the minimum wage, health and pension insurance and modernization of the unemployment compensation system.
