This article takes a speculative and design fiction approach to the critical analysis of the role of smart and autonomous vehicles (AVs) in the context of smart cities. The article explores arguments that these cars of the future will have decisive impacts on mobility, sustainability and road safety. The article examines the main parameters of smart city and smart car developments and then focuses on the visions of increasing AI-driven autonomy. The article demonstrates how these (...) debates are linked to speculative design as full autonomy does not currently exist but takes a speculative position as to what the critical issues are that face smart/autonomous city visions (enhanced surveillance and data mining) and considers the potentially hazardous ethical dilemmas that AVs may encounter once fully rolled out onto city roads. From a design fiction perspective, the article envisions the viability of AV prioritizing public rather than private transport as a means by which the ‘techno-utopic’ visions of smart city/AV integration can be realized and make positive impacts to enhance urban living in rendering future cities as more sustainable, efficiently mobile and safer urban spaces. Recent changes in service environments have changed the preconditions of their production and consumption. These changes include unbundling services from production processes, growth of the information-rich economy and society, the search for creativity in service production and consumption and continuing growth of digital technologies. These contextual changes affect city governments because they provide a range of infrastructure and welfare services to citizens. Concepts such as ‘smart city’, ‘intelligent city’ and ‘knowledge city’ build new horizons for cities in undertaking (...) their challenging service functions in an increasingly cost-conscious, competitive and environmentally oriented setting. What is essential in practically all of them is that they paint a picture of cities with smooth information processes, facilitation of creativity and innovativeness, and smart and sustainable solutions promoted through service platforms. This article discusses this topic, starting from the nature of services and the new service economy as the context of smart local public services. On this basis, we build an overall framework for understanding the basic forms and dimensions of smart public services. The focus is on conceptual systematisation of the key dimensions of smart services and the conceptual modelling of smart service platforms through which digital technology is increasingly embedded in social creativity. Smart Cities consist of a multitude of interconnected devices and services to, among others, enhance efficiency, comfort, and safety. To achieve these aims, smart cities rely on an interplay of measures including the deployment of interventions targeted to foster certain human behaviors, such as saving energy, or collecting and exchanging sensor and user data. Both aspects have ethical implications, e.g., when it comes to intervention design or the handling of privacy-related data such as personal information, user (...) preferences or geolocations. Resulting concerns must be taken seriously, as they reduce user acceptance and can even lead to the abolition of otherwise promising Smart City projects. Established guidelines for ethical research and practice from the psychological sciences provide a useful framework for the kinds of ethical issues raised when designing human-centered interventions or dealing with user-generated data. This article thus reviews relevant psychological guidelines and discusses their applicability to the Smart City context. A special focus is on the guidelines’ implications and resulting challenges for certain Smart City applications. Additionally, potential gaps in current guidelines and the limits of applicability are reflected upon. (shrink)

Social-media platforms have become a global phenomenon of communication, where users publish content in text, images, video, audio or a combination of them to convey opinions, report facts that are happening or show current situations of interest. Smart-city applications can benefit from social media and digital participatory platforms when citizens become active social sensors of the problems that occur in their communities. Indeed, systems that analyse and interpret user-generated content can extract actionable information from the digital world to improve (...) citizens’ quality of life. This article aims to model the knowledge required for automatic problem detection to reproduce citizens’ awareness of problems from the analysis of text-based user-generated content items. Therefore, this research focuses on two primary goals. On the one hand, we present the underpinnings of the ontological model that categorises the types of problems affecting citizens’ quality of life in society. In this regard, this study contributes significantly to developing an ontology based on the social-sensing paradigm to support the advance of smart societies. On the other hand, we describe the architecture of the text-processing module that relies on such an ontology to perform problem detection, which involves the tasks of topic categorisation and keyword recognition. As a futuristic emblem, smart cities represent a goal to provide all of the services required for a high-quality existence while conserving natural resources to the maximum extent possible. It turns out that the "Line City in Saudi Arabia" is the most famous and modern of these smart cities in terms of preserving 100 percent natural life, owing to the fact that they rely totally on natural energy and do not use any automobiles. One of the most generally implemented projects in the field of smart cities is the technological and integrative developments of the use of sensors and data collecting in conjunction with rising difficulties aimed at enhancing human well-being and improving human livelihood. Smart cities are now an established area of technological development and theoretical inquiry. Research on smart cities spans from investigations into its technological infrastructures and design scenarios, to critiques of its proposals for citizenship and sustainability. This article builds on this growing field, while at the same time accounting for expanded urban-sensing practices that take hold through citizen-sensing technologies. Detailing practice-based and participatory research that developed urban-sensing technologies for use in Southeast London, this article considers how (...) the smart city as a large-scale and monolithic version of urban systems breaks down in practice to reveal much different concretizations of sensors, cities, and people. By working through the specific instances where sensor technologies required inventive workarounds to be setup and continue to operate, as well as moments of breakdown and maintenance where sensors required fixes or adjustments, this article argues that urban sensing can produce much different encounters with urban technologies through lived experiences. Rather than propose a “grassroots” approach to the smart city, however, this article instead suggests that the smart city as a figure for urban development be contested and even surpassed by attending to workarounds that account more fully for digital urban practices and technologies as they are formed and situated within urban projects and community initiatives. Aiming at the shortcomings of standard particle swarm optimization algorithms that easily fall into local optimum, this paper proposes an optimization algorithm that improves quantum behavioral particle swarms. Aiming at the problem of premature convergence of the particle swarm algorithm, the evolution speed of individual particles and the population dispersion are used to dynamically adjust the inertia weights to make them adaptive and controllable, thereby avoiding premature convergence. At the same time, the natural selection method is introduced into the traditional (...) position update formula to maintain the diversity of the population, strengthen the global search ability of the LTQPSO algorithm, and accelerate the convergence speed of the algorithm. The improved LTQPSO algorithm is applied to landscape trail path planning, and the research results prove the effectiveness and feasibility of the algorithm. (shrink)

Using Big Data to better understand urban questions is an exciting field with challenging methodological and theoretical problems. It is also, however, potentially troubling when Big Data is applied uncritically to urban governance via the ideas and practices of “smart cities”. This essay reviews both the historical depth of central ideas within smart city governance —particular the idea that enough data/information/knowledge can solve society problems—but also the ways that the most recent version differs. Namely, that the motivations (...) and ideological underpinning behind the goal of urban betterment is largely driven by technology advocates and neoliberalism rather than the strong social justice themes associated with earlier applications of data to cities. Geosocial media data and metrics derived from them can provide useful insight and policy direction. But one must be ever mindful that metrics don’t simply measure; in the process of deciding what is important and possible to measure, these data are simultaneously defining what cities are. (shrink)

Over the last few years, smart cities have been a focus of scholarly attention. Most of these critical studies concentrated on the multinational corporations’ discourses and their implications on urban policies. Besides these factors, however, the data-driven city develops within a complex web of entanglements whereby data-driven technologies modulate the urban infrastructure in a multitude of ways contingent upon the social, political, material and technical aspects. As such, this article attends to the infrastructural implications of a smart (...) city product, Citymapper, which is a transport app built on open data available as part of London’s smart city planning. In order to establish the relationship between data and infrastructure, I use Gilbert Simondon’s notions of ‘transduction’, ‘individuation’ and ‘technicity’ to explore this relationship in a processual and relational way. In constructing this relationship as co-generative, whereby infrastructure and data transindividuate, I subsequently posit the term data/infrastructure. Against this theoretical background, I study the ways in which Citymapper individuates and thereby gains infrastructural power through technicity of data by studying the ways in which the users’ contribute to data generation that feed back into the app. Specifically, by following the transformation of the app from initially mediating the bus timetable to transducing users into environmental sensing nodes through which the app collects behavioural data, I foreground the epistemological, infrastructural and social consequences of Citymapper’s infrastructural power for the data-driven city. Coupled with the ‘smart city’, the idea of the ‘smart school’ is emerging in imaginings of the future of education. Various commercial, governmental and civil society organizations now envisage education as a highly coded, software-mediated and data-driven social institution. Such spaces are to be governed through computational processes written in computer code and tracked through big data. In an original analysis of developments from commercial, governmental and civil society sectors, the article examines two interrelated dimensions of an emerging (...) smart schools imaginary: the constant flows of digital data that smart schools depend on and the mobilization of analytics that enable student data to be used to anticipate and shape their behaviours; and the ways that young people are educated to become ‘computational operatives’ who must ‘learn to code’ in order to become ‘smart citizens’ in the governance of the smart city. These developments constitute an emerging educational space fabricated from intersecting standards, technologies, discourses and social actors, all infused with the aspirations of technical experts to govern the city at a distance through both monitoring young people as ‘data objects’ and schooling them as active ‘computational citizens’ with the responsibility to compute the future of the city. This paper presents an analysis of interviews, focus groups and workshops with employees in the technical administration in the municipality of Copenhagen in the year after it won a prestigious Smart City award. The administration is interpreted as a ‘most likely’ to succeed in translating the idealised version of the smart city into a workable bureaucratic practice. Drawing on the work of Orlikowski and Gash, the empirical analysis identifies and describes two incongruent ‘technological frames’ that illustrates different ways (...) of making sense of data and the smart city within this single organisational unit. One is called the experimentalist’s credo and it is characterised by inspiration from the development of an Internet of Things as well as a readiness to learn from the open source community in software development. The other is called the data-owners vocation and it is characterised by a more situated approach that interprets data as strategic and political. It is argued that the existence of these frames provides two insights relevant for the literature on smart cities. First, they illustrate that one should be careful not to reify the smart city as a phenomenon that can be criticised in generic terms. Second, they suggest that even if there exists a transition toward the implementation of a technocratic smart city paradigm across public administrations, this paradigm is not unique in its focus on markets and evidence in governance. In this paper, we propose the concept of controversing as an approach for engaging citizens in debates around the datafied city and in shaping responsible smart cities that incorporate diverse public values. Controversing addresses the engagement of citizens in discussions about the datafication of urban life by productively deploying controversies around data. Attempts to engage citizens in the smart city frequently involve ‘neutral’ data visualisations aimed at making abstract sociotechnical issues more tangible. In addition, citizens are meant (...) to gather around issues already defined externally by others. Instead, we focus on how people might become engaged and develop the capacity to shape alternative urban futures. We suggest that making controversial apparently less contentious issues in the smart city allows people to identify their own issues, come together temporarily as a public, imagine alternative possibilities and thus develop capacities for action. In this context, controversies can act as agents of change and open up new spaces for participation and action. We develop the notion of controversing as a deliberate strategy of making datafication controversial, and operationalise the term along the dimensions of recontextualisation, meaning-making and agency. We then look at two cases from the mid-sized city of Amersfoort in the Netherlands, first to test the conceptual potential of controversing to expose how frictions shape citizen engagement, and second to analyse how controversing may frame design-oriented methods aimed at involving diverse participants in discussing datafication and defining public values in the datafied smart city. Digitization and datafication of public space have a significant impact on how cities are developed, governed, perceived and used. As technological developments are based upon political decisions, which impact people’s everyday lives, and from which not everyone benefits or suffers equally, we argue that ‘the smart city’ should be part of continuous public debate; that it should be considered and treated as a social problem. Through nine focus groups, we invited respondents to explore and discuss instances and dilemmas (...) of the smart city. We investigated which interpretative repertoires they used to frame the smart city as a social and actionable problem. Following Blumer's and Gamson's theories on the social construction of problems and on collective action frames, we assessed respondents’ discursive interpretations and their subjective construction of their senses of injustice, agency and identity regarding this subject. We find that – in the context of the city of Rotterdam in The Netherlands – citizens do not experience and consider the smart city as a social and actionable problem. Although they do associate the technological development of smart cities with potential threats, this does not change or constrain their sense of ‘actionability’, nor their behaviour, as they consider themselves to be powerless individuals regarding what, in their eyes, is a complex, elusive and inevitable situation they are confronted with. Strikingly, rather than specifically and contextually reflecting on smart city issues, respondents tended to express their concerns in the more general context of digital and data technologies invading everyday life. We present a research on smart city planning and community governance using dynamic game methods, analyze the current status and problems of the current smart community service system, and put forward countermeasures and suggestions based on the global smart community development experience. Through smart city planning and construction, the game model of government governance and information sharing between communities and decision making is obtained, and the two-dimensional replication dynamic system equations of smart city planning and (...) construction agencies and communities are obtained from smart city planning and construction. The evolutionary stability strategy and a united front are analyzed. The strategy achieves the ideal stable conditions. We define the relevant definition of a smart community and discuss the purpose and significance of the research, especially the importance and necessity of the construction of the smart community. Based on the current situation of the construction of smart communities, we conduct specific research, discuss the deficiencies and shortcomings in the current construction of smart communities, and find out the causes of these problems. Finally, based on learning from the relevant work experience, corresponding improvement measures are proposed for the existing problems from the united front, top-level design, social participation, platform construction, and talent training. This article argues for engaging with the smart city as a sociotechnical imaginary. By conducting a close reading of primary source material produced by the companies IBM and Cisco over a decade of work on smart urbanism, we argue that the smart city imaginary is premised in a particular narrative about urban crises and technological salvation. This narrative serves three main purposes: it fits different ideas and initiatives into a coherent view of smart urbanism, it sells (...) and disseminates this version of smartness, and it crowds out alternative visions and corresponding arrangements of smart urbanism. Furthermore, we argue that IBM and Cisco construct smart urbanism as both a reactionary and visionary force, plotting a model of the near future, but one that largely reflects and reinforces existing sociopolitical systems. We conclude by suggesting that breaking IBM’s and Cisco’s discursive dominance over the smart city imaginary requires us to reimagine what smart urbanism means and create counter-narratives that open up space for alternative values, designs, and models. Building upon previous research on the therapeutic object, specifically the objet re-petit-ive abc, which draws from Lacan, Winnicott, and Guattari, I explore the generation, contribution, and erosion of knowledge in the so-called smart city. I will investigate how digital pedagogical objects, functioning as transitional objects, can serve as therapeutic purposes both within and outside institutional settings. I examine the notions of the dérive and psychogeography and compare them with Bernard Stiegler’s concept of the “journey of knowledge” and then delve (...) into the curation of “negentropic forms of knowledge” and the mnemonic technique of the dérive. Taking ecological and ecosophical perspectives into account, I consider mnemonic techniques as a means to critically reflect upon the urban landscape and its transformation into a technical milieu. My overall goal is to contemplate the possibility of a Stieglerian and/or Guattarian détournement (philosophical hijacking) of the smart city. (shrink)

Artificial intelligence (AI) is embedded in a wide variety of Smart City applications and infrastructures, often without the citizens being aware of the nature of their “intelligence”. AI can affect citizens’ lives concretely, and thus, there may be uncertainty, concerns, or even fears related to AI. To build acceptable futures of Smart Cities with AI-enabled functionalities, the Human-Centered AI (HCAI) approach offers a relevant framework for understanding citizen perceptions. However, only a few studies have focused on clarifying (...) the citizen perceptions of AI in the context of smart city research. To address this gap, we conducted a two-phased study. In the pre-study, we explored citizen perceptions and experiences of AI with a short survey (N = 91). Second, scenario-based interviews (N = 7) were utilized to gain in-depth insights of citizen perceptions of AI in the Smart City context. Five central themes were recognized: (1) I don’t like them monitoring me, (2) I want maximum gain for minimum effort, (3) I don’t want AI to mimic people, (4) I’ll avoid using AI if I consider the risk too high, and (5) I don’t need to be concerned about AI. These offer an idea of human-centered requirements worth considering while designing AI applications for future Smart Cities. (shrink)

With the deployment of information and communication technologies and the needs of data and information sharing within cities, smart city aims to provide value-added services to improve citizens’ quality of life. But, currently city planners/developers are faced with inadequate contextual information on the dimensions of smart city required to achieve a sustainable society. Therefore, in achieving sustainable society, there is need for stakeholders to make strategic decisions on how to implement smart city initiatives. Besides, it is (...) required to specify the smart city dimensions to be adopted in making cities smarter for sustainability attainment. But, only a few methods such as big data, internet of things, cloud computing, etc. have been employed to support smart city attainment. Thus, this study integrates case-based reasoning as an artificial intelligence technique to develop a recommender system towards promoting smart city planning. CBR provides suggestions on smart city dimensions to be adopted by city planners/decision-makers in making cities smarter and sustainable. Accordingly, survey data were collected from 115 respondents to evaluate the applicability of the implemented CBR recommender system in relation to how the system provides best practice recommendations and retaining of smart city initiatives. Results from descriptive and exploratory factor analyses suggest that the developed system is applicable in supporting smart city adoption. Besides, findings from this study are expected to provide valuable insights for practitioners to develop more practical strategies and for researchers to better understand smart city dimensions. El objetivo de este artículo es analizar la emergencia reciente del discurso político-corporativo en torno a la noción de smart city, describiendo el vínculo entre las tecnologías digitales que conforman su infraestructura básica y las relaciones de poder que subyacen a sus modos de aplicación y gestión en el espacio urbano. Adoptamos el enfoque analítico de los estudios de gubernamentalidad, pues esta perspectiva crítica de las racionalidades de gobierno sobre las conductas de la población considera tanto los dispositivos de (...) control como los procesos de subjetivación y resistencia que atraviesan a las nuevas formas de gobierno smart-neoliberal de la vida urbana. El análisis de las estrategias gubernamentales de las smart cities mostrará que sus apuestas de gobierno en las ciudades consisten principalmente en la programación de las dinámicas urbanas. De ese modo, apuntaremos a una necesaria reflexión sobre las disputas tecnológico-políticas que surgen en el corazón de las llamadas ciudades inteligentes, tensionando así tanto sus premisas como sus prácticas de gestión de la población asociadas a las tecnologías digitales. The green development level reflected in the green finance index and the evaluation of the degree of green development in smart cities have important practical effects on economic transformation. For promoting the transformation and upgrading of finance, we select 2013–2019 data and construct a distributed lag model to analyse the important role played by green finance and financial technology in the construction of smart cities. In the paper, we find green finance promotes the construction of (...) class='Hi'>smart cities, and only it will not appear until nine months late. Financial technology has an opposite impact on the construction of smart cities, this is mainly because the research and marketization of financial technology are higher, and the cost is also higher. The arising of smart cities has shown the limitations of the traditional attempts to understand and characterize cities. The smart city marks a relevant step in the evolution of urban systems which is expected to have disruptive impacts in the near future. Indeed, the ‘smartness’ qualification of cities points to relevant changes in the possibilities these complex systems offer mainly due to changes in the information which is made available. This chapter studies the notion of (...) city from an ontological viewpoint, and provides the first elements of a general framework aimed to characterize and unify how to understand the city and its evolution. It starts from historical considerations to isolate the factors that drove the changes from ancient to modern cities, and the complexity that characterizes the nature of cities. Our analysis departs from the traditional views and leads to distinguish three ontological components in the city: the modified physical place, the distributed agentivity, and the knowledge present in the system. The analysis of these components and their interactions, we argue, provides a coherent reading of the city across its evolution steps, and may be used to establish the maturity of today’s smart cities. Digital economy is a mixed economy with the coexistence of multiple business models and diversified value creation models based on the information and communication technologies (...) and in the digital economy, many things are undergoing huge changes, and their corresponding economic rules also need to be adjusted. On the basis of analyzing previous research works, this paper expounded the research status and significance of smart city’s resource scheduling and strategic management, elaborated the development background, current status, and future challenges of digital economy, introduced the methods and principles of city-level spatiotemporal data model and spatial full factor coding, formulated resource scheduling strategies for smart city based on digital economy, explored the dynamic fusion, storage, and update of smart city’s multisource heterogeneous data, conducted the information display and analysis of multilevel smart city, proposed strategic management approaches for smart city based on digital economy, analyzed the integrated implementation model of shared resource scheduling and people-oriented social management, and discussed the economic growth factors and standardization mechanism of smart city under the background of digital economy. The emergence of Big Data has added a new aspect to conceptualizing the use of digital technologies in the delivery of public services and for realizing digital governance. This article explores, via the ‘value-chain’ approach, the evolution of digital governance research, and aligns it with current developments associated with data analytics, often referred to as ‘Big Data’. In many ways, the current discourse around Big Data reiterates and repeats established commentaries within the eGovernment research community. This body of knowledge provides (...) an opportunity to reflect on the ‘promise’ of Big Data, both in relation to service delivery and policy formulation. This includes, issues associated with the quality and reliability of data, from mixing public and private sector data, issues associated with the ownership of raw and manipulated data, and ethical issues concerning surveillance and privacy. Under the framework of smart city, starting from the demand for urban public tourism information services, drawing on the new public service theory, customer perceived value theory, and basic information service theory, combined with previous research results, using literature analysis, questionnaire survey, and other methods, and starting from the carrier level of the public tourism information service system, this study analyzed the public tourism information services in detail. This study combed the current status quo and problems of the public (...) tourism information service system for qualitative analysis and summed up some common shortcomings and deficiencies. Along with the results of the questionnaire, this paper analyzed the existing problems in the current public tourism information service system and identified the demands of tourists for public tourism information services. Based on this, the research puts forward the idea of constructing the public tourism information service system under the background of smart city, including the system framework, characteristics, service media and mode, operation mode, management mechanism, and other aspects. The study concluded that there is a need to construct theoretical and research models of the impact of public tourism services on the quality of destination from the perspective of smart city, to use the structural equation model for quantitative analysis, to verify the model hypothesis, and to consider that public tourism services have a significant positive impact on the behavioral and psychological responses of tourists. On the basis of combing the literature and starting from the overall situation, this study puts forward a systematic integration idea, which is of theoretical significance. (shrink)

Smart cities are now an established context in which data and digital technologies shape urban politics. Despite increased scholarly focus on algorithmic governance, smart cities and their data production still heavily rely on human labor, raising questions about how that labor is recruited and the implications of different recruitment strategies. In this paper, we illuminate the relations and practices mobilized to recruit the labor required to produce, analyze, and enact data that produce smart cities. (...) We argue that smart cities recruit such digital labor by producing and circulating moral values and sentiments to claim that such participation is a social good. In this article we draw on a 6-year ongoing project in Calgary, Canada to explore how these “moral economies” underwrite smart city ecosystems. We explore three projects related to data and digital labor in the Calgary smart city: a wearable technology collaborative project, a civic hacking group, and the community social media platform Nextdoor. We suggest that moral economies of smart cities signal a new juncture between urban planning and profiting from data, with the potential for creating new socio-political risks. These moral economies signal a shift toward a “new spirit of capitalism” in which labor is managed through indirect persuasion rather than direct compulsion and mandate. (shrink)

Data about the accessibility of United States municipalities is infrastructure in the smart city. What is counted and how, reflects the sociotechnical imaginary of a time or place. In this paper we focus on features identified by people with disabilities as promoting or hindering safe pedestrian travel. We use a regionally stratified sample of 178 cities across the United States. The municipalities were scored on two factors: their open data practices, and the degree to which they cataloged the (...) environmental features that persons with disabilities deemed critical for safe movement through urban spaces. In contradiction to the dominating narrative of too much data and not enough analyses, we find that when it comes to data points that might be useful to persons with disabilities, data are lacking. This data gap has consequences both politically and materially—on one hand data could help enforce compliance with the Americans with Disabilities Act, on the other they would allow for safe route planning. We find that reading these data formats and collection patterns from the perspective of critical disability studies—particularly those whose work disrupts notions of “normal” —helps answer questions about potential benefits and harms of data practices. This lens has the potential to promote analysis that is as disruptive to injustices as it is practical. (shrink)

Smart cities build on the idea of collecting data about the city in order for city administration to be operated more efficiently. Within a research project gathering an interdisciplinary team of researchers – engineers, designers, gender scholars and human geographers – we have been working together using participatory design approaches to explore how paying attention to the diversity of human needs may contribute to making urban spaces comfortable and safe for more people. The project team has deployed sensors (...) collecting data on air quality, sound and mobility in a smart city testbed in Norrköping, Sweden. While these sensors are meant to capture an accurate ‘map’ of the street and what is going on along it, our interdisciplinary conversations around the sensors have revealed the heterogeneity both of smart city planning and spatial formulations of the city. The discussions have given rise to questions regarding the work that goes into constructing the sensor box itself, as well as the work of deploying it, and how these influence the ‘map’ that the sensors produce. In this paper, we draw on Lefebvre to explore how the sensors themselves produce smart spaces. We analyze how the box depends on perceived space to function (e.g. requiring electricity), and simultaneously it produces conceptualizations of space that are influenced by the materiality of the box itself (e.g. sensors being affected by heat and noise). Further, we explore how the (in)visibility of sensor technology influences lived space. (shrink)

At present, there are problems in the construction of the tourism public service system such as poor coordination and coordination among various departments, lack of resource integration mechanism, and low level of information of tourism public services. Therefore, by analysing the problems existing in the tourism public service system in the context of smart cities, this paper puts forward strategies to optimize the tourism public service system. First, we build a smart tourism public service system platform for (...) overall development and optimize the tourism public service platform. Secondly, by focusing on the behaviour of tourists, we construct a big data analysis and management system for the behaviour of smart tourism tourists. Finally, for the traffic situation in the process of tourism, a smart traffic line network based on pheromone ant colony is constructed. The results of the questionnaire survey on tourists show that the optimized public service system platform has achieved great satisfaction. (shrink)

This paper challenges the ideas beyond the application of smart technology in the urban environment by investigating the proposal for the waterfront of Toronto by Sidewalk Labs. Although the project has been cancelled in the first months of the COVID pandemic outbreak, it still offers a valuable case study, as it was developed by Sidewalk Labs, part of Alphabet Inc, the company behind, among others, Google. This paper focusses on the spatial, material, and political aspects of the proposal, which (...) are investigated through an architectural reading of Hannah Arendt’s notion of the world. The paper reflects on the public spaces in the plan, and in particular to the ambition to make these spaces “responsive” to popular demand. This ideal is inherent to the most far-fledged convictions beyond smart cities. In contradiction to its promising images and wild ideas, this paper concludes that it silences the participants and diminishes the possibility of active participation in the built environment. The 2020 introduction by China’s central government of a national security law in Hong Kong marked a watershed moment in the social and political history of the semiautonomous city. The law emerged after months of street protests that reflected declining public trust in Hong Kong’s government. Against this turbulent backdrop, Hong Kong’s policy projects moved forward, including smart city development. This article explores public trust in and political legitimacy of Hong Kong’s smart cities endeavors in the period (...) leading up to the introduction of the NSL. At a theoretical level, the smart cities phenomenon invites critical reflection about tensions between technocracy and democracy, but this topic remains largely unexploited by empirical literature. Using survey data from 1,017 residents, this study identifies confidence in the benefits of smart cities but lesser trust in privacy and security and lesser satisfaction with participation opportunities in related policymaking. Probing these dynamics, the study finds that trust in smart city mechanics and governance associate positively with support for smart cities, controlling for ideology and issue awareness. Illuminating a theoretical and practical puzzle, these findings contribute empirically to discussions about the political legitimacy of scientific, technological, and technocratic undertakings in the public sector. Therefore, societies are moving toward a greener future by reducing the consumption of nonrenewable materials, raw materials, and resources while at the same time (...) decreasing energy pollution and consumption. Since information technology is considered a tool for solving ecological difficulties, the green Internet of things is playing a vital role in creating a sustainable home. Extensive data analysis is required to obtain a valuable overview of the large and diverse data generated by the G-IoT. The gathered information will facilitate forecasting, decision-making, and other activities related to smart urban services and then contribute to the incessant development of G-IoT technology. Therefore, even if sustainable and smart cities become an actuality, the G-IoT approach and the knowledge gained through big data analysis will make cities more sustainable, safer, and smarter. The goal of this article is to combine innovation in technological development with the main focus on resource sharing in creating cities that improve the quality of life while reducing pollution and realizing more efficient use of the raw materials. In the practice of big data science, it is always of interest to provide the best description of the data under consideration. Recent studies have pointed out the applicability of the statistical distributions in modeling data in applied sciences. In this article, we introduce a new family of statistical models to provide the best description of the life span of the wireless sensors network’s data. Based on the proposed approach, a special submodel called new exponent power-Weibull distribution is studied in detail. In this paper, a new human resource scheduling algorithm is proposed based on the optimization simulation of the human resource scheduling algorithm to find the most suitable human resource allocation scheme for different regions. A simulation system for human resource allocation is proposed, which integrates the scheduling algorithm of this paper and conducts simulation experiments using the historical data of enterprise problems in each region collected in a smart city. The simulation experiment proves that the dispatching algorithm in this (...) paper is more reasonable than the current dispatching algorithm, and the relationship between enterprise problems and the number of employees is also found, and finally, the simulation system in this paper is proved to be stable through large-scale simulation experiment. Chinese cities are increasingly using digital technologies to address urban problems and govern society. However, little is known about how this digital transition has been implemented. This study explores the introduction of digital governance in Shenzhen, one of China's most advanced smart cities. We show that, at the local level, the successful implementation of digital systems faces numerous hurdles in long-standing data management and bureaucratic practices that are at least as challenging as the technical problems. Furthermore, the (...) study finds that the digital systems in Shenzhen entail a creeping centralisation of data that potentially turns lower administrative government units into mere users of the city-level smart platforms rather than being in control of their own data resources. Smart city development and big data ambitions thereby imply shifting stakeholder relations at the local level and also pull non-governmental stakeholders, such as information technology companies and research institutions, closer to new data flows and smart governance systems. The findings add to the discussion of big data-driven smart systems and their implications for governance processes in an authoritarian context. (shrink)

In this paper, we study the structural optimization of community governance in smart cities and optimize the structure based on the game analysis of dynamic planning evolution. Theoretically, the connotation and extension of the concept of “self-organization” are cleared, and the environment and conditions of community self-organization formation, the formation process of community self-organization, and the types of community self-organization are discussed. The so-called “self-organization” is a process of spontaneously moving from disorder to order, and the environment and (...) conditions of community self-organization are mainly the openness, nonequilibrium state, and nonlinearity of the system. The key parameters of the contract with the change of the values of each factor make up for the inability to collect data for the empirical study in this paper; then, it presents four linear stages along with the cause such as self-creation, self-expansion, self-maintenance, and self-degeneration, respectively. The types of community self-organization mainly include community self-organization with random aggregation, socialized community self-organization, and stable community self-organization with autonomy orientation. By systematically sorting out the relationship between community self-organization and government, while confirming the positive significance of community self-organization to community cultural governance, various complex conflicts and game relationships will deeply affect the actual effectiveness of cultural governance and provide useful knowledge reference for future community cultural governance. In order to improve the effect of smart city construction, this paper combines smart buildings and ethical computing to conduct research on smart city edge computing. The new smart city architecture based on the flexible deployment of edge computing and data slicing capabilities provides support for the transformation of smart city construction from hardware embedded technology, access means, and software data processing. Scholars are becoming increasingly interested in whether and how government use of Big Data will affect public policy outcomes. Despite such growing scholarly interests, however, little evidence exists on the role Big Data can play in improving government service. We undertake one of the first quantitative studies revealing the potential utility and limitations of “Big Data-based policymaking” by exploring its recent use by the Seoul Metropolitan Government. In 2013, the government introduced the “Owl Bus”—a late-night bus system—the routes of which (...) were selected based on government analyses of Big Data relating to citizens’ late-night taxi and mobile phone use. The findings suggest that the average number of passengers utilizing the Owl Bus routes was significantly greater than that on other daytime bus routes with comparable characteristics. That said, we also present the potential limitations of evidence-based policymaking in general, especially when politics and equity considerations are factored in. (shrink)

The KNN algorithm is one of the most famous algorithms in machine learning and data mining. It does not preprocess the data before classification, which leads to longer time and more errors. To solve the problems, this paper first proposes a PK-means++ algorithm, which can better ensure the stability of a random experiment. Then, based on it and spherical region division, an improved KNNPK+ is proposed. The algorithm can select the center of the spherical region appropriately and then construct an (...) initial classifier for the training set to improve the accuracy and time of classification. Remote sensing image simulation is a very effective method to verify the feasibility of sensor devices for ground observation. The key to remote sensing image application is that simultaneous interpreting of remote sensing images can make use of the different characteristics of different data, eliminate the redundancy and contradiction between different sensors, and improve the timeliness and reliability of remote sensing information extraction. The hotspots and difficulties in this direction are based on remote sensing image simulation of 3D scenes on (...) the ground. Therefore, constructing the 3D scene model on the ground rapidly and accurately is the focus of current research. Because different scenes have different radiation characteristics, therefore, when using MATLAB to write a program generated by 3D scenes, 3D scenes must be saved as different text files according to different scene types, and then extension program of the scene is written to solve the defect that the calculation efficiency is not ideal due to the huge amount of data. This paper uses POV ray photon reverse tracking software to simulate the imaging process of remote sensing sensors, coordinate transformation is used to convert a triangle text file to POV ray readable information and input the RGB value of the base color based on the colorimetry principle, and the final 3D scene is visualized. This paper analyzes the thermal radiation characteristics of the scene and proves the rationality of the scene simulation. The experimental results show that introducing the chroma in the visualization of the scene model makes the whole scene have not only fidelity, but also radiation characteristics in shape and color. This is indispensable in existing 3D modeling and visualization studies. Compared with the complex radiation transmission method, using the multiple angle two-dimensional image generated by POV rays to analyze the radiation characteristics of the scene, the result is intuitive and easy to understand.
