COVID-19 is compromising all aspects of society, with devastating impacts on health, political, social, economic and educational spheres. A premium is being placed on scientific research as the source of possible solutions, with a situational imperative to carry out investigations at an accelerated rate. There is a major challenge not to neglect ethical standards, in a context where doing so may mean the difference between life and death. In this paper we offer a rubric for considering the ethical challenges in (...) COVID-19 related research, in the form of an ethics toolkit for global research developed at the University of Edinburgh in collaboration with more than 200 global researchers from around the world. This toolkit provides a framework to support confrontation of ethical conflicts through the integrated and iterative analysis of Place, People, Principles and Precedents, throughout the research journey. Two case analyses are offered to exemplify the utility of the toolkit as a flexible and dynamic tool to promote ethical research in the context of COVID-19. (shrink)

Vera & Simon (1993a) have argued that the theories and methods known as situated action or situativity theory are compatible with the assumptions and methodology of the physical symbol systems hypothesis and do not require a new approach to the study of cognition. When the central criterion of computational universality is added to the loose definition of a symbol system which Vera and Simon provide, it becomes apparent that there are important incompatibilities between the two approaches such that (...) situativity theory cannot be subsumed within the symbol systems approach. Symbol systems and situativity theoretic approaches are, and should be seen to be, competing approaches to the study of cognition. (shrink)

In this study, I describe a potential challenge to semiotics, which exists in the fact that no interpretation of an instruction can get us closer to doing what the instructional text describes. I provide a praxeological description of a situation in a software development firm where the instructions for a particular type of meeting are inscribed on the whiteboard in front of which the meetings were held. I discuss the gap between instructions and the behavior they describe and the moral (...) order of praxis that is not inscribed in instructions. (shrink)

In everyday life we often act adequately, yet without deliberation. For instance, we immediately obtain and maintain an appropriate distance from others in an elevator. The notion of normativity implied here is a very basic one, namely distinguishing adequate from inadequate, correct from incorrect, or better from worse in the context of a particular situation. In the first part of this paper I investigate such ‘situated normativity’ by focusing on unreflective expert action. More particularly, I use Wittgenstein’s examples (...) of craftsmen (tailors and architects) absorbed in action to introduce situated normativity. Situated normativity can be understood as the normative aspect of embodied cognition in unreflective skillful action. I develop Wittgenstein’s insight that a peculiar type of affective behaviour, ‘directed discontent’, is essential for getting things right without reflection. Directed discontent is a reaction of appreciation in action and is introduced as a paradigmatic expression of situated normativity. In the second part I discuss Wittgenstein’s ideas on the normativity of what he calls ‘blind’ rule-following and the ‘bedrock’ of immediate action. What matters for understanding the normativity of (even ‘blind’) rule-following, is not that one has the capacity for linguistic articulation or reflection but that one is reliably participating in a communal custom. In the third part I further investigate the complex relationships between unreflective skillful action, perception, emotion, and normativity. Part of this entails an account of the link between normativity at the level of the expert’s socio-cultural practice and the individual’s situated and lived normativity. (shrink)

Recent empirical findings from social psychology, ecological psychology, and embodied cognitive science indicate that situational factors crucially shape the course of human behavior. For instance, it has been shown that finding a dime, being under the influence of an authority figure, or just being presented with food in easy reach often influences behavior tremendously. These findings raise important new questions for the philosophy of action: Are these findings a threat to classical conceptions of human agency? Are humans passively pushed (...) around by situational factors, or are there agential aspects in the way we spontaneously experience and react to situations? How can one conceptualize the pervasive influence of situational factors on human action? What are situations in the first place, and how should the influence of these situations on action be thought of? This paper sets out to develop a new conceptual repertoire for thinking about the influence of situations on action, drawing on research from ecological psychology as well as from embodied and enactive cognitive science. The key proposal is the development of a philosophical sensorimotor account of agency: Action, it is proposed, should be conceived of as constant dynamical interaction of agential and environmental factors – factors which should all be conceptualized in new ways. The notion of situation is here developed based on the study of a data corpus elaborated during an experience with a practicum training model centred on writing and the construction of the professional situation by a subject-actor-author of the situation, in interaction with others, in the context of (...) nurse training. The analysis and interpretation of data brings to light a complex and unique unit, constructed in the space-time of a professional practice, a process during which several states succeed one another. The critical moment in action characterizes this unit; it is central to the process, mobilizing reflection in action, internal deliberation, and action-related decision. This article focuses on situations and emotional perception. To this end, I start with the Kuleshov effect wherein identical shots of performers manifest different expressions when cut to different contexts. However, I conducted experiments with a twist, using Darth Vader and non-primates, and even here expressions varied with contexts. Building on historically and conceptually linked Gibsonian, Gestalt, phenomenological and pragmatic schools, along with consonant experimental work, I extrapolate these results to defend three interconnected points. First, I argue that while perceiving (...) expression is sometimes about reading minds, it is more squarely about perceiving solicitations or closures for action. Second, I frame expressions as a subcategory of Gibson’s affordances. This includes those showing up through context, in turn suggesting Kuleshov-like scenarios are not mere perceptual tricks. Third, I maintain that situations—with or without other human beings—have action-motivating expressive qualities or what Gestalt theorists called physiognomic characters, following Werner. These likewise emerge through ecological relations, and are very much like affordances and in the world as much as them. With resemblance theories, my account agrees that we perceive expression in the world. However, it indicates a broad range of cases in which expression shows up as consequences of overall situations that solicit or close actions, as opposed to mere resemblance between entities and human expressions. Those who want to know anything about strike action by Italian nurses will find very little written about it. This contribution intends to show that, whatever they are prepared to admit, Italian nurses are not used to strike action because they mostly think of their profession as a form of mission. Even if we could agree with the idea of nursing as a profession subscribing to an ideal of service, we have to distinguish between a real profession and (...) philanthropic work; vocational motivation is not enough to make a good professional. Historically, nurses perceived strikes as contradictory to human need and action; patients must never be left alone. However, Italian nurses are now interested in a dramatic transformation of many aspects of their professional life, becoming conscious of the duty to protect themselves from every kind of exploitation, even if the typical idealism and dedication of nurses makes them vulnerable. Davidson held that the explanation of action in terms of reasons was a form of causal explanation. He challenged anti-causalists to identify a non-causal relation underlying reasons---explanation which could distinguish between merely having a reason and that reason being the one for which one acts. George Wilson attempts to meet Davidson’s challenge, but the relation he identifies can serve only in explanations of general facts, whereas reasons explanation is often of particular acts. This suggests that the relation underlying reasons (...) explanation is not only causal, but singular as well. A further proposal, extracted from Fred Dretske’s views, characterizes this singular causal relation in terms of non-mental triggers. But this suggestion underestimates the explanatory role of the environment at the time of action, and shares with Wilson’s proposal the inability to account for the rationalization of particular acts. A situational environmentalist conception of reasons explanation, however, does not face these difficulties. (shrink)

This paper aims at presenting a horizontal approach to the design of communication for joint action in human-robot interaction. According to this approach, social robotics must focus on different parameters of the whole joint action including context, the embedded situation and human psychological profile during the design and test process. Such an approach aims at complementing the standard building-block model that represents the state-of-the-art in robotic communication. Moreover, we provide some general ideas of how the model can facilitate (...) the use of available communicative strategies for creating more efficient culturally sustainable robots in contexts of joint action. Popper's version of situational analysis, with its focus on the logic of situations and the rationality principle, fails to provide cogent explanations of the human decisions and actions underpinning social phenomena. It so fails because where he demanded objectivism and formalism in the social sciences, his substantive arguments lost contact with the psychological and subjectivist realities of the human realm. But Popper also devised some key elements of a social ontology. It is argued that although there are crucial gaps in (...) his ontology, it can be augmented to give situational analysis the potential to reach beyond pure logic and rationality and to bring social theory closer to grasping the real world of human action. In this paper Ludwig Wittgenstein is interpreted as a philosopher of language and technology. Due to current developments, a special focus is on lifeworld practice and technoscientific research. In particular, image-interpretation is used as a concrete methodical example. Whereas in most science- or technology-related Wittgenstein interpretations the focus is on the Tractatus, the Investigations or On Certainty, in this paper the primary source is his very late triune fragment Bemerkungen über die Farben. It is argued that Wittgenstein’s approach can supplement (...) Don Ihde’s concept of material hermeneutics, and that Wittgenstein’s constructivist and pragmatist claims relate to current authors in the philosophy of technology like Peter Janich, Carl Mitcham or Jürgen Mittelstraß. Ludwig Wittgenstein enables a philosophical approach of transcendental grammars, techno-linguistic forms of life and technoscientific language games. In detail, several methodological aspects regarding relations between language and technology are summarized. Here concretely repeatability and methodical actions play major roles in uncertain situations of language and technology practice. It is shown that Wittgenstein is still underestimated in the philosophy of technology—although his thoughtful conceptualizations of language, social practice and technology bear important methodical insights for current technosciences like synthetic biology, robotics and many others. We use a sequential voluntary contribution game to compare the relative impact of a first-mover’s non-binding announcement versus binding commitment on cooperation. We find that a non-binding announcement and a binding commitment increase individual contributions to a similar extent. Since announced contributions systematically exceed commitments, in sessions with a non-binding announcement, second-movers tend to contribute more to the group activity than in sessions with a binding commitment. Yet, second-movers appear to be more motivated towards achieving a social optimum when the (...) first-mover uses commitment. We also find that a non-binding announcement has a higher impact on individual propensity to cooperate than the ex post contribution of the first-mover. However, the failure to make announced contributions decreases cooperation even though the first-mover is reassigned in every period. (shrink)

Information is a force multiplier. Knowledge of the enemy's capability and intentions may be of far more value to a military force than additional troops or firepower. Situation assessment is the ongoing process of inferring relevant information about the forces of concern in a military situation. Relevant information can include force types, firepower, location, and past, present and future course of action. Situation assessment involves the incorporation of uncertain evidence from diverse sources. These include photographs, radar scans, and other (...) forms of image intelligence, or IMINT; electronics intelligence, or ELINT, derived from characteristics (e.g., wavelength) of emissions generated by enemy equipment; communications intelligence, or COMINT, derived from the characteristics of messages sent by the enemy; and reports from human informants (HUMINT). These sources must be combined to form a model of the situation. The sheer volume of data, the ubiquity of uncertainty, the number and complexity of hypotheses to consider, the high-stakes environment, the compressed time frame, and deception and damage from hostile forces, combine to present a staggeringly complex problem. Even if one could formulate a decision problem in reasonable time, explicit determination of an optimal decision policy exceeds any reasonable computational resources. While it is tempting to drop any attempt at rational analysis and rely purely on simple heuristics, we argue that this can lead to catastrophic outcomes. We present an architecture for a ``complex decision machine'' that performs rational deliberation to make decisions in real time. We argue that resource limits require such an architecture to be grounded in simple heuristic reactive processes. We thus argue that both simple heuristics and complex decision machines are required for effective decision making in real time for complex problems. We describe an implementation of our architecture applied to the problem of military situation assessment. (shrink)

Brains, it has recently been argued, are essentially prediction machines. They are bundles of cells that support perception and action by constantly attempting to match incoming sensory inputs with top-down expectations or predictions. This is achieved using a hierarchical generative model that aims to minimize prediction error within a bidirectional cascade of cortical processing. Such accounts offer a unifying model of perception and action, illuminate the functional role of attention, and may neatly capture the special contribution of cortical (...) processing to adaptive success. This target article critically examines this approach, concluding that it offers the best clue yet to the shape of a unified science of mind and action. Sections 1 and 2 lay out the key elements and implications of the approach. Section 3 explores a variety of pitfalls and challenges, spanning the evidential, the methodological, and the more properly conceptual. The paper ends (sections 4 and 5) by asking how such approaches might impact our more general vision of mind, experience, and agency. (shrink)

The present volume brings together a number of studies, eight in all, dedicated to diverse aspects of Aristotle's conception of rational action and practical rationality. Two principal motifs account for their thematic unity. The first one is given in the idea that Aristotle's view is characterized by a fundamental tension between the totalizing orientation of practical rationality, on the one hand, and the situational subjection of human action, on the other. The second one concerns the connection that Aristotle (...) establishes between rational action (praxis) and truth, expressed in the notion of practical truth. The proposed interpretation seeks to show that Aristotle's conception is not just internally consistent and philosophically interesting; it is also capable of entering into fruitful dialogue with a whole range of modern and contemporary views. The objective of this article is to contribute to the epistemological, theoretical, methodological, and pedagogical debates concerning the relationship between research activities, training activities, and work activities. Its main focus is on new forms of engineering, thought of as cooperative and transformative. After situating the issues of the reciprocal triadic relationships between the three poles, the article presents two practical cases of transformative cooperative engineering. The authors then return to their epistemological position, which is socio-constructivist, complex, interactionist, and critical. They (...) sketch out the first elements of an elaborate system of intelligibility (multi-referential and transdisciplinary) aimed at supporting the hypothesis of an engineering process of joint transformation (trades, actors, organizations, training provision). The article also presents the research methodology (training-action-research) developed. A discussion of the issues and conditions of possibility of cooperative and transformative engineering concludes the article. (shrink)

The article presents the results of two experimental studies in which I investigated the effect of the situational context and action vs. state orientation on perseverance and efficacy in task performance. The results of Study 1 confirmed that in a context which supports autonomy - as opposed to one which induces external control - people are much more likely to be not only more persistent and effective in their actions but also much more interested in the performed task. Interest (...) in the performed task seems to also be - to some extent- a mediator in the relationship between persistence and efficacy. The results of Study 2 confirmed that a context, which supports autonomy positively, affects both persistence and efficacy. At the same time, the study shows that in a context, which supports autonomy, action-oriented people are more persistent and efficient in their actions than are state-oriented people. What is more, in an autonomy-supporting context, action-oriented people have a more positive attitude towards a given task than do state-oriented people. (shrink)

This research provides an exploratory investigation of whether gift/help-receiving contexts that elicit mixed emotional variants of gratitude can be distinguished from typical gratitude-eliciting situations in their associated appraisals, action tendencies, and psychosocial effects. We examined 473 participants (159 males, 312 females, 2 others; Mage = 31.07) using a one-way four-conditions between-subjects experiment. Participants were randomly assigned to complete recall tasks describing four different gratitude-eliciting situations. Emotions, cognitive appraisals, action tendencies, and general psychosocial outcomes were assessed. Relative to a (...) control condition involving receiving a gift or help (gift/help condition), receiving something at the expense of a benefactor (benefactor-inconvenience condition) elicited gratitude-guilt; receiving something with an expectation of return (return-favour condition) elicited gratitude-disappointment and gratitude-anger; while receiving a disliked gift or receiving assistance that made things worse (backfire condition) primarily elicited gratitude-disappointment while also eliciting gratitude-anger and gratitude-guilt. Each condition was differentiable from control in their appraisals, action tendencies, and psychosocial effects. Notably, contexts which elicited mixed emotional variants of gratitude were characterised by the co-occurrence of conflicting appraisals such as pleasantness and unpleasantness or goal-congruence and goal-incongruence. Additionally, the return-favour and backfire conditions were most dissimilar from control, and were associated with the most negative action tendencies and psychosocial outcomes. (shrink)

It is assumed that mental action, such as free will, exists, and an exploration is made of its relationship to the brain, physical laws, and evolutionary selection. If the assumption is made that all content of conscious experience is encoded in the brain, it follows that free will must act as process only. This result is consistent with the experimental results of Libet and others that if free will exists, it must act by making a selection between alternatives provided (...) by the brain. Also, proposals for some additional actions of consciousness, besides free will, are reviewed. The use of mental action by consciousness is not in accord with presently known physics, in which physical changes are either deterministic or random, and an extension would have to be made to known physics to account for physical changes produced by such an action. However, such an extension could be fairly simple in overview, such as the assumption that consciousness can produce the ordering of randomness. Examples of several such theories are given. If consciousness can make selections among programs in the brain/nervous system, and thereby contribute to the formation of behavior, less programming would be needed, especially in situations affected by a variety of types of factors. For this reason consciousness might be present early in the evolutionary line for animals that explore new territory. Emotions and cognitive ability, even though determined by the brain, could be viewed as “choice guiders,” and for this reason their presence in an animal would indicate the presence of consciousness.
