The Congress for Cultural Freedom is remembered as a paramount example of the “cultural cold wars.” In this paper, I discuss the ways in which this powerful transnational organization sought to promote “science studies” as a distinct – and politically relevant – area of expertise, and part of the CCF broader agenda to offer a renewed framework for liberalism. By means of its Study Groups, international conferences and its periodicals, such as Minerva, the Congress developed into an influential forum (...) for examining the ways Big Science impacted the relations between science, society, and politics, thus constituting a semi-institutional niche for Science Studies before its professionalization within academia during the 1970s. I argue that the Congress contributed to the construction of public space in which the relations between science, society and politics were debated, and science was reconceptualized as a social activity. The vision of “science studies” the CCF-associated intellectuals promulgated was different from the science studies we know today. Yet, this alternative vision, in which the issues of science politics appeared inseparable from those of science policy, science organization, and science governance, constituted the “pre-history” of science studies today. This collection of 38 papers gives a cross-section of ongoing research in philosophy of science and philosophical logic. The papers, written by active researchers in the field and published here for the first time, are drawn from around 650 papers that were contributed to the 9th International Congress of Logic, Methodology and Philosophy of Science in Uppsala, Sweden, 1991. Some of the speakers whose contributions attracted special interest were invited to contribute their papers to this volume. A few (...) papers appear here more or less as they were presented at the Congress, whereas others are expansions or elaborations of the talks given. There is one section with five papers on philosophical logic. The other papers deal with many different aspects of philosophy of science, including general methodological questions, problems of probability, induction and decision theory, and ethics of science and technology, as well as foundational problems about particular sciences. Five special sections are concerned with logic, mathematics and computer science, the physical sciences, the biological sciences, cognitive science, and linguistics, respectively. Finally, there is one section on the history of logic, methodology and philosophy of science. The International Union of History and Philosophy of Science organizing the 10th International Congress of Logic, Methodology and Philosophy of Science is at its cross-road: the alternative is mass-performance or creative exchange of ideas. The program is criticized because the thematic center in History and Philosophy of Science has been shifted too far into the realm of micro-fields of Logic and the time reduction for presentation and discussion of papers to 20 minutes should be reconsidered. Several outstanding (...) papers are shortly discussed: Martin-Löw on "Formalized Tarski-Semantics of Type Theory", Hoyningen-Huene on "Feyerabend and Kuhn", Leroux on "Helmholtz and Hertz", and Muller on "Bell meets Dirac". The “International Congress for the Philosophy of Science” was held in the week of August 23–28, 1954 at the Swiss Federal Institute of Technology in Zurich, Switzerland. The Institute enjoys a very high reputation as one of the foremost schools of its kind in the world. It was at this Institute that Albert Einstein taught at the beginning of his academic career. The Congress was arranged as the Second Congress of the “Union Internationale de Philosophie des Sciences” which has (...) its permanent seat in Paris, France. The first Congress of the U.I.P.S. was held in Paris in 1949. It was then that the “International Forum of Zurich” was asked to organize five years later the Congress of Zurich. (shrink)

The Fifth International Congress of Logic, Methodology and Philosophy of Science was held at the University of Western Ontario, London, Canada, 27 August to 2 September 1975. The Congress was held under the auspices of the International Union of History and Philosophy of Science, Division of Logic, Methodology and Philosophy of Science, and was sponsored by the National Research Council of Canada and the University of Western Ontario. As those associated closely with the work of the Division (...) over the years know weIl, the work undertaken by its members varies greatly and spans a number of fields not always obviously related. In addition, the volume of work done by first rate scholars and scientists in the various fields of the Division has risen enormously. For these and related reasons it seemed to the editors chosen by the Divisional officers that the usual format of publishing the proceedings of the Congress be abandoned in favour of a somewhat more flexible, and hopefully acceptable, method of pre sentation. Accordingly, the work of the invited participants to the Congress has been divided into four volumes appearing in the University of Western Ontario Series in Philosophy of Science. The volumes are entitled, Logic, Foundations of Mathematics and Computability Theory, Foun dational Problems in the Special Sciences, Basic Problems in Methodol ogy and Linguistics, and Historical and Philosophical Dimensions of Logic, Methodology and Philosophy of Science. Charles Sanders Peirce (1839-1914) is considered to be among the half dozen most important philosophers the United States has produced. The Charles S. Peirce Sesquicentennial International Congress opened at Harvard University on September 5, 1989 and concluded on the 10th - Peirce's birthday. The Congress was host to approximately 450 scholars from 26 different nations. Papers concerning Peirce's philosophy of science were given at the Congress by representatives from Italy, France, Sweden, Finland, Korea, India, Denmark, Greece, Brazil, Belgium, Spain, (...) Germany, and the United States. The present volume is a compilation of some of the papers that were presented at that Congress. (shrink)

Perhaps not all, but certainly many of the logical empiricists of the Vienna Circle, felt that they were undertaking a philosophical and cultural mission for their time, namely to follow in the tradition of the French Enlightenment and to adapt it to the requirements of their own time. My question here is whether they were able to fulfill this ambition, and if so, to what extent. The answer is twofold: when they tried to construct an empiricist encyclopedia, namely the International (...) Encyclopedia of Unified Science, as a counterpart to Diderot and d’Alembert’s Grande Encyclopédie, the project was a quite spectacular failure. There were a number of “external” reasons for this, including the start of the Second World War and the death of Otto Neurath, the chief editor and main driving force behind the whole thing, shortly after the end of the war. But it also had to do with inbuilt “internal” factors, such as Neurath’s insistence on his strange index verborum prohibitorum, which stood in the way of some important contributions. I then widen the horizon and take the whole movement of logical empiricism as the object to be evaluated. I take as a suitable starting-point Max Horkheimer’s very polemical criticism of the movement (published in 1937) and evaluate his critical arguments. The result is that logical empiricism fares far better than Horkheimer and the Frankfurt School imagined: the acknowledgement of empirical facts and scientific theory was (and remains) an important ingredient of every enlightened politics. The IOth International Congress of Logic, Methodology and Philosophy of Science, which took place in Florence in August 1995, offered a vivid and comprehensive picture of the present state of research in all directions of Logic and Philosophy of Science. The final program counted 51 invited lectures and around 700 contributed papers, distributed in 15 sections. Following the tradition of previous LMPS-meetings, some authors, whose papers aroused particular interest, were invited to submit their works for publication in a (...) collection of selected contributed papers. Due to the large number of interesting contributions, it was decided to split the collection into two distinct volumes: one covering the areas of Logic, Foundations of Mathematics and Computer Science, the other focusing on the general Philosophy of Science and the Foundations of Physics. As a leading choice criterion for the present volume, we tried to combine papers containing relevant technical results in pure and applied logic with papers devoted to conceptual analyses, deeply rooted in advanced present-day research. After all, we believe this is part of the genuine spirit underlying the whole enterprise of LMPS studies. (shrink)

This is the first of two volumes comprising the papers submitted for publication by the invited participants to the Tenth International Congress of Logic, Methodology and Philosophy of Science, held in Florence, August 1995. The Congress was held under the auspices of the International Union of History and Philosophy of Science, Division of Logic, Methodology and Philosophy of Science. The invited lectures published in the two volumes demonstrate much of what goes on in the fields of the (...) Congress and give the state of the art of current research. The two volumes cover the traditional subdisciplines of mathematical logic and philosophical logic, as well as their interfaces with computer science, linguistics and philosophy. Philosophy of science is broadly represented, too, including general issues of natural sciences, social sciences and humanities. Summary This essay recounts Hermann von Helmholtz's trip to represent Germany at the International Electrical Congress in Chicago in 1893 as well as his reception by various members of the American scientific, technological, and cultural elite in several other American cities. In doing so, it seeks to portray something of the vitality of the youthful and increasingly important American scientific community; of the strong relationship between American and German scientists, including how Helmholtz used and was used by them and various (...) other members of the American elite to promote science and culture in America as well as to promote his own and German interests; and, finally, of what many considered to be the close interactions between science and technology in the late nineteenth century. In short, the essay seeks to use Helmholtz's trip to capture a sense of the broader relationship among science, the nation-state, and cultural elites in Gilded-Age America and between Germany and America. A Selection of Papers Contributed to Sections IV, VI, and XI of the Fourth International Congress for Logic, Methodology, and Philosophy of Science, Bucharest, September 1971.

In the second half of the nineteenth century, geologists created the International Geological Congress (IGC) to achieve the methodological and terminological uniformity that they thought their science lacked. Their desire to standardize their practice and their use of the conference to do so was neither new nor unique. Although late nineteenth-century international conferences have been recognized as important arenas of standardization, relatively little is known of the ways in which conferences organized standardization negotiations. This article aims to fill this (...) gap by exploring how the IGC practically and socially organized standardization work. It appears that the session hall was not the sole and not even the main stage of geological standard-setting. The standardization process was also enacted through comparative study and informal exchanges that regular visits to purpose-built comparative geological exhibitions made possible. Relying on a sophisticated apparatus of commissions and subcommittees, the IGC also socially organized standards negotiation beyond the space and time of the triennial sessions. By tracing the material, spatial and social practices engineered through the IGC to serve geological standardization, this article unboxes the conference process and in so doing enriches our understanding of the period's wave of standardization.
