Background: Despite an increase in health research conducted in Africa, there are still inadequate human resources with research ethics training and lack of local long-term training opportunities in research ethics. A research ethics training program named United States-Mali Research Ethics Training Program (US-Mali RETP) was established through a partnership between the George Washington University Milken Institute School of Public Health (GWSPH), USA and University of Sciences, Techniques & Technologies of Bamako (USTTB), to address the critical need for improved bioethics training, (...) leadership, and policy in Mali. Methods: The aims of the capacity building programme are achieved by leveraging US and Africa-based expertise to strengthen research ethics education and capacity through: (1) intensive faculty development to design ethics training curricula; (2) development of a research ethics specialization within the existing Masters of Public Health program (MPH); and (3) establishing professional development courses through short-term training workshops and webinars to address research and professional needs in ethics. Results: The program will strengthen USTTB’s capacity of research ethics by training at least 15 MPH students over 5 years to prepare the next generation of ethics researchers. During the first two years of the program, a new ethics training curricula was developed, two cohorts of Master’s students were enrolled, and a series of webinars and workshops were conducted with participation of Malian and international researchers. Conclusions: US-Mali RETP will promote a sustainable bioethics enterprise at USTTB, and enable dissemination of research ethics training to increase health research capacity in Mali. (shrink)

In this paper an Artificial Neural Network (ANN) model, for predicting the category of a tumor was developed and tested. Taking patients’ tests, a number of information gained that influence the classification of the tumor. Such information as age, sex, histologic-type, degree-of-diffe, status of bone, bone-marrow, lung, pleura, peritoneum, liver, brain, skin, neck, supraclavicular, axillar, mediastinum, and abdominal. They were used as input variables for the ANN model. A model based on the Multilayer Perceptron Topology was established and trained using (...) data set which its title is “primary tumor” and was obtained from the University Medical Centre, Institute of Oncology, Ljubljana, Yugoslavia Test data evaluation shows that the ANN model is able to correctly predict the tumor category with 76.67 % accuracy. Among the intellectuals who have significantly contributed to the discussion of Africa's place in the concert and/or shock of civilizations, Kwane Nkrumah, Cheikh Anta Diop, Samir Amin, Ali Mazrui, Amilcar Cabral could be found in a pertinent sampling. These different personalities indicate the linguistic and geographic diversity of a multidisciplinary and critical production.

The robustness of a system indicates its ability to withstand disturbances while maintaining its properties, performance, and efficiency. There are plenty of studies on the robustness of air transport networks in the literature. However, few works consider its mesoscopic organization. Building on the recently introduced component structure, we explore the impact of targeted attacks on the weighted world air transportation network on its components. Indeed, it contains five local components covering different regions and one global component linking these regions. We (...) investigate targeted attacks based on influential weighted centrality measures. Results show that the local components gradually separate from the world air transportation network as the fraction of removed airports grows. The weighted betweenness attack removes fewer top airports to isolate the regions compared to its alternatives. Furthermore, it is still convenient to travel locally in the separate areas. In contrast, strength and PageRank attacks need to target more airports to split the network. However, they are more disruptive. Indeed, the size of the isolated local components reduces drastically, so it becomes more challenging to travel locally. Looking at the world air transportation network through its component structure reveals a new viewpoint on its resilence. It opens new perspectives to design more efficient attacks. (shrink)

The thesis examines the origins and function of legal theory within the context of the development of early Islamic law. I argue against the depiction of the development of law as a series of compromises between traditionalism and rationalism. Rather, by evading the demands of traditionalism, law evolved into a complex doctrinal entity rooted in the social structures of third-century Abbasid society. This revision of the development of law provides a context to evaluate early works of legal theory. There is a great deal of literature on matching, theoretical, and empirical, concerning stable assignments and mechanisms that achieve them. The starting point of this study is an interesting question about assignment procedures: given a situation where some agents (the senior workers) on one side have a priority status, which changes the classical theory. The core of game may not be stable. We prove the existence of a quasi stable constrained core. This constrained core may not be a lattice but (...) it is a finite and disjoint union of complete lattices that check the properties of the core’s classical assignment game. This book explores feminine archetypes and mythological figures in African and European traditions with an underlying goal of describing the foundations of social status for women. The author provides a rich corpus of mythology and tales to illustrate aspects of female and mother-daughter relationships. Diop analyzes the symbolic aspects of maternity and femininity, describing the social meaning of the matrix, breasts, and breastfeeding. A retrospective of female characters in African literature brings an interesting approach to explore the figures of (...) femininity and maternity in society. After an extensive analysis of African mythology and tales, the author proposes a way to integrate them in the clinical psychotherapy as a projective material. The analysis of clinical cases offers an example of how this material can be used in therapy with women from African descent. (shrink)

In the study of _Lawāmiʿ al-Naẓar_, Ibrahim Safri presents a history of rational sciences in the Maghribī tradition in the seventeenth and eighteenth century. He also presents a critical edition of the work, which can be considered as an introduction to post-Avicennian studies in North Africa.

We examine the role of religiosity on the financing activities in both Islamic and conventional banks in Indonesian provinces by using five different measures of religiosity: number of Islamic schools, hajj application, number of Islamic seminary schools, number of Mosques, and number of certified halal products. Based on regression analysis, the results show that both Islamic and conventional banks provide more financing in religious provinces. Religiosity also helps in reducing the volume of non-performing financing. Our the results are still qualitatively (...) valid after taking into account endogeneity issue that emanates from omitted variables (i.e., unobservable beliefs, ideas, and attitudes), and possible reverse causality between religiosity and the total amount of financing at the province level. This paper examines public accountants' perceptions of the relative importance of business ethics as a selection criterion for entry-level public accounting positions. Also, it seeks to determine whether gender differences do exist with respect to these perceptions. The data were collected through a survey of 335 professional accountants in four southeastern states. The results show that, among the eight selection factors that were studied, technical competence in accounting, communication skills, and interpersonal skills were the most influential, while professionalism and leadership (...) abilities were the least important. Ethics was ranked fourth by the females and sixth by the males. A multivariate analysis of variance revealed significant differences between the genders with respect to five of the eight factors. The females' scores were higher for ethics and interpersonal skills and lower for conceptual aptitude, strategic thinking, and leadership abilities. Implications for accounting educators and practitioners are discussed. (shrink)

This paper is an evaluation and expansion of William Hasker’s transcendental argument against determinism. Hasker’s argument attempts to show that determinism is logically incompatible with rationality and justified belief. Hasker claims this argument to be conclusive given two independent qualifications: first that the argument only applies to a specific form of determinism, and second that the argument rests on a specific conception of rationality. My aim in this paper will be to modify and expand Hasker’s argument such that it (1) (...) applies to the more general deterministic thesis (as defined below), and (2), rests on a modified epistemic conception of rationally unaffirmable beliefs. I will attempt to do (2) by modeling Hasker’s argument after one of Alvin Plantinga’s epistemological arguments against naturalism, and hope to show that such an argumentative model is superior for the conclusion Hasker wishes to bring out. I will begin by explicating Hasker’s argument, and then I will move to the modification and expansion of the argument. (shrink)

Maqasid al-Shariah based Islamic bioethics is an Islamic bioethics concept which uses the objectives of the Shariah as its approach in analysing and assessing bioethical issues. Analysis based on maqasid al-Shariah based Islamic bioethics will examine any bioethical issues from three main aspects namely intention, method, and output or final goal of the studied issues. Then, the evaluation will be analysed from human interest hierarchy, inclusivity, and degree of certainty. The Islamic bioethics concept is a manifestation of dynamic Islamic jurisprudence (...) which can overcome new complex and complicated bioethical issues such as tri-parent baby technology issues. Therefore, this article will introduce and explain the concept of maqasid al-Shariah based Islamic bioethics and outline a general guidance of maqasid al-Shariah based Islamic bioethics to determine a maqṣad based on standards of human good or well-being and harm. Şâfiî müctehidlerin muteber şahsiyetlerinden biri olan Râfiî el-Kazvînî, ilk olarak babası Muhammed b. Abdilkerîm el-Kazvînî (ö. 580/1184) ve annesinin dayısı Ebü’l-Hayr Ahmed et-Tâlkânî’nin (ö. 589/1193) rahle-i tedrisinde bulunduktan sonra alanında uzman birçok kişiden tefsir, hadis ve fıkıh sahasına ilişkin seviyeli bir eğitim almıştır. Yaşadığı asrın ileri gelen ulemasından İslâmî ilimleri okuyarak fıkıh ilminde ihtisas sahibi olan Râfiî, Kazvîn’de ders halkaları oluşturarak tedris faaliyetinde bulunmuş; dönemin halifeleri tarafından Şam ve Mısır baş kadılık görevine atanan Ahmed b. Halîl el-Mühellebî (ö. 638/1240), Zekiyyüddin (...) el-Münzirî (656/1258) ve İbn Sükkerî (ö.713/1313) gibi önemli simalar yetiştirmiştir. Zekâsı, aklı ve özellikle haiz olduğu fıkhî meseleleri ayırt etme yetisiyle Râfiî, doktrin içerisinde yer alan dağınık görüşleri toplayarak ilgili görüşlerden hangisinin daha kuvvetli olabileceğine dair tespitlerde bulunup mezhebi tahrîr/tenkîh etmiş, bir bakıma mezhebin görüşlerini ilmî elekten geçirip ayıklamıştır. Mezhep içerisindeki görüşleri inceleyerek farklı tarikleri birleştirme ve dağınık bilgileri ayıklayıp mezhep birikimini veciz ifadelerle yansıtma faaliyetinden dolayı ulemanın dikkatini üzerine çeken Râfiî, mezhepte iki otoriteden biri anlamına gelen Şeyhân’dan biri olma -diğeri ise Nevevî (ö. 676/1277)- unvanına layık görülmüştür. Bu yüzden onun hayatına ve ilmî kişiliğine Şâfiî terâcim eserlerinde oldukça yer verilmiştir. Bu çalışmada Herakleitos’un DK1 numaralı fragmanı ve filozofun felsefesinin temel kavramı olan logos terimi üzerinde inceleme yapılmıştır. Çalışmada ayrıca Herakleitos’un fragmanda kul-landığı sözcükler, kurduğu cümleler ve kullandığı üsluptan hareketle filozof olmasının yanı sıra aynı zamanda bir kâhin ya da peygamber olarak da nitelendirilebileceği iddia edilmiştir. Buna göre bu çalışma şu hususların ele alınmasından oluşmaktadır: DK1 numaralı fragmanın üç başlık altında incelenmesi suretiyle Herakleitos düşüncesinin merkezini oluşturan logos terimini anla-mak amaçlanmıştır. Logos terimini anlama noktasında sözcüğün sözlükteki anlamları üzerinde durularak ilgili fragmanda (...) sözcüğe yüklenen anlamlar tespit edilmiştir. Böylelikle Dk1 numaralı fragmanda Herakleitos’un logos sözcüğüne yüklediği temel anlamların, akıl, söz, rasyonel pren-sip, yönetici ilke türünden anlamlar olduğu tespit edilmiştir. Çalışmada ayrıca filozofun frag-manda kullandığı üslubun filozof olmasının yanı sıra kâhinlere veya peygamberlere özgü olduğu iddiasında bulunulmuştur. Bu iddia ise fragmanı oluşturan cümlelerin ve sözcüklerin dile getiri-lişindeki üslup ve jargondan hareketle ve rütbeli Herakleitos yorumcularının ifadeleri ile gerek-çelendirilmeye çalışılmıştır. A leading scholar of humanitarian intervention, Brown (2002) refers to British internal politics to satisfy the influential church and other non-conformist libertarian community leaders, and above all ?undermining Britain's competitors, such as Spain and Portugal, who were still reliant on slave labour to power their economies, as the principal motivation for calls to end the slave trade than any genuine humanitarian concerns of racial equality or global justice?. Drawing on an empirical exploration, this article seeks to draw a parallel between (...) this politics of humanitarian intervention which characterised the abolition movement, albeit rarely recognised in the academic literature, and the British intervention to end the almost 11 year civil war in Sierra Leone. The article concludes with a discussion on the implications of this politics of humanitarian intervention in the reconstruction of post-conflict Sierra Leone. (shrink)

One of William Lane Craig's key arguments for the finitude of the past is the Successive Addition Argument (SAA). Malpass (2021) has recently developed a novel challenge to the SAA, utilising a thought experiment from the work of Fred Dretske, which is meant to show that it is possible to count to infinity, to argue that there is a counterexample to the SAA's second premise. In this paper, I contend that the Malpass‐Dretske counterexample should not worry advocates of the SAA. (...) First, I argue that one objection Malpass considers—the Potential Infinite Objection—reveals an interesting fact: the SAA's second premise is unnecessarily strong and can be weakened whilst still yielding the same conclusion. Second, I show how another one of the objections considered by Malpass—the Accumulation Objection—is successful, provided some clarification to the SAA's premises. The upshot of both analyses is that we generate two ‘new’ Successive Addition arguments that not only move the dialectic forward, but shed light on deeper assumptions and motivating intuitions concerning the Kalām. The principle of modal continuity has become an increasingly popular bit of modal epistemology, featuring prominently in debates about mereology, value, causation, and theism. It claims, roughly, that degreed properties are modally unified. So, if the property of being three inches tall is exemplifiable, so is the property of being four inches tall, and five inches tall, etc. Despite its plausibility, in this paper I show that there is a class of counterexamples to modal continuity: what I call ‘powered properties.’ (...) More surprisingly, I show that an instance of these powered properties is entailed by another widely popular family of modal principles: the Lewisian patchwork principles, also known as cut-and-paste, or recombination, principles. Thus, despite appearing to be similar, and motivated by plenitudinous intuitions about the nature of modality, it turns out that the continuity and recombination approaches to modality rely on crucially different pictures of plenitude. In this paper, Taylor series is used to solve neutrosophic multi-objective programming problem (NMOPP). In the proposed approach, the truth membership, Indeterminacy membership, falsity membership functions associated with each objective of multi-objective programming problems are transformed into a single objective linear programming problem by using a first order Taylor polynomial series. Finally, to illustrate the efficiency of the proposed method, a numerical experiment for supplier selection is given as an application of Taylor series method for solving neutrosophic multi-objective programming problem (...) at end of this paper. " Jamais un coup de dés n'abolira le hasard ". Althusser fait un bref commentaire de cette célèbre sentence mallarméenne dans un texte de 1982 - Le courant souterrain du matérialisme de la rencontre. II y conclut que l'histoire n'est que la révocation permanente du (...) fait accompli par le "fait à accomplir" sans qu'on sache à l'avance ni jamais, ni où, ni comment. Affaire de jeu de dés à jeter sur la table vide... Ainsi est déterminée une position en philosophie et en politique, assiette inédite qui en appelle à l'aléatoire et se donne comme un " chantier " ouvert à nos explorations. De fait, les catégories du sujet, de l'aliénation, de la dialectique, de l'idéologie, sont bradées ou ébranlées au profit du processus hasardeux et de la vicissitude des formes. Pourtant, ni le primat de la lutte des classes ni la thèse de la matérialité objective du monde ne sont sacrifiés au nouvel horizon de la conjoncture. Il se peut qu'il y ait deux voies du matérialisme, aussi légitimes l'une que l'autre - matérialisme de la nécessité et matérialisme de la rencontre. Zihnî temsillerin onto-epistemolojik statüsü İbn Sînâ sonrası felsefenin en tartışmalı problemleri arasında görülebilir. Problemin kökenleri bir yandan İbn Sînâ’nın farklı varlık düzlemleri arasında yüklemsel birlik elde etme teşebbüsünde, diğer yandan Fahreddin er-Râzî’nin zihnî varlık ve zihnî misallerin tümelliği eleştirisinde bulunur. Fahreddin er-Râzî’nin eleştirileri İbn Sînâ’nın önde gelen takipçilerini, İbn Sînâ’nın mahiyetlerin farklı varlık seviyelerinde korunumu ilkesini ve onun bilgiyi doğanın gayrimaddi temsili olarak tanımlamasını yeniden düşünmeye sevk etmiştir. Fahreddin er-Râzî’nin eleştirilerine karşı Nasîrüddin et-Tûsî mahiyetlerin ontolojik kapsamını daraltmış ve tümel yüklemlemeyi (...) yeniden tanımlamıştır. Kutbüddin er-Râzî’nin tartışmaya dâhil olması daraltma çabalarını daha ileri bir seviyeye taşımıştır. Tûsî’nin mahiyetlere sadece epistemolojik bir rol vererek onların ontolojik kapsamında yaptığı daraltmaya ilaveten Kutbüddin er- Râzî mahiyetlerin epistemolojik kapsamında da daraltmaya gitmiş ve İbn Sînâ’nın aklî suretlerini, hiçbir şekilde tümel olması mümkün olmayan, tikel bir zihindeki tikel suretler olarak değerlendirmiştir. Ayrıca Tûsî’yle birlikte, kendinde mahiyetlerin hariçteki fertler arasında müşterek varlığını reddeden Kutbüddin er-Râzî, bu iki adımdan yola çıkarak mutabakat ve tümellik tasavvurlarını yeniden tanımlamış, İbn Sînâ’nın hilomorfik cevher teorisi için mereolojik olmayan bir yorum geliştirmiştir. Bu makale İbn Sînâcı felsefede on üçüncü yüzyıldan itibaren ortaya çıkan bu adımları, İbn Sînâ’ya özgü gerçekçiliğin dönüşümü olarak okumakta ve bu dönüşüme giderek artan zihinselci bir eğilimin eşlik ettiğini öne sürmektedir. The purpose of this paper is to determine whether there is a relationship between a person's degree of religiousness and corporate social responsibility orientation. A total of 411 managers and 506 students from seven universities were surveyed. The statistical analysis showed that religiousness does influence students' orientation toward the economic, ethical, and philanthropic responsibilities of business. It does not, however, have a significant impact upon the managers' attitudes. When the "low religiousness" students and managers were compared, differences were found with (...) respect to the economic, ethical, and philanthropic components of corporate social responsibility. Similar results were obtained when the "high religiousness" students and managers were compared. The implications of these findings are discussed. (shrink)

This article extends previous research by investigating the basis for attitudes toward codes of ethics. Specifically, its purposes are threefold. First, to examine business managers' attitudes toward codes of ethics. Second, to ascertain whether gender differences do exist with respect to these attitudes. Third, to provide a benchmark for future studies of attitudes toward codes of ethics. A survey of 286 managers revealed significant differences between the female and male managers with respect to six of the eight variables studied.
