The rapid growth in consumption of bottled water across the globe has drawn attention of policy makers and academicians alike. However, its consumption practices have been examined primarily in the context of industrialized countries. Drawing on studies of Science, Technology and Society, Public Understanding of Science, and institutions, this article explores the nuances of the consumption conundrum of bottled water in India. This mixed method study relies on data collected through surveys and ethnography of consumption practices at selected sites in (...) Delhi. We find reasons for bottled water consumption to vary with the site of consumption. Although the notions of “purity” and “scarcity” drive consumption behavior, these attributes are far from being objective. Rather, they are shaped by a complex mix of sociocultural factors, public understanding of science, and trust on various institutional mechanisms of water provisioning. (shrink)

Extrinsic motivations like intellectual property protections and fiscal incentives continue to occupy the centre stage in debates on innovation policies. Joseph Schumpeter had, however, argued that the motive to accumulate private property can only explain part of innovative activities. In his view, “the joy of creating, of getting things done” associated with the behavioural traits that “seek out difficulties…and takes delight in ventures” stand out as the most independent factor of behaviour in explaining innovation and economic development, especially in early (...) capitalist societies. Taking the case of ‘grassroot’ innovators in India, we re-examine the motivations behind innovative behaviour. Drawing upon the theory of effectance motivation we construct operational indicators of extrinsic and intrinsic motivations to innovate. Interestingly, we find that pure extrinsic forms of motivation drive only a fraction of individual innovative behaviour. A large amount of innovative behaviour is motivated either by intrinsic motivations or by a combination of intrinsic and extrinsic motivations. Also, conceptualising innovation as a three stage process involving idea generation, experimentation and application, we find evidence of motivation-shifts. The importance of intrinsic motivation is comparatively greater during the early stage, when uncertainty about innovation is high. The importance of extrinsic motivation, on the other hand, increases when innovation is complete, awaiting application. We then outline a few implications of these findings for policy making. The procurement decision-making process for complex military product systems (CoPS) has significant implications for military end-users, suppliers, and exchequers. This study examines the usefulness of adopting a fast and frugal decision-making approach for the acquisition of military CoPS. Defence procurement environment is complex. On the one hand, there are uncertainties and severe resource constraints due to regularly changing threat perceptions, limited flow of information about new technologies, and the growing demand to reduce defence related expenses. On the other hand, several (...) stakeholders remain pre-occupied with the demand for ‘zero-error’ technologies. In such a setting, recurrent cost overruns and delays in supply are common in defence procurement programmes, across countries. Taking the illustrative examples of the missile system, fighter jet, and radar system acquisitions in India, we elucidate on ‘optimising’ versus ‘satisficing’ dynamics in the procurement decisions. The paper argues that a fast and frugal decision-making process by relying on judgement, experiential knowledge, and intuitive learning might make procurement processes, adaptively, more efficient. Such an approach would enable a ‘good enough’ technology to be inducted, and improved upon, through regular feedback from the actual environment. The study has implications for policy scholarships on innovation policy instruments under uncertainty. (shrink)

This article raises the question of whether standard economics with the general equilibrium model at its core applies situational analysis in a Popperian sense. Contrary to Popper's own view, the authors come to the conclusion that this is not the case. Standard economics fails to represent elements essential to any social situation in an adequate manner. It comprises uncertainty, time and space, social interaction, unintended effects, as well as culture and institutions. The authors suggest, therefore, the socioeconomic context as an (...) alternative approach to analyzing social situations. It consists of four basic elements: (1) dominant worldviews, (2) institutions and technologies, (3) relative prices, and (4) political instruments. The alternative approach was applied with some success to analyzing inter alia problems of unemployment as well as of transformation. (shrink)

Technologies and human values both have important bearing on human life and conditions. Unfortunately, the dialogue between them has remained inadequate, at best. While the discourse on human values recognizes various kinds and layers of values, including values that are universally relevant across societies and cultures, research on the interface between values and technology has predominantly focused on technology’s interactions with society-specific values. This article is an attempt to broaden the scope of this research by specifically taking the case of (...) cremation technologies. Numerous societal, religious and universal values interplay with each other in matters related to death and the dead. Unlike other technologies, an individual can ‘use’ cremation technology only once, that too with limited control over his/her choice. Arguably, the modern missionary movement’s foundational text, the ‘Great Commission’ of Matthew 28:18–20 has been criticized for its use in legitimizing colonial oppression. Focusing on reception history in South Asian polycolonial contexts, this article uses ‘Saidian’ contrapuntal reading to explore whether and for whom the commission is ‘great’? William Carey used it as a proof-text in his ‘Enquiry’ for Christians to engage in foreign mission. RS Sugirtharajah brings a postcolonial critique to Carey, but Saugata Bhaduri appreciates the unintended de-colonizing (...) consequences of Carey’s vernacular literature. Jayachitra Lalitha questions why women were absent in Matthew 28:18–20 and why Dalit women still struggle. George Soares-Prabhu’s reading alongside a Buddhist text suggests more integral mission and liberation. Despite colonialism’s distorting affect, there is historical irony in Matthew 28’s influence in South India. Contrapuntal conversations helpfully focus on the well-being of overlooked groups and recover some of the resistance implicit in Matthew’s composition. (shrink)
