The importance of fairness in machine learning models is widely acknowledged, and ongoing academic debate revolves around how to determine the appropriate fairness definition, and how to tackle the trade-off between fairness and model performance. In this paper we argue that besides these concerns, there can be ethical implications behind seemingly purely technical choices in fairness interventions in a typical model development pipeline. As an example we show that the technical choice between in-processing and post-processing is not necessarily value-free and (...) may have serious implications in terms of who will be affected by the specific fairness intervention. The paper reveals how assessing the technical choices in terms of their ethical consequences can contribute to the design of fair models and to the related societal discussions. (shrink)

This paper presents an intuitive explanation about why and how Rawlsian Theory of Justice (Rawls in A theory of justice, Harvard University Press, Harvard, 1971) provides the foundations to a solution for algorithmic bias. The contribution of the paper is to discuss and show why Rawlsian ideas in their original form (e.g. the veil of ignorance, original position, and allowing inequalities that serve the worst-off) are relevant to operationalize fairness for algorithmic decision making. The paper also explains how this leads (...) to a specific MinMaxfairness solution, which addresses the basic challenges of algorithmic justice. We combine substantive elements of Rawlsian perspective with an intuitive explanation in order to provide accessible and practical insights. The goal is to propose and motivate why and how the MinMaxfairness solution derived from Rawlsian principles overcomes some of the current challenges for algorithmic bias and highlight the benefits provided when compared to other approaches. Many European planning schools recently celebrated their 50th anniversary: a sign that planning education became a distinct and established discipline in Europe. Simultaneously, political regimes, paradigms, cultures, and economies continue fueling mixed connotations within the planning sector. Additionally, growing wicked problems in built areas emphasize an even greater need for well-trained planners. These challenges span climate crises, wars, authoritarian regimes, socio-political instability, and constantly changing global geopolitics. The increasingly complex demands on planners are highly pertinent for Young Academics (YA). They (...) require political, regulatory, and technical knowledge to navigate the profession. To support them and represent their voices in planning debates, the YA network (YAN) of AESOP was established in 2003. We, the current Coordination Team, use this paper to voice our take on the question of what planning challenges dominate and what can be done to prepare YAs better for the future. Building on plenty discussions within the YAN, literature, and AESOP’s activities at large, we propose: A challenge compilation for the profession, a list of core capacities, and a framework for future education. This shall aid in enabling YAs and educators today to set the foundation for planning sustainable and people-centered settlements tomorrow. (shrink)

Müfessirler, İsrâ sûresinin 60. âyetinde geçen Hz. Peygamber’e gösterilen rü’yâ ve lanetlenmiş ağaç ile nelerin kastedildiği konusunda çeşitli yorumlar ileri sürmüşlerdir. Bu yorumlar incelendiğinde Ehl-i sünnet ve Şiî müfessirlerin büyük ölçüde görüş ayrılığına düştükleri görülmektedir. Her iki mezhebe mensup müfessirler, kendi görüşlerini temellendirmek üzere naklî ve aklî deliller ortaya koymuşlardır. Şiî müfessirler, gerek rü’yâ gerekse lanetlenmiş ağacı Ümeyyeoğulları olarak yorumlamışlardır. Buna karşın Ehl-i sünnet müfessirlerinin büyük bir çoğunluğu rü’yâyı İsrâ gecesi Hz. Peygamber’e gösterilen olağanüstü haller olarak, lanetlenmiş ağacı ise cehennemin (...) dibinde yetişen zakkum ağacı olarak yorumlamışlardır. Şiîlerin, Emevîler döneminde özellikle Ehl-i beytin yaşadığı trajedik olaylar nedeniyle Ümeyyeoğulları’na karşı besledikleri kin ve nefretin bu yorumlara etkisinin olabileceği ileri sürülmektedir. Bu çalışmanın amacı söz konusu iddiaların izini sürebilmek için kronolojik olarak her iki mezhebe ait temel tefsir kaynaklarında konuların ele alınışını incelemektir. Her iki grubun savunduğu yorumların kaynaklarını ve bu kaynakların karşıt görüş sahipleri tarafından nasıl eleştirildiğini tespit etmek ve böylece bu yorumlarla ilgili bir sonuca ulaşmak hedeflenmektedir. Bu yazı rüyasız uykuyu bilincin çeperinde kalan bir fenomen, Edmund Husserl’in deyimiyle deneyimin bir sınır-durumu (Limesfall) olarak ele almaktadır. Fenomenolojik açıdan, rüyasız uyku bize gündelik hayatımıza şekil veren olağan deneyimlere özgü uyanık bilinçliliğin ardına geçmeyi dayatır. Uyurken bilinç asla ortadan kalkmaz. Dolayısıyla ölümden farksız ve bilinçten tamamen yoksun mutlak bir uyku teorik bir kurgudan ibarettir. Yazının birinci bölümünde felsefe tarihi boyunca rüyasız uyku hakkında görüş ileri süren filozoflar üzerinde durulmaktadır. Immanuel Kant’ın tam aksine John Locke rüyasız bir uykuya imkân tanır. (...) Fakat rüyasız uykuyu bilinçsiz bir zihin hali olarak kabul eden Locke’dan farklı olarak felsefede uyuyan zihne bir duyarlık atfeden René Descartes, G.W. Leibniz ve (başlı başına üçüncü bölümü kendisine ayırdığımız) Husserl gibi filozoflar bilincin uykuda hiçbir zaman tamamen ortadan kalkmayacağı tezini destekler. Ne var ki uykudaki zayıf bilinçliliği göz önünde bulundurmayı önleyen engellerin başında bilinci refleksiyonun bir başarısı olarak görmek gelir. Bilinci refleksiyona eşitleyen her yaklaşım uyurken tamamen bilinçsiz olduğumuz inancını destekleyecektir. Bunun sebebi uykuda refleksiyonun mevcut olmamasıdır. Oysa sadece uyanıkken mümkün olan refleksiyon faaliyeti ortadan kalktığında bile bulanık, edilgin ve cılız bir arka plan bilinci varlığına devam eder. Dahası, uyurken uyanabilmenin yegâne koşulu böylesi bir bulanık bilince zaten sahip olmamızdır. Uyanabilmek için bizi dışarıdan etkileyenin öne çıkıp bir fark yaratacak biçimde bilincinde olmak gerekir. (shrink)

İslam’ın temel kaynakları olan Kur’an ve sünnet, bazen bir takım kişi ve gruplar tarafından ulaşmak istedikleri amaç ve gayeler doğrultusunda kullanılmaktadır. Bununla beraber bu iki kaynak bazı kişiler tarafından zamanla insanları etkilemek veya saflarına çekmek arzusuyla rüya, ilham, keşif, keramet ve bazı yayınlarla işlevsiz hale getirilmektedir. Bu yöntemi, bilinen büyük yapılardan ayrı bazı marjinal tiplemeler de kullanmaktadır. Bunlardan insanlığın kurtuluşu için kendilerini birer ruhanî otorite olarak kabul eden Adnan Oktar, Serdar Çiftçi, İskender Evrenesoğlu ve benzerleri, dini bilgiyi aktarmada subjektif tecrübeleri (...) dinin birer kaynağı olarak görmektedirler. Aynı zamanda kendilerini huzurun kaynağı olarak göstermektedirler. Halbuki tarih boyu bu iddialarda bulunan yüzlerce kişi gelip geçmesine rağmen, onların dedikleri huzur ortamı oluşmadı aksine bunların kendileri huzursuzluğun sebebi oldular. Şu an bile çalışmamızda isimlerini belirttiğimiz kişiler, onlarca mağdur aile oluşturmuş olup hukuki soruşturmaları devam etmektedir. Nihayetinde bu tiplemeler İslam alemine birlik ve huzur yerine tefrika ve buhranlı yaşam sunmaktadırlar. Çalışmamızda gün geçtikçe sayıları katlanan bazı marjinal mehdî tiplemelerini ve söylemlerini analiz etmeye çalışacağız. (shrink)

Ahmet Hamdi Tanpınar feels the civilization crisis in his soul like the most of the intellectuals who witnessed the last days of the Ottoman State and the establishment of the Republic. This uneasy intellectual of the Republic tries to find peace with a reasonable synthesis, such as changing to continue and continuing to change. The soul of time and space pervades every line that comes out of Ahmet Hamdi Tanpınar's pen. In his poem Time in Bursa (Bursa’da Zaman), which deals (...) with Ottoman life manifestations, is written to Bursa, known for its profound influence on the Tanpınar, where the synthesis of culture is seen on each corner. To comprehend Tanpınar’s poetry, it is necessary to think about time, space, memory, history, dream and imagination. These concepts take place in the lines of the Tanpınar as a call to the forgotten social identity. It is certain that imaginative memory has a collective dimension. The cultural memory that transcends individual life and becomes historical re-establishes the past by way of recollection. At this point, memory holds on to time and space against forgetting. For this reason, Ahmet Hamdi Tanpınar looks at time and space with another perspective. The poet, aware of the interaction of time and space with memory, attributes a symbolic meaning to these concepts. In this study, time and space perception of Ahmet Hamdi Tanpınar will be sketched out from the poem of Time in Bursa and the world of feeling and thought that shapes his works will be tried to be determined.
